Chalrman's Summary
This year marks the 80th Annivefsary of the founding ol Weyrrw)ulh Civic so¢￿ty and I believe that
it is appropriate. in addition lo our nomial approach of summarising the events of the past year, to
take a moment and rellect on the achievements of the Society since its founding during Ws)rld War
The Society was fomed in May 1944. one month before the D-Day landiry, al a ts'me when the
area was fvll of Allied Trwps waiting to be transported to Ihe beaches of northem Fran￿.
Weymouth is rightly proud of ils role during World War 11, and we were delighted that Weymouth
Town Council chose lo hdd ils D-Day ccrfnmemorative event al Nothe Fort in ju￿ this yeai.
One positive outcome of World War 11 was that Tudor Hovse had been ￿ndernned in 1936 and
planned for demolition but was saved by the outbreak of war. However, it suffered bomb damage
and was derelict by the end of the war. The secretary of WeyTrouth Civi¢ Soaety, Emest Wamsley
Lewis, renovated the property during the 1950s furnishing il in the Style of a middle-class family.
He bequeathed Tudor House Museum to the Sooety on his death in 1977.and we have operated il
as a volunlger-nJn museum since then.
The Civic Society had worked diligently to improve the built environment south of the Ridgeway
and, starting in 1978. decided that it should cdebrate positNe conlrityJtions via annual awards with
a 'blue plaque. awarded to outstanding developments or renovations.
By this time, Nolhe Fort had been transferred to the ownership of WeymcMJth and Portland B¢)rough
Council after ils mililary use had ended bul it had be￿rne derelict. In 1980 Weymouth Civic
Society volunleers started the renovation arKJ opened Nothe Fort Museum of Coastal Defence to
the public. even Ihough part of the Fort was being lurned into an emergency Civil D&fence Nuclear
Bunker at the same time. The Nuclear Bunkef was subsequenlly de-corrKnissioned in 1990.
Visblor numbers have grown slead￿Y over the years and Not￿ Fort has become, in our opinion,
the area's premier visrtor attraction. COVID-19 and the subsequent reslrictions brought a
temporary stop to all activrties in 2020 but we wort(ed hard to re-open Nothe Fort relatively qvickly
afte￿ards. This contT1btst￿j lo the presli9K)us 'Best Small Vtsitor Attraction, award from Visit
England in 2022.
Unfortunatety, il took longer to rewn Tudor House and to re-stsrt oui programme of members.
meetings bul we are currently opening Tudor House on day5 a week lexduding the winter
months) and we held a successful series of talks al Pilgrim House earlier this year wrth more talks
planned for the autumn period.

In 2023 we deaded lo extend the scope of cmjr Annual Awards and. for the ffrst time. also gave

We wi51 continue to monitor progress following the developer's appeal but there have been no

we all hope that this is posilive. We also
objected to the scale of the proposed sdar farm and battery instslialions at Chickerell.
We have worked on our communications and publicity. wth a new WCS website already up and
running. and the Tudor Hcxjse websrte under construclion. We have also significantly improved our
presence on social media as well as inryeasing our coverage in the t>orset Echo and ￿-
invigorating our rnemt)er neW￿etter.
Nothe Fort has continued going from strength to strength and has been awarded the accolade of
'Best Small Visitor Attracts"on in England 2024, by Visit England - the second win in three years. It
has been so successful that this is the last b.me when il is eligible for this award. The Small Visitor
Attradion category is for Fla￿$ attrading less than 75,000 visitors per year and we are currently
on course lo have more than 100,OCK) wsitors in 2024. This compares wrth a typical attendance of
between 50.000 and 60,000 pre-cowd. The benefit from this performance goes much wider than
the Fort itself- the economic benefit of Nolhe Fcwl to the kKalrty was assessed as just over £3m' in
Ihe period from 1 April 2023 10 31 August 2024.
11 would have been easy to lose focus on the schools. programme or child-friendly activitses as the
numbers increased but this hasn't happened and Nothe Fort has also ￿en s￿rt11sted by 'kids in
rnuseurns. for the Family Friendly Museurn Award 2024.
Structural improvements to Scheduled ￿nUMentS are expensive and arthough we have funded
significant work like a replacement lift from internal resources, we have actively sought external
fvnding for larger works, Nothe Fort has made successful applications to the Arts Council £320k
was awarded in 2022 for improvements to the drainage and we have suc￿eSsfUllY got throvgh the
first round of an application for a further £1.5rn.
Congratulations to everyone who has contributed to Nothe Fort's ongoifig success story.
In summary, Weymouth Civic Society has ¢ontinued to build upon the work and successes of
previou5 generations. although we also reccKJnise Ihe challenges that we slill face.

Membership Actlvltles
Membership numbers have ¢hanged little in the last year and the new section lo join up to the
society via the websile has started lo attract new member5. A series of rrErnber's meetings were
held in Pilgrim House in Hope Square by Richard Burgess. starting with 8 talk on the marine life of
Weymouth and Portland by Sandra Slalker. a I￿1 artist and photographer and college lecturer.
Sandra illuslraled her talk with a ser￿S of superb undervrdter photographs illuslratsng how rich and
diverse the local marine fauna and flora tnJly are.
The second talk was on the preliminary results of the archaeological on the site of the oh
Council Offices. Richard Mcconnell of Context One Heritage and Archaedogy took a very crowded
room through the layout of the okl High Street and some of the fascinating finds. Many in the
audience had worked on the ￿te carefully exFh)sing the various layers. lifting, deaning and

Nothe Fort Museum of Coastal Defence
As the wortd pul the Covid pandemic behiThJ rt, Nothe Fort's fOl￿s on delivering its mission
slalement supported continual organisational progress. We undertake lo
Conserye the Fort and the collection. increase public access. enga9e everyone with our story and
maximise ojr use as a cultural vernje in (x4r loc￿ communty.
Conservatlon
While our mainlenonce team delivered important running repairs and improvement5 during the
peri￿ of this report, we also began work on a key strategic programme. We had eartier recognized
water ingress and dampness across most areas of the building as an i55ue that threatened the
integrity of the historic collection sl¢xed and displayed within rt. as well as barrier to future
development. We submitted an application lo the Arts Council England MEND fund. which is
dedicated to museum capital works. We were successful and awarded £340.000. The prograrnme
ds managed in house by stsff and our senior volunteers and I'd like to thank all who contributed.
At the end of this reportiThJ period. the works were ongoing, bul are already showing highly
encouragin9 redutliorE in water ingress. TW are due to c(Knplele in Septemter 2024.
Access
Once again, our mainlenano team ¢ontinurrtJ5ty delivered imttjrtant access improvements over
the reporting rwiod. However. a key pr0￿ct for us was the fvll refurbishment of the lift. as we had
experienced an increasing number of failures in recent years. The 15ft gbves disabled access to all
three levels of the Fort. which means il makes nearty the entire Fort accessible lo all. The proje¢t
cost was nearly £80.OCXJ. We had anticipated a significant prOpO￿On of this spend being drawn
trom reserves. bul a gcrfxj trading year - ol which more laler - meant thal we did not in the end
have to use our ￿serveS to pay for this vitsl access project.
Engagement
Ouf curatorial team of volunteers, supported by one of our general managers. Kate Hemitch,
continued to improve our understanding of the collecbon and the way we present il to the different
audiences who visit us al the fort. A key project during the rewrting period was the 'Story of
Portland Harbourfs defences. an imaginative and inleraclive inlerpreLgtion of how Nothe Fort is an
integral part of a wider syslem of Royal Navy dockyard defences built in the Victorian period.
Displayed across three conneth.ng r￿rn$ in the loV￿r ￿ve1. this new experien￿ immediately
made a significant additional contributson to VISrt￿ engagement at the fort.
Culture
The forys application as a cultural venue continued in the reporting per￿d. We hosted theatre
productions. music concerts. a fiugely F(spular 'silent disco.. a rapidly growiThJ dog show and
awards ceremony. as well as historic re*nactmenls such as our hu￿lY popular Victorian
weekend.
Financial sustainability
As you will infer frofn infornlalion presented else*here in this reFQrt, the Fort continues to grow its
visitor numbers and therefo￿ revenue. wth 2023 being another ￿cOrd year. Costs are also being
managed carefully. Consequent lo bolh these factors. the fort is financRlly suslanable, and we
therefore feel very positively about all of our Su￿sseS during Ihe reporting peri￿.

Awards
Our success was ocognised by Vrstt England with the award of Best Small Tourist Attraction in
England. This is the second time in three years we have achieved this, tMJt it will be our last.
Growing visitor numbers mean that we will be re-dassified by them in future as a 'large attraction,.
To celebrate and that staff and volunteers a series of cruises to Portland were arranged on board
"My Git1" In addttion the Fort won Weymouth Business Gold award for Customer Care a5 well as
the Outstanding Business of the year Award.
Futuro projects
Earfy work on the MEND project revealed some issues that we could not have anlicipaled before
putting a spade into the ground. We contsnue to work through the challenges they presenl but
anticipate c￿lpletIOn by mid-september 2024. Necessary changes to project scope will cause an
overspend. tNJl one that is well within our capauty to sustain. We recenuy submitted a second, and
much larger. apFAicatson to the MEND fund. If Successful. we wll be a￿e to address hjrther areas
of water ingress at the Fort.
A Cold War bunker was built at Nothe Fort in the early 1980$. It presents a fantastic opportunity lo
engage our visitors in this peri¢)J of history bul is ¢urrently not presented in a way that aligns wtlh
modern museum best practice. We submitted an 'Expression of Interest" to the Heritage Lottery
Fund in respect lo deliverin9 a new interpretatic￿ of this area and were successful, which means
we are now In the process of writsng a full application. If awarded the money, we believe this
project will significantly enhance the experience of our visitOTS.
Staffing
Lucy Walkins has joined the team as the new General Manager in charge of colleCt￿nS, replacing
Kale Hebdilch who left to concentrate on the new Weymouth Museum. We thank Kale for all her
conlnbuts'on and look forward to working vith her in her new role. Lucy has brought enormous
expertise and a wonderful singing voice to the team and is already rnaking a 9Teat impact. Our
Events Manager, Emma Murgalroyd, has oblained an ama￿ng new job anij will be leaving in
October. She will be sorely missed and recnJitment for a replacement will begin shoruy.
Tudor House
useum Accreditstion
The SOc￿ty seeks forrnal accreditation from the Assoctation of Independent Museums (AIM) for
Tudor House as a museum. To enable this. we are vffiling a three-year project pian detailing
necessary actions and tirnescales. Several FK)11￿ r￿ed lo be re-written which will be adapted
from the Nothe Fort to maintain consistency of approach through the Sociely.
Grants are available through AIM or￿e TH is accredited as weu as enabling granls from Dorsei

Volunteers
The current volunteers are working well. COTordinaled by a ff￿mber of Nothe Fort staff, on
secondmenl part-time. We plan to extend opening from Iwo to three days a week and then to four.
Once accredited. it will be possible lo operate museum apprenticeships and to obtain Heritage
Craft Funds for things likè ¢ostumes. The Commrttee needs a Ireasurer and secretary. Need to sort

Income
Income to Nolhe Fort is direcuy prow)rtional lo opening lirrE. hence the imwrtance of increasing
volunteer numbers. New fire and intruder alarms. costs of buildings insurance and electricity bills
have incfeased costs sharply. so we need to explore additional incorne streams such as

enabled card donatK)ns. which are preferred by an increasing number of visitors and the Society is
exploriThJ ways to make it easier to use.
Th• Collection
The TH collection is recorded on MODES. a proprietary museum database from which we
download an extract into a spread sheet for the ￿nVenien￿ of volunteer use. We are developing
a failsafe collections management system as part of our accreditation project.

1.14 Prior perlod error
Durtng the year the charrty identified that the￿ were a number of leasehc4d improvements that
had i%en incorredly omthed from depreciation calcufations in prior years. This has therefore
been corrected to restate the assets to their nel book value as if deweciation had aNvays been
charged.
The fesulling adjustment has decreased the value of the leasehold improveménts {and hence
tangible fixed assets). and decreased restricted funds as at 1 October 2021 by £69.503 from
£321.783 to £252,280 and from £254.140 to £184.637 respectively.
There has also been additional depreaation included in the prior year of £7.551. reducing
leasehold iMproven￿t5 {and therefore fixed a55ets) at 30 September 2022 by a total of
£77,054 from £303.433 to £226.379 and reduung reslricled surplus for the prior year by £7,551
from £67.232 10 £59.681. This therefore has the impact of reducing restricted funds as at 30
September from £321,372 as prevIou￿Y reported to £244,318.
