Norfolk Blood Bikes, forniedy SERV Norfolk. became registered as a charity with the Charity
Commission on 22nd August 2012. Our registered number is 1148669.
In 2019, the name was changed to Norfolk Blood Bike5 to reflect more accurately the work the
charlty does and enable more meaningful engagement with the general public.
Throughout our existence we have maintained our membershlp of the NatlDnwide Assoclatlon of
Blood Bikes which provides guldance and support to all the UK Blood Bike charities.
Objectlves and Actlvltles.
The Charity's formally ststed obJects ￿Main -
To transport blood, samples and any other item5 needed by dortors, hospitals, and
laborotories for the medical or suryical treatment of patients, durtng the night, at weekends,
and on Bank Holidays free of charge to the National Health Service.
To co-operate with the emergency services a5 may be required, and additionally to co-
operate and enter into agreements with other Government authorltles, persons, companles or
assoclations

Slnce Its Introduttlon In late 2023, the vlsion and mission have not only establlshed a more coheslve
framework for goal settlng and declslon maklng. but have been able to establlsh a number of work
Streams that have lrnproved operational efficiency, member engagement and Income securlty.
Achlevements and Performance.

During the perfod, Apdl 2024 to March 2025 the charlty recelved 2188 calls for urgent transfer of
blood, blood products, samples, donated breast milk and other essential items. Our team of
volunteers undertook 2646 tasks to complete these requests. some of which requlred multiple
volunteers to complete the Journey. It should be noted that for the period of this report, the number
of tasks had Increased by over 200 year on year, but thanks to improved communicatlon with our
service users. our combined mileage had reduced to Just over 135,000 mlles. A year on year
reduction of nearly 20,000 mlles (reduction of 385mileslweek, equivalent of approx. 4tonnes C02).
This improvement in effiaency was achieved through more frequent and in depth engagement wlth
the NHS teams. Through a greater understanding of our service they have been able to combine,
delay and even avoid some requests. At no point was patient care ever compromised.
The service provided by the volunteers of Norfolk Blood Bikes is delivered in order to help the NHS
retain funding for critical frontline care rdther than appointing taxis and costly speclallst courlers.
With extemal provlders costlng approx. £50 - £180 per task, Norfolk Blood Bikes believe we have
saved the NHS over £250,000 this year. To a lesser degree our *rvice has a150 benefited the
lifesaving charitable operations of the East Anglian Ambulance in a similar way.

This benefit to the NHS and others is not limited to a simple financial calculation. Our relatlonship
wlth each of our service users is governed by Service Level Agreements (SLA'S) wlth agreed response
times and auditable records that ensure that we perform to an agreed and accepted level. with
accountability for the services we provide. As a trusted partner under these agreements. Norfolk
Blood Bikes are Increasingly asked to undertake urgent tasks where samples must transported within
very specific time limits to enable the medlcal professionals to administer the approprfate lifesaving
treatment.
Durlng anftual review5 wlth our hospltal partners, we have continued to meet the key performan
Indlcators within our SLA'S and thanks to increased quarterly meetings. levels of feedback remain
con51stently positive with improvements In efficiency seen by both sides. We contlnue to be proud to
be considered part of the local health system and live up to our motto "We1190 no matter what".
The charity functions solely to benefit the people of Norfolk through the transport of potentially
lifesaving clinal supplies to the NHS and Air Ambulance, consequently. it does not work for, nor
receive reimbursement from any prlvate company.
At the beglnnlng of the reportlng period, we had chosen to increase the dedicated Ilveried fleet of
motorblkes to 15, supported by 5 cars. These are constantly assessed by our fleet management
team to ensure their continuing capablllty to functlon, and to faa'litate the advanced plannlng of
servlce, repalr and renewal.
In the prevlous year, we declded to Increase the slze of the charity's fleet. In the sprfng of 2024,
thanks to surplus funds from p￿vIouS years. donatlons from local buslness Crane Garden Bulldlngs
and a legacy donatlon. the four new Triumph mger 1200 GT Pro blkes qulckly became a flrm hlt wlth
the team. Havlng four more assets deployed across the county meant that the travel tlme for
volunteers to plck up a bike for duty was cut for many of the team members. Appreclated by the
rlders and thelr famllles (who typically had to drive their loved one to the fellow volunteers house)
these hl-spec, hlgh performance motorcycles were seen as a very sultable alternatlve to the Yamaha
FJR 1300 which had ceased being manufactured.
By the summer, several of our older motorcycles were experlenclng dlfflcultles In accesslng spare
parts and the Increaslng expenses led to a proposal to replace four of our older motorcycles whilst
they stlll had a decent trad-in value. Whilst the charity was enJoylng another record year of Income
from fundraising, the leadershlp team voted to approve the sale of four older bikes and the purchase
of four new Trlumph Tigers of the same speclficatlon as previous. Norfolk Triumph honoured the
heavily discounted 2023 price that had been prevlously negotiated as well as the monthly servlce
plan enabllng greater vlslblllty to servlce costs.
The new bikes Jolned the fleet In September bearing the new 74 plate and once adapted for carrylng
the blood boxes, the trackers and sat-navs installed and the NBB livery applled they went Into
servlce before the Autumn weather could have an Smpact.
Before the end of the Autumn we had also heard about the successful appllcatlon of grants from the
National Lottery Communlty Fund as well as West Norfolk Lives Matter administered by The Norfolk
Community Foundatlon. Both grants had been granted on the basis of addlng motorcycles to our fleet
In order to Increase availability to volunteers, increase response times within specific locatlons wlthin
the county as well as reducing emissions from transfer mlleage between active duty. The restrirted
fundlng frorn these grants were used to fund two additional Triumph Tlgers which were orde￿d in
the early part of 2025 and came into service In March.

The charity entered the new 2024125 year in much stronger form than the previous year with a
forward looking leadership team and an enthusiastic membership that were responding to the
positive adaptations being made. Having built up surplus's over the last several years, the leadership
team had used these to upgrade the fleet and enable the membershlp to access charity assets more
easily.
AII OL¢r operational costs are covered by collections and charltable donations from philanthropic
organisations and the general public. As part of the charity's stTrtegic plan, new fundraislng
approaches are being adopted with collaborative relationshlps bearlng frult. During the course of the
reporting period significant donations were received from, Enterprise Car Hire, The Norfolk Masons,
Dimension Brickworks. Kings Lynn Community Choir. Cromer Distrirt Buffaloes for general
operatlonal costs. Generous donatlons of restrtcted funds for vehlcle purchases We￿ ￿ceiVed from
The Natlonal Lotteryi Mark Mason Benevolent Fund, West Norfolk Uves Matter and a private donor
achievlng a record hlgh of £98,288.89.
The charity used the experlence of the prevlous year to Increase attendance at publlc and communlty
events. Learnlng that some actlvitles drlve awareness whilst other contrtbute more signlficantly to
fundraSsing, the charity invested modest ￿oUrceS In addltlonal materlals to help promote the
charity's purpose and Impact. Durlng the reporting year, no complalnts were recelved regardlng our
fundralslng actlvltles.
Posltlve relatlonshlps between our volunteers and the charlty contlnued to develop wlth monthly
social gatherings at our Sunday Coffee Mornings and In¢￿a51ng attendance at promotional and
fundraSslng actlvltles. The leadershlp team recognlse the Incredlble passlon and goodwlll provlded by
our volunteers and remaln grateful and humbled.
Thanks to increaslng publlc awareness, durtng the 24125 ￿portIng pertod N88 were agaln selected
as charity partners by Several local organisation and events. Crane Garden Bulldings, havlng donated
funds to purchase a new motorcycle, helped promote the relatlonshlp through thelr consumer media
as well as thelr 50th annlversary celebrations. NBB were also chosen as annual beneficlarles by
Harleston Young Farmers, Juventas Care Homes, the Ladlng Tractor Run, Acle Beer Festlval to name
a few. The economlc beneflts of these partnershlps and Increase publlc awareness has resulted In
general funds Improvlng by over 17% year on year.
Worklng closely wlth the Flreflghters charfity, In Aug .24 Norfolk Blood Blkes hosted our flrst
covntywlde promotlonal fundralslng actlvity. The Great Norfolk Charlty Rldeout enable almost 80
members of the public to support the comblned charltles whilst experienclng Norfolk countryslde
escorted by a groups of advanced tralned motorcycllsts. It Is antScipated to make thls an annual
fundralslng and awareness actlvlty for both charltles.
Towards the end of the reportlng perlod, conversations were underway to establlsh supportlve
relationshlps wlth several local businesses and phllanthroplc organisations that wlll deliver practical,
promotlonal and financial benefits in the 25126 period. The N8B leadership team contlnue to belleve
in the power of a Norfolk network for good and hope to bulld further support from Ilkeminded caring
organisations.

structure, Governance and ManagemenL
The structure and govemance of Norfolk Blood Bikes was established within the constitutlon first
adopted on 1st Jul 2012. as amended at the Annual Generdl Meeting on 2711012024.The trustees
and officers of the charity are elected from within the established membershlp at AGM. All officer5
and Trustees will have served a minimum of one year as volLtnteers of NBB prior to them being
ellglble for conslderation in a leadership role. Management of the charity is by the Trustee5 Wlth the
elected leadershlp team covedng the day-to-day responsibillties for events, fundrdising, fleet
malntenance, hospltal liaison, membershlp, rota, social media. and trainlng.
The Trustees of Norfolk Blood Bikes receive no payment or remuneration for their service to the
charlty. Reasonable expenses may be claimed and relmbursed as per the charities on-golng expenses
policy. During the reporting perlod 8 Trustees clalmed expenses worth a total £6,809.99. This total
Includes mileage clalms, postage and stationery as well as more signlflcant purchase5 made on
behalf of the charity where best value was gained and no altemative supplier account facllltles were
avallable. These may Include, but are not limited to online printed materlals, speclallst motorcycle
and car accessorles. online windscreen repalr clalms and old model printer cartridges. For visibility,
slgniflcant Trustee expense clalms, Including purchase5 for the chadty wlth no clalm on subsequent
ownershlp, are deCla￿d and recorded at monthly Leadershlp Team meetlngs.

Durlng the reportlng perlod and followlng the reslgnatlon of the elected Treasurer, the Trustees
Invlted the Shane Flnch (Fleet Operatlons) to take on the role. At a slmllar polnt, Jasmln England
stepped down In the role of Secretary. The Trustees Invlted her retaln a place on the team as an
Independent Trustee whlch was accepted. Having prevlously served as a Trustee and Secretary,
Stuart Scott was asked to Joln the leadershlp team as Intedm Secretary In order to fulfll the role until
the AGM In Oct 2024.
Durlng the reportlng perlod, all other supportlng roles have been dellvered by active volunteers
helplng contrlbute to the suttess of the leadershlp team. As part of the charlty's ongolng
development and In Ilne wlth constitutlon dause 17. 1, the Leadershlp team declded to make the
followlng roles to become Trustees following electlon at the next AGM. Hospltal ￿alson, Fundralslng,
Membership, Rota.

Following another successful year, eleven out of thirteen trustee5 anticipate standing for electlon to
the next leadership team. Joanne Jutsum resigned from the leadership team In the summer due to
significant external commitmertrts, but continued as a charity volunteer.

Financial.
The effects of the charity's increased publlc awareness have shown in significant growth in annual
income. Thanks to the passionate support from our volunteers at events and a strategic approach to
engaging grant funding entitles, Income of É204.928 represents an all-tlme record for the charlty. A
slgnificant amount of this figure (+53%) is made up of restricted funds for capital proj.ects and
revenues from vehicle dlsposals. That said. the underfying improvement in fundTrising income
represents a +17010 Increase year on year. The value of 24125 income adequately covers running
cost and contlnues to enable the charity to invest in improvements that enable our volunteers to
deliver an effectlve and safe operation for our service users.
The charity's leadershlp team have agaln managed costs wisely, however both Insuran￿ and vehlcle
depreciation costs Increased most significantly over the year, in Ilne with more cars and motorcycles
Jobnlng the NBB fleet. Expendlture on fuel has remalned stable with increased costs offset by a
modest decrease In overall annual mlleage. Purchases relating to promotlonal materlals and branded
goods used at events have seen a major reductlon slnce last year where the charlty had to Invest a
large sum followlng several years of underspend.
At year end 24125, the cash funds avallable of £152,046.06 demonstrate a +63% Increase on the
prevlous year and Includes the ongolng ￿SerVe fund of £35.000 (representing 7 months operatSon
costs) and a further ￿SerVe of £56.768.50 for fleet replacements (belng the full c05t of replaclng
both a car and a motorcycle In the event of a total wrlte off or urgent addltlonal resource). These
reserves mean that If future clrcumstances should restrlct the ablllty of the charlty to generate
Income from the publlc collectlons, Norfolk Blood Bikes could continue to functlon through a crlsls
whllst establishing a reformulated operatlng plan. This leaves an operational cash balance of
£60,277.56 whlch the leadershlp team alm to utillse for further operatlonal Improvements supportlng
Increaslng demand from our servlce users.
Durfng the reportlng perlod no donatlons We￿ made to thlrd partles, nor sponsorshlp for promotlonal
actlvlty. As one would hope, the charlty ￿ceIved a modest dlscount from l)oth vehlcle suppllers for
the purchase of the vehlcles prevlously reported. No related-party trdnsactlon5 took place wlth
Trustees or connected persons.
We are therefore satlsfled that the current flnandal plans and projerted Income from events,
phllanthroplc organlsatlons and publlc donations wlll enable us to contlnue to provide the servlce
outllned In thls report and have sufficlent headroom to respond to futu￿ demand and potentlally
Increase select provlslon to our current users when required.
The charlty's Trustees vlew of the detalled financlal report below and the future forecasts for our
flnances Is that there Is Ilttle or no rlsk that mlght prevent the charity from contlnulng Its current
functlon for the foreseeable future.

Having broadly retained the core leadershlp at the October AGM, increasing the team by including
former "commlttee" roles and additional independent trustee roles, the new, larger leadership team
have maintained the existing focus on volunteer engagement and external fundTrislng opportunities.
livo additional Triumph Tigers joined the fleet In the wlnter months of 2025 and two further Ford
Kuga Hybrid cars also Jolned durtng the summer. All four vehlcles funded by grants received durtng
the reportlng year 24125.
In the Sprlng of 2025, the charlty undertook an addltlonal servlce sUPPOrting the Norfolk County
Council Foster Care provision supplying donated breast milk to new bom bables In foster care.
The volunteers from Norfolk Blood Bike5 were recogni5ed with a "Local Hero" award at a ceremony
held In the Klngs Lynn Corn Exchange hosted by Klng's Lynn and West Norfolk Council. The charlty
was also featured In the Sprlng "KL magazine". Both features have helped ralse the proflle of our
chadty helplng us reach new fundlng partners and help the general publlc understand how we help
the community.
Thanks the expertlse and support of two local businesses we were able to update and Improve the
charlty's website durfng the summer of 2025. Thls wlll make It easler for visltors to donate and
volunteer for the chartty-
As part of the charlty's sustalnable Income strntegy and followlng research Into several provlders, the
Norfolk Blood Blkes weekly charlty lottery was launched In August .25. Whllst stlll very early, our goal
Is to achleve 25Wo total Income through the lottery by end of year one. The lottery platform Is
provlded by Glant Cash 8onanza as a Society ￿cense holder. benefittlng from 19 years of experlence
provldlng slmllar Small charltles wlth thls servlce. We antlclpate uslng our soclal medla channels,
word of mouth and promotlonal materlals at our events to develop awareness of the lottery and the
beneflts to both the charlty and the players. At no polnt wlll we hlre thlrd paty personnel. adopt
blanket marketlng or door to door tartlcs to "sell" the lottery.

Thls has been another challenglng year gettlng on top of dated admlnlstrative processes and
establlshlng more effectlve ways of worklng as a larger leadershlp team. Many hands make Ilght
work and the￿ have been some great examples of renewed energy, passlon and commltment to help
make Norfolk Blood Blkes a leadlng chadty In our county.
Once agaln the volunteers of thls charlty have dellvered an Incredlble and dlfficult service that
potentlally beneflts every resldent and visitor to Norfolk as well as the experts withln the NHS and Alr
Ambulance teams. We have met the increaslng challenge of demand and improved conditlons for our
volunteer membership. We antlcipate continulng to increase se￿Ice provlslon and growth further
engagement wlth our team and the general public. The trustees have assessed and conslder the
charity a going concem for at least 12 months from approval.

The charity's tNstees are responsible for the preparation of the accounts in accordance wtth the Charities Act
2011 (the Act). The charity's trustees consider that an audit is not required for this year under section 144 of
th¢ Act 1993 and that an independent exan]inalion is needed.

An examination includes a review of the accounting records kept by the charity and a comparison of the
accounts presented with those records. It also includes Consideration of any unusual items or disclo.sures in the
accounts, and seeking explanations from you as trustees concerning any such rnatle￿. The procedure8
undertaken do not provide all the evidence thal would be required in an audit and consequently no opinion is
given as to whether the accounts present a 'tNe and fair view, and the report is limited to those matters s¢t out
in the slatem¢ni b¢low.
Independent examiner's statement
In connection with my examination. I confimi that no matters have come to my attentton which gives me
reasonablc cause to believe that in any material respccl:
thc accounting records w¢re not kept in accordance with section 130 of the Act; or
the accounts did not accord with th¢ ac¢ounting records: or
the accounts did not comply with the applicable requirements concerning the fonn and contenl of
accounts set oul in the Charities (Accounts and Reports) Regulations 2008 other than any requirement
that the accounts give a 'true and fair. view which is not a matter considered as part of an independent
