Strurture Govemance and Management
The Dean Court Community Association was established in February 2012. The Association 15
registered with the Charity Commission (no 1146730) and with Companies House (registration no
7966249) and conforms tothe standards and procedures required bythese two bodies. The
Direttors of the company are the Trusteesforthe purpose of charity law and are referred to as the
Trustees.
The purpose of Dean Court CommuntyA550ciation isto develop a healthyi thriving community
within the Parish of Cumnor, Oxfordshire, centred in the Ward of Dean Court. A non-profit
organisation, DCCA seeks to fulfil its aims by holding events, producing a regular newsletter and
establishing a meeting place for local artivities. Income generated in excess of the requirements for
management and maintenance will be used forcommunity development. The area of benefit is
Cumnor Parish and the adjoining North Hinksey Parish.
The land on which the Community Centre is built is owned bythe Vale of White Horse District
Council with whom the Trustees have entered into a 25 year Lease in February 2014.
The Trustee5 meet at least six times each yearand more often as necessary. The Trustees delegate
the running of the Centretothe employed staff and team of volunteer5.
The Trustees continueto seek new Trustee5who live in the community. They invite potential
Trustee5 to attend a meeting sothat they have an opportunity to learn about the scope of the
charity and howthey might contribute to its aims and objective51 priorto becoming a Trustee.
One of the Trustees is currently a local County, District and Parish Councillorthereby providing links
with those bodies. OtherTrustees provide links wtth St Andrew's Church, Fogwell Pavillion and the
local network of Whatsapp groupsthat have sprung up sincethe lockdowns, furthering our desire to
work collaboratively with other local organisations.
Objects
To promote the benefit of the inhabitants of the area of benefit wtthout distinrtion of sex, sexual
orientation, age, disabilityi nationality, race or of political, religious or other opinions, by associatin9
together the said inhabitants and the statutory authorities, voluntary and other organisations in a
common effort to promote a 5en5e of community among the inhabitants and to provide facilitie5 in
the interest5 of social welfare for recreation and lei5ure-time occupation with the object of
improving the conditions of life for the said inhabitants,-
To maintain and manage Dean Court Community cent￿ (whether alone or in co-operation with any
statutory authority or other person or body) in furtherance of the objects,.
To promote such otherpurposes as are charitable according tothe laws of England and Walesfor
the benefit of the public as may from time to time be determined.

Achievements and Performance
Communty Centre
The main activity duringthe financial period has been to maintain and developthe usage of the
Community Centre by arranging both regular and occasional lettings for the benefit of the local
community.
Throughout the year, the Centre wa5 affected by the nation's Lockdown due to Covid-19 Wlth the
Centre having to close and thereby reducing ourexperted income. We were able totske advantage
of the Govemmenysfurlough scheme for ourAdministrator but decidedto absorb the cost of the
Centre Manager in ensuring the Centre was maintained and enquiries dealt with during this period.
Our Finance Admini5tratorvery generou51y refused furlough and took unpaid leave 50 that She could
continue volunteering forthe CommunttyAssociation and we are indebted to herand all our staff for
maintaining the community around the community centre and in particular, staying in touch with
our more vulnerable community members. We were pleased to be able to lend out our laptopsto
local children for use at home during lockdown and this was much appreciated.
The Trustees have let one room in the Community Centre to The Police and Crime Commissionerfor
Thames Valleyfor use by its Community Police Officers under a leaseforseven yearsdated 12
January 2015.
As the business of running the Centre has developed, we have continued to employ a Centre
Manager, a general Administrator, and a Finance Administrator. This has enabled staff absences to
be covered when needed.
The Trustees decided to plan to implernent most of the recommendations of the Energy Audit
obtained in October 2019:
Upgrade lighting to LEDS
Consider adding solar panels
Consider battery storage
as part of a larger projectthatwould also includethe Main Hall roof renewal, replacement of the
southem boundary wall with a fence and gate to provide direct access tothe adjoining playpark, and
replacement of the fence on the eastem boundary. The Trustees commissioned Cluttons, Chartered
Surveyors to provide a specification and obtain estimates for the project.
The Trustees prepared a Fundraising Plan to raise £89,800 that included applying to external funders
and also launching an Appeal to the local community in August 2020. We are gratefiJl to the then
Lord Lieutenant of Oxford5hire, Tim Steven50n, who was involved in the opening of the refurbished
Centre in 2014, for providing a referenceforthe appeal (Appeal 2020). We are alsograteful to all
those who have pledged ordonated moneytothe appeal, whetherfunding bodies or generous
community-hearted individuals.

In Appeal 2020, we Set a target of raisin9 L5ATooofrom our local community. As part of our
Christmas Greetings, delivered by our volunteers to our neighbourhood, we invited people to
sponsor a Roof Tile (£2), an LED light {£50) ora Solar Panel {£250). We are delighted to report that
as at the 31 March 2021, we had reached ￿&108 plus Gift Aid {£2iT4) exceeding ourtarget, and we

are very grateful to all who have contributed, in whatever amount. We are continuing to fundraise
forthe projertto repay loanstaken outto enable the projectto start in July 2021, thereby protecting
grant conditions that were time limited.
Engagement with the Community
All the Trustees live within the Dean Courtward of Cumnor Parish Councll and therefore have
contact with others in that community.

The Trustees a550 maintain contart with the communitythrough leafletsfor one-off events and
invitationsto the Annual General Meeting being posted on community noticeboardsthroughout
Cumnor Parish.
Community Service
The premises provide a number of meeting roomsfor use bythe local community as follows:
Main Hall (113sqm, nomal capacity iool
Orange Room {46sqm, normal capacity 25)
Yellow Room (3osqm, normal capacty 20); and
Blue Room (wqm, normal capacity io).
In addition, there is an Centre Office and an office forthe local Police Community Support Officer.
Given the pandemic, the seventh fiJll year of operation forthe Centre was like no other. The Trv5tees
are pleased to report that despite the pandemic, the spaces in the Centre have been used on over
330 occasion5 (201912020-900) by 39 different hirers. Many of these are regular bookings by groups
including Acupuncture, Archery, Baby Ballet, Baby College, Bounce Fit Body, Christian
Congregation, Dance group, Holistic Health class, Hungarian School, Martial Arts, Meadowbrook
College, Muslim Prayer Group, Photography Shoots, PSB4 (Supporting People with Learning
Disabilities), Sign and Sing Oxford, Seated Exercise, Zumba, Court Craftingi and Yoga.
Other regular users such as Guides and Brownies and the University of the Third Age (West Oxford
Group) were unable to meet at the Centre during the lockdowns but we are pleased that several
have now returned to live bookings.
We are pleased to be able offersubsidised ratesto 9 local organisations and charities.
Financial Review
Total Incoming Resources were £51,970 during the period ended 31 March 2021 and Total Resources
Expended E371421 producing a surplus of income over expenditure of £4.549. Including the balance
brought forward on i April 2020, total funds increased from £12,609 (31 March 2020) to £271158 as
at 31 March 2021.

The Trustees note that in its seventh full yearof operation, although the income from its charitable
activities exceeded thefigure proposed in its business plan, much of this income came from one-off
grants to compensate for lost income whilstthe Centre was closed and from grants received in
advance for the Roofing* Solar and Fencing Project.
During the on-going COVID-19 pandemic, DCCA has atted fully on advice from Community First
Oxfordshire and Action with Communities in Rural England (ACRE) on how to ensure, as far as
possible, that The Centre is a covid-5ecvre environmentfor our users, 5tsff and volunteers. A5 a
re5uIt, our expenditure on cleaning absorbed a high proportion of our letting income.
Reserves Policy
The aim of the Trustees isto have unrestrirted cash equivalent reserves of at least £8,000 being
equivalent to three months running costs. We have met this targetwith cash equivalent reserves at
31 March 2021 being £u,826.
The Trustees are considering setting up a Sinking Fund within its accounts to create a reserve for
fiJture maintenance and decorations.
Grant Making Policy
The main charitable purpose of Dean Court Cornmunity Association is currently to run the
Community Centre forthe benefit of local organisations and individuals living in Cumnor and North
Hink5ey Parishes.
Its prime purpose is therefore to Use its income generated from room hire to pay for the expenses of
running the centre including staff, energy costs and maintenance.
It therefore does not offer grants to either individuals or other organisations that are unrelated to
the running of the Centre.
It will however con5iderapplicationsfor grants from potential hirerswho can showthe following:
a) They live within Curnnoror North Hinksey Parish
b) The reason for the grant is to reduce the cost of hiring a roomlroom5 Wlthin the Centre
Any grant offered will be a reduction in the hire costs, and not paid in cash
d) If an organisation, by supplying their last set of accounts (to include a statement of income and
expenditure for its last accounting yeartogetherwith the amount in reseNes).
The maximum value of any grant offered will not normally exceed £250.
All application5 must be by lettertothe Trustees Stating whatthe applicant wishes to do, the
purpose of the grant and the amount of grant requested. All applications will be acknowledged and
applicants informed of the timescalefor making a decision.

We were pleased to be ableto offersubsidised hiring ratestO9 local organisations and charities
during the year.
Legal liabilities
The Trustees have entered into a lease forthe building with the Vale of White Horse District Council
for a period of 25 years commencing on 27 February 204. The lease is on a full repairing and
insuring basis and the estimated costs of meeting these liabilities have been included in the five year
Business Plan. The rent payable is subject to review every five years, with the increase based on
increases in the Retail Prices Index.
The Trustees have entered into a sub-lease with the Thame5 Valley Police for a period of 7 years
th
commencing on 12 January 2015. Thetenant pays a rent of £250 per annum togetherwith a service
charge (estimated at £300 per annum) relating tothe landlord's Costs of managing and maintaining
the premises. The Trustees have produced service charge accounts for the years ending March 2015
March 2020 inclusive and these have Shown thatactual costs do not exceed the estimated figure.
The accounts (page 18) show a sundry creditor of £594 on behalf of Thame5Valley Police should the
freeholder decide to issue Insurance invoice5, a proportion of which is recoverable through the
service charge. In March 2021we received an invoice for Business Rates relating tothe Police Office
and the costs of this have been met from the sundry creditor as above.
Investment Policy
The a550ciation's funds are maintained within an interest bearing current account at the Co-
operative Bank. The association a150 has a bank account with Virgin Money, giving itself greater
protection for its liquid assets.
Given its seventh year of operation, the Trustees considerthat the cash reserves are reasonable for
the size of its overall operation and therefore currently do not propose to make any long term
investments. Anysurplus funds are being applied to the building projectthat started in July 2021.
People
The Trustees have been supported by three paid administrative staff during the year and wish to
record theirthanks to them for maintainingthe bookings and related financial activity so efficientlyi
particularly given the restrittions in opening due tothe pandemic. Forexample, we raised 416
invoices duringthe year but we also had to issue 83 Credit Notes. We thank our staff for dealing with
this extra administrative workload. The Trustees have a pension scheme with Nest (Nationa5
Employment Savings Trust) and staff members are invited to join this Scheme. The Trustees are
registered as an employerwtth HMRC giving them greaterflexibility in the future employment of
staff.
The Trustees also wish tothankthe volunteers and staff whospent many hours keeping up to date
with the current Government regulations and ensuring that the Centre could be let safely, and

supportingthe centre in various ways, including opening and closing the Community Centre for
occasional hirers, when it was safeto do so.
The Trustees note the resignation of Brian Dent in April 2020 and wish to place on record their
grateful thanks for his contribution to the work of the Association over many years, both as a
Trustee and supporter.
The Trustees welcomed Brian Ahem as a Trustee in April 2020.

Statement of Trustees. responsibility
The Charities Act and the Companies Act require the Board of TNstees to prepare financial
statements for each financial year, which give a true and fairview of the State of affairs of the charity
as atthe end of the financial yearand of the surplus ordeficitof the charity. In preparing those
financial Statements the Board is ￿qUired to:
select suitable accounting policies and then apply them consistently;
makejudgements and estimate5 that are reasonable and prudent; and
prepare the financial statements on the going concem ba515 unless it is inappropriate to
presume that the charity will continue in business.
State whether applicable accounting standards and statement5 of recommended practice
have been followed, subject to any material departures disclosed and explained in the
financial statements.
The Trustees are also responsible for maintaining adequate accounting records which disc105e with
reasonable accuracy at anytime thefinancial position of the charity and which are sufficient to show
and explain the charitfs transactions and enable them to ensure thatthe financial statements
comply with the CompaniesAct 2006 and comply with regulation5 made underthe Charities Act.
They are also responsible for safeguarding the a55ets of the charity and hence fortaking reasonable
steps for the prevention and detection of fraud and other irregularities.
The Trustees are also responsible for the contents of the Twstees, Report and the responsibility of
the Independent Examiner in relation to the trustees, report is limited to examining the report and
ensuring thaL on the face of the report, there are no inconsistencies with the figu￿$ disclosed in the
financial statement5.
These accounts have been prepared in accordance wtth the provisions applicable to companies
subjectto the small companies regime.

I. ACCOUNTING POLICIES
Basis of preparation
The financial statements have been prepared underthe historical cost convention. The financial
Statements have been prepared in accordance with the Charities Act 2011 and in accordance with
the Statement of Recommended Practice (SORP): Accounting and Reporting by Charities
preparing their account5 in accordance with the Financial Reporting Standard applicable in the
UK and Republic of Ireland (FRS102) issued on 16 July 204 and the Financial Reporting Standard
applicable in the United Kingdom and Republic of Ireland (FRS 102).
The Tnjst constitutes a public benefrt entty as defined by FRS 102.
The trustees have considered the potential impact of Covid-19 on the running of the Community
Centre in 202012021 and can report that they have received grants amounting to £16,408 since
the yearend to offset the loss of letting income. They are therefore confident that there are no
other material uncertainties about the Trust's ability to continue a5 a going concern and having
considered all the circumstances, are confidentthatthe future of the centre is secure forthe next
year.
Income
All incoming resources are included in the statement of financial activities when the charity IS
legally entitled tothe income and the amount can be quantified with reasonable accuracy.
Donations and legacie5 are reported in the Statement of Financial Activtties if they are received or
due in the flnancial year.
Donated professional services and donated facilities are recognised as restricted income when
the economic benefit is transferred and the benefit can be measured reliably. In accordance with
the Charities SORP 2015 (FRS102) volunteertime is not recognised in the financial statements.
Expenditure and liabilities
Expenditure is accounted for on an accruals basis and has been classified underheadings that
aggregate all costs related to the category. Where costs cannot be directly attributed to particular
headings they have been allocated to artivities on a basis consistent with the use of resources.
Expenditure represents amounts invoiced, including value added tax.
Donations are accounted for on a paid basi5.
Tangible Fixed Assets and Depreciation
These are capttali5ed if they can be used for more than one year, and cost at least £500 They are
valued at cost or, if gifted, at the value to the charity on receipt. Depreciation is charged on the
following basis:

Taxation
The Charity is exempt from corporation tax on its charttable activities. Value Added Tax is not
recoverable by the Charty and as such 15 included in the relevant cost5 in the statement of
financial activities.

The trustees (who are also the directors of the company for the purposes of company lawl are
responsible for the preparation of the accounts. The trustees consider that an audit Is not required
for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an
Independent examlnation is needed.
HavSng satisfied myself that the charity is not subjert to audit under company law and is eligible
for Independent examination, it is my responslbility to:
examine the accounts under section 145 of the 2011 Act;
to follow the procedures laid down in the general Directions given by the Charity
Commlsslon under sectlon 145(5)Ib) of the 2011 Act; and
to state whether particular matters have come to my attention.

My examination was carried out in accordance with the general Oirections given by the Charity
Commission. An examinatlon include5 a review of the accountlng records kept by the charlty and a
comparison of the accounts presented with those records. It also includes conslderation of anv
unusual items or disclosures in the accounts. and seekin8 explanations from you as trustees
concerning any such matters. The procedures undertaken do not provide all the evidence that
would be required in an audit and consequently no opinion is 8iven as to whether the accounts
present a 'true and fair view, and the report is limited to those matters set out in the 5tstement
below.

an employee of thls company. In order to maintain independence, l ¢onfimi that I have not been
Involved In provlslon of the bookkeeping 5ervlte.
l also confirm that as a member of Chartered Institute of Public Finance and Accountancy, l am
subject to the provisions of the FRCS Revised Ethical Standard {20161. This standard has been
applled throughout thls Independent examination.
In connection with my examination, no matter has come to my attention".
