Tha Charity's annual report and accounts for the year ended 31 August 2024 have b8en
prepared in accordance wth Accounting and Reportlng by Charities; Slatement of
Recommended Practice applicable to charlties preparing their accounts in accordance
with the Financial Reporting Standard applicable in the UK and Republic of Ireland
{FRS102) {effecllve 1 January 2019)- {Charltl8s SORP IFRS 102)).
The goveming documént18 the Deed of Unlon (1932) adopted Septembér 1932 and
the Melhodlst Church Act (1976).

The Circuit is govemed in accordance with the Conststutional Practice and Disciplin8 of
the Methodist Church,- tts organisalion is structured around tho circult meeling th8t
meets at least ￿1c8 a year.
The circuit m88ting is supported by regular meetings of the Circuit L8adèrship Team
(CLT) lo conduct day-to4ay business and considers matters to be brouoht to th8
circuit rneeting. The CLT consists of all acllvè ordained ministers and the circuit
stewards and clrcuit admlnlstrator.
The Local Preach8rs meeting is held quarterly io consider th8 worship lrfe of the
church and consists of all ordained ministers, local preachers, and worship leaders
The Circuit Meeting may also set up other groups and commltte8s to deal with spedfi
tasks that may arise.
3. Objectlves and Actlvltles
The purposes of the Methodist Church are and shall be deemed to h8ve been since the
dale of the Deed of Union the advancement of- (Al the Christian faith in accordance
wlth th8 doctrinal standards and th8 dlscipllne of the Methodist Church,. (B)any
¢haritable purpose for the Ilme belng of any Connexlonal, District, Circull local or oth8r
organisation of the Methodist Church, {Cl any charitable purpose for the time being of
any society or institution subsidiary or ancillary to the Methodlst Church, (DI any
purpose for the time b8ing of any charlty belng a charlty subsidiary or anclllary to The
Methodtst Church
The Circult's principle objectNes and aciivities are to enable its churches to work
towards their vlsion of deepening their Christlan faith and to reach out to others by
sharfng tho go¢Jd news of Jesus Christ.
Th8 circuit provides staff. Preachers, education, and pastoral oversight vthich enables
the local churches to provide Christian worship. Spiritual development and pastoral
care both to church members and the wider community.
The clrcult agrees property and financial policies Ihat help churches focus on their cor8
buslness= building the kingdom of God through transformed lives as Dlsdples of Christ.
The Circuit promotes the 2 pillars of Methodism social holiness, by encouraging its
members to make disciples and to work for social justiC8.
The trustees confirm that they have referred to the guidance ￿ntained in the Chartty
Commissions general guidance on publlc ber￿lt when revI￿1ng the Charitws aims
and objectives.

We continue to r8c8ived valuable support from our sup8mumary mlnisters
The Lay Workers in Ringwood. and Blandford are providing valuabl8 support to
Ihelr sectlons. Admln Asslstant support for Hlghcliffe and Milford churches.
The Circuit Adminlstralor provides valuabl8 support to the Superlntend8nt and
the circuit.
The Circull continues to benefft from the work of local preachers and worshlp
18aders.
A full review ol the circuit was undertakgn In early 202210 plan staffing for the
future. From September 2023 the Superintèndent was Statloned In the Barton
seclion and will also mean sorne changes in pastoral overslght in the circuit.
A full Circuit review had been plannéd in 2024 but this has been delayed until
2025

Prayer Meetings, Worship for you, God Space, Breakfast Clubs, Lego Club,
Environmental Club. Childrens Hollday Club, Holkn)d Mission Band. Lunch
Clubs, Methodist Womèn in Britain, Mother and Toddlers Groups, Pre School.
House Groups. Walking Groups.

Witchampton- unfortunately this property r8mains unsold but we contlnue
working with the original purchaser which may well be at a much reduted price
Bransgore- The original sale fell through duè in Ihe main to a Southem Electrlc
easement, which has been resolved and Savill's will resume marketing
Horton Heath- Trusteeship situation has not been resolved and our legal
advlsors may well have to take the matter to court.
All church pr8mises well maintained. Quinquennlal Inspections are up to date
The clrcuit manses are all well maintained. The Barton Manse has undergone mq'or
refurbishment and Verwood Manse has new windows and doors. The Bransgore Manse
has b8en 801d.
6. Flnanclal Revlew
At 3111 August 2024 the unrestrlctsd funds of the Clrcult totslled £169,997 èxcludlng
properties and the Model Trust fund

7. Grants Pollcy
Nomial property grants 10% of cost up to a maximum of £10.OIX). Grants above that level
are subject to special considération by the Clrcuit Meeting.
Mission and Outreach project grants churches are exp8Ct8d to meet at least 50% of the
cost.
8. Risk Management
Income and Expenditure Is being monllored in totsl and are compared with the approved
annual budget on a half yearly basis to deteci trends as part of the risk management prO￿S
to avoid unfor8seen calls on res8Nes.

9. Safeguarding
Safeguarding Trsinlng has been fully implemented across the circuit
Ev8ry person has a value and dignty which comes directly from the cr8ation of male and
femal8 in God's own image and likeness. Christians see this polential as fulfilled by God's
reacreetion of us in Christ. Among other things this implies a duty to value all people as
bearing the image of God and therefore to protect them from ham.
The Christchurch & Wlmbome Circuit commits itself to ensuring the implémentation of
Connéxional Safeguarding Policy. government leglslation, guid8nc8, and safe practice in the
circuit and in the churches.
Th8 Christchurch & Wimbome Circult commits itsew to the provision of support, advice and
training for lay and ordained people that will ensure pgoplo are clear and confidènt about
their roles and responsibilitses in safeguarding and promoling the welfare of children and
adults who m8y ba vulnerablg.
10. R8soNe8 Pollcy
10.1
The Circult's objectives and actlvities are to facllitate sharlng of resources amongst the
local churches to empower ihem to function as effective, witn8ss, misslon. and Caring
centres.
To do thls the Clrcuil
Provides rninistèrfal oversight for the 13 churches within the Circuit.
Employs 8 team of lay employegs to support the 8Ctiviti85 of the Circult.
Maintains a portfollo of m8ns8s across th8 circuit to provSde resldentlal
accommodation for minlsters. Surplus accommodationls tenanted to generate
income for investment in the manse portfolio.
The activltles ar8 funded by assossments on th8 churches In tho Circult whlch are
r8viewed annually.
In sgtting Sts budget for the year the Clrcuit M88tlng considers the projected impact of
changes in staffing levels.
The currenl18v81 of general resèrves and property fund reserves aro currently
£139,828 givlng the clrcult ample funds to meet commitments over the comlng y8ar
including the maintenance of manses.
Taking Into consid8ration all the above factors the clrcuit needs to hold In the combined
general and property funds of £102,000 bèing 3 months expenditure.
Model Trust Fund at £345,181 is held as a ￿serye to cover major personnel and
property expense.
The Witchampton, Bransgore and Horton Heath Funds meet the ongoing expensès
pending the sal8 of the properties
