The trustees present their annual report and financial slalemen15 for the year ended 31 March 2022.
The financial slalemenls have been prepared in accordance wilh the accounting policies sel gul in note 110 the
financial slalemenls and comply with the Charitablè Company'8 governing document, the Companie8 Act 2006
and "Accounting and Reporting by Charities.. Slalem8nt of Recommended Praclice applicable lo charities
preparing their accounts in accordan￿ with the Financlal Reporting Standard applicable in lh8 UK and Republic
of Ireland IFRS 1021" (affective l January 20191.
Oble¢tlv&$ and actlvities
The objects of the Charity are slated as follows. in the Governing Document..
Any charitablè purpose for the publi¢ banefil for the preservalion and saving of lire al sea and lo equip, maintain
and opera18 an offshore rescue service al Soulhport.
To carry out beach, mud and marshland searches and rosGu85 al Soulhporl and the surrounding area between
the rivers Mersey and Ribble and lo assist in Improvlng the standards of ¢oastlinè safely there.
Publlc bgnefit
Th8 Truslees have considered the Chafily Commission guidance regarding public benefit and are satisfied that
the activities of the Charity, as described above, meel thè necessary criteria.
Achlevom&nt$ and porforman¢e
S8arch and Rescue Service
The slarl of the reporting period marked the SIDW return lo norm81 life following the devaslaling &ffects of the
previous year due lo the Covid-19 pandemic.
Following Government guidance we re-opened our charity shop, we r8-sl8rled our lifebo81 crew training sessions
and recommenced work on our new Lifeboat Slalion project.
As in the P￿vIOuS year, we r6mained fully available for all emergency call-outs. Our set of Emergency Opefaling
Procedures were adapted Ihroughtsul the year as Government guidanc& changèd and reslriclions relaxed.
The BoaTd of Trustee Direclors would like lo lake Ihis OPPDrlunily lo Ih2nk our Search and Rescue crews for Iheii
dedication and commitment during this very dlfficull ptsriod and in ensuring that the service remained on 24 hour
emergency call-oul throughout the year, wilhoul any "off-slalion. periods. We would also like lo extend thes&
thanks lo our Charity Shop slaff, wlio have gonE far boyond Ihg exp&cled. in order lo keep the shop fully staffed
and 81ocked throughout this very difficull period.
The end of 2021 ended on a very posilive note, wSlh the completion of our long-running New Lifeboat Station
project.

New Lifeboat statlon Prolect
In August 2015, thè Trust weie grarbled planning approval for the construction of 8 new Lifeboat Station. The sila
located next lo the Esplanade Park and Rida car park was secured following 8greemenl with S8flon Council and
in March 2018 the final Heads of Terms agre6ment for the lease of the land was signed by the Trust and the
Council. Work started on the conslru¢lion of Ihe new Soulhport Lifeboat Slalion following a competitive tendering
process in July 2018.
Throughout the construction period we suffered many delays. Initially due lo a quality issue with the corfosion
coalit)g ol the elected steel frame. Following the resolution of this issue, the steel frame and new coaling wère
completed and work continued well until the slarl of the CDvid 19 pandemic. Work was immediately halted al the
construction silo and remained closed unb'l Government reslriclions were eased and work recomm$ncèd under
new guidelines. In early Spring 2021, il became apparent that there at80 had lo be a change of Pfime Contractor
and th8 Tru81 wènt into n8golialions with a new Prime Contractor to lake Ihe construction lo a ¢onclusion.
In May 2021, we completed our negolialions and signed a ¢Dnlracl with our new prime conlraclor, Senate Group
Ltd. Work immedialety slailed and this continued throughout (he rest ol the year culminating in the signing of the
practical completion certificate on the 22nd Dec8mber 2021.
Immediatèly, plans were put in motion lo liansler all our as8&18 from our old boathouse into tha new facillly over
the next few weeks and across Christmas. Finally, we completed the transfer and the new Lrfeboal Station
became operational on 1st January 2022.
Since then, we have held a number of Open Days and held numerous tslks lo Interested organlsations, where
we have been able lo Showcas8 all our assets and the new facilities all under one roof.

Both our offshore and inshore lifeboats are regularly mainlalned in order lo ensure that they are ready for
Imm&diale call-out al all limes.
OurATV quads continue the service of providing an excollenl search and rescue (SARI capability for the Trust. In
February 2021, the Trust's look delivery of their new quads following the three years of service provided by our
previous machines. For the first lime in the Trust's hi810ry, a third quad was added lo our118el. As the quads have
proven lo be the workhoise of our organisalion, il made sense lo add the third v&hicl8. This additional quad will
provide an ability lo rDlale Ihe usage of the quads and lo ensure that iwo quads are available lor call-oijls al all
Ilmes. The third quad can also bè used lo transport additional equipment using our ATV trailer if raquired. All
three quads are also equipped with an extra seal. This enables us lo transporl additional personnel to and from
an incident when required.
The Trust have three launch vehicles in our fl8@1, 8 fully CDnv8r16d calerpi118r Challenger, a modified New
Holland T05 tractor and also a Muir Hill 121.
Currently the Challenger is our primary launch vehicle, wllh the New Holland belng utllised for inshorè Ilfèboal
launching duties.
Following the introduction of our UAS (Unmanned Aerial Sysleml assets IDron8sI lo our Search and Rescue
setvice. They have been task8d lo many of our emergency call-outs. This is especially so in the search for
missing casualties within the dunes lo the soulh of our operational area bul also frequently lo the vast marshland
area lo th8 north.
All our UAS operaliohs are cairied out with the sp8cif1c permission giv8n by Natural England lo fly within Sites ol
Special Scientific Interest ISSSil.
Also a major bgnelil of our UAS assets Is lo Ily above areas where people are In dangef of being cul off by the
tide. They are able to relay information to Olir ground and waterborne assels directing them lo the safest
passage lo safely.
The Trust currently have three qualified SAR UAS Pilols and we operate 2 slate of the art drones, bolh with HD
and thermal imaging cameras.

Emergency Call-outs
As in the previous year, the effeGls ol the Covld 19 pandemic and the Government enforcgd reslriclions the
numb8r of Staycations ftsmainvd high. This gave the knock-on effect of a continued high number of emergency
call-outs.
Unlorlunalely, w8 continué lo have many ca114)uls to casualties suffering from Mental Health issues.
Full dolails for the reporting Period are detailed in an appendix al the back of the 8ccounls.
Charity Shop
Following the reopening of th6 shop on 12th April 2021, when lockdown re8lriclions were lilled, we have not had
lo close the shop due lo the Covid-19 p8ndemic. Government gtjidance conlinued lo be followed regarding soci81
distancing and mask wearing. Following all Ihe enforced cbsures in the previous yoar and the knock-on effect in
the overall laklngs, this reporting year showed a signifieAnl lev81 of r￿0very. We also look the q)portunity lo add
cashless payment option at the shop with the purchase of two conlaclle88 caid readeis. This has reduced the
amount of cash that we carry and also having lo bank.
The Trust currently ha5 4 leases al the Charity Shop complex, 69¢, 71 and 69b (Uni18 1 & 31 Everton Road.
Southport Llfeboat Lottery
Following Ihè lifting of Covid-19 Government reslriclions, Dur lollery canvassing company look the d&cision not lo
resume Ih@ir normal door lo door aclivilies with signlng up new playeis. So lar, the number of aclwe players has
onlinued lo remain steady wlh onty a small per¢enlage drop in active players and in turn we have only seen a
small decrease in the monthly income provided. The Lollery ha8 proven lo be a very reliable source ol income
which allows the Trust lo invest for the future in new equipment and premises,
Donatlon8 and Bequests
A number of fundraising activities both by ourselves and by our supporters, local organisations, clubs and
soci81ies returned durÈng this reporting year which saw an increase in donations received. Unfortunately. our
collection tins, Continues lo struggle with very little collected in these in all the variou8 shops and public hous65 in
our area.
However, we have benèfi116d from a number of significant legacies which have been bequeathed lo th8 Trust.
Most namgly the Margaret Robertson Charitable Trust. which was formed shortly afltrr Mrs Robertson's d8alh in
April 2020 to help suppoil three named charities, ol which we were named as one. This trust will provide upon
application, funds for specific proj8cls on a year lo year basis for al least the next five lo ten years. April 2021
saw the firsl significanl payment made from the Charitable Trust lo our organisalion, which as specifically used lo
help to complete the fin81 litling out of our new Lilebual Slalion.
Dedicatlon
Flnally, the Trust have the unfortunate duly lo reporl the sad news that one of our foundlng committee members
died during this reporting period. The Trust would like lo express our Ihoughls and oondolences lo tra family and
fiiends of Lord Ronnie Fearn OBE who sadly passed away on 24th January 2022.

Soulhport Offshore Rescue Trust is a private company Ilmiled by guafftnlee incorporated in England and
Wales. The registered office is 7-9 Slalion Road, H8skelh Bank, Preston, Lancashir8, PR4 6SN.
1.1 Accountlng convgntlon
The financial slal8menls have been prepared in accordance with the Charitable Company's Igoverning
documenll, the Companies Act 2006, FRS 102 The Financi31 Reporting Standard applicable in the UK
and Republic of Ireland" I'FRS 102,1 and the Charities SORP Accounting and Reporting by Charities..
Slalemenl of Recommended Practice applicable lo charities preparing Ihgir a¢counls in accordance with
the Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS 102) leffeclive 1
January 2019). The Charitable Company Is a Public Benefit Entily as defined by FRS 102.
The Charitable Company has taken advantage of thè provlslons in the SORP for charlli&s not lo prepare 8
Slalemenl of Cash Flows.
The financial 51alemenls are prepared in sterling, which 18 the funcllonal currency of the Charitable
Company. Monetary amounts in these financial slalemenls are rounded lo the nearest £.
The flnancial slalemenls have been pr&pared under the historical oost convention
accounting policies adopted are sel out below.
The principal
1.2 Golng concern
Al the lime of approving the financial slalemenls, the Iruslees have a reasonable expectation that the
Charitab16 Company has adequate resources lo ctsnlinue in operational èxistence for the foreseeable
fulvre. Thus the Iruslees continue lo adopt the going concern basis of accounting in preparing the financial
stalemenls.
1.3 Charltable fund8
Unreslriclod funds are available for use at the discretion of the trustees in furtherance of Ihèlr charitable
objectives.
Reslricled funds are subject to specific wndilions by donors as lo how they may be used. The puiposes
and uses of the reslricled funds are sel out in the noles lo the financial slatemenl8.
1,4 Inoomè
Income is recognised when the Charitable Company is legally enlilled lo il after any performance
conditions have bèen met, the amounts can be measured reliably, and il is probable that income will be
received.
Cash donations are recognised on receipt. Other donations are recognised once the Charitabl& Company
has been notified of the donation, unless performance conditions require deferral of the amount. Income
lax recoverable in relalion lo donations received under Gift Aid gr deeds of covenant is recognised al the
limo of the donation.
LÈgacies are recognised on rfjceipl or otherwise if the Charitable Company has been nolilied of an
impending dislribulion, the amount is known, and receipt is expected. If the amount is not known, ltr
legacy is Irealed as a conlingonl asset.

of the obligation can be measured reliably.

shared Gosls, including support costs involved in undeilaking oach aclivily. DiTecl costs allributalJ8 lo a
single activity are allocated directly lo Ihal aclivily. Shared costs which contribute lo more than one activity
and support costs which are not allribulable lo a 8ingle activity are apportioned between those activities on
a basis eonsislenl with the use of resources. Central staff cosls aro all￿ated on the basis ol lime swnl,
and depreciation charges are allocated on the portion of the ass&l's use.

# **Southport Offshore Rescue Trust – Details of Activities and Achievements for the Year 2021/22** 

## **Search and Rescue Service** 

The start of the reporting period marked the slow return to normal life following the devastating effects of the previous year due to the Covid-19 pandemic. 

Following Government guidance we re-opened our charity shop, we re-started our lifeboat crew training sessions and recommenced work on our new Lifeboat Station project. 

As in the previous year, we remained fully available for all emergency call-outs. Our set of Emergency Operating Procedures were adapted throughout the year as Government guidance changed and restrictions relaxed. 

The Board of Trustee Directors would like to take this opportunity to thank our Search and Rescue crews for their dedication and commitment during this very difficult period and in ensuring that the service remained on 24 hour emergency call-out throughout the year, without any “off-station” periods. We would also like to extend these thanks to our Charity Shop staff, who have gone far beyond the expected, in order to keep the shop fully staffed and stocked throughout this very difficult period. 

The end of 2021 ended on a very positive note, with the completion of our long-running New Lifeboat Station project. 

## **New Lifeboat Station Project** 

In August 2015, the Trust were granted planning approval for the construction of a new Lifeboat Station. The site located next to the Esplanade Park and Ride car park was secured following agreement with Sefton Council and in March 2018 the final Heads of Terms agreement for the lease of the land was signed by the Trust and the Council. Work started on the construction of the new Southport Lifeboat Station following a competitive tendering process in July 2018. 

Throughout the construction period we suffered many delays. Initially due to a quality issue with the corrosion coating of the erected steel frame. Following the resolution of this issue, the steel frame and new coating were completed and work continued well until the start of the Covid 19 pandemic. Work was immediately halted at the construction site and remained closed until Government restrictions were eased and work recommenced under new guidelines. In early Spring 2021, it became apparent that there also had to be a change of Prime Contractor and the Trust went into negotiations with a new Prime Contractor to take the construction to a conclusion. 

In May 2021, we completed our negotiations and signed a contract with our new prime contractor, Senate Group Ltd. Work immediately started and this continued throughout the rest of the year culminating in the signing of the practical completion certificate on the 22[nd] December 2021. 

Immediately, plans were put in motion to transfer all our assets from our old boathouse into the new facility over the next few weeks and across Christmas. Finally, we completed the transfer and the new Lifeboat Station became operational on 1[st] January 2022. 





Since then, we have held a number of Open Days and held numerous talks to interested organisations, where we have been able to showcase all our assets and the new facilities all under one roof. 

## **Assets** 

Both our offshore and inshore lifeboats are regularly maintained in order to ensure that they are ready for immediate call-out at all times. 



Our ATV quads continue the service of providing an excellent search and rescue (SAR) capability for the Trust. In February 2021, the Trust’s took 


delivery of their new quads following the three years of service provided by our previous machines. For the first time in the Trust’s history, a third quad was added to our fleet. As the quads have proven to be the workhorse of our organisation, it made sense to add the third vehicle. This additional quad will provide an ability to rotate the usage of the quads and to ensure that two quads are available for call-outs at all times. 

The third quad can also be used to transport additional equipment using our ATV trailer if required. 




All three quads are also equipped with an extra seat. This enables us to transport additional personnel to and from an incident when required. 

The Trust have three launch vehicles in our fleet, a fully converted Caterpillar Challenger, a modified New Holland TD5 tractor and also a Muir Hill 121. 



Currently the Challenger is our primary launch vehicle, with the New Holland being utilised for inshore lifeboat launching duties. 


Following the introduction of our UAS (Unmanned Aerial System) assets (Drones) to our Search and Rescue service. They have been tasked to many of our emergency call-outs. This is especially so in the search for missing casualties within the dunes to the south of our operational area but also frequently to the vast marshland area to the north. 

All our UAS operations are carried out with the specific permission given by Natural England to fly within Sites of Special Scientific Interest (SSSi). 

Also a major benefit of our UAS assets is to fly above areas where people are in danger of being cut off by the tide. They are able to relay information to our ground and waterborne assets directing them to the safest passage to safety. 

The Trust currently have three qualified SAR UAS Pilots and we operate 2 state of the art drones, both with HD and thermal imaging cameras. 

## **Emergency Call-Outs** 

As in the previous year, the effects of the Covid 19 pandemic and the Government enforced restrictions the number of Staycations remained high. This gave the knock-on effect of a continued high number of emergency call-outs. 

Unfortunately, we continue to have many call-outs to casualties suffering from Mental Health issues.

## **Charity Shop** 

Following the reopening of the shop on 12[th] April 2021, when lockdown restrictions were lifted, we have not had to close the shop due to the Covid-19 pandemic. Government guidance continued to be followed regarding social distancing and mask wearing. Following all the enforced closures in the previous year and the knock-on effect in the overall takings, this reporting year showed a significant level of recovery. We also took the opportunity to add a cashless payment option at the shop with the purchase of two contactless card readers. This has reduced the amount of cash that we carry and also having to bank. 

The Trust currently has 4 leases at the Charity Shop complex, 69c, 71 and 69b (Units 1 & 3) Everton Road. 

## **Southport Lifeboat Lottery** 

Following the lifting of Covid-19 Government restrictions, our lottery canvassing company took the decision not to resume their normal door to door activities with signing up new players. So far, the number of active players has continued to remain steady with only a small percentage drop in active players and in turn we have only seen a small decrease in the monthly income provided. The Lottery has proven to be a very reliable source of income which allows the Trust to invest for the future in new equipment and premises. 




## **Donations and Bequests** 

A number of fundraising activities both by ourselves and by our supporters, local organisations, clubs and societies returned during this reporting year which saw an increase in donations received. Unfortunately, our collection tins, continues to struggle with very little collected in these in all the various shops and public houses in our area. 

However, we have benefitted from a number of significant legacies which have been bequeathed to the Trust. Most namely the Margaret Robertson Charitable Trust, which was formed shortly after Mrs Robertson’s death in April 2020 to help support three named charities, of which we were named as one. This trust will provide upon application, funds for specific projects on a year to year basis for at least the next five to ten years. April 2021 saw the first significant payment made from the Charitable Trust to our organisation, which as specifically used to help to complete the final fitting out of our new Lifeboat Station. 

## **Dedication** 

Finally, the Trust have the unfortunate duty to report the sad news that one of our founding committee members died during this reporting period. The Trust would like to express our thoughts and condolences to the family and friends of Lord Ronnie Fearn OBE who sadly passed away on 24th January 2022.
