Structure, gov•man¢• and man*g•m•nt
The charity is ultirnalely run by the Trustees. Th8 Trustees have the authonty to exercise their
powers lo further the objects ol the chanty. The Trustees meet al least four lime5 a year bul
delegate the day lo day decision making on the running ol the Church to the Senior Leadership
Tearn, who are also c￿pIed onto the Trustees but the aim is for SLT io not make up more than
hall ol the Trustees. The SenK)r Leadership Team meet lo￿allY Mce a month lo ￿nsId￿r Ihe
managernenl and pastoral needs ol the fellowship.
Every ￿tUre Trustee shall be apwinlgd by 8 resoluts)n of Trustees passed at a special meeting.
Training is available for Twslees as the need arises. The Trustees tske responsibility for the
rnanagemenl ol risk and designaie members ol the churth who assess and mitsjale areas of risk
on behalf ol the trustees. They Ihen report back lo the trustees.

staff teams as Individual family ur¢umstsnces have ne¢essitsted ¢hange. Mrs M Williams
stepped back from her role on the Seniof Leadership Teaffl on 1 August 2024 and ￿$198nd a$
Iruslee on 8 Octoberf2024, but ￿ are delighted thal she rernains 8 fully active member ol the
church. Mr R Angell. Mr J Jones and Mr T Cixknell conbnue In their roles as the Senior
Leadership team. Mr T Cracknell Is now In hts 20th year serving as our pastor and is the knngesl
serving church leader in the whol¥ ol the Forest of Dear*. The staff leam wa5 s￿ngthelled by
the additKJns of Mr D Hawken on 1 Novernber 2023 as a larnily and out￿4¢h worker and also
Mrs K Loveg¢od on 7th May 2025 as Ministry SuprA)rt Worker We We￿ sad to say 9oLyJbyes lo
staff mernbefs Mrs A Taylor-Roberts al the end ol May 2024 and also part-bme adminislr8lor Mrg
A Crowell. in early June 2024 as they mo¥ed on io nth¥ opp)rtuniles.
The staff team meet each week for planniw and support and have been strengthened by
volunteers. Rachel Hall since Easter 2024 and in September 2025 Grace Tucker. Rachel is
based In Ros$ and provides valuable input for that lttats)n as *ll as overseeing the social
media. Grace is based in Ruardean and gives locus to that part ol the work In the FO￿St ol
Dean.
The church ¢onbnues lo meet in ts¥o physical thabons. Cinderford and Ross-on-W, and rt has
worked extremety thtll. Sunday Servi¢es take the shaFe ol a dislincts"ve. dynarn￿ hybrid seNce
which harnesses a hi9h-quality inlemel link, to enab￿ part ol the service to come from each
location. It means that the new grwng churth in Ross benefits from accessing resources and
dr8ws on the expenence ol the larger more established chur¢h in Cinderford, yel al the same
lirne the Cinderford Church has benefited from the input of sorne new talented members at Ross,
On 15th Seplernber 2024 we were able lo have ￿ off￿￿1 relaunch of the Communty Church in
R05s. Having Suc￿sSIU11Y buil up a nucleus team of people over the previous couple ol years to
start a new chapter for the ¢huf¢h, rt was an ex¢th"ng rnomenl and provided a springboard for
more people lo join and become part of the story IAany of these had not been lo church for a
while or never befo￿ In Novemtrer 2024 %%e hek1 the first bapb'sms that had had taken place in
the buikjing for 20 yeats which was a joyful occasion.

This Ross church building was bu1￿ in 1866 bul needed ￿n0V*.0n and we have been thrilled to
be able lo transform il into a modern buik1ing over the last couple of years. We now have four
new loileis, enlarged the main worship hall wth new siaging. re¢ary)eled and decorated roorns
Ihroughoul. fitted new inièrnal wnd¢)ws and created office space up5tsirs and roorns for small
groups. young people and chik1ren. Outside new signs have been added. relaid the pabo,
insla11ed new patio doors and fixed a crurnbling wall Funding lor ihis has ￿me from the
generous support ol member5 Irorn both thations. supportNe tnjsts and a kind grant from the
Ross Rotary Club The building 15 now increasingty being used during the week for a growng
range of church activit￿S lor all age groups as well as a community groups for a Wam Space
calé. carers group and Community Ambass•Jors
Our Cinderford building is being used ffL¥sl day3 of the week for a wde fange of events which
bring spiritual life and practical help to our community through a Foodbank, ￿CohOlIcS
Anonyrnous and Narcotic5 Anonyrnous. The Ross building is also Increasingly being used for the
same purpose too, including a communty cale each weeK carers group and men'5 and women'$
ministry meetings in boih Cinderford and R05S.
Our onlinè church conlinu8s lo play ￿ xnportanl part in the lrfe ol the church v4? YouTube,
Facebook and Instsgram. These act as a shop wndow for us and a way for those unwell to stay
connected Often it Is through this means Ihat people make first contact with us and It gives
them the confidence to rnessage or visit in person to receNe help and encoura9ement lor both
spiritual and practic81 support.
The Cinderford building has teen pushed lo the limjis over the last years Often, we have
several events going on al the same b'me and somebmes ￿ have been unable to hold meetings
in the church due lo lack of space. Chureh events for all ages and increasing demand from th8
lttal community lo host a range of activi￿eS had pul a strain on the buik11ng. Al the carol service

research and much player, the team decKled that the best optK)n was lo rel¢xale if a suitable
larger premises could to found in town By the end 012024 such a srte harj been found and earty
in 2025 agreement on the purchase ol Oaklands Sports Bar and Sn¢Joker hall had been reached
with the vendor, subject lo planning Fermission change ol use being obiained. This change was
duly passed in May 2025 and the bjifvjing was finally purchased lor the church in June 2025.

raising the funding for purchase. improvements, maintenance and general upkeep remain the
responsibility ol the Community Church. The purchase was financed by utilising the healthy
serve built up over the prev￿US years, grants trom trusts and the massive generosity of church
mernbers. In one gift day alone. they gave 114K which 15 a stsggering amounl ol money for such
a socially deprived a￿a a5 Cinderford We give thanks to God for h15 geneTOUS provision and the
faithfulness ol his people The new building is significantly i8rger than our previous one, giving
almost unlimited opportunities to seNe the IC￿al community more fvlty bul ￿11 need extensive
renovation. However, this can te staged over the next years a5 ftjnds becAJme available.

The Trustees have a poly to retain three months core •xpendrture and redundanw costs in
reserves al any one time lo proled against volablity of income and retain reserves of £45,000.
The Trustees are aware that reserves are currenlty above this th￿￿OId al the year-end bul
recognise that the reserves also include money that may te needed to help fund the poien1181
new building in Cinderford.
The Projects Fund is being used for larger projects to fulure pr￿1 the church and is being used
lo grow a fund lo lacililate the purchase of a new building and ts relurfoishmenl.
Risk management pollcy
The operations team review and update the risk man&Jemenl p)lic*s of Ihe church on an
annual basis.
The principal risks currenty idenbfied, and strategies for managing those risk5 are as follows..

There have been stsme paid staff changes ovef the last year OT so. Our pastor Mr T Cra¢kng11,
continues to te contracted to Vnfk lor the church on an employed basis but Mrs A Taylor-
Roberts, who w4s employed a5 a Devebpmenl and Digital Director left our employmenl on 31
May 2024. An assistant vtho was employed for 10 hours a *eek to help church
administration, finished on 6 June 2024 Mr D Hawken began empkiymenl as a irainee family
and outreach worker based In the Ross location on 1 November 2023 continues to be employed
in this rol¢ We have also added on 7 May 2025 Mrs K Loveg¢)oJ to ￿rk 20 hours a ￿tek as
Ministry Support Workef.
The rest ol the church roles a￿ filled on a voluntsry basis without rernuneration other than the
reimbursement of expenses necessarily incurred in lulfilling their activi￿$.
During th¢ year our general income decwsed frorn £185.856 in 2023 to £144.192 for the year
ending 31 Decemter 2024 General fund expenditu￿ incoased slwhtty from £132,742 to
£135,268 In the year ending 31 December 2024 The main reasons being increased repair costs
particularly at Ross. The chaifty contsnues lo maintain a Project Fund which is a designated fund
01 £100,000, the purpose of this 1s to sel ashle hJndin9 for fuiure projects lo future proof ihe
church. The nel result ol thi$ was Ihal there was a dgficil 01 £6.957 on the General fvnd aftèr
Iransler to other bjnds 01 £15,881.
The charity maintains three reslncted fvnds. The Training fvntj wrth a balance from the end of
2023 01 £1.101 received £1,764 of Income, all of which vrds passed on dunng the year. leaving a
balance of £1,101 al the year end. The Building fund feceived income of £52.OCKJ1£15.000 of
grants trorn both We51em counb.es and Laing. plu$ £2.(X)O from the Rotary Clubl £45,263 we
spent on building work at Ross, and a further £6,244 was spent on professional fees lo survey
potentail premises al Cinderford After a transfer of £13.263 01 lund5 from the General fund lo
clear the defr¢il on Ihe Ross building work. the￿ is a balance carried fO￿ard of £13,756. The
Mission lund had a balance fom the end of 2023 01 £125, Income of £1,501 and mission gifts of
£4,244. A transfer from the General lund of £2.618 has result&a In the carried fomard balance
on this fund being £nil.
