Strurture Governance and Management
The Dean Court Community ￿sociation was established in February 2012. The Association is
registered with the Charty Commission (no 146TJO) and with Companie5 House (registration no
7966249) and conformsto the standards and procedures required bythese two bodies. The
Dirertors of the company are the Trustees forthe purpose of charity law and are referred to as the
Trustees.
The purpose of Dean Court Communty Association is to develop a healthyi thriving community
within the Parish of Cumnor, Oxfordshire, centred in the Ward of Dean Court. A non-profit
organisation, DCCA seeks to fulfil its aims by holding eventsi producing a regular newsletter and
establishing a meeting place for local activities. Income generated in excess of the requirement5 for
management and maintenance will be used for community development. The area of benefit15
Cumnor Parish and the adjoining North Hink5ey Parish.
The land on which the CommunFtyCentre is built is owned bythe Vale of White Horse District
Council with whom the Trustees have entered into a 25 year Lease in Febwary 2014.
The Trustees meet at least six times each year and more often as necessary. The Trustees delegate
the running of the Centre tothe employed staff and team of volunteers.
TheTru5tees continue to seek newTrustees who live in the community. They invite potential
Trustees to attend a meeting so thatthey have an opportunity to leam about the scope of the
charity and how they might contribvte to its aims and objectivesi prior to becoming a Trustee.
One of the Trustee5 is currently a lsxal County, District and Parish Covncillor thereby providing links
with those bodies. Other Trustees provide links with St Andrew'5 Church, Fogwell Pavillion and the
local network of Whatsapp group5 that have sprung up since the l¢xkdowns, furthering ourde5ire to
work collaboratively with other local organisations.

To promote the benefrt of the inhabitants of the area of benefft without distinction of sex, Sexual
orientation, age, disability, nationalty, race or of political, religious or other opinionsi by a550ciating
togetherthe said inhabttants and the statutory authorities, voluntary and other organisations in a
common effortto promote a sense of community among the inhabitants and to provide facilitie5 in
the interests of social welfare for recreation and leisure-time occupation with the object of
improving the conditions of life for the said inhabitants-
To maintain and manage Dean Court Community Centre (whetheralone or in co-operation with any
statutory authority or other person or body) in furtherance of the objects,.
To promote such other purpose5 a5 are charitable according to the laws of England and Wale5 for
the benefit of the public as may from time to time be detemined.

Achievements and PerForrnance
Community Centre
The main activityduringthe year has been the implementation of the Solar and Environmental
Project at a cost of over£ioo,000. We are grateful to those who have 5UPPOrted the Centre with
grants and loans, and these are detailed later in this report. The project included the following
works:
Renewthe Main Hall roof
Add 40 solar panelstothe new roof
Provide battery storage
Replace the wall on the southem boundary with a fence and gate to allow betteraccessto
the Play Park
Replace the fencing and retaining wall tothe eastern boundary
Extend the new fencing to separate the overflow parking at the front of the Centre.
We were delighted that the roof renewal and 501ar panel in5ts11ation and batterywere completed in
September 2021 and that the Centre has already been using its own electricity to support rf(s
activities.
We have also maintained and developed the usage of the Community Centre by arranging both
regular and occasional lettingsforthe benefit of the local communty.
We were pleased to be able towelcome back many of our regular hirers as we eased out of
lockdown, following the Coronavirus pandemic. We were pleased to be able to continue to lend out
our laptOPS to local children for use at home this period and this was much appreciated.
The Tnjstees have let one room In the Community cent￿ toThe Police and Crime Commissionerfor
Thamesvalleyfor use by rts Community Police Officers undera leaseforseven years dated 12
th
January 2015. Temis have been agreed forthe renewal of this lease for a further period of seven
years.
We were sorry tolose the service5 of our Centre Managerduring the year but the Trustees have been
able to rearrange the management of the Centre by increasing responsibilrties of our cvrrent staff,
an Administrator and Finance Administrator, with additional supportfrom ourTrustees. We wish to
pSace on record our thanks to the Centre Managerthis year especially for all their efforts in writing
grant application5 for our Solar and Environmental Project.
We also received income from the Government's Fudough Scheme amounting to £117 during the
year.

Localfundraising
Forthe first time, wetook part in the Big Give Christmas Challenge 2021. We were delighted to raise
over £101500 in one weekfrom our12 pledgers, charity champion (The Helping Hands Fund) and 68
people who donated on-line duringthe week. We are continuing tofundraise forthe projectto
repay loans taken out to enable the projectto be undertaken in July-september 2021, thereby
protetting grant condrtions that were time limited.
We are a150 grateful to those who have continued to support the Centre through regular donations
and we wish to encourage more support in thi5 way. We enrolled for the White Horse Community
Lottery in July 2021 and bythe end of thefinancial year had raised £93. We experta full yearto raise
minimum of £260 based on the current level of ticket sales.
Engagemerfc with the Community
All theTrustees live within the Dean Courtward of Cumnor Parish Council and therefore have
contart with other5 in that community.

invitations to the Annual General Meeting being posted on community noticeboardsthroughout
Cumnor Parish.
Community Service
The premises provide a number of meeting roomsfor use bythe local community a5 follow5:

In addition, there 15 a Centre Office and an ofFiceforthe local Police Community Support Officer.
Given the pandemic and our r¢x*fing and environmentsl project, the eighth full yearof operation for
the Centre was like no other. The Trustee5 are pleased to report that de5Prte these restrictions, the
spaces in the Centre have been used on over 800 ¢xcasions (202012021- 3301 by 58 different hirers
(202012021- 391. Many of these are regular bookings by groups including Acupuncture, Archery,
Baby Ballet, Baby College, Bounce Fit Bodyi Christian Congregation, Dance group, Goody 4 Paws,
Holistic Health cla55, Hungarian School, Martial Arts, Meadowbrook College, Muslim Prayer Group,
Oxford Gospel Choir, Photography Shoots, PS84 (Supporting People wrth Learning Disabilities),
Ronin Theatre Company* Sign and Sing OxFord, Seated Exercise, Zumba, Court Crafting# and Yoga.
We were delighted to welcome backthe Guides and Brownies and the University of the Third Age
(West Oxford Group). We were particularly pleased to be able to assist our neighbour, StAndrews
Church, whose church was being rebuilt during theyeari by providing space forworship and
recreation during the year.
We are pleased to be able offer subsidised rate5 to 9 local organisations and charities.
Financial Review
Total Incomin9 Resources were £106,151 duringthe period ended 31 March 2022 and Total
Resources Expended £391936 producing a surplus of income over expenditure of £66,215. Including
the balance brought forward on i April 2021, total fijnds increased from £271158 {31 March 2021) to
£931373 as at 31 March 2022. However, of this amount, £p,844 are designated income fundsto be
used in meeting our requirements for depreciation over future years.
The Trustees note that in its eighth fiJll year of operation, a￿hoUgh the income from Fts charitable
activities exceeded thefigure proposed in its bu5ine55 plan, much of this income came from one-off
grants to compensatefor lost income whilst the Centre was c105ed and from grants received for the
Roofingi Solar and Fencing Project.
Asthe impatt of the COVID-19 pandemic eased, DCCA hasacted fully on advice from Community
First Oxfordshire and Attion wrth Communities in Rural England IACRE) on howto ensure, asfar as
Possible, that The Centre is a covid-5ecure environment for our vsers, staff and volunteers. As a
result, ourexpenditure on cleaning continued to absorb a high proportion of our letting income.
Reserves Policy
The usual aim of the Trustees is to have unrestricted cash equivalent reserves of at least £8,000
being equivalentto three months running costs. As at31 March 2021, we had cash equivalent
reserves of £11,826.
As a result of the building project in 202112022, the capital costs of which will be depreciated over a
number of years, and as we used our vnrestrirted reserves as at31 March 2021, also to fund the
project, we now have a negative balance in respett of our reserves po5icy as at31 March 2022.

However, theTrustees are confident thatgiven the increase in the number of bookingsthroughout
the year that they will continue to operate successfully and will also continue to seek fund5 to
complete the project and to repay the intemal loans, seeking to have a positive unrestricted reserve
as at31 March 2023.
With the solar panels and storage battery mitigating the impact of fvture energy price increases, we
are confident that the centre will continue to be affordable forfuture Users.
Grant Making Policy
The main charitable purpose of Dean Court Communrty A5￿￿latIOn is currentlyto njn thÈ
Community Centre forthe benefit of local organisation5 and individuals living in Cvmnor and North
Hinksey Parishes.
It5 prime purpose 15 therefore to use its income generated from room hire to pay for the expenses of
running the centre including staff, energycosts and maintenance.
It therefore does not offer grants to either individuals or other organisations that are unrelated to
the running of the Centre.
It will however consider applications for grants from potential hirers who can show the following..
a) They live within Cumnor or North Hinksey Parish
bl The reason forthe grant is to reduce the cost of hiring a roomlrooms within the Centre
Any grant offered will be a reduction in the hire costs, and not paid In cash
d) If an organisation, by supplying their last set of accounts (to include a statement of income and
expenditure for its last accounting year together with the amount in reserves).
The maximum value of any grant offered will not normally exceed £250.
All applications must be by letterto the Trustees stating what the applicant Wlshes to do, the
purpose of the grant and the amount of grant requested. All applications will be acknowledged and
applicants informed of the timescale for making a decision.
We were pleased to be able to offer subsidised hiring rates to 9 l¢xal organisations and charities
during the year.
Legal liabilities
The Trustees have entered into a lease forthe building wtth the Vale of Whrte Horse District Council
for a period of 25 year5 commencing on 27 February 2014. The lease is on a fijll repairing and
insuring basis and the estimated costs of meeting these liabilities have been included in the five year

Business Plan. The rent payable 15 5ubjertto revieweveryfive years, withthe increase based on
increases in the Retail Prices Index.
The Trustees have entered into a sub-lease with the Thames Valley Police for a period of 7 years
commencing on 12 January 2015. The tenarrt pay5 a rent of £250 perannum together with a 5eryice
charge (estimated at £3¢)0 perannum) relating tothe landlord's costs of managing and maintaining
the premises. The Trustees have produced service charge accounts forthe years ending March 2015
March 2020 inclusive and these have Shown that actual costs do not exceed the estimated figure.
The accounts Ipage 18) show a sundry creditorof £107 on behalf of Thames Valley Police should the
freeholder decide to 155ue Insurance invoices, a proportion of which is recoverable through the
Service charge.
Investment Poliry
The association's funds are maintained within an interest bearing current account at the Co-
operative Bank. The association also has a bank account with Virgin Moneyi giving itself greater
protection for rts liquid assets.
Given its eighth year of operation, the Trustees consider that the cash reserves are reasonable for
the size of its overall operation and therefore currently do not propose to make any long term
investments. Any surplus funds are being applied to the building project that started in July 2021.
People
The Trustees have been sUPPOrted by three paid administrative staff for most of the year and wish to
record their thanks to them for maintaining the bookings and related financial activity so efficientlyi
particularly given the restrictions in opening due to the pandemic. The Trustees have a pension
scheme with Nest (National Employment Savings Trustl and staff members are Invited tojoin this
scheme. The Trustees are registered asan employerwith HMRC giving them greaterflexibillty in the
future employment of staff.
The Trustees alsowish to thank thevolunteers and staff who spent many hours keeping vpto date
with the current Govemment regulations and ensuring thatthe Centre could be let safelyi and
supporting the centre in variou5 way5, including opening and closing the Community Centre for
occasional hirers, when it was safe to do so.
The Trustees note the death of Bryan Goudman in April 2022 and wish to place on record their
grateful thanks for his cOntrib￿lon to the work of the A550ciation over many years, both as a
Trvstee and supporterand in particularfor his efforts in engaging with the local community.
The Trustees welcomed Ed Williamson a5 a Trustee in October 2021.

The Charities Art and the Companies Act require the Board of Trustees to prepare financial
statements foreach financial year. which give a true and fairview of the state of affairs of the charity
as atthe end of thefinancial year and of the surplus or deficitof the charity. In preparing those
financial statements the Board is required to-
selert suitsble accounting policies and then apply them consistentlyi
make Judgements and estimatesthat are reasonable and prudent,. and
prepare the financial statements on the going concem basis unle55 it is inappropriate to
presume that the charity will continue in business.

have been followed, subject to any material departures disclosed and explained in the
financial statements.
The Trustees are also responsible for maintsining adequate accounting records which disclose with
reasonable accuracy at any time thefinancial position of the charity and which are sufficientto show
and explain the charrtVstransaction5 and enable them to en5urethat the fi'nancial statements
comply with the Companies Art 2006 and comply with regulations made underthe Charities Act.
They are also responsible for safeguarding the assets of the charity and hence for taking reasonable
Steps for the prevention and detection of fraud and other irregulanties.
The Trustees are a150 responsible for the contents of the Trustees, Report and the responsibility of
the Independent Examiner in relation to the tnjstees, report is limited to examining the report and
ensuring thaL on the face of the report, there are no inconsistencies with the figures disc105ed in the
financial statements.

subiecttothe small companies regime.

I. ACCOUNTING POLICIES
Basis of preparation
The financial statements have been prepared under the historical c05t convention. The financial
Statements have been prepared in accordance wrth the Chanties Act 2011 and in accordance with
the Statement of Recommended Prattice (SORP).. Accounting and Reporting by Charities
preparing their accounts in accordance with the Financial Reporting Standard applicable in the
UK and Republic of Ireland (FR5102) issued on 16 July 204 and the Financial Reporting Standard
applicable in the United Kingdom and Republic of Ireland (FRS 102).
The Trust constitutes a public benefit entity a5 defined by FRS 102.
Thetrustees have considered the potential impart of Covid-19 on the wnning of the Community
Centre in 202012021 and can report that they have received grants amounting to £161408 since
the yearend to offset the10s5 of letting income. They aretherefore confidentthatthere are no
other material uncertainties aboLrt the Trust's ability to continue as a going concern and having
con51dered all the circumstances, are confident that the future of the centre is secure for the next
year.
Income
All incoming resources are included in the statement of financial activities when the charity is
legally entitled to the income and the amount can be quantified with reasonable accuracy.
Donations and legacies are reported in the Statement of Financial Activities if they are received or
due in the financial year.
Donated professional services and donated facilrties are recognised as restricted income when
the economic benefit is transferred and the benefit can be measured reliably. In accordance with
the Charities SORP 2015 (FRS102) volunteertime is not recognised In the financial statements.
Expenditure and liabiltties
Expenditure Is accounted for on an accruals basis and has been classified under headings that
aggregate all costs related to the category. Where costs cannot be dirertly attributed to particvlar
headings they have been allocated to activities on a basis conslstent with the use of resoufces.
Expenditure represents amounts Invoiced, inclvding value added tax.
Donations are accounted foron a paid basis.

The Charity is exempt from corporation tax on its charitsble activities. Value Added Tax is not
recoverable bythe Charity and as such is included in the relevant costs in the statementof

I report on the accounts of the company for the year ended 31 March 2022. which are set out on
pages 12 to 20.

onsibilities of trustees and examiner
The trustees (who are also the directors of the company for the purposes of company lawl are
responsible for the preparation of the accounts. The trustees consider that an audit is not required
for this year under section 144121 of the Charities Act 2011 (the 2011 Art1 and that an
independentexamination is needed.
Having satisfied myself that the charity is not subjert to audit under company law and is eligible
for independent examination, it is my responsibility to-
examine the accounts under section 145 of the 2011 Art;
to follow the procedures laid down in the general Dirertions given by the Charity
Commission under section 14515llbl of the 2011 Act,. and
to state vthether particular matters have come to my attention.

My examination was carried out in accordance with the general Directlons glven by the Charity
Commission. An examination includes a review of the accounting records kept by the chartty and
comparison of the accounts presented with those records. It also indudes consideratlon of anv
unusual items or disclosures in the accounts, and seeking explanations from you as trustees
concerning any such matters. The procedures undertaken do not provide all the evidence that
would be required in an audlt and consequently no opinion is given as to whether the accounts
present a 'true and fair view, and the report is limited to those matters set out In the statement
below.

SPX Oxford Limlted provides bookkeeping servlce5 to Oean Court Communlty Assoclation and l am
an employee of this company. In order to maintain independence, I confirm that I have not been
involved in provision of the bookkeeping service.
l also confimi that as a member of Chartered Association of Certified Accountants, l am subject to
the provisions of the FRCS Revised Ethical Standard 120161. This standard has been applled
throughout this independent examination.
In connection with my examination. no matter has come to my attention:

to keep accounting records in accordance with section 386 of the Companies Act 2006; and
to prepare accounts which accord with the accounting records, comply with the accounting
