Basls of preparation and legal framework
The Charity's annual report and accounts for the year end8d 31 August 2025 have b88n
prepared in accordance with Accounting and Reporting by Charities; Statement of
Recommended Practice applicable to charities preparing their accounts in accordance
with the Financial Reporting Standard applicabl8 in the UK and Republic of Ireland
{FRS102) (effective 1 January 2015>- (Charities SORP {FRS 102)).
The govérning document is the D88d of Union (19321 adopt8d S8Ptember 1932 and
the Methodist Church Act11976).
1. Admlnlstratlve Details
Christchurch and Wimborne Circult is a registered charity 1148455. The Circuit is
separate leg81 entity within Ihe Methodist Church and is required under Charity law to
prepare separate accounts.
The members of the Circult Meeting are the managing trustees of the Circuit.
Managing Trustees are appointed in accordance with SO 510 of The Constitution and
Discipline of The Methodist Church
The Circuit Meeting comprises all ordained ministers, circuit stewards and other
offi￿r$ and representatives from all churches within the Circuit. A full Ilst of churches
and trustees is shown in App8ndix A

We conlinu8 to received valuable support from our supernumerary ministers
The Lay Workers in Ringwood, and Blandford are providing valuable support lo
their sections. Admin Assistant support for Highcliffe and Milford The
Circuit Administrator provides valuable support to the Supenntendent and the
circult.
The Circurt continu8S to benefit from the work of local preachers and worship
leaders.
2. Structure governance and management
The Circuit is govemed in accordance with the Constitutional Practice and Discipline of
the Methodist Church., ils organisation is structured around the circuit meeting that
meets al least twi¢8 a year.
The circuil meeting is supported by regular meetings of the Circuit Leadership Team
(CLT) to conduct day-to-day business and Gonsiders matter5 to be brought lo the
circuit meeting. The CLT consists of all active ordained ministers and the circuit
stewards and circuit administrator.
The Local Preachers me8ting is held quarterly to consider the worship life of the
church and consists of all ordained ministers, local preachers, and worship leaders
The Circuit Meeting may also set up other groups and committees to deal with specifi
tasks that may arise.
J. Objectives and Actlvltles
The purposes of th8 Methodist Church are and shall be deemed to hav8 been since the
da18 of the Deed of Union the advancement of - {A) the Chrisli8n faith in accordance
with the doctrinal standards and the disGipline of the Methodist Church- {B)any
charilable purpose for the time being of any Conn8xional, District, Circuit local or other
organisation of the Methodist Church, ICI any charitable purpose for the time being of
any society or institution subsidiary or ancillary to the Methodist Church, (D) any
purpose for the time being of any charity being a charity subsidiary or ancillary to The
Methodist Church
The Circuit's principle objecliv85 and activities are to enable its churche5 to work
towards their vision of deepening their Christian faith and to reach oul lo others by
sharing the good news of Jesus Christ,
The circuit provides slaff. Preachers, education, and pastoral oversight which enables
the local churches to provide Christian worship. Spiritual development and pastoral
care both to church members and the wider community.
The circuit agrees property and financial policies that help Ghurches focus on their core
business.. building the kingdom of God through transformed lives as Disciples of Christ.

The Circuit promotes the 2 pillars of Methodism social holiness, by encouraging its
members lo make disciples and to work for social juslic8.
The trustees confirm that they have referred to th8 guidance contained in the Charity
Commissions general guidance on public benefit wh8n reviewing the Charity's aims
and objectives.
4. Mlsslon Stratogy and Stalemont
The Circuit is currently working on developing a Circuit Mission Strategy which will be
presented to Ihe June Circuit Meeting. As part of this process, our previous Mission
Statement has been overhauled, and each Church is considering a number of important
questions which have to be submitted to the Circuit Leadership Team by the 31s1 March to
be Considered and help fomi part of the Strategy going forwards.
The questions each Church are considering are as follows:
Do you have a mission plan?
How do you disciple your members?
How do you outreach into your community?
Do you currently partn8r with any churches {Methodist or Othe￿188) or are there any
churches you would like to partner with7
How could we improve communication across the circuit?
The CLT is then have another away day to consider the responses and how they form part
of the Mission Strategy.
S. Achlovaments and porfornianc? and future
Th8 Circuit Meeting conlSnues to di5cem along with the CLT where th8 Holy Spirit might
be leading the Circuit. To this end, each Circuit Meeting we look at a key aspect of our
work and consider the irnpacl of this and how it might be improved for the future. At our
June Circuit Meeting we considered how our Mission Slalement could be renewed. At
the December Meeting of our Worship Leaders and Local Preachers Meeting we looked
at how worship could be improved across the Circuit. All these responses plus previous
on8s from 2024 will be drawn into our 'Circuil Mission Strategy, document which once
presented and agreed will become the handbook for the modus operandi of the Circuit
going forwards.
Churchwa
Whilst some churches have struggled to find office holders they are managing to
fulfil their mission in their locality
The sort of activiti8s that churches are involved in include weekly Bible studies,
Prayer M8etings, Worship for you, God Space, Breakfast Clubs Lego Club,
Environmental Club, Children's Holiday Club, Hol￿00d Mission Band, Lunch
Clubs, Methodist Women in Britain, Mother and Toddlers
Groups, Pre School, House Groups, Walking Groups

Horton Heath - Trusteeship situation has not been resolved and our legal team
are taking this to court.
All church premi88s well mainlained, Quinquennial Inspections are up to date
The circuit manses are all V￿11 maintained. The Ringwood manse has undergone major
internal alterations.

At 3151 August 2025 the unre5tri¢ted funds of the Clrcuit totalled £128,976 excluding
properties and the Model Trust fund

7. Grants Pollcy
Nomial property grants 30% of cosl up to a maximum of £15,000. Grants above that level
are subject to special consideration by the Circuit Meeting.
Mission and Outreach projeci grants churches are expected to meet at least 50% of the
cost.
8. Rlsk Management
Income and Expenditure is being monilored in total and are Gompared wilh the approved
annual budget on a half yearly basis to detect trends as part of the risk management proc8SS
lo avoid unfores88n calls on r8serves.

g. Safoguarding
Safeguarding Training has been fully implemented across the circuit
Every person has a value and dignity which comes directly from the creation of male and
female in God's own image and likeness. Christians see this potential as fulfilled by God's
re-cr8alion of us in Christ. Among other things this implies a duty lo value all people as
bearing the image of God and therefore lo protect them from hami.
Thè ChrislchurGh & Wimborne Circuit commits itS81f10 8nsuring the implementation of
Connexional Safeguarding Policy, government legislation, guidance. and s8fe practice in the
circuit and in the churche8.
The Christchurch & Wimbome Circuit commits itself to Ihe provision of support, advice and
training for lay and ordained people that will ensure people are clear and confident about
their roles and responsibilities in safeguarding and promoting the welfare of children and
adults who may b8 vulnerable.
10. ReseNes Pollcy
10.1
Th8 Clrcuil's objectives and activities are lo facilita18 sharing of resources amongst the
local churGhe5 to empower them lo function as effective, witness, mission, and caring
centres.
To do this the Circuil
Provides ministerial over51ght for the 13 churches within the Circuit.
Employs 8 team of lay employees lo supporl the activities of the Circuit.
Maintains a portfolio of manses across the circuit to provide residential
accommodation for minist8rs. Surplus accommodation is tenanted to gen8rate
income for investment in the manse portfolio.
The activit18s are funded by assessments on the church8s in the Circuit which are
reviewed annually.
In setting ils budget for the year the Circuit Meeting considers the projecled impact of
changes in staffing levels.
The current level of general reserves and property fund reserves are currently
£128,976 giving the circuit ample funds to meet Gommilments over the coming year
including the maintenance of mans8S.
Taking into consider8tion all thè above f8clors the circuit needs to hold in the combined
general and property funds of £94,468 being 3 months expenditure.
Model Trust Fund al £211,455 is held as a reserve to cover major personnel and
property expense.
The WitGhampton, Bransgore and Horton Heath Funds meet the ongoing expenses
pending the sale of the properties
