Wyre Scouts exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society.

Our vision is that, by 2025, in Wyre Scouts, we will see more people than ever before enjoying and benefitting from Scouting, preparing futures by equipping young people with skills for life (character, practical and employability skills). 

## **Our Values** 

Part of being a Scout is going on a journey to understand who you are and what you stand for.  Everyone is unique, but there are some things all Scouts can agree on, these are our values.  They’re at the heart of who we are and what we do, and they are: 

- **Care** – We’re kind to ourselves and to others.  We look after the world we live in. 

- **Respect** – We’re thoughtful of people’s feelings and values, treating everyone as we’d like to be treated ourselves. 

- **Integrity** – We’re honest, we try to do the right thing (even if no one’s watching), and we stay true to ourselves. 

- **Cooperation** –  We build bridges, not walls, and we work together to change the world for the better, making friends along the way. 

- **Belief** – We explore our beliefs and attitudes with wide-open minds – learning about other cultures and thinking for ourselves.

## **Welcome………..** 

Welcome to the 2022 / 2023 Annual Report.  As you will see from the reports of colleagues, a great deal went on in the District during the year.  Much to my surprise, I am writing this report as Neil Ralph, the past Chair, found other obligations made doing this role as he would wish, too much.  We want Scouting to be enjoyed by all members, so it is really important that we remember the different pressures many face - for younger members tasks such as examinations, taking an interest in other hobbies and for our adult 


members - jobs, families and so forth.  So, a massive thank you for the contribution you give to Scouting. 

Elsewhere in the reports you will see how the District has bounced back after the trauma of COVID. 

My own background in Scouting goes back many years when I became a Wolf Cub in London.  I eventually became a leader and have done many roles including Venture Scout Leader, Group Scout Leader and an Assistant District Commissioner.  Through work, this means I have done Scouting in London, Northampton, Somerset, Guernsey and most recently, Lancashire.  I have seen many changes over the years, and as ever, must expect more! 

I was very pleased to have the opportunity to visit the District Camp.  It really brings home how all the planning and preparation was needed to lay on the event.  But the outcome was Beavers, Cubs and Scouts all over the place having a great time.  It is quite something having a facility like Waddacar available to us. As usual, many leaders and young leaders made it possible.  I noticed the then District Chair, Neil, was very busy on the water activity front.  All hands to the deck! 

At this AGM we will be noting a change in emphasis as to how the District and Groups are managed.  For many years District & Group Executives have been looking after the affairs of their respective responsibilities.  In line with good charity administration practice, the trustee part is being highlighted by changing the title and the key responsibilities.  This will require some changes to District & Group constitutions.  By the time of the AGM we will probably be somewhat wiser as to the way forward. 

Finally, there are many people who are supporting Scouting in administrative roles.  I was very pleased to see our fundraiser, Michelle and Margaret our District Secretary being acknowledged with Award for Merit and Chief Scout’s Commendation, respectively.

## **District Commissioner’s Report** 

Welcome to the Wyre Scouts’ Annual General Meeting, I find it incredible to think that it was a year since last year’s AGM and, wow, look what we have achieved in a year. In the last 12 months we have seen a number of achievements across the district including a growth in membership (including opening two Squirrel Dreys), an increased number of Nights Away events, amazing programmes being delivered to our young people every single week with young people achieving top awards, and a stronger feeling of togetherness across all of our adult volunteers and young people. You will find so many things which we can celebrate when reading through this report. A particular highlight has been to see a number of our groups working together to undertake joint events and residential experiences. 

I would like to say a massive thank you to you all for everything you do to provide the very best opportunities for the young people of Wyre. Words do not seem enough, or even start to reflect the immense amount of hard work and your dedication to ensuring that the young people of Wyre have amazing opportunities to develop, learn and have fun. 

The last year has demonstrated our Scouting values and reinforced what a fantastic district we have in Wyre.  I am very proud to lead a district that works so hard to make sure that hundreds of young people enjoy Scouting week after week.  When starting as District Commissioner, my aim was to have more young people experiencing Scouting than ever before in Wyre and we continue to head towards this aim. To me, every single young person should have the opportunity to experience the delights of Scouting and I would encourage us all to think about how we open our doors to our diverse communities. 

At tonight’s AGM, we reform the Trustee Board. Our Trustee Boards at all levels undertake valuable work behind the scenes to ensure that we can operate our quality programmes in a safe manner. To me, they are our unsung heroes.  Thank you to every Trustee for your support and I look forward to working with the newly formed Trustee Board in the coming year. 

As with any organisation, we collectively need to adapt and develop to build for the future. In the coming year we will continue to adapt as we join a national initiative to transform our organisation to be more relevant in today’s society and enable more young people to gain skills for life. 

There are many exciting opportunities to look forward to in the coming year and an opportunity for us to continue to work together and help young people have fun, learn new skills, and develop into fantastic role models in our community.  We should celebrate our successes, learn from our failures and shout about our achievements! I look forward to seeing many more of you in the near future and to seeing smiling faces enjoying engaging and adventurous programmes!

We started in November 2022, we have 18 Squirrels in our Drey. 


Since November we have had 4 Squirrels move up to Beavers. 

We have 4 full time adult leaders, 2 adult leaders who help out when they can and 1 parent helper. 

Squirrels enjoyed their first adventure at Bibby Farm back in April.  A fun packed day full of fun activities. 



Squirrels attended their first St George's Day and a taster of all of the days activities on offer, what a lovely turnout that was. 

We have 6 Squirrels attending the Puddle and Waddle activity day at Waddecar this month. 

Since November, Squirrels have completed 4 activity badges, they will achieve 2 more by the end of July. They have achieved 2 challenge award badges and Emergency Aid level 1. They're doing really well and have great enthusiasm during our sessions. It's been fantastic to get outdoors more with the lighter nights and dry weather. 

We're hoping to organise Squirrels first camp experience for the end of July.  We'll be holding it at the scout hut as they are so little, we feel familiar surroundings would be more suitable for their first sleepover.

Another great year for Wyre Beavers, we have continued to increase numbers and with the programmes on offer are encouraging more young people to come and join in. 

More Bronze awards have been awarded, this is the highest award a Beaver can earn, a lot or work, fun, adventures and working as a team has happened for a Beaver Scout to achieve this. Well done to you all! 


Activity and Challenge badges have also been awarded with the Beavers having their say at their Log Chew as they start their journey in our Youth lead organisation.

Beavers attended St George’s Day at Thornton and loved the fun afternoon, a great witness to our communities that we are proud to be Scouts. 

A fun time was had at the County Puddle & Waddle Day. A new activity for the county which was Quackers!! As well as a massive Rubber Duck hunt at Waddecar they had fun activities and bases.

Our annual Sandcastle Fun Dig was again well attended from all colonies across the district. One of our favourite events and the weather was so kind to us again. 

Wyre District Camp was well attended by Beavers, for some of them their first time under canvas, well done if you slept through the night. 

A new event for Beavers was Red Rose 22, the International Camp organised by West Lancs Scouts. Last year the Beavers were invited to visit for the day, they did many activities at the Viking Camp, attended the opening ceremony and queued well for ice cream at the end of the day. 

Whatever they have done or wherever they have been…. across the fields, rambling, walking the Illuminations, local parks, the Beach, camping, meeting new people, sailing, RNLI, Clip and Climb and many more activities they have been learning #SkillsForLife. They will remember these adventures for a long time and their wonderful leaders who all volunteer on behalf of the young people giving them more advantages and a better start in life through the experiences that Scouts has to offer. THANK YOU to you all. 


In the future we look forward to Squirrels Scouts moving up to Beavers and joining in our fun. 

This is my last report as ADC Beavers, I have enjoyed every minute of working with you all both young people and adult volunteers. We have had some great times and I have loved it all. Thank you all for the support you have all given me, I couldn’t have done it without you on my team. 

I hand over the role to Andrew Graham and know that you are all in good hands and an exciting time awaits.

Andrew, who may be known to you already as the District Explorer Scout Commissioner, took over the role of Assistant District Commission (ADC) Cubs.  He 


will be providing leadership to the Cub section and supporting sections across the district to deliver an amazing programme for our 8-10.5 year old members. 

It’s been great to see Cub packs joining together face to face again after what has been a very difficult time for many, including myself during and after the pandemic. 

Not just in their own meeting place but out and about, helping in the community and outdoor activities a few to mention several beach litter picks, canoeing and kayaking at Fleetwood Boating Lake, own pack camps and local walks. 

Well done to 2[nd] Cleveleys and Carleton for representing Wyre in the County Cub Challenge Day. 

Cubs also have attended Remembrance Sunday Service and Parades across the District.  St Georges Day was celebrated with a day of activities and cubs having fun. 


A fun linking day event with Beavers and Cubs at Wyre Estuary Country Park was held with many of the activities linking to many badges, badge work to follow on within their own sections.  Great fun was had by all involved including the leaders.  We are aiming for the link up to be an annual event. 

The best part about being ADC is presenting the Silver Badge Awards to the Cubs, seeing their faces light up with a big cheesy grin, that’s what it’s all about.  The Cubs put so much effort into doing their best to gain their badges.  I would like to thank all the Cub Leaders, helpers, Young Leaders and Parents for making this all possible for the Cubs week in, week out!!  Well done each and every one of you!!!

I have been the ADC Scouts for 3 years, and it has been another great year for the Scout Sections. 

This year we attended County Rally at Waddecar Scout Activity Centre, where 36 young people had an amazing weekend of taking part in a variety of adventurous activities, 


games, tuck of war, silent disco and much more. This was this first big event of the year, and I had great support from the team of leaders who attended the event to make it a great weekend for our young people. 


In September 2022 we had our first Lucas Challenge event, where Scouts and Explorers walked across the whole of the Wyre District over the course of the weekend. It was a challenging event, and the young people were rewarded at the end with a BBQ on Fleetwood Beach. All the young people did really well, and the young people were welcomed back by the family of Lucas, who chatted to the young people about mental health. 


The Christmas linking event where Scouts spent the 

weekend learning about what it is to be part of Explorers and Network, as well as getting to know the leaders, to help support their transition into these sections. It was a great weekend supporting Waddecar with their Winter Wonderland event, and Christmas camp.  There were plenty of fun activities and on the Saturday evening the young people were treated to a full Christmas Dinner. 

One of the most enjoyable parts of my ADC role is having the opportunity to meet the Scouts to discuss their 4 years in the Scout section learning about their adventures and what they have done to complete their badge work. All the young people have worked really hard and during 2022/23 I have had the pleasure of awarding 19 Chief Scout Gold Awards. 


Looking forward, I am delighted that Wyre will be attending County Rally 

again in May 2023, and hope to encourage more young people to attend the event.  This will be my second County Rally and I have a good leadership team working with me to make this a great event for our Scouts. The Lucas Challenge will be running again this year, and hope to have more young people involved in the expedition.

I have had the pleasure of holding this position for the past 3 years and have worked, supported and laughed with some really amazing young people.  To help me put this report together about the past 12 months, I decided to look through our social media post, picture I have taken and pictures within the groups.  I really enjoyed looking back through these as it reminded me how much we have done. I firstly want to say thank you to the leaders we have across the 3 explorer units. Without these volunteers, Explorers wouldn’t be happening 


in Wyre offering a wide range of activities. If you have an interest in any outdoor activities or want to just give back and support Explorers, please contact the newly appointed DESC, Nicky Dennison. 

There have been a huge number of camps that Explorers have taken part in, including international trips. This is something we excel at and long may it continue!! I believe over the past 12 months we have increased our visibility across the district and seen more young people joined Moose as a young leader across the 12 groups. Again, it was great working with Nicky and Gareth on our 2[nd] Annual Christmas moving on up Camp and seeing the older scouts get to know other Explorers and get a taste of slightly more freedom and responsibility. 

3 main highlights from this year for myself were County Explorer Camp at Bibbys Farm, District Camp at Waddecar and the Lucas Challenge, walking across Wyre. County Camp was slightly wet and muddy, but all 17 explorers that attended had an amazing time, with some taking part in caving, mountain biking and climbing. I expect some are looking forward to this years one too. District Camp was much drier, and again had a range of activities suited to them especially with our blindfold drop off navigation exercise on the Saturday Afternoon. 

Again, to help with transition between Scouts to Explorers and then on to Network, Nicky, Gareth and I worked on a new event to have annually to remember Lucas. The Lucas Challenge is an expedition over 2 days walking the length of Wyre from Garstang to Fleetwood and again was great seeing young people using their navigational skills. In teams they had to carry their own kit and food and check in with leaders and designated check in points. I know Nicky and Gareth are already planning this years event so look out for more details as they help towards top awards for Scouts and Explorers. 

In Explorers, there are many chances to get involved with international trips from visiting Ardennes to the Adriatic Sea on a yacht or the World Scout Jamboree in South Korea. All trips can be expensive and where possible we support with fundraising. Fundraising takes a lot of organising and time and I ask that everyone looks out for any events and support where possible. These trips can be a once in a lifetime and without your support can be very costly. 

I am now moving on to a new position within the District team and I want to take this time to say thank you to everyone that has supported me in this role and I look forward to seeing what Explorers get up to in the coming months.

Scouting doesn't stop when a young person turns 18 and so Network is the next step for them to carry on with their scouting adventure.  During lockdown it was hard for Network to get together, socialise and undertake the usual type of activities, so I was delighted when this year we could get back together. 

The first key event was the Christmas Linking event where our young people were able to get involved with the Scouts and Explorers.  The network members met the older Explorers and gave them an insight of what it means to be part of network. Since then we have had a go at curling at the Flower Bowl, which proved quite challenging and really needs some skill to get the curling stone in the home circle. We enjoyed Go Karting and had a social evening of chatting around the BBQ. Some of our network members attended the Reconnected event which took place at Bibby's Farm over the August Bank Holiday weekend. Later in the year we organised a bowling evening which attracted some new members who hadn't attended our previous activities. 

Over the next 12 months I want to help and support the young people develop as a group and encourage them to plan their own activities and take responsibility for arranging what they want to do. This will help build their skills and develop them to become our future leaders.

## **Adventurous Activities** 

It seems to have been a rather quiet year with regard to adventurous activities; though it was good to see several Wyre leaders on the annual Snow and Ice event which took place in the Cairngorms in February. Wyre leaders also supported Red Rose and some hillwalking events hosted by other districts. 


We once again had a team take part in the Bowlander competition, well done 1st Stalmine Scouts. Other adventurous events within the district included walks in the Bowland fells and Yorkshire dales and a day’s sailing on Coniston Water aboard the county’s yacht, Setanta. 

The number of permit holders within the district has remained stable, having lost one archery permit but gained one climbing permit. 

Adventurous activity should be at the core of our programme and I encourage section leaders and young people who would like advise or assist in planning and delivering these activities to contact me.

## **Scout Active Support Unit** 

In January 2022 we held our first meeting at our new home Poulton Methodist Church where we discussed outlines for our proposed programme for the year ahead where eight members attended. 

Then at our February monthly meeting we held a Quiz night. 

In March we didn’t hold a meeting because we were helping at Wyre Gang Show on 


where we helped by running the tombola and raffle where we had six members involved.  Then on the we also helped at the Beaver Fun Day at Waddecar which had a theme of the Yellow Brick Road where we had three members involved. 

In April we helped at the District Beaver / Cub Challenge Fun Day at Stanah Park where 4 members involved then at our monthly we received a Report from Muriel Freestone about the Gang Show, we also discussed the St George’s Day event and confirmed arrangements for West Lancs Thanksgiving Service. And we helped at the St George’s Day event at Marsh Mill, Thornton.  Where we had six members involved. 

In May we had five members and three guests attended West Lancs Scout Thanksgiving Service at Waddecar we also intended visit to Lancaster Castle but this was cancelled due to numbers interested and costs.  Instead, we discussed revision to programme at Poulton Methodist Church 

In June we joined 1st Fleetwood at the Queen’s Platinum Jubilee event at Marine Gardens where the members involved.  We then had afternoon tea cruise from Barton Grange which six members enjoyed.  We also Assisted ADC Beavers Jan with Beaver Sandcastle event behind the Marine Hall in Fleetwood where three members involved.  As a group we also had a Photographic walk around Poulton where eight members walked around and took photographs.  A great time was had by all. 

We started July by helping at the first district camp since COVID which had a great Camp Theme ‘I’m a Scout Get me out of here’ we helped with running the tee-shirt design base and providing brews to bases we had five members involved.  The decorations at 1st Stalmine base camp and around were great.  We also held another Quiz and discussed dinner at Garstang Golf Club and on Sunday 31st July 2022 it was announced that John Bell-Fairclough would become our New SASU Manager after a couple of year searching for a replacement for Cyril who is still a valued member of the SASU team working closely with Majorie to organise and run the monthly SASU meeting program. 

In August we held our summer Dinner at Garstang Golf Club involving twenty-two members and two former members. 

In September Five members and Gareth meet discussing and registering Facebook to be handled by Hayley / Imogen and we re-assessed the proposed programme and received requests for training on Safety and Safeguarding. 

In October seven members undertook a tram ride through the Illuminations from West Drive Cleveleys to Stargate and return.  A great night was had by all. 

In November we held Quiz followed by mince pies with tea / coffee where eight members had a great night. In February 2023 Carla Addison, Peter Bird, Caroline Dugdale and Keith Parkinson attended to discuss proposed programme of District events to which help from SASU would be needed. 

In March 2023 we discussed District Programme dates i.e., Craft Competition / L E A D weekend at St Annes and St George’s Day event at Garstang and to finish off we Discussed our own programme. 

And from April we will be releasing a new bi-monthly newsletter for our member to keep them up to date with all things district and SASU related.  Any events or help that groups need from SASU please contact John and he will try to find the required help.
