The trustees who are also dirertors of the charfty for the purposes of the Companies Act
2006, present their report wlth the financial statements of the charity for the year ended
31 March 2025 The trustees have adopted the provlslons of the Statement of
Recommended Practice (SORP) 'Accounting and Reporting by Charities, issued In January
2015.
srRUCTURE, GOVERNANCE & MANAGEMENT
Governin9 Document
Carramea Is a company Ilmlted by guarantee (company number 07858057) and a
registered charrty (charity number 1148854). It is governed by a Memorandurn and
Articles of Association.
Appointment of Trustees
The first directors and trustees were appolnted by the Carrarnea Foundlng Organlsatlons.
Subsequent trustees are elerted into post by the Members of the Board. Subsequent
Members of the Board are appolnted followlng nominatlon by a Foundlng Organlsation or
non-Foundlng Organisatlon registered as a resldent organlsation at the Carramea
Communlty Resource Centre, dlscusslon of dutles, responslbllltles and Ilabllltles wlth the
nominee, and electlon by the Members of the Board.
Potentlal new board members are Identlfied by:
(a)
conductlng a board skills gap amongst existing trustees,
(b) approaching relevant individuals known to have these requlred skllls, andlor
(c)
advertisement for board members through our Founding OrganisatSons and
through non-FoundSng Organlsatlons regISte￿ as Resldent Organlsatlons at
the Centre.
Management
The Board of Trustees governs the charity, meetlng at least on a quarterly basis. The
Trustees appolnt the Chlef Executjve Officer who oversees the day-to-day operatlon of
Carramea. Project implementation is carried out by Project Co-ordinators.
Risk Management
The Trustees have conducted a review of the maln rlsks to whlch the charlty Is exposed.
Where approprlate, systems and procedures have been put in place to manage these
rlsks.
Reliance on external funding has been rnitigated by raising income through increasing
usage of our office and meetlng facilities by the voluntary and charitable sector.
Competitive risks for funding opportunltles have been mitlgated by developlng a strong
brand based on successful projert dellvery and our development Into a wldely
representative community hub, whlch Is responslve to comrnunlty demand for a range
of services and is well known and appreciated in the South Harrow area and beyond.

We have a reputation for reliablllty, trustworthlness and prlnclpled commitment to the
voluntary sector and the wider community.
We arrange for appropriate training for staff and take out approprlate Insurance
We have internal control risks linked to flnanclal transattions, mitigated by a Flnanclal
Control Pollcy, requlrlng 2 approvals for each transaction, we can call upon advlce from
professional accountants. If required.
PUBLIC BENEFIT
The Trustees confirm that they have cornplled wlth the duty In sectlon 4 of the Charttles
Art 2006 to have due regard to public benefit guldance published by the Charity
Commlssion in determining the activltles undertaken by the Charlty. The following
sertlons demonstrate our provision of public benefit:
OBJEcfivES & PRIORITIES

To advance the education of the publlc In Harrow by provldlng a range of tralnlng
courses. and

to promote the voluntary sertor for the benefit of the public In Harrow by:
a) the provislon and malntenance of a resource centre to be used by the voluntary
sector, Includlng the provislon of office, IT and meeting facilities. and
b) facllltstlng partnershlp and co-operatlon In the voluntsry sector.
wrth a vlew to promoting social coheslon amongst the publlc In Harrow.
PLANS FOR THE FUTURE
Our Carramea Communlty Resource Centre provides flexible office, meeting and storage
facllities at affordable rates to about 15 organisations, at any particular timei provldlng
charitable servlces to the communlty In Harrow.
Carramea's provision for these organisations ranges from reglstered office address with
incoming mail and telephone enquiry forwardlng facllltles, to hourly hot-desking as and
when requlred, and to 7-day office usage till 10.00pm.
In addltlon we provlde volunteerlng opportunities and through our dellvery partners we
provlde Engllsh Language courses and training courses for member5 of the publlc.
Following 'build back, after Covid dosure, we now have about 1,000 vlslts per month by
service-users and volunteers worklng towards employment.
We expett thls demand from the community to grow and we will work to secure grant
funding to support our volunteers and assure our baslc runnlng costs at a time of steeply
rislng costs.

FINANCIAL REVIEW
Income generation
The total of Incomlng resources for thls year was £88,045 (2024: £74,930).
Restricted Funds
Restrlcted funds represented approxlmately 3.62% of generated Income thls financlal
year.
Fundraising objectives
Two revenue grants towards staff and projert costs provided the charity with sufficient
funding to carry out its charitable objectives. Fundraising planning concentrated on
Identlfylng other sources of Income to sustaln the charlty's alms from 2024/2025
onwards, particularly those that can diverslfy the fundlng portfolio and fund staff,
volunteers, tralnlng and core costs.
Management & Administration
The organisation considers all its work to be charftable but does make an allowance for
some costs that relate to legal and charitable compliance.
Reserves (Working Capltal Policy)
Our reserves pollcy was approved by the board on 8th February 2012 and states:
"Carramea will alm to establish a ReseNe of between 33% and SO% of Its experted
running costs ft)r the ft)Ilowing year in order to ensure business contlnuity in the
eventuallty of ￿dUttIOn In fundlng from all sOur￿s."

STATEMENT OF TRUSTEES. RESPONSIBILMES
The tnjstees who are also the directors of Carramea for the purposes of company law are
responsible for preparlng the Trustees, Report and the financial statements in accordance
wlth applicable law and Unlted Klngdom Accountln9 Standards (United Kingdom
Generally Accepted Accounting Practice).
Company law ￿qUireS the trustees to prepare financial statements for each financial
year, which give a true and falr vlew of the state of affairs of the charitable company and
of the Incoming resources and application of resources of the charlty, Includlng the
Income and expendlture, for that period. In preparing these financlal statements, the
trustees are required to
select suitable accountlng pollcles and then apply them consistentlyi
observe the methods and prlnclples In the Charltles 50RP;
make Judgments and estlmates that are reasonable and prudent;
state whether appllcable accountlng standards have been followed, subject to any
materlal departures disclosed and explalned In the financial statements; and
prepare the financial statements on the golng concern basis unless It Is
Inapproprlate to presume that the charity will contlnue In buslness.

reasonable accuracy at any tlme the financlal posltion of the charity and to enable them
to ensure that the financial statements comply with the Companies Att 2006. They are

responsible for the preparatlon of the accounts. The trustees conslder that an audit is not required
for this year under Section 144(2) of the Charftles Act 2011 (the Charities Act) and that an

I. ACCOUNTING POLICIES
1.1 Bagls of prnparatlon of flnanclal •tatements
The statements have been prepared In accordance wlth Accounting and Reportlng by Charities
ststement of Recornmended pract1￿ appllcable to charlties preparing thelr accounts In accordance
wlth Finandal Reporting Standard appllcable in the UK and Republic Ireland (FRS 102) issued on
16 July 2014 and wlth the Flnancial Reporting Standard appllcable In the UK and Republlc of
Ireland {FRS 102) and the Companies Act 2006 and the Charltles Act 2011.
The charlty Is the parent undertaklng of a small group and as such is not requlred to prepare
group accounts. The financlal statements therefore present informatlon about the charlty as an
Indlvldual undertaklng and not about its group.

Items of income are recognised and Included In the Statement of Flnandal Artlvltles {SoFA) when
all the following criterla are met.

the control of the charity;
there Is sufflclent certainty that recelpt of the Income Is consldered probable; and the
amount can be measured rellably.
There has been no offsettlng of assets and liabilltles, or Income and expendlture, unless requlred
or permitted by FRS 102 SORP or FRS 102.
Grants and donatlons are only Included In the SOFA when the generdl Income recognition crlterla
are met. In the case of perfOrnian￿ related grants, income Is only recognised to the extent that
the charlty has provided the speciflc goods or ser4ios In accordance wlth the performance related
onditions.
1.5 Charltable expendlture and Ilabllltles
Charftable expendlture includes all expendlture dlrectly related to the objects of the charfty.
This includes support costs, whlch are the staffln9 and aSS¢xlated costs of supportlngi
monitorlng and evaluatlng the work of the charlty. Where costs cannot be directly
attributed to partlcular headings they have been allocated to actlvltles on a basis conslstent
with the use of resources.
1.5.1 U?blllty recognltlon
Llabilities are recognised where It Is MO￿ likely than not that there Is a legal or constructive
obllgatlon comrnitting the charlty to pay out resources and the amount of the obligatlon
can be measured wlth reasonable certainty.

1.5.2 Governance and support costs
Support costs have been allocated beljyeen govemance costs and other support.
Governance costs comprlse all costs Involving public accountsblllty of the charity and Its
compllance with regulation and good prattl￿.

on a basis conslstent with the use of resources.
