effects of the Covid 19 pandemi¢.

Th¢sr protedutes covered all aspects of our delivery orth¢ SearGb Rrs¢u¢ servi(% and also the oper8tiou of our Charity
Shop and the mgnagcmenlot the Trusl itsclf.
At the start of tbe pandetnic. aDd ￿ en5ur¢ the safety of our lifeboat trews. our cbarity sbop worker5 and all other volunteers

maintaining social distan¢ing rules}. We alw re-opened ollrChaTity Shop when it was safe to do so and closed Tt again when

2021, the Tru5Vs took delivery of their nelv quads folloiYin8 the three vears of servtce provided by our previous rnachint5.
For the fiFSt time in the TnJst'$ history. a third quad iiE5 added to our tleet. As the quads have proven to be tlie woEL'horse of
our OTgani50tioo. it made S￿Se to add the third vehicle. This additiollal quad will provide atL ability io D)i&te llie usage olthe
4uud$ and to ensure that two quad5 ar¢ available for L￿1-Out$ at all times. The third quad can also be used 10 trattsport
ddiiiottal eqUip￿ent U5itJg our ATV trailer if rEqUiTed. All quads are also equipped with an ¢xtra seaL This ¢nables us
to tra115POrt additional personnel to and from an incident when Ttquired.
The Trust hawe three lawjch vehicles in our fle4 a fully convert¢d Caterpillar Challenger, a modified New Ilolland TD)
t]wtor and ￿50 # Muir Hill 121.
Currcntly the Cha51eng¢r is ou¥ primery I8￿ch vehicl& with the New Holland being utilised for inshore lifeiKI)t launching
duties.
Followitt8 1&8t yeaFs introduction of our UAS (Ut)manned Aeria] System) assets (Drones) to our Search and Rescue service.
They have been iasked ￿ many of our emergenc) call-outs. Thi5 is esp¢¢ially so in ihe search for inissing casualtie5 Wltl)iii
the dunes ￿ the sosjth of our operdttonal area but also fr¢queDtly to ihe vast m2Yshland area to the north.

Due to ¢h¢ effeets ot- the Covid 19 pandetnic and the Govemjnent etrforced restrtctiojss and lockdoivns, there was a huge
increase in Sray¢ations as holidaymaker5 were not able to go abroad: so stay¢d in the UK.
Coupled with the increase in staycatiorts an(1 also the very good iveather in the late Sptyng and early Summer 2020, we sa
a verv large rise in people ussnq our local be2thes 2nd ￿￿￿e 2reas. TÈLiS in turn resulted ith an iftcrease in the amount ot
emer8enc> call-outs. Also due to thc pandemiw the RNLT did not providr the usual lifeguarding service at Ainsd&le or
SouthporL This ￿sts h¢lpcd incre&% the nwnber of C￿l-ours attended.
UnforLunaLely. we have also seell an increase in Lhe tyumber of tallwouts LO Lasualues sufferioB fram Mentsl Health issues.
Overall. the 2020rJ I period Iw proved to be the Ix]siest ever on re¢ord.

At the sthrt of this reportiiig period oui. Charity Shop had to bc closed a5 part of the Govemmenvs re5trietioDs due to the

Southport Lifeboat Lottery

the Margaret RobErtsoD ChaTTtable Tnsst, which t4'as forned shortly after Mrs Robertson's deadi in April ?O?O to help
support three natned ¢hariiies, of ￿h1¢h we were narned as one. This In]st will provide application, funds foF spe¢ifi¢
projects on a Ye￿ to year b&sts for at leasL the next fiv¢ to ten years.
New Boathouse Project
Work 5tartryS on the construLlion of th¢ Southwrt Lifeboat Station ID July 2018.
Througbout the con5ttuLlion period we hai'e suffered many d¢lays. Inilially due to a quality issue with the cortosion Coating
of the erected steEI frame. Folloivin8 the resolution of thi5 15SUE th¢ steel frame and llew coating was completed and ivork
continued well until the start of thc Covid 19 pandemic. Work was immediately halted at the con$truLltion site and remained
closed until Govenunenl restrictions were eased gnd work recommenc¢d under new guidelines.
During Ihe period theK also had lo bE a Ghartge ot Prime Contractor and the Trnst are in Degotialions Mith a new Prime
Contractor to tskc the constru¢tiott to acortclusion.

The Ttustees have considered the Cliarity Commission guidance r6garding public benefit and gre satisfied th￿ the
attivities of the Charity, as de$¢ribed abov< meet the necessary criteria.

# **Southport Offshore Rescue Trust – Details of Activities and Achievements for the Year 2020/21** 

## **Search and Rescue Service** 

This reporting year has proven to be one of the most challenging faced by the Trust since its formation in 1988, due to the effects of the Covid 19 pandemic. 

As soon as the effects of the virus became apparent, the Trust put in place a series of Emergency Operating Procedures. These procedures covered all aspects of our delivery of the Search and Rescue service and also the operation of our Charity Shop and the management of the Trust itself. 

At the start of the pandemic, and to ensure the safety of our lifeboat crews, our charity shop workers and all other volunteers of the Trust, we immediately took the following necessary steps: 

- Immediate closure of our charity shop 

- Immediate cessation of work at the New Lifeboat Station construction site 

- Immediate cessation of all lifeboat crew training sessions 

- All Trust committee meetings to be held remotely using video conferencing 

- Remain fully available for all emergency call-outs, however a set of Emergency Operating Procedures have been written for the crew to follow when attending the Boathouse and when dealing with a casualty(ies). 

Throughout the year we followed Government guidance and re-commenced training with updated procedures (whilst maintaining social distancing rules). We also re-opened our Charity Shop when it was safe to do so and closed it again when advised. 

We will continue to follow Government guidance before any return to normal operations. 

The Board of Trustee Directors would like to take this opportunity to thank our Search and Rescue crews for their dedication and commitment during this very difficult period and in ensuring that the service remained on 24 hour emergency call-out throughout the year, without any “off-station” periods. 

## **Assets** 

Both our offshore and inshore lifeboats are regularly maintained in order to ensure that they are ready for immediate call-out at all times. 






Our ATV quads continue the service of providing an excellent search and rescue (SAR) capability for the Trust. In February 2021, the Trust’s took delivery of their new quads following the three years of service provided by our previous machines. For the first time in the Trust’s history, a third quad was added to our fleet. As the quads have proven to be the workhorse of our organisation, it made sense to add the third vehicle. This additional quad will provide an ability to rotate the usage of the quads and to ensure that two quads are 


available for call-outs at all times. The third quad can also be used to transport additional equipment using our ATV trailer if required. All three quads are also equipped with an extra seat. This enables us to transport additional personnel to and from an incident when required. 

The Trust have three launch vehicles in our fleet, a fully converted Caterpillar Challenger, a modified New Holland TD5 tractor and also a Muir Hill 121. 



Currently the Challenger is our primary launch vehicle, with the New Holland being utilised for inshore lifeboat launching duties. 


Following last year’s introduction of our UAS (Unmanned Aerial System) assets (Drones) to our Search and Rescue service. They have been tasked to many of our emergency call-outs. This is especially so in the search for missing casualties within the dunes to the south of our operational area but also frequently to the vast marshland area to the north. 

All our UAS operations are carried out with the specific permission given by Natural England to fly within Sites of Special Scientific Interest (SSSi). 

Also a major benefit of our UAS assets is to fly above areas where people are in danger of being cut off by the tide. They are able to relay information to our ground and waterborne assets directing them to the safest passage to safety. 

The Trust currently have four qualified SAR UAS Pilots and we operate 2 state of the art drones, both with HD and thermal imaging cameras. 




## **Emergency Call-Outs** 

Due to the effects of the Covid 19 pandemic and the Government enforced restrictions and lockdowns, there was a huge increase in Staycations as holidaymakers were not able to go abroad, so stayed in the UK. 

Coupled with the increase in staycations and also the very good weather in the late Spring and early Summer 2020, we saw a very large rise in people using our local beaches and dune areas. This in turn resulted in an increase in the amount of emergency call-outs. Also due to the pandemic, the RNLI did not provide the usual lifeguarding service at Ainsdale or Southport. This also helped increase the number of call-outs we attended. 

Unfortunately, we have also seen an increase in the number of call-outs to casualties suffering from Mental Health issues. 

Overall, the 2020/21 period has proved to be the busiest ever on record.

## **Charity Shop** 

At the start of this reporting period our Charity Shop had to be closed as part of the Government’s restrictions due to the Covid 19 pandemic. Throughout the period the shop was opened and closed on a number of occasions in line with Government guidance, as follows: 

- Shut: 26/03/2020 to 14/06/2020 

- Open: 15/06/2020 to 30/10/2020 

- Shut: 31/10/2020 to 01/12/2020 

- Open: 02/12/2020 to 05/01/2021 

- Shut: 06/01/2021 to 12/04/2021 

These closures have had a large effect on our yearly income level with an approximate drop of 40% from the previous year. The Board of Trustee Directors would like to take this opportunity to thank all our volunteer shop staff who have worked tirelessly in preparation for each opening and also during the open periods. This effort has resulted in a better than expected income albeit much lower than previous years. 

The Trust currently has 4 leases at the Charity Shop complex, 69c, 71 and 69b (Units 1 & 3) Everton Road. 




## **Southport Lifeboat Lottery** 

In line with Government restrictions, our lottery canvassing company were not able to maintain their normal door to door activities with signing up new players. However, the number of active players have remained steady and in turn we have seen little or no decrease in the monthly income provided. The Lottery has proven to be a very reliable source of income which allows the Trust to invest for the future in new equipment and premises. 

## **Donations and Bequests** 

Due to the curtailment of the majority of fundraising activities both by ourselves and by our supporters, local organisations, clubs and societies; we have seen a sharp decline in donations. This is also the case with our collection tins, with very little collected in these in all the various shops and public houses in our area. 

However, we have benefitted from a number of significant legacies which have been bequeathed to the Trust. Most namely the Margaret Robertson Charitable Trust, which was formed shortly after Mrs Robertson’s death in April 2020 to help support three named charities, of which we were named as one. This trust will provide upon application, funds for specific projects on a year to year basis for at least the next five to ten years. 

## **New Boathouse Project** 

Work started on the construction of the new Southport Lifeboat Station in July 2018. 

Throughout the construction period we have suffered many delays. Initially due to a quality issue with the corrosion coating of the erected steel frame. Following the resolution of this issue, the steel frame and new coating was completed and work continued well until the start of the Covid 19 pandemic. Work was immediately halted at the construction site and remained closed until Government restrictions were eased and work recommenced under new guidelines.  During the period there also had to be  a change of Prime Contractor and the Trust are in negotiations with a new Prime Contractor to take the construction to a conclusion.
