Hywet Dda Health Charlties work5 closely with Hywel Dda Unlverslty Health Board to
ensure thatourcharlty allocates fundingtothe areas where It can make the blggest
Impacttothe treatfflentand care of patlents across Carmarthenshlre. Ceredlglon and
Pembrokeshlre.
We do not replace NHS fundlng but use the generous donations we recelve from patients,
their famllies and our local communltles to SUPPOFt the University HeaLth Board to provide
5ervice5 and actlvlties above and beyond whatthe NHS can provlde.
HyweL Dda Universlty Health Board Is the corporate trustee of Hywel Dda Health Charities,
The charity15 fftanaged independently of the Unlversity HeaLth Board through a separate
scheme of delegatlon to Its Ih3rlL'able Funds Cummittee.
We carry out our aims through the provlsion of grants to support and enhance the NHS
services provided by the Unlverslty Health Board and Its partners.

We funded a new eye scannerworth £14,250 forGlangwlLI Hospltal.
The new scanner Is used to take eye measurements prlor to surgery to ensure the accuracy of
lenses and Implants. It wlll dellver an enhanced level of servlce for patlents during pre-
assessment for operatlons such as cataract surgery, especlally those who are fraL and less
ffloblLe. Senlor Sister Casey Grlfflths sald: Yhe Tysul Eye Unlt Is of real benetlt to P3tlents who
are less rnoblle- for exampLe, those who have nec1( and back PToblems- as they may flnd it
dffficult to use the standard seated equlpmerrt wlthln the unlt. The new scanner wlll help us

ddltlon to £110,000 Worth of machines bought from the same bequest for the Chlld Health
Department so that under-16 patlents In Pembrokeshlre can contlnue to recelve vltal
cardlulogy screenlng as close to home as possible.

£165.000 to fund a new halr I05S SUPPOrt servlce for cancer patlents across HywelDda.
The 'Heads Upl. Initiatlve, whlch wlll run for an inltial two-year perlod, provides a person-
centred, holistlc halr Loss seNlce for cancer patlents. It brlnES together healthcare and
halrcare professlonats from local cornmunltles to g5ve patlents the knowledge and products
needed to manage thelr halr loss wlth dlgnlty and cholce. The health board Is the first In Wales
to run an Inltlatlve to Improve the patlent experlence of cancèr-reiated halr loss.

Investments and performance
The charlty retaln5 the 5ervlces of Investment advisor5 to manage It5 Investment portfollos. Pollcy Is
set by the charlty trustee In Its Instructlon to thelr advlsor. The advlsors have been Instructed to
manage the portfollos to produce both Incorne and capltal returns, and maiiage those funds wlthln
the value they retaln on the accounts. The charlty also holds funds In short term Investments that are
not managed bythe Investment advlsor.
Durlng 2023-241 there was an unreallsed galn of £8161796 due to an Increase In the market value of
Investments held durlngthe year. Thls comblned wlth Investment Income of £4511147 gave a total In
year galn of 15.3% for Investments held by the charfty.
CCLA provlded the servlces of Inve5trnent advlsorfor 2023-24. These Investments are
managed In accordance wlth the Trustèe Act 2000.

The value of the charlty as at 31 March 2024 has Increased from the prevlous year by £481394.
Thls Is largely due to an increase In the retum on (bur Investment5.

The charlty has a reserves policy and has deflned Iree re5eNe5 to be the element of funds that are
freely avallable for Its general purpose5, Free reserves are the resources the charlty can make
avallable to spend for any or all of the Charitys pyrposes once It has met tts Commltments and
overed Its other planned expendlture. Thls mean5 It excludes Permanent endowmen¢ restrlcted
funds and uncommltted deslgnated funds.
Free re5erve5 are needed where there may be Insufflclent balances In Indlvldual restrlcted and
deslgnated funds to meet the oblectlves of those funds. There 15 also a need for free reserves where
there may be a requlrement to Incur expendlture whlch Is excluslvely charftable, and cannot.be
funded from revenue, forwhlch therels not a relevant fund.
The charfty shall hold a separate flxed asset Investment reserve based on io% of the value of Its fixed
asset Investments retalned and a mlnlmum of £500,000 to ensure therq Is sufflclentfunds for on-
golng commltments. The flxed asset Investment reserve shall only f311 below io% to coverlosses IM
the value of flxed assets,

The Charfty Commlsslon has regulatory re5pon51bllltyfor en5urlng the proper management of these

Durlng 2023-241 the Unlverslty Health Board employed nlne members of staff (8.71 full-tlme
equlvalent) to support the fundralslng and communlcatlons functlon5 of the charlty.
The fundralslng support team Is responslble for Increaslng the Charlty's Income to support Hywel
Dda Unlver51ty Health Board to provlde services and actlvltles above and beyond whatthe NHS can
provlde.
The team Is responslble for promotlng fundralslng for and givlng to the charlty'and provldes suppo
3dvlce and guldance to fundralsers to ensure that all fundralslng Is carrled out In Ilne wlth regulatlon
and best practice.
Theteam also asslsts niany charltable groups and a550datlons that provide both financlal
and non-flnanclal support for healthcare servlce5 across ourthree countles.
Grant maklng policy
To achleve It5 oblectlves the charfty makes grant payments to Hywel Dda Unlverslty Health 803rd In
accordance wlth charlty law, our constltutlon and the wlshe5 and dlrectlon of donors.
In making grants, we endeavourto reflect the w15hes of patlents and staff by dlrectlngfund5 towards
area5 they tell us are m05t In need.
Hywel Dda Health Charltles rnakes grants from both ItS.Llnrestrlcted and restrlcted funds. Wlthln
the unre5trlcted funds, grants are made from general fund5, de51gnated (earmarked)funds. Income
generated from endowment funds are held as restrlcted Income and applled wlthln the restrlcted
purpos.e of that endowment.
In the awardlng of our grants, conslderatlon15"given to the Charlty Comm1551on's guldance on publle
beneflt. To ensure publlc benoflt and value for money when 3uthorlslng charitable
expendlture, applicatlons for charitable funds Include questlon5 on the purpose of the

The trustees hold the Pernbrokeshlre Cardlology EquSpmentfund as a'5eparate Investment portfollo,

The trustee5 have approved a total returns pollcy forthls fund. Income Is credlted back to the charlty
bank account and held a5 restrlcted Income.

effectlvene55 of thls system and have conflrmed that the mlnlmum control 5tsndards lald down by
the Welsh Government have been In exlstence throughout the f.Inanclal year. Tho rnlnlmum control '
standards apply equally to the management of the charfty by offlcers of the Unlverslty Local Health
