The charlty Is operated under the rules of Its memorandum and artlcles of assodailon, whlth
were adopted 19 June 2012 and updated on 7 July 2012. The company15 limited by 8uarJntee
and therefore has no Share capltal.
Durlng 2019 and Into 2020 Voluntary Actlon Sheffield helped us to Improve wlth the way we
were keepln8 our •ccount5. We have Implemented new Systems Includln8 settlng up a finance
sutrtrcommlttee and upgrading our accountln8 software. We have now separated outthe roles
of day-to-day flnancial admln15tratlon and treasurer. to havè proper checks In place.
Volunteers and the FacllStles and Lettlngs Manager are taklng on more of the former, allowln8
the Treasurer, Margaret, •nd the finonce 5ub-commlttee to spend more tlme
monltorlndanalysln8. We have organlsed and UP8faded all Ixlr pollcle5, wlth a focus on the
process for lettings and our safeguarding arrangements.
The main Board and the Finance Sub Committee meet monthly. The Flnance Sub Commlttee
has standln8 Itemsto revlewexpendlture and monltor grant appllcatknns and spendln8. There
are sub-groups for speclJl prolerts such as partlcular grant appllcatlons. overseeln8 the
refurblshment and appolntln8 a new worker,

Overall management of the charlty Is the responslblllty of the trustees who are appolnted
undèr the terms of the governing document.
We recruit trustees malnly thfOU8h local contacts and word of mouth. Potentlal Board
members obserye meetlngs prlor to Solnln8. We ran an Inductlonlrefresher session for
existln8 Board members, the new manager and our finance volunteers In February 2020.The
new Board member also recelved a COMp￿hen$lve Sndu¢tlon pack and attended tralnln8 on
our accountln8 paeka8e. We stlll need to encourage newi youn8er and BAME members and
wlll look at a "shadt)wlni" scheme In the future.

The actlvltles run by the Broomhall Centre Iiseff are fo¢ussed on educatlon and health
promotion and reoch dozens of youn8 people and vulnerable women. But the space Is used
by others for a range of publlc and pr￿ale le15ure artlvltles, wlth Ilterally hundreds of
beneflclarbes a year. It Is also a hub for cooperation between local agencies and for en8a8in8
people in exlsting and new projerts. Includlng the 8o•rd members we have over a dozen
volunteer5 involved in runnin8 the centre, and many more helping wlth actlvitles. whether
regular groups le4. the homework clubl or once off events, In thls W4yi the Broomhall Centfe
conlribute5 to 4 sense of community and cohesion within the dNÈrse area of Broomhall.

We continue to benefit from the improvements made usin8 a large capltal grant from the
Garfield Weston Foundatlon in 2018119 Inew kitchen, aUdI￿VIsUal equlpment and gatln8 the
basketball courtl. We hoped thls would lead to a substantlal increase In rental income dufln8
2020 but ihe Covld-19 pandemlc Ilmited booklngs.
From March 2020 we hosted the 56 Foodbank, whlch used the m)In hall for storage. Thls was
not sustalnable when other actlvltles resumed and we 8Ot planning permlssion for and
Installed a shlpplt)g contalner In the yard (craned Into posbtlon In January 20211.
The hall has plenty of wlndows and doorsfor ventllatlon and Is large enou8h to accommodète
30 people wlth soclal distanclng. The Clty Councll advlsed. supported and awarded us Covld-
safe status In September 2020, whlch meant we were able to accommodate permltted
•ctlvltles Iyouth, support and educatlonal groups). We employèd 4 Covld-cleaner to clean
surface5 and touch polnts between groups. We recognlsed ea￿Y on that good ventllatbon of
public buildings was Important and sutcessfully applied for a Veolla Envlronmental Trust
{Landflll Tax) 8rant to Install a ventllatlon system wlth heat re¢lamation, whlch should be
Installed thls summer ready for the aulumnlwlnter.
Sheffleld Clty Councll contlnues to asslst wlth malor repalrs. The wlndows In the rnaln hall
were due to be replaced durlng 2019120. We met with Cablnet Members who told us that all
major Investments In Communlty Bulldings have been suspended pendlng a clty-wlde revlew.
They did, however, expedlte some other lon8-Standln8 repèifs In¢ludln8 furthef attempts to
solve leaks Into the kltchen and creche Ipartlally successfull.

In normal tlmes the bulk of our non-rlng-fenced Income comes from rentln6 out the bulldlng.
Thls was severely Impacted by the Covld-19 lockdowns of March to June 2020, September
2020 and Januarytojune 2021.
R•8ul•r booklny- Normally weekday evenln8s and weekend daytlmes were nearlyfull,
but lockdown rules p￿vented m05t booklng5. Physic•1 Jctivily including sin8in8 Iyo81,
martial arts, choir and chairoblcsl had to stop. Youth work (the Glrls, Group) Contlnued
Intemilttently untll the January 2021 lockdown. Educatlonal actlvities were allowed but
Habla E5panol and the Homework Club erred on the 51de of caution and ¢eased face to
lace meetings. Another barrler was the Ilffllt on numbers: some re8uI•T 8roup8 for
Instance Life DrawSn& were not vlable, even after we offered to ￿dUce the rent. On the
other hand, having a certified covid.safe buildln8 meant we V￿re able to accommodate
new groups.. Learn for Llfe ran computer courses at the Broomhall Centre las their own
premises wefe unsultablel. We also hosted the weekly S6 Foodbank and ran a women's
5UPPOrt Isewlngl group from September- December 2020.
onc4￿ff booklnis ~ All large parties. dances and fundratser5 were Cancell￿ from
March 2020 onwards. We hosted a couple of small famlly 8atherin8s - weddln8s and
wakes- over the summer of 2020. We also attracted a new commerclal booklng from
Woodspeen tr•inin& which teathes computer and employability skill5.

Wom•n's He41th SeSsIt￿s- these stopped In March 2020, but restarted In the fom7 of
sewln&/support group In September 2020. They were sUPPOrted by Salma Rehman,
seconded from Shipshapè and Rosie ChittY• who move(1 to volunteer at the Bfoomhall
Centre when the Jesus Centre Closed (due to Covld and then belng sold), We were
suc¢essful In 8ettlng substantlal 8rants for women's health sesslon related •ctlvitles
Iwhkh were classed a5 "covld reeovery'l. By In¢ludln8 rent In these ippllcatlons, we
have ensured a small non-rln8fenced Income stream.
HERB - long term centre supporter5 Polly Bl•¢ker and Tony Cornah contlnued to do
envlronmental work In Broomhall wlth an Increa51ng group of re51dent and student
volunteers as and when Covld rules permbtted. They have kept the y•rd and aarden at
the cent￿ tldy.

We are immensely grateful to all our workers and VO￿nteerS who have adapted to our needs
and Ilmitatlon5 durin8 the Covld pondemlc.
Raflk Al Sakkaf took over as Centre Manager In February 2020. After a Couple of week,
workln8 alongslde hls predecessor, Mlriam Schechter, he was plunged Into managlng the
¢han8es necessltated by thè Covld pandemlc. Hè bfln8s hls background as an englneer
and his IT and computer trainer skills as well as being multilin8ual, well organised.

Emily Hearne has contlnued to coordlnate the Homework Club, adaptlng to a much more
Indlvidual, hands-on role when It was forced to work remotely. She Is now restartln8 the
face_to_face work and looking to set up additional sessions over the summer In
conlunrtlon wlth a ¢olleaeue,
Patrick Mccleod Is our part-tlme cleaner, comlng in every weekday evening lor early the
followlng momingl to clean the hall and offlces. He has a150 covered for the councll
cleaner and done deep clean5 to prepare u5 for rè-openin8 after lockdowns.
Sheffleld Clty Councll provldes a part-time cleaner forthe kltchen, tollets and crèche who
Comes In three mornln8s a week, though thls stopped durlng the lockdowns.
Najma Hashl lolned us as an additional "Covld-safe" ¢1É4ner, to make Surè surfaces and
touch polnts a￿ wlped down between user groups. She has had to be very flexlble slnce
startlng In August 2020.
Ruth Oxley and Farah Alkhayat ale our flnanceladmln volunteers who help to Input data
Into our accourstln8 software, In portlcular ralsln8 Involces and tha51n8 payments from
re8ulèr user-8roups. Thls workstream has been much reduced durlng Covid, but they
contlnued to attend flnance sub8roup meetlngs and contrlbute to flnessln8 of systems.
Farah recently found paid work and left the team. Ruth remains with us.
Rosle Chltty Jolned us from the Jesus Centre when It closed to help run the Women's
Health sessions. Inltlally she volunteered her tlme, but as the sessions developed and we
got fvndln8, she been pald Js a 5e5$1onal 5ewln8 tutor. She ha5 encoura8Èd vulnerable
women includlng two volunteers to start comin8 to the Broomhall Centre and provides
on8oln8 SUPPOrt to them between sessions.
Shlpshape, a publlc-health provlder based In nel8hbourln8 Sharrow, se¢onds a worker for
4 day a week to support the Women's Health Session. Salma Rehman was able to keep In
touch by phone and Whatsapp wlth women when the face-to-face sesslons stopped and
played an Important part in restartln8the sesslofts In • Covld-sofe w•y In September 2020
(keepin8 a register, ¢hecklnÉ symptoms and mask-wearln81. Her role at Shlpshape has
chan8ed and, since March. Nur All has taken over.
Of our pakl workers, RafiK PatTi¢k and Nalma have all been furlou8hed for substantlal parts
of the year and have WQfkvd flexU)Iy to •ccommod4te th15.
Partnershlp woykln
Partnershlp worklng has been more important than ever during the pJndeml¢. We have
benefited from provldin8 space for organi5ation5 wh05e premi5e5 were closed or unsuitable.
In some c•ses thls has brought In renL In others we have benefited from workers/volunteers
and in all cases we have been able to provlde more servlces to a wlder range of people. We
have also shared ideas and mutual support wlth other or8anlsatlons faclng slmllar challenges.
Shipshape- has supported the Women's Health sesslons, but also linked our users wlth
other seNlces, for Instance a Zoom-based dlgllal Incluslon course run by 15rn•t Ine&￿Y
Somali communlty centrel.
S6 Fo¢xlbank- we have allowed them to Use our premises rent-freè but are pleased to
have hosted thls seNlce. whlch contlnues to expand as the economlc effects of the

announcements and Ideas.

As outllned above, our rental Income plummeted durlng Covld and we started alternatlve
fund-ralslng by means of grants and donatlons. Somè of these 8r•nts were b•d8ed •5"Covkl
recovery" fundlng. Thls has meant addltlonal work for the Board members and exlstlng staff
l•pplyln8, admlnlsterin8. accountlng for the grant and in some cases runnlng or at least
svpeNlsln8 the a¢tlvtty Itselfj. Where posslble, these grants Include an element for renL

Impact of Covld-19
We have had to make adlurtrnent5 In term5 of the bulldln& b¢)oklnqs, actMtl•s we run
ourselves and the deployment ol staff and volunteers, We have successfully applled for8r•ni
fvndln8 to meet some of the shortfall in rental income and developed •nd strengthetled local
partnershlps. These impacts and respon5e5 are descrlbed In the sectlons above. The followlng

We benefitted from the furlough scheme. In the ftrst phase {March - August 20201 we
furloughed two members of staff Icentre Manager and regular Cleaner) completety and
only pald them at 80% (the amount reimbursed). In August 2020, •5 we looked to re-open
In September, we took on an addltlonal zero-hours Covld Cleaner and brought back our
other workers, In J•nu4ry 2021, we furloughed all these three workers. We were 8l•d to
dls¢over we could pay our zero-hours cleaner on the basis of her avera8e earnln8s over
the precedln8 slx months. By this tlme we had received some grant fundln8 and were
more confldent about our financlal posltbon. so we pald them at 100%, I,e. maklng up the
Thon-reimburs￿ portlon. We contlt)ued to employ our Homework Club Coordlnator
throu8hout as her work wlth young people was stlll needed and she Is grant-funded.
We applled for the buslness support xheme, but Sheffleld Clty Council decided we were
not ell8lble as we do not pay rent or councll tax for the bulldin8. We arsued that we had
regular outyolngs lutlllty blllsl but they stlll refused. The problems thls would have caused
have been mltl8ated by successful blds for Covld support 8rants, includln8 from the
natlonal lottery, as outllned above.
Board m••tlnp and AGM
We continued to hold monthly Board ind sub-iroup meetln8s by Zoom. We h•d 8ood
attendance •part from one elderly member. with whom we kept In touch by hand-
dellvered agendas and mlnutes, phone calls and door-step conversatlons.
We held our AGM remotely In November 2020. 4galn, we had good attendance. We
POSted A power-polnt summary of the annual report, with Illustratlons, on our webslte
and are Ilkely to have reached more people than In a normal year.
We have set up small-meetlnas uslng Zoom or telephone to sort out speclflc problem5

Thanks to Government support through fvrlou8h and ¢harlt•ble donations Jnd 8rants we
have been able to contlnue to run the centre wlthln natlonal guldellnes and wlthoLrt recourse
to uslng our reser¥es.
We have strirtly kept to only using restrltted funds for the purposes they were granted. As
our applications alway5 Indude the approprlate contributions for each 8roup's centre usage
thls meant that our direct]v funded groups have helped the centre to survlve.

We supported young people by contlnulng to employ the Homework Club coordlnator

I report to the charity directors on my examination of the accounts of the Company for the year ended 31 March 2021. 

## **Responsibilities and basis of report** 

As the directors of the Company you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 (‘the 2006 Act’). 

Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your company’s accounts as carried out under section 145 of the Charities Act 2011 (‘the 2011 Act’). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5) (b) of the 2011 Act. 

## **Independent examiner’s statement** 

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe: 

1. accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or 

2. the accounts do not accord with those records; or 

3. the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a ‘true and fair view which is not a matter considered as part of an independent examination; or 

4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities applicable to organisations preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102).

## **(i) Defined contribution pension scheme** 

The charity contributes to a defined contribution pension scheme for the benefit of the employees. The pension costs charged are the contributions payable to the scheme in respect of the accounting period in accordance with FRS102. 

## **(j) Taxation** 

The charity's activities fall within the exemptions afforded by the provisions of the Income and Corporation Taxes Act 1988. Accordingly, there is no taxation charge in these accounts. 

## (k) **Going concern** 

The financial statements have been prepared on a going concern basis as the trustees believe that the charity will continue to operate for 12 months from authorising these financial statements.
