|The financial statements<br>have been prepared<br>under the Charities Act 2011 in accordance<br>with the Accounting<br>and|
|Reporting<br>by Charities:<br>Statement<br>of Recommended<br>Practice (SORP) applicable<br>to charities<br>preparing<br>their|
|accounts<br>in accordance<br>with FRS102(effective from 1 January 2019)- ths Charmes SORP (FRS 102).|
|2 Funds|
|The funds<br>held constitute:<br>General<br>Funds held for any purpose<br>ofthe Circuit which are Unrestricted.<br>The Circuit|
|Model Trust Fund has wide purposes<br>defined<br>in Standing<br>Orders and is caisgorissd as unrestricted.<br>There are also|
|Designated<br>funds<br>which have been earmarked<br>by the trustees<br>for particular<br>purposes<br>within<br>Unrestricted<br>funds.|
|Lastly there are restricted<br>funds which are funds that have to be used for Ihe specific purpose<br>for which they were|
|given. Details of each material<br>fund are disdosed<br>in note 20.<br>Any funds may be represented<br>by more than just|
|cash.|
|3Accountlno<br>policies|
|Basis|
|These accounts<br>have been prepared<br>on the basis of historical<br>cost except that investments<br>are shown at their|
|market value at the end of the year, on the accruals basis to show a true and fair view of the Circuit's financial|
|position and activities.|
|Based on the monetary<br>assets and<br>human<br>resources<br>available<br>to the Circuit at 31st August 2019 the trustees|
|believe the Circuit<br>isa going concern|
|Income Recognition|
|Income<br>is induded<br>in the Statement<br>of Finandal<br>Activities<br>(SOFA) when<br>the Circuit becomes<br>enttfied<br>to the|
|resources,<br>it is probable<br>we will they will receive the resources;<br>and<br>the monetary<br>value can be measured<br>with|
|sufficient<br>refiability.|
|Expenditure<br>Expenditure<br>is recognised<br>when<br>a liability<br>is incurred<br>or a constructive<br>obligation<br>arises<br>and<br>the<br>outflow<br>of|
|economic benefit is considered<br>more likely than not, committing<br>the Circuit to pay out resources.|
|Grants|
|Grants made by the Grcuit from its own funds are recognised<br>in full at the fime ofagreement<br>or when the Circuit|
|accepts that there is a legal or operational<br>obligation to make the payment.<br>When the grant is recurrent over more<br>than ons year the balance payable<br>in future years is treated as a provision<br>for futuie commitmsnts<br>in ihe Balance<br>Sheet against<br>the appropriate<br>fund,<br>the<br>provision<br>being<br>released<br>in future<br>years as instalments<br>are paid<br>in|
|accordance<br>with the originally agreed terms.|
|VAT|
|Since the Circuit is not VAT registered,<br>all input VAT is charged<br>with the expenses to which it refers.|
|Tangible fixed assets for use by the Circuit|
|These are capitalised<br>Ifthey can be used for more than one year, and individually<br>cost at least f1,000.|
|The freehold mansss are shown<br>in the accounts at2016deemed values, ofwhich the land component<br>is deemed|
|to bef740,000.No depredation<br>is provided<br>on the buildings because the trustees consider the current residual fair<br>value ofthe manse buildings<br>to be not less than their market value. Any depreciation<br>would not be material. Ths|
|freehold churches which are now drcuit assets have been given a current valuation<br>by the trustees based on|
|professional<br>advice. All properties<br>have been reviewed<br>for impairment.|
|Investments|
|Investments<br>are valued<br>in the balance sheet at market value at the year end.<br>Investment<br>income is induded<br>in the|
|accounts when receivable and any gains orlosses on revaluation<br>atthe year end are shown<br>in the SOFA.|
|Pensions|
|Most ordained<br>presbyters<br>and deacons are members ofthe Methodist<br>Ministers'<br>Pension Scheme (MMPS).|
|This is a defined<br>benefit scheme. The Supreme<br>Court heki in 2014that Methodist<br>Ministers are not employees<br>of|
|the Church. For simplicity<br>when dealing<br>with National<br>Insurance<br>Contributions<br>and pension<br>contributions<br>the terms|
|'employer'<br>and 'employee'<br>are used as they would be in an employing<br>body The Connexion<br>accounts the MMPS s|
|pension scheme and shows the figures<br>in the annual<br>Methodist<br>Church<br>in Great Britain accounts.|
