Welcome from the Chair

The past year has presented both challenges and positives across the Blacktoft Beacon District. It has been good to see a year of typical Scouting activities and events, after so much change and disruption brought on by the pandemic.

The District has maintained its numbers and grown in some sections. It is great to see 4 Squirrel Dreys now active in Blacktoft Beacon, introducing an even younger generation into the organisation.

There have been some great events taking place over the past 12 months, at District, Group and Section levels. You will see some of these reflected in the pictures in this report. The pictures of this years St. Georges Day event at Beverley Racecourse probably don’t show just how hard everybody worked together to make this an enjoyable day despite the unrelenting rain. The fact that we were able to conduct a service at all is testament to the tenacity and flexibility of everyone involved.

We are lucky to have a fantastic group of creative and hard working leaders within the District. We do have some leadership and governance gaps to fill, both in the District Team and at Group levels. At the moment, we have young people wanting to join us but in some locations are significantly restricted by leader numbers to enable this growth. We are working to find new leaders and adult supporters across our region.

My thanks to everyone that contributes to make Blacktoft Beacon District a great fellowship for our members to learn, have fun and shine.

2023 Trends

Looking Forward…

It’s fantastic to see the continue to bounce back after the COVID-19 pandemic, with many groups returning to their pre-pandemic levels.

We have seen the opening of an additional 3 Squirrel Dreys alongside 2 Explorer Scout units too.

2024 is a big year of change with The Scouts rolling out the volunteer transformation program that will transform the way we volunteer.

We will continue to offer the fantastic programme that provide young people with #SkillsForlife.

Membership numbers continue to grow, with many groups continuing to recruit new volunteers and young people since the census.

We would also like to congratulate all those who have received their Wood Beads and Length of Service Awards this year too.

District Achievements

By way of introduction, for those who don’t know me I’m Alan Hayward and I was asked to take on the role of Acting District Commissioner for Blacktoft Beacon earlier this year when Linda’s tenure of the post came to an end under Scout Association rules.

Linda did a great job in her 10 plus years beginning with the amalgamation and moving the District steadily forward and she continues to be a key member of the District’s management team, for which I thank her and to Scott, John J and the Trustee Board for their diligent governance

But my tenure is only a temporary, short term, appointment to ensure that the 13 Groups in the District are supported as they work to ensure that all sections have a great, varied and safe programme of activities.

I’ve met many highly competent, experienced adults, who are committed to their Groups and sections and to an exciting and varied programme of events. So I would urge members to again seriously think about whether they would wish to be considered as Lead Volunteer either individually or as part of a team.

District numbers are good and stand at 988 young people an increase of 7.5% on 2022 including 82 squirrels and 263 adults. Well done to the squirrel leaders for accurately counting them as when I see Squirrels they never stand still long enough to count them.

I am slowly getting around Groups to meet folk and I’ll attend your Group AGM’s if I can, otherwise I’ll ask members of the District team to attend in my place. So I would ask that you let me know when it is.

The team has been strengthened by the appointment of Josh Morablanco as District Explorer Scout Commissioner and Charlotte Rymer as District Young Leader Leader.

Blacktoft is in a very good place managerially as all Groups have a GSL in place, either appointed or in process and the AAC works well under the stewardship of Colin Fitch.

My priorities for the year ahead are.

Safety.

Ratios.

Permits.

Compliance.

Its great to see the adults recognised for their service and I know that there were many adults given their awards at the last St Georges Day in Beverley.

Service awards continue to be issued and there are awards for leaders in

Elloughton Cum Borugh, Hessle, Gilberdyke, South Cave, Snaith & Kirkella at our AGM. My con gratulations to all recipients

There is one award that I would like to present, however.

It’s a truly remarkable feat of dedication and commitment over many, many years. So it gives me immense pleasure to award Jean Butler with her 50 year service award. Many congratulations to Jean.

District Explorers

It has been all change within the Blacktoft Beacon Explorer Scout team with Shaun Wilson stepping down as District Explorer Scout Commissioner last Summer and Lucy Carne moved on from her role as District Young Leader Leader in March. I feel its only right to recognise service and commitment they have given in their roles and the positive inspiration they have had on our Explorers.

On that note we have seen even more young people complete their Young Leader training, with plenty of young people taking their module A training as they begin the scheme and number completing their missions to earn the Young Leader Belt. It has been inspiring to see so many of our Young Leaders take on adult volunteer roles within their groups as they turned 18.

Over the past year I am pleased to report that we have opened two new units as we expand continue to expand our membership. Bears Explorer Scout Unit opened in partnership with South Cave and meet every other Sunday around the district with the intention of providing an opportunity for those who can’t make evening meetings or, in some cases, when the young people want to get more involved and attend multiple sections. Otters Explorer Scout Unit opened in Anlaby and provides an opportunity for their growing number of Young Leaders and older Scouts to meet and work towards their top awards whilst continuing to learn skills for life.

Top awards are a great way to demonstrate the commitment, skills and challenge Explorers face, and I’m so proud to see more sections than ever working towards both Platinum & Diamond Awards. And we saw a number of Explorers earn their Chief Scout Diamond in the past 12 months. This has also prompted many Explorers to work towards their Duke of Edinburgh awards, and we’re even seeing some of our amazing adult leadership working towards earning their DofE Assessor qualifications to accommodate this.

Last Summer 26 Explorers from Blacktoft Beacon alongside Pocklington District made their way down to Lincoln Showground for Poacher ’22, a whole week full of fun and activities, making new friends with Scouts within the District, County, UK and the World.

Since then, we have seen each section take part in lots of fun and adventurous activities including a number of nights and hikes away, time on water and learning new skills; alongside this they have served the community and developed themselves. We had a number of teams take part in both the Fells Marathon and Wolds Challenge, congratulations to all the Explorer teams that took part.

It has also been great to see our sections come together, sharing their program and taking part in joint activities. Whether this be having playing at Big Fun or working at Tablers Wood, bringing our section

together and building the young people’s network of friends remains a priority for the new District Explorer team.

Our membership continues to grow year on year as we are almost back to prepandemic levels which is testament to the amazing programme our section leaders make happen. And with the addition of our two new units I don’t think it will be long before we will surpass the 100 figure!

Looking forward to the next year, we begin with attending the Explorer Festival at Tablers Wood in August, this will be followed by visits and joint events in the Autumn months. Activities will be planned for next Spring and Summer by the Explorers as we continue to build Youth Shaped Scouting into the programme at

all levels. Our objectives as a district is to enable the members to grow and develop and facilitate opportunities for plenty of joint activities, camps and events.

Finally, I want to end my update to pay tribute to the hard work, dedication and passion of the Explorer Leaders. I have enjoyed the past three months getting out visiting the sections and seeing the support and fun they offer to our Young People – the Young People I have met and spoken to cannot speak highly enough of the positive influence you have had on them. This is what helps them build friendships and tackle the obstacles of life. So, Thank You!

The District Scout Council

The District Executive Committee

The District Scout Council is the electoral body, which supports Scouting in the District. It is the body to which the District Executive Committee is accountable.

The District Executive Committee exists to support the District Commissioner in meeting the responsibilities of the appointment and to provide support for Scout Groups, Explorer Scout Units and any District Scout Network in the District.

A Quorum

For a trustees' meeting there will be a minimum of one-third of the total number of charity trustees plus one.

Right of Attendance

The County Commissioner and the County Chairman have the right of attendance at meetings of the District Executive Committee.

Sub-Committees

The Committee will utilise subcommittees to deliver informed proposals to the Executive. The District Commissioner and the District Chairman will be ex-officio members of any subcommittee of the District Executive Committee.

Any sub-committee will have at least one member of the Executive committee within it. They will attend the District Executive for reporting purposes.

Meeting Structures

The District Scout Council will have a remit to hold an AGM once a year.

The District Executive Committee will have a remit to look at the business and operational matters of the District. The District Executive will meet a minimum of four times in a year.

The District Leaders meeting will have a remit to look at programme, activities, Sectional and Group support issues. It will be chaired by the DC. Those with right of attendance are District Scout Active Support Managers, District Scout Network Leaders, the Explorer Scout Commissioner, all Assistant District Commissioners, District Scouters, District Chair, any other District appointees, Group Scout Leaders, Group contacts and Leaders who the Group Scout Leader or Group contact feel would add positive input to the meeting’s agenda. The District Leaders meeting will meet a minimum of three times a year.

The sub-committees will exist as:

The District meeting will have a remit to feedback the outcomes from the Executive and District Leaders meeting to all Groups and Units within Blacktoft Beacon District. Those with right of attendance are the Scout Active Support members, Scout Network members, the Explorer Scout Leaders, GSLs, Group Managers, District Chair and any other District appointees. The District meeting will meet a minimum of once a year and this will usually take the form of an AGM.
