## **1. CONSTITUTION** 

The Old Coulsdon Centre, known as the Old Coulsdon Centre (for the retired) is an independent Private Limited Company (Limited by Guarantee – Company Number 8075005) incorporated on 18 May 2012. It is a registered Charity (Number 1147569) 

The building is owned by the Company on land leased from Croydon Council.

## **4. OBJECT OF THE COMPANY** 

To relieve the needs of the retired in the area of benefit in the manner which now is or hereinafter may be deemed by law to be charitable by associating with the Local and other Statutory Authorities, voluntary organisations and inhabitants in a common effort to provide facilities in the interest of social welfare for recreation and leisure time occupation with the object of improving the conditions of life for the retired. 

(The ‘area of benefit’ is ‘the Parish of Old Coulsdon together with such parts of Coulsdon, Purley, Kenley and Whyteleafe as fall within a radius of 3.5 miles of the Centre’) 

## **5. ORGANISATIONAL STRUCTURE** 

- a. The responsibility for the management of the Centre is with a Management Committee that consists of the Directors. The members of the Committee are subject to annual re-election. Members during the period of this report were:

Note: 

(i) The Committee met on three occasions over the period – 14 October 2021, 19 November 2021 (AGM) and 17 March 2022. 

(ii) All members of the Committee are unpaid volunteers. 

- b. The Members, who are involved in administrative roles within the Centre, are:

   - (i) Except for the Centre Manager all other Members are unpaid volunteers. 

   - (ii) The Members met once at the Annual General Meeting on 19 November 2021.

## **6. FINANCES** 

Financial report for the year to 30[th] June 2022 

Our operating profit was £5852 after depreciation of £1842 compared to a loss the previous year of £872. 

Operating profit before depreciation was £7694 compared to £760 for 2020/21 

Total income including donations and legacies was £59467 set against our operating costs of £53615 

We are particularly grateful to East Head Trust who gave us a grant of £10000 for the year 21/22 and a further grant of £20,000 for the year 22/23 

We also benefited from the closure of the Old Coulsdon Theatre Club £5190 and other large donations of which £5756 was gift aided allowing us to claim a further £2088 from the Taxman.

The 200 club has been started and the benefit will show in next year’s accounts. 

We also acknowledge the financial help we receive from a number of local benefactors and organisations not mentioned above. 

## **7. GENERAL** 

- a. Following the removal of all the Regulations governing the Covid-19 pandemic the Centre was able to operate fully from the 26 July 2021. 

- b. As mentioned in last year’s report Croydon no longer provide any regular funding to the Centre. We are very thankful to East Head Charity who have provided us with a much-needed grant of £30,000. 

- c. Over the year we have provided 1,476 meals, 757 snacks and provided support for a further 660 people who dropped into the Centre for a tea or coffee. Also, over this period we have provided weekly activities including film shows, craft, quizzes or games including carpet bowls, Line Dancing together with monthly Bingo and fish & chips lunches. Also, special celebratory lunch parties such as Christmas, St Valentine’s Day St George’s Day Queen’s Platinum Jubilee and on other occasions together with various tea parties. Outings have been arranged to Worthing and Eastbourne together with visits to local Garden Centers. We have also provided support to the Royal Air Forces Association, St. Lawrence Retirement Group, the Old Coulsdon Women’s Institute and Hearing Surgeries operated by the Croydon Hearing Resource Centre. 

- d. The Centre maintains and reviews annually an Adult Protection and Health & Safety Policy, Food Preparation Policy and formal terms relating to the hire of the Centre. 

- e. The Committee keeps in touch regarding the concerns of charities such as ours via our membership of Croydon Neighbourhood Care Association, Croydon Voluntary Action and other ‘umbrella’ charities. 

- f. The Directors are very appreciative of the support provided by the Manager, Assistant Manager, and 48 volunteers as without this support we would not be able to operate. 

- g. In planning our activities, we kept in mind the Charity Commission’s guidance on public benefit.

## **OLD COULSDON CENTRE (for the retired)** 

The Minibus is 12+ years old having come into service in January 2010.  Having provided a good service over the years but more recently repairs and general running costs have increased substantially and are unlikely to diminish. Also, the current fuel consumption and emissions, whilst acceptable and the best in 2010, are now very poor when compared with the new generation of eco-friendly vehicles of similar size and availability. 

Consequently, a replacement must be seriously considered in the very near future. 

A new generation of Fiat Commercial vehicles (the minibus base) is now becoming available although delivery and conversion will still be an estimated 12 months from time of ordering, and it is therefore essential that we instruct our vehicle constructers to place an order asap.  The long lead in is purely because of the Worldwide situation of supply and shortage and materials. 

An Electric version has been considered but the substantial increase in purchase costs would be financial challenging together with a lack of security for the vehicle and of electric charging in Old Coulsdon near the Centre which is not currently available. 

## **9. THE FUTURE** 

We continue in our aim to increase and improve our services to retired and elderly people in the area, working together with local charities.  We constantly try to encourage the recruitment of new volunteers, who are subjected to DBS checks.  We endeavour to keep sufficient capital earmarked to provide for contingencies, to maintain our building and to provide a foundation for minibus replacement in the future.  We constantly need to keep up efforts to raise regular income from Charitable Trusts, and fund-raising events as well as from donations.  In this connection, donations given by way of Gift Aid are especially welcome, because of the tax reclaimed that goes with them.

A grant of £30,000 was received from East Head Impact as a contribution towards
running costs of the Centre.
£20,000 is to be used for running costs for the year ended 30 June 2023 and the
remaining £10,000 is for running costs in the current financial year130 June 20221. As
such, £10,000 has been recognised in these financial statements and the £20,000 for
2023 is held on the Balance Sheet and will be recognised as income in 2023.

I report to the trustees on my examination of the accounts of the above charity (“the Charity”) for the year ended 30 June 2022. 

## **Responsibilities and basis of the report** 

As the charity's trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). 

I report in respect of my examination of  the Charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner’s statement** 

I have completed my examination.  I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect: 

- the accounting records were not kept in accordance with section 130 of the Charities Act; or 

- the accounts did not accord with the accounting records; or 

- the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
