1. Structure, Governance and Management
Stockton Baptist Church is a church established under a constitution dated 11 April 2012. It is a member of the Baptist Union of Great Britain and the Northern Baptist Association. It is a charity (number 1147883) registered with the Charity Commission. It is also a member of the Evangelical Alliance.
2 Objects and Activities
The objects of the Trust are:

a) The advancement of the Christian faith in accordance with the Basis of Faith primarily but not exclusively within Stockton-on-Tees and the surrounding neighborhood; and

b) Such other charitable purposes as shall, in the opinion of the members of the Church in general meeting further the work of the Church

REVIEW OF THE YEAR
It has of course been a very different year. All over the world, and on our doorstep, lives have been lost. People are grieving for lost loved ones, lost jobs, separation from family, isolation… the list goes on and we’re a long way from seeing the back of it. As a fellowship we haven’t actually lost anyone directly because of the pandemic but we have members and attenders who have lost family, and we have members and attenders who have caught the virus and had a hard fight to get back to health. So much of church life has had to be put on hold or turned into an online imitation of itself. And yet we must celebrate what has been achieved. To deal with the pandemic’s impact on the fellowship we formed our advisory group concerning health issues.
The aim of “Connecting People with Jesus”, under the leadership of Andrew Waugh (Senior Pastor) and Matty Steel (Associate Pastor) continued. A focus continued on the W.O.R.L.D. vision developed in 2019, and the early stages of our work with the LICC and their ‘Frontline’ initiatives has begun.
The work of Jess Steel as an Outreach Youth Pastor was refocused into in house youth work alongside Helen and Paul Burns in a voluntary capacity. The children’s work has continued to grow under the leadership of Lydia Gurney as Children’s Pastor. Nick Smith was appointed during the year as Operations Manager.
Carlie Ryder continued as Church Treasurer and Phil Inch as Church Secretary.
All church Saturday morning prayer meetings continued in an online capacity and the Oversight began a weekly prayer meeting. The church connected with Greater Europe Mission (GEM) and welcomed Tim and Dani Keith and their four children. They have begun work on a patch of ground near their home in Mill Lane in the heart of Stockton to develop it as a community Garden. Tim is currently recommencing our Local Outreach Strategy Team to develop a vision for the next year. Matty and Jess Steel continue their work on Hartington as a missional community developing new ways to interact with the people of Stockton during this challenging time.

Claire has done a great job despite the restrictions, to develop excellent working

relations with partners and preparing for the restart. Thanks Claire.

Support for ladies in Initial Accommodation hotel – welcome bags (funded by Red

Cross) and Activity sessions (funded by CDCF-Catalyst and Sports lottery). Good contacts made – 3 baptised last week.

Christmas food gift funded through Catalyst to every asylum seeker in Stockton –

Housing continuing to support RAS in need.

2021 proved to be a difficult year when many of our usual activities could not take
-
place because of the pandemic and we were unable to meet together.
• The pandemic has affected all those serving overseas. Andy and Helen Symmonds and their boys continued their long-term service in Papua New Guinea with MAF (Mission Aviation Fellowship); in August, Daisy and Will Taylor and their boys returned from serving in a hospital in The Gambia; Denise Waugh joined family in the Middle East. Others, however, found that their plans had to be cancelled because of Covid19. Ben Stapleton was unable to go to Thailand with a BMS Action Team and others were unable to go to South Africa as part of a Lionsraw team to work on building projects at the Steven Davison Primary School in the Valley of 1,000 Hills.

It has been our privilege as a church to support all the above along with the
-
Mahon family who are our BMS partners in Peru in prayer, encouragement and some financially. The church’s prayer meeting on the first Saturday of each month has been devoted to overseas mission. A monthly overseas mission email has been produced to help us pray effectively.
• Over £15,000 was raised for a medical clinic in Seeta Nazigo, a town in Uganda visited a number of times by mission teams from the church. Regrettably, the clinic project was unable to go ahead, but the money was distributed in 2020 to a number of other projects in Africa to provide relief as they faced the Covid19 pandemic. The efforts of all those who fund-raised have helped many children in Africa at a very difficult time.

As we look forward, we thank God for the provision of the internet and other

communications that have enabled us to maintain contact with those serving

overseas. Above all we have the privilege of praying for our friends who are serving God throughout the world.

What we have done : After a year and half of meeting our young people via zoom
-
we have been pleasantly surprised with the numbers of young people joining us twice a week for bible studies and socials. Over this past year we have led Bible studies, had guest speakers, games nights, family quizzes, murder mystery events, set challenges and met (when allowed) for group walks and games.
What we look forward to: We have now started meeting our young people in person on a Tuesday evening and for socials on a Sunday. We have had excellent attendance; however, we have many young people on the fringes who are not engaging. We will be looking to meet up with them one to one and find ways of re-engaging them. Please pray for those young people.

What we have done : We introduced a new member of the team, volunteer YFC
-
intern Lauren Goodrick. She is in her mid-20’s and from Sunderland. She will be helping us with the youth work over this year.
What we look forward to: We will also be welcoming a fulltime YFC intern next month and a part-time YFC intern in September which we are very excited about. Please pray for more people within the church family to feel inspired and passionate about young people and be willing to serve.

What we have done : The youth team have been meeting with young people one

to one when possible and trying to create mentoring links for all our young people. We have been working on mentoring packs together for our mentors and have been working towards creating a mentoring programme.

enough volunteer mentors to pair with all our young people. Our aim is to do this by September and launch the new mentoring programme.
Tabernacle Trading Companies - Mike Bare

Coffee house closed in March, opened again in July (1st lockdown) then closed

again in November (2nd lockdown) reopening this May. All staff were furloughed during the closed period.

Bookshop, similarly, the shop was closed except it remained open during

November and December, reopening in April. All staff were furloughed during the closed period.

Support grants were claimed and awarded for both businesses.

During the shop open periods and due to Covid restrictions, trading was difficult
-
for both businesses.

Sunday Morning Stewarding – Derek Davison (leader). Haniyeh Zare (asylum support).

We have now created two entirely new teams of six to manage the auditorium.

These teams have been through safety training.

Haniyeh and I cover the two main entrances, and check we have sufficient staff.

Adrian Korynek is managing the rota for us.

Due to the restrictions of Covid we have a big screen in the back hall for parents
-
who can’t fit into the service, who can watch on You Tube.
-
This has been a difficult time, and we thank everybody who has stepped up to
-
support us at this time.

We look forward to the time when we will be able to manage a full church service
-
and worship together again.

Walking Group - Jim and Fran Plane Team Members – various leaders

We aim to have a regular walk on the third Saturday of each month
-
Our last full walk was on Saturday 22[nd] March 2020 immediately before the first
-
lock down when around 10 of us enjoyed the countryside around Osmotherley and Sheepwash.
-
Since then there have been some local walks keeping to the numbers of people
-
that regulations allowed.
-
On 22[nd] May eight of us met in Richmond for a walk along the river, mainly
-
travelling in our own cars.
-
We are hoping to resume full walks in June but are still working on the advisability
-
of offering lifts.
Ladies Link- President: Kath Clementson, Vice President: Janet Grainger, Secretary: Valerie Garratt, Treasurer: Doreen O'Brian.

We meet weekly on a Monday evening, have a membership of approximately 25, to enjoy friendship & fellowship.

We are usually fortunate to have a visiting speaker who opens up the word of God

to us - or a representative from one of our Christian organisations.

During this difficult time, we have kept in touch by 'phone, text messaging or each
-
month by letter.
-
Some of our group have able to meet weekly in an open space, i.e. Norton Green
-
or Preston Park - weather
-
permitting, when the guidelines allowed.
-
We hope & pray to be able to resume our meetings in the Church building as soon
-
as is possible.
Continuing The Journey’ – Angela Raw - Tuesday Nights

I have been in regular contact with team members by either phone, email or text message since the start of the pandemic, but I am unsure if we shall restart the group after restrictions are fully lifted and who will wish to attend.

Having lost 2 group members and one member did not always attend, I am left
-
with only 3 regulars. It was becoming difficult to run the group or plan subject matter due to dwindling numbers (we were 14 at one point) and irregular attendance prior to Covid-19. Now that we are reduced by a further 2 in number, it may be more practical for us to join other life groups.
-
Going forward, I intend to invite the remaining members to an initial meeting in
-
early July, to establish what the interest is.
-
I shall report back on what decision we have come to after the first meeting.

Our focus is developing the community garden at Petch Street with the support of

the Council and Cultivate Tees Valley – we have requested a 3-year agreement with Stockton Borough Council to manage the land, although this is currently on hold because of issues relating to the lack of fencing between the plot and Network Rail’s land.
-
We have submitted grant applications to enhance our budget and hopefully
-
significantly reduce cost impact on the church budget.
-
In the interim, we will have carried out a day’s work to litter pick, clear vegetation
-
and meet with the local community on the site in June 2021.
-
We have also undertaken other litter picks in central Stockton and Teesdale as
-
Covid regulations have permitted; otherwise, inevitably, our work has been limited by pandemic restrictions.

During lockdown we have been able to offer prayer with a telephone number

appearing on the screen at the end of each service. Response varied, two some weeks and none other weeks. Thanks to team members who participated in this.

We are looking forward to being back in church and praying face to face.

From the above list it is obvious we need some younger volunteers. We work on a
-
rota basis, usually once every six weeks. We go forward during the last time of worship and stay for a while at the end of the service.

people serving the morning and a team of five working in the evening service.

the service, and then collecting everything in at the end and clearing away.

During both lockdowns BB has been meeting on Zoom. National BB have

provided some excellent material for us to work with and the sessions have been regularly attended by the boys. The downside is that we have experienced a drop off in numbers due to the change in the life patterns of parents and IT problems.

Since some restrictions have been lifted recently the Company have been
-
providing “Face to Face” outdoor only activities, parents being asked to book places due to our limiting numbers for the sake of social distancing. It is encouraging to see friendships between the boys as strong as ever after such a long break.
-
Boys taking part recently have numbered about 25 across the whole Company
-
compared to about 38, pre-lockdown.
-
Summer camp at Redmire is being planned for, however the event taking place is
-
dependent on Government guidelines to be issued on 21[st] June, being favourable.
-
Going forward from September is a concern from the Covid view as well as brining
-
the work back into being after so much time away.

Before Lockdown about sixty senior citizens came to the church every Thursday

and enjoyed fellowship, a good lunch and took part in a time of worship.

We have been unable to meet since March 2020 but the team have sought to

maintain contact with our friends by regular phone calls, Christmas, Easter and Birthday cards and some doorstep visits.
-
Sadly during the Lockdown five of our regular long standing members have died
-
and we shall obviously greatly miss them.
-
We look forward, hopefully, to meeting again in September, 2021.
-
We would appreciate your prayers, that all of our friends will come to know the
-
Lord Jesus as their Saviour, and that also we will welcome new friends in this new beginning.
-
As ever, we are immensely grateful and thank God for those who have committed
-
themselves to service in this ministry. We are also grateful and delighted that several new members of staff have expressed their willingness to join us as we recommence.

Flower Ministry – Christine Wilson
• As we are all aware the past 15 months have been very difficult for many of us in all sorts of ways. No church services, so no reason for flowers in the building.

Flowers can bring us a smile and joy to many people. Hopefully, we will now be

able to see flowers in church once again.
-
I source my flowers from Aldi or Sainsburys, or from my garden. Foliage comes
-
from my garden, hedgerows or even the church garden.
-

Report for Music and Audio Visual – Pete Gurney
During 2020 our priority has been to continue to give glory to God using music and technology despite the pandemic, to enable some sort of Sunday Service to be produced and ensure it is shared as widely as possible.

We planned to stream from the building initially, this was stopped by the full
-
shutdown.
-
Initially relied on Zoom and Facebook to share a simple service.
-
Encouraged people to develop their own IT skills and make recordings of songs
-
from home.
-
Managed to build a library of songs to use in services from Home and SBC
-
recordings.
-
Developed a service streaming solution from the building with recorded music.
-
Made changes to the theatrical lighting in the Auditorium to change the “look” on
-
stage and screen.
-
Working towards full streaming with a Live band, which will require more
-
technology and additional personnel.
Little Fish Toddlers– Lydia Gurney -Team members Denise Waugh, Helen Murray, Rob and Hilary Jones, Hannah Mann

Due to Covid lockdown we were unable to meet in person and although we tried a couple of zoom sessions there was no take up. During most of 2020 we ran:

Facebook ‘live’ toddlers singing time every Wednesday morning

Kept in contact with families via Facebook page, cards and text messages
-
When restrictions were lifted a little, we had some meet ups outdoors for buggy
-
walks in the park.
Operations Manager- Nick Smith Team members: Susan Hughes, John Hughes, Allyson Brown, Denise Brown

Working on improvement and standardization of all policies and procedures,
-
including a new Safe Recruitment and volunteer induction process.

Continuing to help prepare for and deliver commercial bookings in the auditorium

– in the first half of 2021, church has generated 150% of the year’s expected room booking revenue. Both our in-room technical equipment and our livestreaming capability are being utilized by renters of the auditorium. There is reason to believe that Police bookings may continue after COVID restrictions are lifted.

Building use – we are moving equipment and storage around to allow some
-
groups to shift or find a new home. The youth are now using the Upper Hall, with some sofas in place to give them an area they can feel at home in, and the young children have come downstairs on Sunday mornings. Renovations to rooms (filling, painting, and general upkeep) are ongoing.

Provision and maintenance of Microsoft environment, new electronic HR system
-
(for holiday and absence recording), in-building IT systems for church staff, leadership and volunteers.

Life Group Report – Vicky Smith
• Most groups continue to meet via zoom. Please do pray that as restrictions change group leaders will feel confident in how to proceed in possible face to face meetings. Pray that members of groups will feel safe and continue to study together.
-
We have been reduced by 2 groups for natural causes. Pray that during this time
-
of struggle and pressure people keep their eyes fixed on Jesus and continue to seek his presence for their rest.
-
The ladies’ group have been continuing to meet open air. Pray for their continued
-
blessing and the witness they can be to others passing through the parks.
• Groups are using a range of study resources and styles e.g. Studying using the Bible Project or looking at characters of the bible (Moses) and the wonderful notes that link to the Sunday sermons. Pray that all will grow in their discipleship. Be inspired by God’s word and able to apply it to their frontlines.
• Attendance at small groups is good. Some are finding it difficult to attend because of current challenges and yet others have returned to groups that they haven’t been to for a while. Pray that our small groups can be a support to more people as our church grows.
Alpha Plus
There has been a complete move to meeting on line because of the COVID-19 pandemic, but we continue to see strong interest in the study and application of God’s word by those whose first languages are Farsi and Sorani. While we have continued three groups studying Alpha, Growing in Christ and Freedom in Christ in Farsi, we have had no English speakers applying. Denise Waugh has led two English speaking courses. Those who speak Sorani are generally from a Kurdish background, have been denied access to education, and there are very few published materials to help them. John Bunce has been meeting with a group of them and found it difficult but rewarding.
Each course lasts from ten to twelve weeks, and when meeting in person we take about a month’s break between each term. Such has been the demand for continued fellowship this year we have continued to meet after the courses have been completed. Dave Blackman hosts a group twice a week called Twenties and Thirties, and that covers people of all ages while many of them “come together” from all over the country. This is probably the next incarnation of such a life group, and others may emerge. Some groups have taken advantage of a Zoom account to meet several times a week at their own instigation. Leadership continues to be an issue, with many of us over seventy years old, and the need for at least two leaders in each group.

reviewed systems which, under normal conditions, should allow these risks to be mitigated to an acceptable level in its day to day operations.
The trustees have considered the guidance produced by the Charity Commission on the provision of public benefit and they confirm that public benefit has been provided by the range of activities as described above.
Reserves Policy
The reserves policy of Stockton Baptist Church is to hold three months of all expenditure to allow the church to adapt to any changes in the income or expenditure of the church. The trustees currently believe this amount to be £83,000 and sufficient free cash reserves were held at the year end to satisfy this policy. In the 2020 budget the trustees have budgeted to reduce the free cash reserves to the policy amount through large repairs to the Church building. This policy will be reviewed annually.
4 Plans For Future Periods The Trustees expect to continue the activities of the charity in accordance with their current objectives.
Statement of Trustees’ Responsibilities
The Trustees are responsible for preparing the Annual Report and financial statements in accordance with applicable Charity Law and United Kingdom Generally Accepted Accounting Practice.
Charity Law requires the Trustees to prepare financial statements for each financial year which show a true and fair view of the state of affairs of the charity and its financial activities for that period. In preparing those financial statements, the Trustees are required to:

Select suitable accounting policies and then apply them consistently;

Make judgements and estimates that are reasonable and prudent;
-
Comply with applicable accounting standards, subject to any material departures disclosed and explained in the financial statements;

Prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in operational existence.
The Trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and to enable them to ensure that the financial statements comply with the Charities Act 2011. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
Legislation in the United Kingdom governing the preparation and dissemination of financial statements may differ from legislation in other jurisdictions.

Basis of examiner’s statement
My examination was carried out in accordance with General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with these records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the accounts.
Independent examiner’s statement
In connection with my examination no matter has come to my attention:

1 Accounting Policies
Basis of Preparation
These Financial Statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective January 2015) – Charities SORP (FRS 102).
Stockton Baptist Church meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s).
Incoming Resources
These are included in the Statement of Financial Activities (SOFA) when:

the charity becomes entitled to the resources;
-
the trustees are virtually certain they will receive the resources; and
-
the monetary value can be measured with sufficient reliability
Donations are only included in the SOFA when the charity has unconditional entitlement to the resources.
Capital Grants are released over the economic useful life of the asset to which they relate
Resources Expended and Liabilities
Resources expended have been analysed using a natural classification.
Liabilities are recognised as soon as there is a legal or constructive obligation committing the charity to pay out resources.
Taxation
The charity is exempt from corporation tax on its charitable activities.
Fixed Assets
Depreciation is provided to write off the cost, less estimated residual values, of all fixed assets, over their expected useful lives. It is calculated at the following rate:
Land and Buildings Reviewed as needed for revaluation but not depreciated Church Organ 5% Straight Line basis
Other fixed assets are written off in the year of purchase. The trustees consider that this is prudent in view of the short life of these assets.

9 Baptist Pension Scheme
The church is a participating employer within the Baptist Pension Defined Benefits Scheme and has been making ongoing deficit payments to cover the costs of past service of its employees within the scheme under the Baptist Union Pension recovery plan. The church understands that if it had left the scheme at the year-end, it would have to have made a one-off payment estimated to be £46,600 (as at 31/12/2020) to meet its statutory obligations to the scheme. The church has no plan to leave the scheme and expects to continue to make payments to the scheme in line with the recovery plan. The current debt is significantly reduced from £189,900 when the debt was initally calculated in February 2017.
