## **Introduction** 

2025 was a year of continuity and change. In February we said farewell to our curate, Rev'd Katrina Robinson-Brown. The period of Vacancy continued until 18 May 2025 when we welcomed our Vicar Rev'd Anna Lumb to her well attended licensing at St. Mary's Church in Honley. In the autumn of 2025 Shona Penfold, the Church Warden at St. Mary's left the Parish to move to Manchester. Shona had carried out a wonderful job in the role, managing all the change and absence of a vicar, in addition to the difficulties resulting from the quinquennial inspection and the plaster falls in the roof, and numerous other issues resulting from the roof leaks. No resolution has yet been agreed to the plaster fall in 2023, so that full services cannot be held at St. Mary's with the east area of the Church unable to be used. 

Our small team of volunteers carry out a great job to keep the church going, although we have had to limit activities in the Parish Rooms due to building problems. Special thanks to Alison Dean who has taken on the treasurer role at a very difficult time, and to Clive Green who has left the Parish after serving as our Treasurer for so many years. Also thanks to Graham Wardman who is standing in to manage the Fabric and Finance Committee in the absence of a Church Warden.

## **Parochial Church Council (PCC) Report 2025** 

## Purpose of the PCC 

Honley with Brockholes PCC is the official, partly-elected body which shares responsibility for the whole parish with the vicar. Its principal function is to co-operate with the vicar in promoting in the parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical. It also has responsibility for the maintenance of St Mary's Church, Honley, St George's Church, Brockholes, Honley Parish Room and the Cremation Plot at Honley Burial Ground.

Members of the PCC are either ex-officio or elected by the Annual Parochial Church Meeting (APCM) in accordance with the Church Representation Rules. During 2024/2025 the following served as members of the PCC.

## Meetings in 2025/2026 

The PCC met 7 times in 2025/26. 

Standing Committee is the only committee required by law. It has the power to transact the business of the PCC between meetings, subject to any direction given by the PCC. It consists of the Vicar, Churchwardens, PCC Treasurer and PCC Secretary. The Standing Committee met once in 2025. 



## **Annual Safeguarding Report** 

## Introduction 

This annual safeguarding report outlines the measures, activities, and outcomes related to the safeguarding of children and vulnerable adults at St Mary’s and St George’s for the reporting period from 1 January to 31 December 2025. The report demonstrates our commitment to ensuring the safety and welfare of everyone in our community. The church has a good tool to use (Parish Safeguarding Dashboard) which is currently at level 3 (the top level) as most required actions are up to date. 

## Safeguarding Policy Overview 

Our safeguarding policy continues to be reviewed annually using the Action Plan generated by the Parish Safeguarding Dashboard. The plan for 2026 will be signed off by the PCC in May 2026. 

## Training and Awareness 

Training was provided by Rev’d Anna Lumb, our incumbent, to a group of 16 people in September 2025. Designated Safeguarding Leads (DSLs) received advanced training in November 2025. Safeguarding updates and reminders were shared at bi-monthly PCC meetings. 

## Reporting and Case Management 

Throughout the year no Safeguarding concerns or incidents occurred. 

## Policy Implementation and Compliance 

Bi-monthly audits were conducted to ensure compliance with safeguarding procedures. Our safeguarding policy was updated in October 2025. 

## Community Engagement 

Safeguarding information sessions for volunteers and PCC members were held in May and December 2025. Feedback from these events has been overwhelmingly positive, highlighting increased confidence in our safeguarding provision. 

## Key Achievements 

- Maintained a safe environment for all children and vulnerable adults. 

- Enhanced awareness and understanding of safeguarding in our churches 

- Ensured a proactive approach to identifying and managing safeguarding concerns. 

- While safeguarding standards remain high, there are areas identified for further 

- improvement: 

- Continue to enhance volunteer training 

- Further improve communication channels for reporting concerns. 

## Conclusion 

St Mary’s and St George’s remain steadfast in their commitment to safeguarding. The actions taken during the reporting period have contributed to a safer and more supportive environment for all. The church will continue to review and enhance safeguarding practices in line with evolving guidance and feedback from our community.

## **Vicar’s Report** 

I was licensed to the incumbency of this parish on May 18[th] 2025, in a lovely service led by Bishop Smitha, followed by an excellent ‘bring and share’ tea. 

Worship has been a real joy in both churches as we come together to celebrate the love of God in our lives. Huge thanks must go to Elizabeth Jones, Lottie Banfield and the choir at St Mary's, who lead our music so well and to Sue Ogden who leads our music at St George’s. Their flexibility, enthusiasm and helpfulness has been much appreciated. Sunday worship has been encouraging and although we have lost a couple of our members though moving house or ill health, there have often been new faces. Our screens have really enabled us to have bespoke services every week. Another joy is the Wednesday morning BCP Holy Communion service, where a small but faithful community comes together to worship. Our Christmas services were well attended and generally felt positive. A particular highlight for me was Midnight Mass. The Remembrance service was another significant way we can serve the people of Honley and went well. A 4.00pm Quiet Communion introduced on the first Sunday of the month is still bedding in. I am grateful for the willingness of the congregation to try new things and explore different ways to worship – and especially for their excellent singing! It has been a good thing to have an increased number of Eucharistic Ministers offering the chalice in Communion and I was encouraged by the number of volunteers attending training. 

Morning Prayer takes place three times a week and it has been very heartening to pray for the Church, the world and our community regularly during the week. There have been very few days when I have prayed alone. 

There have been a good number of Occasional Offices: baptisms; a wedding; and interments of Ashes at Green Cliff.  These have been lovely peaceful services in the quiet and the beauty of the natural world. 

An initial challenge for me was to develop our connections with people who are no longer able to physically come to church and so I regularly take communion out to five people every month. My aim to visit everyone on the electoral roll is progressing well and I have been pleased to visit people in hospital and in Kirkwood Hospice. I am also an attendee of the Welcome Club at the Village Hall, making contact with a large number of people in the village and I volunteered at the Open Gardens event in the village. We did try to begin a Dementia Choir and ran a couple of sessions of singing at Christmas – and it is hoped we can have another go at launching this later in the year. 

We have been very involved with our primary schools. I am a governor of both of our primary schools and at Honley, many thanks must go to Kirsty James for her governorship there too. At Brockholes, Jennie Parkin has stepped down as a governor, but Sue Ogden stepped into her place as and Rosalind Watt regularly supports the school in many ways, hearing readers and attending events. I go into school weekly to lead Collective Worship at all three sites and have hosted school visits and worship in church. 

A key feature of our Mission is social events and there have been a number this year. The Afternoon tea in July (the wettest day of the Summer) transferred indoors but it was good to welcome people to be together. The Harvest Sing and Supper was a lovely evening. We have also been pleased to host the musical acts and offer refreshments and a cake stall at the Street Market and also it was good to have a stall for the first time at the Honley Show.

Our Coffee Mornings on a Thursday are much appreciated by those who attend. Thanks must go to Diana Kaye who supported our Charitable efforts, taking our harvest offerings to the food bank and organising the Shoe Box appeal in church which was very successful. 

The PCC have been a very supportive group for the new vicar. I also value the support of the many hands who work quietly behind the scenes to keep our parish dry, warm and functioning in all capacities.  I have been very heartened by so many of the congregation who have taken on extra roles to make sure that all gets done. 

There are so many people to thank for their time, efforts and support in our churches. We are moving forward – there are some initial plans for the Parish Rooms, which were done for us as a gift from Thomason’s Consulting Civil and Structural Engineers and St George’s now is making decisions about how to use some money from a substantial legacy to further the ministry and mission of the church. It is important to keep our focus outward into the village, the community and the world to see where we can serve them – and to keep exploring ways we can deepen our faith and our relationship with God. I feel very supported and cared for here and I am very glad to be your vicar. 

Together we can continue to share the love of God with our villages and with each other.

## **Deanery Report** 

Regular meetings of the Almondbury and Kirkburton Deanery were held in conjunction with the Deanery of Huddersfield. Some were held virtually on Zoom and some at St. Paul’s Armitage Bridge and St. Peter’s Huddersfield. Full agendas enabled updates from the Parishes and Diocese, as well as General Synod updates. The introduction of ‘Maintenance Collectives’ was particularly welcomed with the next roll-out to be in the Huddersfield Deanery.

## **Environment Report** 

During the past year the ‘Payback Team’ have been doing Community Service in the churchyards of both St George’s and St Mary’s working to maintain the grounds with an aim to keep them tidy and attractive while ensuring the remain ‘eco- friendly. 

We are beginning to examine an action plan to, eventually, apply for their ‘Bronze Award’ for both churches.

## **Churchwarden’s Report – St Mary’s Honley** 

## Introduction 

The year 2025 was one of continuity and change. In February we said farewell to our Curate Revd Katrina Robinson-Brown. The period of Vacancy continued until 18 May 2025, when we welcomed our Vicar Revd Anna Lumb at her well attended Licensing in St Mary’s Church. 

I write this in the Autumn of 2025 as I prepare to leave the Parish and move to Manchester to be closer to my son and daughter-in-law, having submitted my resignation to Bishop Smitha. 

## Fabric and Finance Group 

The Fabric and Finance Group has continued to meet from time to time. The members during 2025 were: Clive Green (PCC Treasurer, until August); Alison Dean (PCC Treasurer from August); Charles Kaye (PCC Secretary); Jenny Parkin (Churchwarden, St George’s); Graham Wardman (PCC Member); Roger Kenworthy (Treasurer, St George’s - joined the Group in September) 

## Parish Rooms 

Rev’d Anna Lumb has established a working group to steer the refurbishment of the Parish Rooms. One of Anna’s friends, who is the Director of a Civil Engineering Consultancy based in Manchester, is providing design and planning consultancy for the project free of charge. At the time of writing the building has been surveyed, a design and drawings are being prepared. It will be necessary to apply for Planning Permission for the construction of disabled access. 

## Screens in St Mary’s 

The Diocese approved the Faculty for the installation of screens in St Mary’s and this is expected to take place at the end of October. 

## Decorative Plaster Failure 

The investigation of the decorative plaster failure is ongoing. It is hoped that repairs can be completed whilst the investigation scaffolding is in place. 

## Church Maintenance and Care 

During August and September there was a housekeeping tidy of St Mary’s (including the boiler room) to clear out items that are no longer needed, find new homes for things and generally tidy up. Thank you to Graham Wardman and Richard Baker in shifting heavy furniture and a couple of trips to the tip! 

Additionally, Anna has secured the services of the Community Pay Back Team and they have cleared the churchyard of weeds and overgrown plants. It is hoped that they will be able to visit from time to time on an on-going basis. 

Regular maintenance, servicing and checks have been carried out and gutter clearing was recommended in October. 

Following a Risk Management Review with our insurers, the PCC have undertaken a Fire Risk Assessment and are addressing matters raised by Ecclesiastical, such as renewing the SmartWater, ordering a tree survey of trees in the churchyard and reviewing our Asbestos and Lightening Protection surveys/inspections.

In September our Church Architect, Tom Crooks visited St Mary’s and gave a helpful presentation on the Quinquennial Inspection and report, highlighting the areas that we need to address as a matter of priority. The PCC will consider this during 2026 and look to work with Tom to develop a plan of works. 

Another item identified during the Quinquennial Inspection has been addressed, namely the removal of vegetation from the north side of the church with the application of a weed suppressing membrane. 

## Summary 

Being the Churchwarden for St Mary’s has been an interesting and rewarding experience. I am grateful to all the members of the PCC, my fellow Churchwardens Jenny and Tony Parkin and the members of our churches who willingly help out when the need arises. I hope that everyone will support Anna as she seeks to encourage everyone in their faith whilst building our congregations. I wish you well and encourage you to say YES when you are asked to volunteer, especially if this is something new!

## **Churchwarden’s Report - St George's Brockholes** 

The first part of 2025, we were still in Vacancy, with visiting Vicars, for whom we were very grateful. In May 2025 we welcomed Rev’d Anna Lumb, with a lovely service at St Mary's, led by Bishop Smitha, followed by a good spread of food. 

Rev’d Anna is settling into the Parish, continuing with Sunday and Wednesday services, plus adding Morning Prayers at both churches. She is also keen to encourage Mission and projects to further the Gospel in the Parish. 

St George's Quinquennial Inspection was undertaken in August by David Barker. The report stated a number of repairs, no major ones, which will be carried out during this year. St George's have been very fortunate to be left a large legacy in December. This will allow the repairs to go ahead soon. There will be a meeting, initially, with the congregation to hear ideas to enhance the fabric of the church. 

The usual annual inspections have been done, boiler, fire extinguishers, plugs and roof repairs, also gutter clearing. 

The present Church Wardens will retire in July, and hopefully two new ones will be appointed at the AGM.

## **Honley Church of England (Voluntary Controlled) Junior, Infant and Nursery School Report** 

The last year has been a year of consolidation of progress, embedding curriculum updates undertaken over the previous years and preparation for changes to the structure and leadership in school. 

Following many years of dedicated service initially at Honley Junior School, then leading the merger of the junior and infant schools into Honley CE(VC) Junior, Infant and Nursery School, Linda Goodall prepared for retirement from her role as Headteacher (in February 2026). She leaves a strong legacy of clear vision, inclusive values and a deep commitment to the wellbeing and development of every child. Careful planning ensured continuity and stability, with the appointment of Nicolle Burns-Keane as interim Headteacher. 

Following a lengthy period of due diligence by the school leadership and the governing body, as well as consultation with the diocese, Kirklees Council and the staff and parents; the school applied to join the Trinity Multi-Academy Trust. The benefits of joining the trust will include shared expertise and collaboration with the schools already in the trust, and an improved level of practical support for the school with matters such as HR, estate management and IT. All the schools Trinity MAT are Church of England schools and their mission to enable every child to flourish aligns well with our school vision 'Love for Learning, learning for life, life in all its fullness'. 

The school continues to support a stable and well-established pupil population across all phases, including early years. Our daycare provision continues to flourish, with two year olds joining throughout the year. 

Teaching and learning have benefited from continued focus on curriculum quality and consistency. Children have responded well, developing confidence in articulating ideas, applying skills and reflecting thoughtfully on their learning. Personal development remains a clear strength of the school. Pupils have participated in a wide range of enrichment activities, including performances, sporting events and leadership opportunities. 

Christmas celebrations included year group performances and services that allowed children to showcase their talents, confidence and teamwork to families and the wider community. Throughout the year, pupils have also been involved in music, sport, debating, clubs and festivals, helping them grow socially and emotionally as well as academically. 

Collective worship continues to play a central role in school life, offering regular opportunities for reflection, spiritual development and shared values. Pupils increasingly contribute by leading worship within their classes and supporting younger children, reinforcing a strong sense of belonging and responsibility. 

Staff wellbeing has been actively prioritised through supportive leadership, professional learning opportunities and wellbeing initiatives. This has helped sustain a positive, motivated and resilient staff team. 

Leadership and governance have remained strong through a period of transition, supported by constructive partnerships with parents, the local community and external agencies. Honley CE(VC) JIN School continues to move forward with confidence, rooted in its values and focused on providing the very best for its children and staff.

## **Brockholes Church of England Voluntary Controlled Junior and Infant School Report 2025** 

Brockholes school continues to be a great village school, with over 200 pupils receiving an Outstanding education. 

Head Teacher, Ms Clare Thomas retired in July, with the Staff holding an 'Afternoon tea' for past and present Staff and Governors. 

It was a good, if emotional time, where Clare received gifts and best wishes for her retirement. The Staff and pupils also gave Ms Thomas an afternoon of memories from each class. 

Mrs Helen Sutcliffe joined the school as the new Head Teacher in September. She has settled into the role very well, carrying on the standard set by Ms Thomas and the staff. 

My term of office came to an end in November, and I am pleased to say Ms Sue Ogden has taken the position of Foundation Governor.

## **St Mary’s Choir** 

Under the direction of Elizabeth Jones, the choir meet every Thursday evening from 7.30pm to 8.30pm in church. We spend a very enjoyable and productive hour rehearsing hymns needed, anthems, communion settings and Taize type songs sung in both English and Latin. Anybody who would like to join would be made most welcome.

We may be small in number, but we enjoy leading the service on the first Sunday of each month. Any instrumentalist or anyone enjoying singing would be most welcome.

## **Financial Report** 

The full PCC accounts for 2025 are included at the end of this report. 

The final position masks the same underlying pressures as last year - a reduction in regular giving and generally rising costs. The mask is due to three reasons. Firstly, St George’s received an unexpected legacy in the closing stages of the year. Secondly, St Mary’s is now holding Godfrey Beaumont grants belonging to Rev’d Lumb in a Restricted Fund. (Rev’d Lumb has sole discretion on this fund to be used for expenditure to further ministry in Honley). Thirdly, St Mary’s was advised to pay for scaffolding and associated costs of investigation into the ceiling paster failure upfront, prior to any insurance settlement. This work was delayed and did not take place during 2025. For this reason, Parish Share contributions were reduced and the balance carried forward was higher than in previous years. 

Credit to Roger Kenworthy for keeping the St George’s accounts up to date, in meticulous order and for resolving various supplier issues this year. Thank you also to Terry Kelly for taking on banking duties at St Mary’s. 

In August, Clive Green retired as Parish Treasurer after over thirteen years of dedication, commitment and supreme efficiency in post. Many thanks to Clive for all his work for the parish and particularly St Mary’s.

## **Minutes of Annual Meeting of Parishioners held on Sunday 18 May 2025 at St. George’s Brockholes** 

The meeting opened at 12.15 pm. 

Present: Shona Penfold (Chair), Charles Kaye (Secretary), and 35 parishioners. 

Prayer: Shona Penfold opened the meeting with prayers. 

Apologies: Paul Coleman, Chris Coleman, Kirsty James, Lottie Banfield, Hilary Mettrick. 

Minutes: These 2024 minutes were approved unanimously. 

Election of Churchwardens: Shona thanked members of the PCC and all the other volunteers who had supported the Parish and the Churchwardens during the last year. The following were then proposed and seconded and returned unopposed: Shona Penfold (St. Mary’s); Jenny Parkin (St. George’s) and Anthony Parkin (St. George’s). 

The meeting closed at 12.19 pm.

## **Honley with Brockholes Parochial Church Council Minutes of the Annual Parochial Church Meeting held on Sunday 18th May 2025 at St. George’s Brockholes** 

The meeting opened at 12.20 pm. 

Present: Shona Penfold (Chair), Charles Kaye (Secretary), Clive Green (Treasurer) and 35 members from the electoral roll. 

1. Prayer: Shona Penfold opened the meeting with prayers. 

2. Apologies: Paul Coleman, Chris Coleman, Kirsty James, Lottie Banfield, Hilary Mettrick. 

3. Minutes: The minutes of the meeting held on 12.05.24 were accepted as a true record. 

4. Electoral Roll Report: Numbers on the new roll: Parish of Honley with Brockholes 83 people, 19 of whom live outside the Parish. It is noted that we have lost a number of people because they have either died or moved away. 

5. Annual Report: This was unanimously approved by the meeting. 

6. Financial Statement: See separate report from Clive Green who summarised the annual financial report. The annual accounts were approved unanimously. Shona thanked Clive for all the work he does as treasurer, and we continue to seek a volunteer to succeed him. 

7. Churchwardens’ Report: This was unanimously accepted by the meeting. A vote of thanks to the Churchwardens for all their hard work during the interregnum was given. 

8. Safeguarding Report: Rev’d Martin took over the lead for safeguarding in 2023 and continued until he retired. Later in 2024 Lottie Banfield was appointed as safeguarding lead and completed her training. Safeguarding continues to have high priority in our Parish, being a standing item on the PCC agenda to whom Lottie reports. Safeguarding Policy: The latest Diocese policy adopted by the PCC in 2020 and posted in both churches and on the website was re-adopted and approved unanimously. 

9. Deanery Synod Report: This was unanimously accepted by the meeting. 

10. Elections/Appointments: No vacancies on the deanery. Three vacancies available for the PCC from St Mary’s. but no applications had been received. Two vacancies available for the PCC from St George’s: Paul and Chris Coleman were proposed by Anthony Parkin and seconded by Jenny Parkin. These were approved unanimously by the meeting. 

11. Edward Board, and John and Lisa Bonner from St. George’s expressed keen interest in developing home groups at St. George’s, to be followed up by Anna and Churchwardens. Shona thanked all the retiring members for their hard work, and appreciated the efforts made by all the various volunteers who helped the Parish through the interregnum. 

12. Clive Green proposed Langricks (Holmfirth) Limited as the Independent Examiners and this was approved unanimously.

## **Basis of Accounts Preparation** 

The financial statements of the PCC have been prepared in accordance with the Church Accounting Regulations 2006 using the Accruals basis and conform with the ‘Accounting and Reporting by Charities: Statement of Recommended Practice’ (SORP 2015), and the Charities Act 2011 and related Regulations. 

## **Parish Funds** 

The PCC were unable to pay the full Diocesan Parish Share Request in 2025 and there was a shortfall of £47,159. This is not a legally binding debt. (Partly due to funds being retained during 2025, which would otherwise have contributed to Parish Share, to pay for scaffolding costs relating to investigation and repair of plaster failure in St Mary’s nave.  This planned work did not take place during Autumn 2025 as expected, therefore a higher balance was carried forward into 2026). 

**Unrestricted Funds** are funds of the PCC that are not subject to any special restrictions regarding their use and are available for application to the general purposes of the PCC. 

**Restricted Funds** are funds received or collected by the PCC for a particular purpose.  The PCC is legally obliged to use those funds for that purpose. 

The Audio Visual project at St Marys, authorised by the PCC, was partially completed in 2025. Allowance has been made for the expected final costs. 

Following the plaster failure in the ceiling at St Marys there is an outstanding claim against our insurers. Adjustment has been made for costs incurred to date by the PCC which are expected to be reimbursed when the claim is settled. 

Rev’d Lumb opted to hold Godfrey Beaumont Trust grants within the Parish accounts.  This is a Restricted Fund at the sole discretion of the incumbent. Expenditure under the terms of the charity are for expenses for the furtherment and advancement of ministry in Honley. 

St George's Church received a legacy of £49,637 in late December 2025, together with accrued interest of £983. The total of £50,620 has been allocated to a Restricted Legacy Reserve Fund, pending decisions as to the uses to which this money should be put. 

**Permanent Endowment Funds** are funds given to the church with the specific instruction that only the income gained can be spent, not the capital. 

## **Assets and Liabilities** 

The following assets are not valued in the Balance Sheet:- 

- Inventory Assets held by the Church Wardens on special trust for the PCC and which require a special faculty of disposal. 

- The assets of the Parish Room, Honley, and the churchyard extension at Stones Wood, Green Cliff, Honley.

This report on the financial statements of the PCC for the year ended 31st December 2025 which are set out on pages 4 to 11 is in respect of an examination carried out under Regulation 3(3) of the Church Accounting Regulations 2006 and s.145 of the Charities Act 2011. 

## **Respective responsibilities of the Trustees and Independent Examiner** 

As members of the PCC you are responsible for the preparation of the financial statements.  You consider that the audit requirement of Regulation 3(3) and section 144(2) of the Act do not apply.  It is my responsibility to issue this report on those financial statements in accordance with the terms of Regulation 25. 

## **Basis of Independent Examiner's Report** 

My examination was carried out in accordance with the General Directions given by the Charity Commission under Section 145(5)(b) of the act and to be found in the guidance from the CBF. 

The examination includes a review of the accounting records kept by the PCC and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the financial statements and seeking explanations from the you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in a full audit, and consequently I do not express an audit opinion on the view given by the accounts. 

## **Independent Examiner's Statement** 

In connection with my examination, no matters have come to my attention 

1. which give me reasonable cause to believe that in any material respect the requirements 

   - to keep accounting records in accordance with s.130 of the 2011 Act; and 

   - to prepare financial statements which accord with the accounting records and  to comply with the requirement of the 2011 Act and the regulations have not been met; or 

2. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
