## _**FOR THE YEAR ENDED 30 SEPTEMBER 2025**_ 

The Trustees present their annual report and financial statements for the year ended 30 September 2025. 

The accounts have been prepared in accordance with the accounting policies set out in note 1 to the accounts and comply with the Trust's governing document, the Charities Act 2011 and the Statement of Recommended Practice, "Accounting and Reporting by Charities", issued in March 2005. 

## **Objectives and activities** 

The Trust's objects are to advance under the law of England and Wales such exclusively charitable purposes as benefit persons residing in developing countries. 

## **Achievements and performance** 

We are pleased to report that, despite some difficulties and interruptions to ‘normal service’ caused by a breakdown in communication between the Trust and its bank, HSBC, the two chief beneficiaries of the Trust have had a very good year, namely Charlotte’s Haven on Earth (CHoE) Child Care Centre in the northern part of the Kathmandu Valley and Q Learning Nepal,(QLN) a CIO which has been running a school in Hangdewa Nepal for the past 20 years .

## Amazing Things Happen When We Help 

For almost half the financial year, between 23[rd] December 2024 and 10[th] June 2025 the Trust had to rely upon alternative family trusts established by Barry and Ann Evans to provide the support for both projects, of which the Trust is effectively the sole provider of funding. 

For this reason, the figures for income and expenditure provided in the accounts filed, although accurate as to the funds passing through its own account, are not a true picture of the financial support that both CHoE and QLN have received during the financial year. With the aid of the alternative family trusts, the Eifion Trust has been able to meet its commitments to each beneficiary fully and cover the cost of a two week stay at CHoE for the Chair on 15[th] February 2025. 

As a result of its issues with its banking service, the Trust has not been in a position to support any other beneficiaries during the year, apart from Lend with Care. This Report will therefore focus on the great progress made by the CHoE Centre and the support that the Trust has been able to provide to QLN through the provision of accommodation and higher education for some of its students at the CHoE Centre.

## CHoE Child Care Centre 

## 1. Finances: 

- There has been a vast improvement in financial management processes by Apara Thapa, the director of CHOE, with new accounts and monitoring systems up and running. All services and supplies are now fully receipted and documented. Several meetings were held between Apara Thapa, the ET chair, the board of CHoE trustees and the accountant for CHoE during the February visit to Nepal. 

- Through careful local sourcing and suppliers, CHoE management has made significant savings and economies, evidenced at these meetings, thanks to the meticulous keeping of books and records. The ET chair has met the various suppliers whilst in Kathmandu. 

- A small enterprise scheme has begun with the cultivation of mushrooms with all children participating; this encourages life and business skills whilst providing an excellent food source for the Centre with the surplus sold to the local vegetable supplier. 

## 2. Safeguarding 

   - Counselling provision for children has commenced on a regular basis. This is already proving invaluable. 

   - Various courses have been provided for the children and staff including fire safety awareness, first aid and appropriate behaviour guidance on consent for teenagers. 

   - A report from QLN via Lesley Warburton spoke of the ‘sea-change- in children’s overall health and wellbeing’ and there was affirmation from the inspection of the Social Welfare Committee (SWC) on the enormous progress made at CHoE over the year. 

   - Work such as construction of a perimeter wall, installation of grills on lower windows, replacement of external front wall has added to the security of the building. Additionally, CCTV was installed in communal areas and outside. 

   - An agreement on a code of conduct was drawn up for new teenagers from Hangdewa school, to be signed and adhered to by all new arrivals. 

3. Education 

   - Zoom career talks arranged by QLN are beginning to take place; this includes some local mentors and career advice from Nepalese professionals as well as from international contributors. 

   - A detailed plan on provision of post-school apprenticeships and work experience for leavers is in progress, looking at the career and academic paths for all children at CHoE. 

   - A visit to a potential college, South Western College, was successful resulting in scholarships and bursaries and the start of a very positive relationship with an outstanding Kathmandu college. 

   - Schooling at the current school, VPS, will be gradually phased out so as not to affect the children adversely. 

   - Extracurricular activities: children are starting to learn more about their local area with trips to places of interest, visits to the cinema, sports activities etc, in order to generally have more life experiences outside of CHoE  in preparation for life after leaving the Centre at the age of 18.

QLearning Nepal educate over 300 children at their school in Hangdewa: 

- a. Provision of bursaries by ET: 

There are 8 children (previously at QLearning school Hangdewa) now living at CHoE and studying the equivalent of A Levels at SWC over the next two years. 

- a. A policy was drawn up on CHoE conditions and government criteria for coming to CHoE from Hangdewa. 

- b. A factfinding trip to Hangdewa took place over 10 days with a group of CHoE children. On the visit the chair was able to meet the school management, teachers and families to learn how the funds donated by the ET are being spent and the impact on the local community. For example, the construction of the new Montessori nursery school. This was a real, hands on opportunity to monitor the use of the ET donation to QLearning Nepal over a period of an intensive week. 

- c. Regular meetings take place on Zoom and in person in London between the two Chairs of the ET and QLN and the trustee of both charities, Anne Spurr. The progress and organization of CHoE is discussed in detail. Regular zoom meetings also take place with Apara Thapa or in situ when all are present in Kathmandu. 

The Eifion Trust would like to express its thanks to Apara and the CHoE Board in Nepal and to Lesley at QLN and Anne Spurr, also a trustee of QLN, for their support, consultancy and monitoring services which have helped CHoE to streamline its systems and aid its growth and reorganization. Their efforts and support are very much appreciated. 

## **Financial review** 

The Trustees have assessed the major risks to which the Trust is exposed, and are satisfied that systems are in place to mitigate exposure to the major risks. 

## **Structure, governance and management** 

The Trust was established by a trust deed dated 23 August 2012.

## **STATEMENT OF TRUSTEES RESPONSIBILITIES** 

## _**FOR THE YEAR ENDED 30 SEPTEMBER 2025**_ 

The Trustees are responsible for preparing the Trustees Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice). 

The law applicable to charities in England and Wales requires the Trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the Trust and of the incoming resources and application of resources of the Trust for that year. 

In preparing these financial statements, the Trustees are required to: 

- select suitable accounting policies and then apply them consistently; 

- observe the methods and principles in the Charities SORP; 

- make judgements and estimates that are reasonable and prudent; 

- state whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements; and 

- prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in operation. 

The Trustees are responsible for keeping sufficient accounting records that disclose with reasonable accuracy at any time the financial position of the Trust and enable them to ensure that the financial statements comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. They are also responsible for safeguarding the assets of the Trust and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

## **INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF THE EIFION TRUST** 

I report to the  Trustees on my examination of the financial statements of The Eifion Trust (the Trust) for the year ended 30 September 2025. 

## **Responsibilities and basis of report** 

As the Trustees of the Trust you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011. 

I report in respect of my examination of the Trust’s financial statements carried out under section 145 of the Charities Act 2011. In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the Charities Act 2011. 

## **Independent examiner's statement** 

Your attention is drawn to the fact that the charity has prepared the financial statements in accordance with the relevant version of the Statement of Recommended Practice applicable to charities preparing their financial statements in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) in preference to the Accounting and Reporting by Charities: Statement of Recommended Practice issued on 1 April 2005 which is referred to in the extant regulations but has now been withdrawn. I understand that this has been done in order for the financial statements to provide a true and fair view in accordance with UK Generally Accepted Accounting Practice. 

I have completed my examination. I confirm that no matters have come to my attention in connection with the 

examination giving me cause to believe that in any material respect: 

- 1 accounting records were not kept in respect of the Trust as required by section 130 of the Charities Act 2011. 

- 2 the financial statements do not accord with those records; or 

- 3 the financial statements do not comply with the applicable requirements concerning the form and content of financial statements set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the financial statements give a true and fair view, which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the financial statements to be reached.

## **1 Accounting policies** 

## **Charity information** 

The Eifion Trust is an unincorporated charity registered in England and Wales. The principal address is 5 Meadow View, St. Margarets-At-Cliffe, Dover, Kent, CT15 6FD. 

## **1.1 Accounting convention** 

The financial statements have been prepared in accordance with the Trust's governing document,  the Charities Act 2011 and "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)". The Trust is a Public Benefit Entity as defined by FRS 102. 

The Trust has taken advantage of the provisions in the SORP for charities applying FRS 102 Update Bulletin 1 not to prepare a Statement of Cash Flows. 

The financial statements have departed from the Charities (Accounts and Reports) Regulations 2008 only to the extent required to provide a true and fair view. This departure has involved following the Statement of Recommended Practice for charities applying FRS 102 rather than the version of the Statement of Recommended Practice which is referred to in the Regulations but which has since been withdrawn. 

The financial statements are prepared in sterling, which is the functional currency of the Trust. Monetary amounts in these financial statements are rounded to the nearest £. 

The financial statements have been prepared under the historical cost convention, [modified to include the revaluation of freehold properties and to include investment properties and certain financial instruments at fair value]. The principal accounting policies adopted are set out below. 

## **1.2 Going concern** 

At the time of approving the financial statements, the Trustees have a reasonable expectation that the Trust has adequate resources to continue in operational existence for the foreseeable future. Thus the Trustees continue to adopt the going concern basis of accounting in preparing the financial statements. 

## **1.3 Charitable funds** 

Unrestricted funds are available for use at the discretion of the Trustees in furtherance of their charitable objectives. 

## **1.4 Incoming resources** 

Income is recognised when the Trust is legally entitled to it after any performance conditions have been met, the amounts can be measured reliably, and it is probable that income will be received. 

Cash donations are recognised on receipt. Other donations are recognised once the Trust has been notified of the donation, unless performance conditions require deferral of the amount. Income tax recoverable in relation to donations received under Gift Aid or deeds of covenant is recognised at the time of the donation.

## **1.5 Resources expended** 

Expenditure is recognised once there is a legal or constructive obligation to transfer economic benefit to a third party, it is probable that a transfer of economic benefits will be required in settlement, and the amount of the obligation can be measured reliably. 

Expenditure is classified by activity. The costs of each activity are made up of the total of direct costs and shared costs, including support costs involved in undertaking each activity. Direct costs attributable to a single activity are allocated directly to that activity. Shared costs which contribute to more than one activity and support costs which are not attributable to a single activity are apportioned between those activities on a basis consistent with the use of resources. Central staff costs are allocated on the basis of time spent, and depreciation charges are allocated on the portion of the asset’s use. 

Grants payable to third parties are within the charitable objectives. Where unconditional grants are offered, this is accrued as soon as the recipient is notified of the grant, as this gives rise to a reasonable expectation that the recipient will receive the grants. Where grants are conditional relating to performance then the grant is only accrued when any unfulfilled conditions are outside of the control of the charity. 

## **1.6 Cash and cash equivalents** 

Cash and cash equivalents include cash in hand, deposits held at call with banks, other short-term liquid investments with original maturities of three months or less, and bank overdrafts. Bank overdrafts are shown within borrowings in current liabilities. 

## _**Basic financial assets**_ 

Basic financial assets, which include debtors and cash and bank balances, are initially measured at transaction price including transaction costs and are subsequently carried at amortised cost using the effective interest method unless the arrangement constitutes a financing transaction, where the transaction is measured at the present value of the future receipts discounted at a market rate of interest. Financial assets classified as receivable within one year are not amortised. 

## _**Basic financial liabilities**_ 

Basic financial liabilities, including creditors and bank loans are initially recognised at transaction price unless the arrangement constitutes a financing transaction, where the debt instrument is measured at the present value of the future payments discounted at a market rate of interest. Financial liabilities classified as payable within one year are not amortised. 

Debt instruments are subsequently carried at amortised cost, using the effective interest rate method. 

Trade creditors are obligations to pay for goods or services that have been acquired in the ordinary course of operations from suppliers. Amounts payable are classified as current liabilities if payment is due within one year or less. If not, they are presented as non-current liabilities. Trade creditors are recognised initially at transaction price and subsequently measured at amortised cost using the effective interest method. 

## _**Derecognition of financial liabilities**_ 

Financial liabilities are derecognised when the Trust’s contractual obligations expire or are discharged or cancelled.

## **2 Critical accounting estimates and judgements** 

In the application of the Trust’s accounting policies, the Trustees are required to make judgements, estimates and assumptions about the carrying amount of assets and liabilities that are not readily apparent from other sources. The estimates and associated assumptions are based on historical experience and other factors that are considered to be relevant. Actual results may differ from these estimates. 

The estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting estimates are recognised in the period in which the estimate is revised where the revision affects only that period, or in the period of the revision and future periods where the revision affects both current and future periods.
