Thetrusteespresenttheirreportwiththefinancialstatementsofthecharityfortheyearended31March2023.Thetrustees have
adoptedtheprovisionsofAccountingandReportingbyCharities:StatementofRecommendedPracticeapplicableto charities
preparingtheiraccountsin accordancewiththeFinancialReportingStandardapplicablein theUK andRepublicof Ireland(FRS 102)
(effective 1 January 2019).

OBJECTIVES AND ACTIVITIES

Objectives and aims

Our objectives as set out in the constitution are as follows:
ToadvancetheChristianfaith,andtoshowtheloveofGod,inaccordancewiththeStatementofFaith,containedinthe Schedule
ofthecharity'sconstitution,insuchwaysandinsuchpartsoftheUnitedKingdomortheworld,asthetrusteesfromtimeto time
may think fit.
Torelievesicknessandfinancialhardshipandtopromoteandpreservegoodhealthbytheprovisionoffunds,goodsorservices of
anykind,includingthroughtheprovisionofcounsellingandsupportinsuchpartsoftheUnitedKingdomortheworldas the
trustees from time to time think fit.
To advance education in such ways and such parts of the United Kingdom or the world as the trustees from time to time think fit.
The trustees believe that these objectives were advanced throughout the year through its varied activities and programme.
TheChurchCouncilatReachoutCommunityChurch,alsoknownastheLeadershipTeam,regularlymeetstogetherto further
advancetheobjectivesoftheorganization.Eachmemberbringsauniquebackgroundandskillsettotheteam,withtheservices of
professional organizations also employed to supplement the efforts of the team when required.

Significant activities

Aftermanyyearsoffaithfulservice,JimAldwincklehasstooddownfromhispositionasSeniorPastor,thoughhecontinues to
supporttheworkofthechurchasamemberoftheChurchCouncil.JamesHodgsonhastakenoverthereins,anda special
commissioning service was held in the church on 19th March 2023.
.
Overthepastyear,somefurtherworkhasbeencarriedoutonthechurchproperty,buildingontheimprovementsthat were
completedinthepreviousyear.Inparticular,theheatingsystem(centralheatingandhotwaterboilers)wasreplacedwitha new
systemthatshouldprovemorereliablethantheoldersystemthatitreplaced.Thegardenareacreatedlastyearhasbeen further
improvedwithsomefencingtobetterisolatethegardenareafromtheadjoiningcarparktokeepchildrensafer.Anoutside tap
was also added to make it easier to clean the outside area.
On31stJuly2022,aspecialcommissioningservicewasheldforClareSivers,whoaftermanyyearsofserviceintheworship team
andyoungadultsworkhasbegunanewministryoverseas,beginninginEgypt.Shejoinsasmallnumberofothermembersof the
congregation that have been sent out to other countries to minister to people overseas in line with the church's objectives.
Sundayserviceshavecontinued,withmorefamiliesjoiningthecongregationandmorevolunteerssupportingtheSunday school
work.Asthechildreninthecongregationcontinuetomature,anewSundayschoolmeetingisbeingheldwhichwillfocus on
teachingtheyoungerteenagersinthecongregationtouseresourcessuchasstudybibles,onlinetoolsandstudyguidesto explore
thebibleforthemselves,andto growmoreconfidentin sharingwhattheyhavelearnedwiththeirpeers.Asin previoussummers, a
holidayclubforschoolagechildrenwasheldinAugust2022,whichwaswellattended,particularlybychildrenfromthevillage who
enjoyed times of learning, crafts and team activities.
Themen'sandwomen'sbreakfastshavecontinuedandgrownintheirattendanceoverthepastyear,withmorepeoplefrom the
localcommunityjoiningandsharinginthebiblestudiesandfellowshiptimes.Likewise,membersofthecongregation have
continued to meet together for prayer on the Tuesday and Friday evenings.

OBJECTIVES AND ACTIVITIES

Public benefit

Alltheactivitiesofthechurchareopentomembersofthepublicandnoneareexclusivelyforchurchmembers.However,at the
Annual General Meetings, only regular attendees of the church are invited to vote.

FINANCIAL REVIEW

Reserves

Reservesheldattheendofthefinancialyearamountedto£155,978(2022:151,330).Theannualexpenditureofthechurch is
currently around £50,000 and the reserves cover a year's projected expenditure.
Thetrusteesconsidertheincomeofthecharitylinkeddirectlytothegatheringofthecongregation,facilitatedbytheprovision of
meetingfacilities.Thereservespolicyhasbeenbasedonthecontinuingprovisionofthosefacilities.Intheeventofincome being
reducedorstopped,thetrusteesconsiderareserveof6months'operatingcostssufficienttoreorganiseorre-deploythe charity's
assetsandhaveagreedthataminimumof£18,500willbeheldinahigh-interest,120daynoticeaccountusedsolelyfor this
purpose.Accruedinterestmaybetransferredtothecharity'scurrentaccountfromtimetotimeasdeemedappropriateby the
trustees.

STRUCTURE, GOVERNANCE AND MANAGEMENT

Governing document

The charity is controlled by its governing document, a deed of trust and constitutes an unincorporated charity.
InAugust2021thecharitywithdrewfromAssembliesofGodandanewconstitutionwasdraftedandpolicydocumentsarein the
processofbeingre-written.Theyarebasicallythesameasthoseusedinpreviousyears,buttheconstitutionhasyettobe legally
processed.
ReachoutCommunityChurchIrchesterwasadoptedasaregisteredcharitywiththeCharityCommissionon19thJuly2012 and
has the following classification.

Governance and management

ReachoutCommunityChurchhasastrongandeffectiveleadershipteam.Theleadersareverymuchactiveinthe strategic
directionoftheorganisationandarecommittedtocontinuousdevelopmentoftheorganisationtomeet,andwhere possible,
surpass its objectives.
Thecollectiveskillsandexperienceoftheleadershipteamiswideranging,andinadditionReachoutCommunityChurch Irchester
also employ professional organisations and individuals where required.
Overthepastyear,somemajorworkwasdoneattherearoftheproperty.Patiodoorsreplacedthewindowsinthetwo back
rooms,andthisinvolvedrepositioningtheradiators;anewbackdoorwasfittedtothekitchen;anewdoorandopaque window
wasfittedtothebarn.Theasbestoslean-towasprofessionallyremoved;thegardenwaslaidwithartificialgrassanda wooden
pergolaerected.Thegardenisnowapleasantspacetorelaxandenjoyoutdoorgatherings.Allthebackroomswere decorated,
includingthekitchen,innercorridor,andthetwoclassrooms.Aquotehasbeensoughttoreplacethecentralheatingand hot
water boilers and this work is planned to be carried out later in the year.
ThechurchrespondedtotheappealstohelpAfghanrefugeesandtohelpUkrainewhenwarbrokeout,and£1,000wassentto a
PolishpastortohelpUkrainianrefugeeswhohadfledtotheborder.Inaddition,thechurchcollectedgoodstogoto Ukraine,
working in partnership with Help for Ukraine Northamptonshire.
ThechurchslowlystartedtorecoverfromtheCovidyearandlock-downs.Whilstsomeactivitiescametoanend,others have
beenset-up.WehaveintroducedmonthlybreakfastBibleStudymeetingsformenandwomenonseparateSaturdays.A children's
holidayclubwasheldinthesummer,children'sExplorergroupstartedmeetinginthechurchagainratherthanonline,and the
Sundayservicescontinuedthroughout,usingZoomandVimeolinksuntilCovidrestrictionswereliftedinJulywhenservices were
held in church again. Twice weekly prayer meetings continued, and a weekly home group meets for Bible study and prayer.

AsthecharitytrusteesoftheTrustyouareresponsibleforthepreparationoftheaccountsinaccordancewiththe requirements
of the Charities Act 2011 ('the Act').
IreportinrespectofmyexaminationoftheTrust'saccountscarriedoutunderSection145oftheActandincarryingout my
examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.

Independent examiner's statement

Ihavecompletedmyexamination.Iconfirmthatnomaterialmattershavecometomyattentioninconnectionwith the
examination giving me cause to believe that in any material respect:

1. accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or

2. the accounts do not accord with those records; or

3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.

1. ACCOUNTING POLICIES

Basis of preparing the financial statements

Thefinancialstatementsofthecharity,whichisapublicbenefitentityunderFRS102,havebeenpreparedin accordance
withtheCharitiesSORP(FRS102)'AccountingandReportingbyCharities:Statementof RecommendedPractice applicable
tocharitiespreparingtheiraccountsinaccordancewiththeFinancialReportingStandardapplicableintheUKand Republic
ofIreland(FRS102)(effective1January2019)',FinancialReportingStandard102'TheFinancialReporting Standard
applicableintheUKandRepublicofIreland'andtheCharitiesAct2011.Thefinancialstatementshavebeen prepared
under the historical cost convention.

Income

Allincomingresourcesareincludedinthestatementoffinancialactivitieswhenthecharityisentitledtotheincome and
theamountcanbequantifiedwithreasonableaccuracy.Thefollowingspecificpoliciesareappliedtoparticular categories
of income.
Voluntaryincomeisreceivedbywayofgrants,donationsandgiftsandisincludedinfullinthestatementof financial
activitieswhenreceivable.Grantswhereentitlementisnotconditionalonthedeliveryofaspecificperformanceby the
charity, are recognised when the charity becomes unconditionally entitled to the
grant.
Donatedservicesandfacilitiesareincludedatthevaluetothecharitywherethiscanbequantified.Thevalueof services
provided by volunteers has not been included.
Investment income including associated income tax recoveries, is recognised when receivable.

Expenditure

Liabilitiesarerecognisedasexpenditureassoonasthereisalegalorconstructiveobligationcommittingthecharityto that
expenditure,itisprobablethatatransferofeconomicbenefitswillberequiredinsettlementandtheamountof the
obligationcanbemeasuredreliably.Expenditureisaccountedforonanaccrualsbasisandhasbeenclassified under
headingsthataggregateallcostrelatedtothecategory.Wherecostscannotbedirectlyattributedtoparticular headings
they have been allocated to activities on a basis consistent with the use of resources.

Governance costs

Governancecostscompriseallcostsinvolvingthepublicaccountabilityofthecharityanditscompliancewith regulation
andgoodpractice.Thesecostsincludecostsrelatedtostatutoryaccountsandlegalfeestogetherwithanappointment of
overhead and support costs.

Tangible fixed assets

ThefreeholdpropertyiscarriedatfairvaluedeterminedannuallybytheTrusteesfromthecurrentmarketand property
yieldsforcomparablerealestate,adjustedifnecessaryforanydifferenceinthenature,locationorconditionofthe specific
asset. No depreciation is provided. Changes in fair value are recognised in a revaluation reserve.

Taxation

The charity is exempt from tax on its charitable activities.

Fund accounting

Funds held by the Charity are either:
