CEO's Report as of 26 June 2025
Our Trustees.
Jeannette Preston and Angela Jane.
These are the Trustees who have left. Sheena Saddington wanted to work more for the charity when we got a new Manager, and so resigned her position as Trustee. Tim Rouse when his wife ceased working for us, decided to relinquish his role as Trustee. John Aldred stopped being self employed and went into employment so he felt he had no time to devote to the Charity. Louise Coad was unable to travel to be part of our discussion Trustee Meetings. Teams were offered but she was already a Trustee for an animal sanctuary nearer her home, so she resigned.
Steve Winnan, our CancerRehab Manager, is our Non Executive Director. He attends Trustee meetings. He has also been my Mentor for the 12 years he and I set up Active Pants .Steve holds a BSc in Sports Science and has trained in St Thomas and Guys hospital as a CancerRehab Specialist. Steve has transformed on average 50 people a week from cancer patients into survivors. He is our CancerRehab Manager. In the past he has undertaken Research into the effect of exercise on recovery from Endometrial Carcinoma in partnership with the Royal Cornwall Hospital. He plans more research (although this was my type of cancer, I did not have a role in choosing it as our Topic). All the gynae cancer team used to use the CancerRehab Centre to regain their fitness.
Steve and I have maintained important links with the hospital and he regularly communicated with the CancerRehab Training Team at St Thomas and Guys Hospital in London. He has attended a Training day and a Seminar in London where he met professionals from the CancerRehab Industry in order to update information and to keep abreast of the new developments in Cancer Care and in rehabilitation.
Sheena ,Trustee, and I regularly walked our dogs together and discussed many of the issues arising from our role as Trustees. She acted as minute taker for the regular Trustee Meetings. For a long time Sheena was my paid personal assistant, but relinquished that role when our new Manager began, and when she ceased to be a Trustee. I do not have a secretary and ,as we pay our staff, usually between 20 and 26 members, I would like a voluntary helper as I am not techno competent, but no one has offered. I was sorry to lose Sheena as she has worked a little with me , and now has resumed working at our Warehouses, and so understands how it all works.
We have just celebrated 8 years of James working with us, and Steve has been with us for 12 years. We employ a range of students who bring their gifts to us ;ranging from their knowledge of collectable items such as trainers, jackets etc, and some have helped us understand recycling and how it impacts on our environment, some have knowledge of furniture and can help Andy, our Furniture Manager, restore some. We are lucky enough to have an expert in glass and china ware who is a volunteer with us; our Landlord of Posh Pants used to work on the Antiques Road Show so is extremely knowledgeable about antiques.
There have been many problems with some of the staff and I have referred often to Peninsula Business Services who guide me through the processes of Employment and Health and Safety Legislation. I am guided by Peninsula whenever customers or other staff have expressed concerns about a member of staff’s behaviour, and with their advice , have had to dismiss some. Then they turn on me and at intervals have attacked me on facebook . It has been extremely difficult when they have, and recently the Charity Commission has been involved when several people joined in.

Staff who enjoy working here become incensed by their treatment believing that their jobs could be under threat if public opinion turns against the Charity. But we have had customers shopping with us from 2009 when the first shop opened; their children played with our toys, learned to read with our books, learned
about the need to recycle and reuse, and many parents love the opportunity to buy cheap clothes etc for their children and teach them about saving our environment. Many staff are so supportive of me and of the Charity and customers likewise. They Love Pants.
Finances:
We were able to buy useful Epos tills after lock down because of Grants we received from Rishi Sunnak. He gave us £10,000 for each of the three units. We bought the tills and then invested the rest of the money into our saving account at the Bank. Both our Payroll person, Zara, and Steve our CancerRehab Manager and I can access the till.
Zara , payroll, keeps an eye on what I am doing on the tills, and our Accountant has access to the Back office on the tills so can see exactly what each person is doing on the tills. I give the hours worked to Zara and then one or the other of us pays the staff.
When there is excess we pay it into what we call Rishi’s money. We have never had back up money in the past- if needs be I would give some of my pension to the charity to keep us afloat. Now we are so well known, the donations do not stop all day long, and when we sell them we earn enough to pay our overheads, our CancerRehab Centre , our Posh Pants shop in Falmouth Town, and our staff, currently 20 of them.
Our procedure for counting money is that the doors must be closed at 5 each evening and 2 people must count the money. Balancing the money with the card machine sales and the till contents takes place and then the money is deposited in our locked office. In money bags. Later each day I collect the money and count it and then bank it the following day.
Staff are instructed to hand over any till money if theft occurs. The reason they hide it when £100 is reached is so that they won’t be handing over all the takings. We have never had a theft of takings.
Carolyn Lowe is able to see the takings through the Back Office of the till, as is Olly Wetherall, our techno wizard, who Pat tests our electrical items and fixes CCTV etc etc.
Being a Disability Confident Employer.
This arose because our PM was a Health Minister at one time and would visit us on occasion.
We have been helped by MP.s and Mayors across Cornwall
Among our staff there are several with hidden disabilities who maybe cannot get into work on certain days. One with Chron’s disease finds sporadically that he just cannot get out of the bath room long enough to come to work.
Another broke her back and was using a stick. Whenever she went for interview, she stated t to me that as soon as they saw her stick , she knew she would not be successful. In her 2 years with us she has developed her skills and loves working at Pants and sometime ago stopped using her stick to walk with. She is a Registered nurse and we are so lucky to have her but fear that, like some staff previously, she may move on now she has developed confidence .
We have taken on people who are refugees, people from the local University, some with police records , giving them a chance to prove they are reliable and trustworthy and then they move onto other employment.

All staff are able to use our CancerRehab Centre. Steve gives each person a unique fitness program to work on.
All staff are required to view the Video’s Peninsula Brighthr produces and then , when they have answered the questions to prove they understand, hey are awarded Certificates. I ensure that enough staff are First Aid trained and we are inspected by the Health and Safety Department of Peninsula to ensure we are compliant with legislation.
Twice we have been referred to Environmental health and I know exactly who does this- staff who have been dismissed , usually because of theft or bullying of other staff. The member from Environment Health walks the warehouses and makes recommendations and we comply with them .
The fire service have also been alerted, again by dismissed staff. We have adhered to their advice and the second, follow up visit has been unremarkable.
Our links with the University are so important. We have students who have work experience with us, from school and from the university. Students in Design, or Artwork , Media Studies, Saving our oceons etc. They take photos and use our stock to publicise them selves ,and Pants. This year Steve Winnan CancerRehab Manager, enabled the students to display their work in the CancerRehab Centre and many people came to view their work. The students were able to meet the people using the CancerRehab Centre and links were formed with each. It helps with student understand that some cancers do unfortunately attack young people.
I was invited to the University to Judge some of the photography work. It was a joyous time with so many talented students displaying their work. Choosing between them was so hard ! They were so talented.
I have responded to the email received from the Charity Commission about our Electrician used to check all the electricity provided in our Warehouses . raised in the Independent Examiner’s report last year. We used to have an electrician or also did our Pat Testing and lived nearby. He let his qualification lapse and so could not undertake work in our Warehouses.
I tried 3 electricians who could not come for some time and I needed to know everything was safe of course. One responded to me and several evenings he and his team came to our warehouses. His original quote was far exceeded as, he said, each piece of work led to another. He originally thought that it was just the main circuit to be tested and fixed. But in all our Warehouses it became obvious that more work needed to be done. I gave him the go ahead after discussing it with Steve Winnan as Angela was not available. When I expressed concern that the quote was far exceeded , he offered to sit down with Carolyn our accountant , and explain but it didn’t happen. I believe they were in communication.
We have rented one of these warehouses since 2010 and then added in 2011 and 2012, and no one has ,in that time ,ever checked the electricity to ensure it was safe, or replaced any faulty electrical work. Engaging the electrician happened quite quickly after I had contacted some others who were not available for some time.
I had panicked by this time as it followed a visit by environmental health and the fire service who raised several areas that needed resolution including checking and making safe, the electrical circuits in our Warehouses. I knew on that day who had referred us to the 2 Specialist groups. They had given themselves away by talking about something only a member of staff could know about, and I said as much to the person from Environmental health. As this had happened twice before, they did not deny it. On one occasion after lock down a complaint was made to environmental health that we were not Covid Safe, She visited but we were not open for trading. A member of staff, James , and I were busy making sure everything was Covid safe and that is why we were not open. The accusation was groundless.

How we make our money.
Our donations of goods come in all day every day to our 3 Warehouses at Ponsharden Industrial Estate, Falmouth TR112SG. They are sorted and then distributed to another of our warehouses , or to Posh Pants in Falmouth town.
Steve Winnan has made application to Awards for All and been successful twice. This was earlier in the life of Pants. The first application was for a vehicle which enabled him to travel to visit cancer patients in their own homes. Occasionally Steve still does this.
Neither he nor I have been able to find time to apply for grants and so we engaged a person who was recommended . But again we found it impossible to view the applications and to fill in the parts we needed to. He is still there and I hope to appoint another Manager at some time in the future and will have time to make application I hope.
No one donates money to us apart from one person who set up a DD to give us £5 each month.
It is hard to manage the shops and find the time to ask people for money. Initially I went to the University during Freshers week , but since lock down I have not had time. I noticed there that all the students went to the big organisations who could offer exciting places to visit etc. We couldn’t compete.
We rarely got volunteers except at the very beginning when I traded as a sole trader. Our wonderful surgeon and his wife and 3 daughters came to volunteer when they were able, and have been supportive of us ever since. Another Lead surgeon of the previous team ,has been supporting us from the beginning too. Both have been advisors on our Website pantscancer.co.uk
How we raise awareness of all the cancers in the Pants area and oral cancers too.
We use our website.
There are various posts and pictures of both the Pants Staff and the CancerRehab people. People know my email if they wish to talk to me. I advise people around the world.
We provide leaflets.
I talk to people. Having a nursing back ground means that I know the value of Evidence Based Information. I am invited to talk to various groups, I talk to people who come into our shops and introduce myself as the Founder. I often tell people that this all began because I was annoyed that no one ever spoke about my kind of cancer- womb cancer – and I resolved to do something about it.
Many people have cancer, or have lost family and friends to cancer and are glad to talk about them.
As a Methodist local Preacher I have always been careful to not announce my faith, thinking that many people might be put off, thinking I am some kind of religious nutter who wants to convert them. I don’t. I don’t want to preclude people of different faiths, or none. But I do believe that this is Faith in Action. I came late to faith and for many years didn’t believe any of it, so am totally aware that people may come to their faith at any time, or never.
The charity employs people who might lack confidence. We encourage staff ,and find in time they can cope with queues of customers, or people complaining about prices etc. Bullying is dealt with appropriately.
The Charity reaches beyond Cornwall and around the world. I meet with a counterpart from Australia and we attend the Royal College of Obstetricians and Gynaecologists meeting the president each time to up date them on developments. Kath has been to Falmouth and is a guest speaker each time she comes as she is a long term survivors of vulval cancer and our Surgeon supporter . Mr Tito Lopes, is a world expert in vulval cancer.
I have supported women world wide who have had womb cancer and am still in contact with some of them.

The Charity Raises Awareness of Pants Area and oral Cancers and Supports people coping with these cancers. Financial support has not been achieved this year for anyone. I refer people to Helston to a woman whose shop raises the money for Cancer Funding for Cornwall.

Independent Examiner's Report to The Trustees of PantsCancers
I report to the charity trustees on my examination of the accounts of PantsCancers for the year ended 31 December 2024.
Responsibilities and basis of report
As the charity's trustees of the Company (who are also its directors for the purposes of company law), you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ("the 2006 Act").
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under section 145 of the Charities Act 2011 ("the 2011 Act). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5) (b) of the 2011 Act.
Independent examiner's statement
The charity’s gross income exceeded £250,000 and I am licensed to undertake the examination by being a qualified member of AAT.
I have completed my examination and have identified two matters of concern that I believe to be due to failures of the internal controls resulting in charitable funds being put at major risk. These are:
- The recording of cash and banked receipts registered in all four shops too frequently do not concur with direct card payment bank deposits and subsequent cash deposits made by staff. I can find no evidence that internal controls in place at Pants Charity reconcile daily total sales with the amount of cash taken and with direct card payments made to the bank. You, the Trustees, are aware of the short comings and are attempting to rectify the problems. You also recognise that the lack of internal controls in these matters puts charitable funds at risk.
I confirm that no other material matters have come to my attention in connection with the examination, other than those disclosed above, which gives me cause to believe that in, any material respect:
-
the accounting records were not kept in accordance with section 130 of the Charities Act; or
-
the accounts did not accord with the accounting records; or
-
the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view
I have no other concerns than those shown above and I have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

Notes to the Financial Statements
Note 1 Basis of preparation
1.1 Basis of accounting
These accounts have been prepared under the historical cost convention with items recognised at cost or transaction value, unless otherwise stated in the relevant note(s) to these accounts.
The accounts have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued on 16 July 2014, the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102), and with the Charities Act 2011.
PantsCancers meets the definition of a public benefit entity under FRS102.
1.2 Going concern
The financial statements have been prepared on a going concern basis. The trustees assess whether the use of going concern is appropriate i.e. whether there are any material uncertainties related to events or conditions that may cast significant doubt on the ability of the Charity to continue as a going concern. The trustees make this assessment in respect of a period of one year from the date of approval of the financial statements.
The trustees recognise the impact of Covid-19 on the charity. While it has presented some significant challenges, the support grants received to assist businesses have been used to buy new tills and to settle historic creditors. All furloughed staff returned to work once Government restrictions were lifted and the shops were able to reopen safely. As a result, we consider it appropriate to prepare the accounts on a going concern basis.
1.3 Changes of accounting policy
The accounts present a true and fair view and no changes have been made to the accounting policies adopted in note 1.1
1.4 Changes to accounting estimates
No changes to accounting estimates have occurred in the reporting period (3.46 FRS102 SORP)
1.5 Material prior year errors
No material, prior year errors have been identified in the reporting period (3.47 FRS102 SORP)

Note 2 Accounting policies
2.1 Income
Recognition of income
These are included in the Statement of Financial Activities (SoFA) when:
-
the charity becomes entitled to the resources;
-
it is more likely than not that the trustees will receive the resources;
-
the monetary value can be measured with sufficient reliability.
Grants and donations
Grants and donations are only included in the SoFA when the general income recognition criteria are met (5.10 to 5.12 FRS102 SORP).
Donated goods
Donated goods are measured at fair value (the amount for which the asset could be exchanged) unless impractical to do so.
2.2 Expenditure
Expenditure
Expenditure is recognised on an accrual basis, as a liability is incurred. Liability recognition
Liabilities are recognised where it is more likely than not that there is a legal or constructive obligation committing the charity to pay out resources and the amount of the obligation can be measured with reasonable certainty.
Creditors
The charity has creditors which are measured at settlement amounts less any trade discounts.
2.3 Assets
Tangible fixed assets for use by charity
These are capitalised if they can be used for more than one year, and cost at least £200. They are valued at cost.
The depreciation rates and methods used are disclosed in Note 8.
Intangible fixed assets
The charity has intangible fixed assets, that is, non-monetary assets that do not have physical substance but are identifiable and are controlled by the charity through custody or legal rights. They are valued at cost.
2.4 Donated goods
Donated goods for sale or distribution are included in the accounts only when sold or distributed by the charity.
2.5 Volunteer help
The value of any volunteer help received is not included in the accounts but is described in the trustees' annual report.
