## **Trustees’ Annual Report** 

**1. Structure, Governance and Management** The Managing Trustees of the charity comprise the Elders, Deacons, Secretary, Treasurer, Ministers, and Operations Manager. 

The Oversight which comprises of the Ministerial Team, Secretary, Treasurer, Elders and Deacons leads the Church in the discovering and implementing of God’s will for the Church, in order that it may fulfil its God-given objectives.  It gives the spiritual and practical leadership generally and, in particular, is responsible for day to day administration, acting on behalf of the Church in between Church Meetings, and also advising and guiding the Church in its decision making.  The Oversight is accountable to the Church Meeting which has the right to revoke any of its decisions. 

## **2 Objects and Activities** 

The objects of the Trust are: 

- a) The advancement of the Christian faith in accordance with the Basis of Faith primarily but not exclusively within Stockton-on-Tees and the surrounding neighbourhood; and 

- b) Such other charitable purposes as shall, in the opinion of the members of the Church in general meeting further the work of the Church 

**3 Achievements and Performance** 

Stockton Baptist Church is a church established under a Constitution dated 11 April 2012. It is a member of the Baptist Union of Great Britain and the Northern Baptist Association. It is a charity (number 1147883) registered with the Charity Commission. It is also a member of the Evangelical Alliance. 

## **REVIEW OF THE YEAR** 

The inevitable changes caused by the pandemic continued to impact this financial year. However, gifts and donations have remained similar to 2020. Although the church Sunday services remained largely online until September 2021, due to the size of the auditorium and technology available we were able to utilise the building for room hire whilst following the national covid regulations. This resulted in £10k more use of building income than budgeted. 

In addition to this, the church has been successful in securing several grants, predominantly by the Christian Against Poverty (CAP) and Refugee & Asylum Seekers (RAS) ministries. These were recognised as restricted funds and managed outside of the church budget. 

The Church took on a large project to replace part of the roof in 2022 and began fundraising in 2021 with a gift day resulting in £55k in donations. This  was recognised as restricted funds for ‘Building Funds’ and managed outside of the church budget. 

We have been extremely blessed to have received two legacies this year; £5k and £105k from three members following many years of membership and fellowship with Stockton Baptist Church. We are very thankful to them. 

No wider public appeal was made for funds during the year. 

The Trustees continued to implement the strategy to increase general gift and donations to support a planned future breakeven position. By the year-end, unrestricted income had increased with the increase from general giving and subsequent tax reclaims. 

Expenditure at the year-end was less than budgeted due, once again to the impact of Covid-19 pandemic on ministries that were unable to operate as planned.

Some work on the building included large new storage units, replacement of the fire doors and begun to replace our emergency lighting. 

The Church expressed its part in the life of the wider church by making donations to national and international Christian organisations and societies with Christian aims and objectives compatible with the church’s own charitable purpose. Thanks to the increased giving, we were able to increase our planned support for Home Mission by £2.5k. 

- Gifts were also given to specific projects throughout the year, including: 

   - the RAS ministry. 

   - towards the general repairs required to the leased house on Hartington Road, our first Missional Community. 

   - Missionaries supported by the church including Andrew & Helen Symmonds (MAF), Dave & Michelle Mahon and Ben & Lucy Waugh. 

   - Baptist Mission Society (BMS). 

   - Drumbeat – Our youth sponsored two children through Drumbeat UK. 

   - Youth Missions. 

   - Fellowship gifts. 

The Church is heavily dependent on its membership working as volunteers in all aspects of the church’s activities, many of which run with little or no impact on the church’s expenditure, but nevertheless contribute substantially to the achievement of the church’s objectives. 

## **Ministries Review of the Year** 

It was great to begin to welcome the fellowship back to worshipping together. Although initially restrictions meant we missed out on being able to engage in conversation, share refreshments and sing together there was still a wonderful sense of God’s presence with us. We continued to stream the services and circulate DVD copies of the services to those without internet access. During the time of Covid restrictions it was a real encouragement to hear about how the church fellowship kept in contact and encouraged each other as they were able. 

This year has seen a lot of changes with the biggest change when we said goodbye to our Senior Minister, Andrew Waugh and welcomed, Craig Downes with his family, Joanne and Lucy Jane, as our new Senior Minister in October 2021. At the end of September, we held a leaving party for Andrew and Denise where we thanked them for their years of service among us at Stockton Baptist Church. A large BBQ lunch with the majority of members able to attend.  Although sad to see that season come to end there was a lot a celebration and thankfulness as we praised God for what He had done in years past and looking forward to the future with expectation. 

Autumn was dedicated considering to future and new developments as we moved under new Leadership. Craig set out his vision for the callings of elders and deacons. The challenge for the future is to seek the right people to serve in these areas. SBC is a diverse Church; diverse in Theological outlook, diverse Racially, diverse Demographically and diverse in our expectation and anticipation of what Church is, and probably more importantly what Church should behave seen the need to provide structure to enable growth. The next year will focus on developing this structure. In the coming year we will be considering the need to build a younger church management. 

As the year progressed, we picked up the threads and opened up the activities and outreach of the church following the impact of the Covid-19 pandemic. 

During the early part of 2021 we were continuing to our studies in Luke’s Gospel. The main aim behind studying Luke together was to spend time following the life and ministry of Jesus. We gained an insight in the Jesus model for mission. This model involved both the preaching of the good news of the Kingdom _and_ the demonstration of the power of the Kingdom through acts of love, and signs and wonders.

Finally, as we approached the end of 2021 we started a series of prayer meetings 6 days of the week. The leaders of these prayer meetings were a wonderful encouragement and it was great to hear of how God’s presence was felt in these meetings and how answers to prayers were experienced. 

In the Mill Lane community the partnership between us and Stockton Parish Church was a real source of encouragement. Central to this was the progression towards seeing the Petch Street community garden established. Our Missionaries through Greater Europe Mission (GEM) continue to live with their family on Petch Street and get to know the neighbours and develop the community Garden with those living on the estate. 

## **Hartington Road** 

A house is leased to the church on Hartington Road and is a Missional Community where our Associate Pastor and his Wife, our Youth Pastor live. Lockdown made evangelism challenging, but gave opportunities in other ways. Life and mission was difficult in the Hartington Road house. House members came and went which meant it was hard to develop a rhythm of life, prayer and mission which could make a difference on the street. We still trust and believe that the prayers have made a difference and potentially have laid a foundation for future breakthroughs. 

## **Children’s Work** 

Covid-19 lockdowns and restrictions due to Covid 19 led to a lot of what we ran for our Children’s Ministry being either online or by delivering activity packs.  Communication with families via WhatsApp group, Facebook messenger, phone calls etc. became a priority.   W continued to create the Kids Service@4 videos every Sunday and we  live streamed Toddler Singing Time every Wednesday morning. 

At the start of 2021 we started a Kids Life Group for KS2 children on zoom.  7-10 children on zoom have looked at Diary of a Disciple, Rooted Junior (a SU wellbeing course for children), Prayer and this term we are running the Children’s CAP course, with the Support of our Church CAP worker) as well as playing games and having general catch ups.   It has been great to see these children grow in confidence as they share about what Jesus means to them. 

Throughout 2021 Lydia retained a continued connection with schools -  Holy Trinity School doing zoom collective worship and Mill Lane School as vice chair of governors. 

Opportunities came to join in with courses, training, conferences etc online which before would have meant time away and a long journey. 

As covid restrictions were beginning to be lifted and our services became face to face with a booking system in place and we started to run our Sunday children’s groups alternating weeks and keeping in bubbles. 

Little Fish Toddlers started to meet again with a booking system to try to keep numbers limited each week.  It was lovely to start seeing people again who we hadn’t seen for a while plus some new faces too. 

Children’s Weekend Away in person at Knock Christian Centre.  This was so exciting to be able to do this and the CWA team were fantastic.  We took strict measures to ensure we stayed safe, especially around the covid situation at the time, and are grateful to God that we had no Covid cases and children remained well.  Our theme for the weekend was building and how we build our lives on God. 

From September, restrictions were lifted further and our Sunday groups met weekly and Little Fish Toddlers opened without a booking system. 

In December we were able to have a Candy Cane Cabin outreach in High Street where we engaged with hundreds of people sharing the Christmas story. We also began a choir for the Church Christmas service. Christmas Services by way of a Christingle in Park near Bowesfield School was , a Church Nativity Service and Teddy Bear Christingle at Church closed our full year.

## **Youth Work** 

The youth work is headed up by Jess Steel the church’s full time Youth Pastor, supported by 1 full (Matt) and 1 part time (Rebecca) Youth Interns, a provision from Youth For Christ (YFC). An additional team of volunteers supports the wider work of the youth. Matt continued to develop the youth work and mentoring he does with the boys. Following the pandemic, we have resumed our Tuesday night bible studies following a different series each month addressing “hot topics”. 

We have had several new groups start this year, a Lads group meeting every Friday, a girls group meeting once a month, Year 7’s and 8’s group meeting once a month, Uganda Mission team meeting once a month, 6[th] formers gathering twice a month, Socials twice a month and a Uni prep course for our 6[th] formers going on to University this summer. 

It was a joy that two of our young people were baptised this year which was a massive celebration. We are deeply proud of them and all of our young people they are a wonderful group. 

## **International Mission Action Group** 

2021 proved to be another unusual year because of the restrictions caused by the pandemic. Andy and Helen Symmonds are serving as Missionaries long-term in Papua New Guinea with MAF (Mission Aviation Fellowship). It was good to meet with the family when they were in the UK in summer and they spoke at a church service. As a church we support the Symmonds family in prayer and financially. It has been our privilege as a church to support the Mahon family who are our BMS partners in Peru. They will be visiting Stockton in 2022. The church’s prayer meeting on the first Saturday of each month is devoted to overseas mission. During 2021 a monthly overseas mission email was produced to help us pray effectively. We are praying as a group that God will inform us how he is working overseas and show us as a church what our role should be in that mission. 

## **Luncheon Club** 

After a long break due to COVID restrictions, Luncheon Club recommenced in September 2021. We were very careful to follow all the guidelines as about forty senior citizens restarted.  It has been very encouraging to welcome quite a number of new friends. Every week we enjoy a home cooked and tasty meal, great fellowship and friendship and a time of worship. 

## **Communion Table** 

We currently have three teams of two people, who take their turn at providing the bread and juice, willing helpers who arrive at church early, with the bread already cut up, fill the serving trays & collect in the cups at the end of the service, taking the washing up home! 

## **Sew and Sews** 

This group started over 12 years ago, we have a core group of 24 regular members and more who drop in occasionally. About half are Church members the rest are from other Churches or friends of Church members. The abilities and skill of members vary considerably but all are welcome and every encouragement is given.  It has become obvious that there is a need for people to have ‘ something to do’ to keep them busy at home. We are constantly looking for new ideas to fill this gap, including involving members in projects for charity or the Church. This is a very friendly, sociable group, we provide lots of encouragement and offer emotional support when needed 

## **Flower Ministry** 

As we are all aware the past 15 months have been very difficult for many of us in all sorts of ways. No church services, so no reason for flowers in the building. Flowers can bring us a smile and joy to many people. Hopefully, we will now be able to see flowers in church once again. Flowers are sourced from Aldi or Sainsburys, or from volunteers’ gardens. Foliage comes from gardens, hedgerows or even the church garden. 

## **Walking Group** 

We aim to have a regular walk on the third Saturday of each month led by different members of the group.

We usually have 12 to 15 people on each walk. Lifts are offered from church for those without their own transport.  Walks are open to everybody, not only people attending church.  In 2021 we had to wait until April before we could start walking as a group. Initially we walked from church because of covid restrictions on people travelling in cars. From August 2021 we were able to meet normally and walk on the North Yorkshire Moors, Richmond and the Durham Coast. 

## **Ladies Link** 

We extend a very warm welcome to all Ladies of the Church whatever age. We are a group of 20 - 30 ladies, meet on a Monday at 2pm in the West Lounge. We enjoy friendship, fellowship and pray together, have a short service and usually have a guest speaker each week. Then finish with tea/coffee biscuits and a "chat". Following the pandemic, we started to meet on afternoons instead of evenings. It has been very successful and more convenient with transport arrangements. 

## **Stewarding** 

The Stewarding Team provides a welcome and ensuring the safety, security and wellbeing of people in the building. Team of just over a dozen door stewards operates under a rota system for Sunday services and other events. A separate team is managed that prepares and serves tea/coffee before and after Sunday services. In 2021 all stewards underwent building evacuation training. Stewards are to take on manning of the Welcome Desk as from June 2022. 

## **Christians Against Poverty  (CAP)** 

Katharine Lam (CAP Job Club Manager and CAP Money Coach) leads a team of volunteers that deliver: 

- CAP Kickstart course 

- CAP Money course 

- Plan to deliver the CAP Money Kids Workshop on Zoom to Kids Life Group with Lydia Gurney  in 2022. 

Funding  was received to deliver evangelistic programs involving the Petch Street garden missional community. Katharine Lam also leads a Wellbeing Group that received funding to deliver the Wellbeing Journey course 

## **Boys Brigade** 

Throughout the restricted months, Boys Brigade continued to meet each week online. Coming out of the restrictions, we now have about 26 boys attend each week across the sections. This includes a few new starters recently having lost some during the pandemic. Staffing remains difficult in terms of availability. Some have resigned or reduced hours recently. We are now unable to provide Anchor Section or Band due to difficulties in staffing. Devotions remains an important focus of each week’s meeting, boys often showing interest in Christian things. 

At the end of July, the annual Boys Brigade camp was able to take place and our Associate Pastor, Matty Steel was able to attend as the Chaplain for the week. As always, the partnership with Hardwick Baptist Church was a real blessing. We worked through the ‘I am’ statements of Jesus from John’s Gospel. It was a great time with the lads and there were some encouraging conversations as we shared Jesus. 

## **Girls’ Brigade** 

The group is beginning to get back to normal after the disruption of the COVID pandemic. Numbers are growing with 90% non-church families. The sale of Christmas cakes was once again popular and profits were shared between Girls & Boys’ Brigade. We continue seeking links with families who don’t have any other involvement with church. 

## **Refugee and Asylum Seekers ministry** (RAS) 

A RAS Administrator is employed by the Church and is supported by a strong volunteer RAS team. There are Drop in volunteers, English teachers’ volunteers, Strong links to Alpha plus, 20/30 group and CAP. 

The RAS ministry has continued in different formats over the Covid lockdowns. We visited ladies in the Initial Accommodation hotel to establish contact. We have networked with other organisations across the Charity No 1147883 Page 9 of 18

Tees valley to support asylum seekers, e.g. through the new furniture store and also volunteering with Action asylum that is hosted by Refugee Futures. In-house we have used the opportunity to develop our volunteer process and safe recruitment, thanks to the RAS Administrator’s expertise. The Drop ins and English classes have restarted and are going well. Highlights for the year include: 

- Increasing integration and involvement of RAS friends in church life and service. 

- Working with the Bike Project, based in London, who are providing 100 bikes to asylum seekers in the Tees valley. 25 delivered to Stockton in November, and a further 25  delivered in May. 

- A successful bid for £5K funding to support newly arrived asylum seekers in Stockton. This will be in partnership with the Red Cross who will be providing a staff member 2 days per week. 

- A  truly blessed weekend training event with Rev. Elnur Jabayev whose ministry and teaching was inspirational to both the RAS community and the volunteers. 

- An increasing understanding of the need to separate Christian experience and discipleship from the Immigration process. This has resulted in fewer baptisms, but hopefully clearer testimonies. 

## **Prayer Ministry** 

Now that we are back in church and able to pray face to face with people, it is such a blessing after the covid period. We work on a rota basis, with volunteers serving usually once every six weeks. We go forward during the last time of worship and stay for a while at the end of the service.  This is not a ministry limited to the prayer area but is one we can all be involved in as we talk after the service and offer to pray for any needs expressed. 

## **Music and Audio Visual** 

During 2021 our priority was to continue to give glory to God using music and technology, balancing the continuing requirements around meeting together brought on us by the pandemic and to try and develop a streamed version of the face-to-face Sunday Service, allowing people who were not able to attend the building to see and feel part of a Sunday morning Worship Service. We started 2021 continuing with Zoom and Facebook to share a simple service. Using our library of songs from home and SBC recordings we then started streaming from the building. We Installed new equipment to allow a full streaming with a Live band on a Sunday morning. 

Once we were able to meet back in the church building, it’s been great to have a full band and the Organ live again on a Sunday morning. The Streamed Service has allowed people to feel part of a live Church Service when they’ve been unable to come in person. We’ve been hugely blessed by some of the Young People playing and leading on Sunday mornings. 

## **AlphaPlus** 

We continue to run all three courses of Alpha, Growing in Christ and Freedom in Christ online in Farsi on Tuesday evenings. 

- Alpha has 19 names on the register with an average attendance of 12-14 including them. 

- Growing in Christ  While the other two courses use recorded sessions this is taught entirely from a book in English and is translated, so is a lot of work. 

- Freedom in Christ – led by a team of 3 volunteers 

There is an “away day” for each course when more concentrated time can be given to meeting, learning, discussing, prayer and questioning.  We do not yet have plans to return to study in person, and the obvious advantages of that are offset by the extra time taken to travel, as well as the fact that several of our students are widely separated by geography, so an element of streaming will still be desirable. The question of resuming a meal together would also need to be planned. 

## **Reserves Policy** 

The reserves policy of Stockton Baptist Church is to hold three months of all expenditure to allow the church to adapt to any changes in circumstance of the church. The Trustees currently believe this amount to be £93,000 and sufficient free cash reserves were held at the year end to satisfy this policy. In the 2021 budget the trustees have budgeted to reduce the free cash reserves to the policy amount through large repairs to the Church building. This policy will be reviewed annually.

## **4 Plans For Future Periods** 

The Trustees expect to continue the activities of the charity in accordance with their current objectives. 

## **Statement of Trustees’ Responsibilities** 

The Trustees are responsible for preparing the Annual Report and financial statements in accordance with applicable Charity Law and United Kingdom Generally Accepted Accounting Practice. 

Charity Law requires the Trustees to prepare financial statements for each financial year which show a true and fair view of the state of affairs of the charity and its financial activities for that period.  In preparing those financial statements, the Trustees are required to: 

- Select suitable accounting policies and then apply them consistently; 

- Make judgements and estimates that are reasonable and prudent; 

- Comply with applicable accounting standards, subject to any material departures disclosed and explained in the financial statements; 

- Prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in operational existence. 

The Trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and to enable them to ensure that the financial statements comply with the Charities Act  2011.  They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. 

Legislation in the United Kingdom governing the preparation and dissemination of financial statements may differ from legislation in other jurisdictions.

## **Independent Examiner’s Report** 

Report to the Trustees of Stockton Baptist Church on Accounts for the year ended 31 December 2021 set out on pages 10-15. 

## **Respective responsibilities of the Charity and the Independent Examiner** 

As members of the Charity you are responsible for the preparation of the financial statements; you consider that the audit requirement of Regulation 3(3) and section 144(2) of the Act do not apply and that an independent examination is needed.  It is my responsibility to 

- Examine the financial statements under s.145 of the 2011 Act; 

- Follow the procedures laid down in the General Directions given by the Charity Commission under section 145 (5)(b) of the 2011 Act;and 

- State whether particular matters have come to my attention 

## **Basis of examiner’s statement** 

My examination was carried out in accordance with General Directions given by the Charity Commissioners.  An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with these records.  It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters.  The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the accounts. 

## **Independent examiner’s statement** 

In connection with my examination no matter has come to my attention: 

- (1) which gives me reasonable cause to believe that in any material respect the requirements: 

   - to keep accounting records in accordance with section 130 of the 2011 Act; and 

   - to prepare accounts which agree with the accounting records and comply with the accounting requirements of the 2011 Act ; or 

- (2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

## **1 Accounting Policies** 

## **Basis of Preparation** 

These Financial Statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective January 2015) – Charities SORP (FRS 102). 

Stockton Baptist Church meets the definition of a public benefit entity under FRS 102.  Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s). 

## **Incoming Resources** 

These are included in the Statement of Financial Activities (SOFA) when: 

- the charity becomes entitled to the resources; 

- the trustees are virtually certain they will receive the resources; and 

- the monetary value can be measured with sufficient reliability 

Donations are only included in the SOFA when the charity has unconditional entitlement to the resources. 

Capital Grants are released over the economic useful life of the asset to which they relate 

## **Resources Expended and Liabilities** 

Resources expended have been analysed using a natural classification. 

Liabilities are recognised as soon as there is a legal or constructive obligation committing the charity to pay out resources. 

Taxation 

The charity is exempt from corporation tax on its charitable activities. 

## **Fixed Assets** 

Depreciation is provided to write off the cost, less estimated residual values, of all fixed assets, over their expected useful lives.  It is calculated at the following rate: 

Land and Buildings Reviewed as needed for revaluation but not depreciated Church Organ 5% Straight Line basis 

Other fixed assets are written off in the year of purchase.  The trustees consider that this is prudent in view of the short life of these assets.

## **9 Baptist Pension Scheme** 

## Pensions 

The church is a participating employer within the Baptist Pension Defined Benefits Scheme and has been making ongoing deficit payments to cover the costs of past service of its employees within the scheme under a recovery plan. The church understands that if it had left the scheme at the year-end, it would have had to make a one-off payment estimated to be £31,100 (as at 20/12/2021) to meet its statutory obligations to the scheme. The church has no plan to leave the scheme and expects to continue to make payments to the scheme in line with the recovery plan. The current debt is significantly reduced from £189,900 when the debt was initially calculated in February 2017. The church’s contributes £4.4k per annum towards the pension deficit as required by the recovery plan.
