I report on the accounts of The Parish of Malmesbury with Westport & Brokenborough for the vear
ended 31 December 2024. which are set out on pages 9 to 18.

The charitys trustees a￿ responsible for the preparation of the accounts. The charivs trustees
consider that an audit is not required under section 144(2) of the Charities Act 2011 (the 2011 Act)
and that an independent examination is needed. The charivs gross income exceeded £250,(XK) and I
am qualified to undertake the examinatlon by being a qualified member of the ICAEW.

a comparison of the accounts with those records. It also includes consideration of any unusual items
or disclosures in the accounts and seeking explanattons from you as trustees concerning any such

audit and, consequently, no opinion is gven as to whether the accounts present a "true and fair vie

11. Pensio
Malrnesbury Abbey PCC partiapates in the Pension Builder SchemÈ section of CWPF for lay staff. CWPF is
administered by the Church of Engtand Pensions Board. whith hold5 the CWPF assets separately from those of
the Employer arHI other participatlng employers.
CWPF has two sections:
l. the Defined Beneffts Scheme
2. the Pension Builder Stheme, which has two subsertions:
a deferred annuity section known as Pension Builder aassic, and,
a cash balano section known a5 Pension Builder 2014.
Both settions of the Pension Buikler Scheme are dassed as defined benefft scheme
Penslon BuHder Clasgc provides a pension, accumulated from contributions paid and converted Into a deferred
annuity during employment based on tern15 set and reviewed by the Church of England Pensions Board from
time to time. Disryetionary incr&ises may also be added. depending on investment returns and other fartors.
Penslon Bullder2014 is a cash balan￿5￿￿ne that provid&s a lump sum which member5 Use to provide benefits
at retiremenL Pension contributions are recorded in an account for eath member. Discretionary bonuses may
be added before retirement, dependin8 on investment return5 and otherfactors. The accounL plus any bonuse5
dedared ts payable. unreduced. from age 65.

There is no sub4fwision of assets emplows in eath section ofthe Pension Builder Stheme.
The scheme is considered to be a rnulti*rnployer stherne as described in Settion 28 of FRS 102. This is because
it is not possible to attribute the Pension Builder Scheme's assets and liabilities to speclfic employers and means
that contributions are accounted for as rfthe Scherne were a defined contribution scheme. The penslons costs
charged to the SOFA in the year are the contributions payable {2024: £3.736. 2023: £4.741>.
A Wdluation of the Pension Builder Scheme is carried out On￿ every three years. The most recent valuation was
carried out a5 at 31 December 2022.
For the Pension BuildeT aassic section. the valuation revealed a surplus of £34Am on the ongoing assumptions
Used. At the mostrecent annual review effective ljanuary 2025. the Board chose to grant a discretionary bonus
of 6.7% to both pensions not yet in Pa￿￿ent and pensions in payment in respect of Servi￿ prior to April 1997;
and a bonu5 on per￿lOn5 in paymerrt ir* respect of post April 21￿16 service so that the pension inuea5e was 2.7%
(where usually it would be calculated based on inflation up to 15%). This followed improvements in the funding
position over 2024. There is no requirement for deficit payments at the current time.
The next valuation is due a5 at31 December 2025.
For the Pension Builder 2014 section, the valuation revealed a surplus of £85m on the ongolng assumptions
used. There is no requirement for defidt payments at the current time.
The legal structure of the stheme is such that rf ar￿ther employer fails. Malmesbury Abbey PCC could become
responsible for paytng a share of the failed employerfs pension liabiliti
As ts nornial in thurches. the tntstee5 make voluntsry donations to the work of Malmesbury Abbey and St John
the Baptist Brokenborough. The PCC holds the view that ead) tntstee's individual donations and those of PCC
members a5 a whole are tonfidential (and a matter between the PCC mernber and God). and that there 15 no
value in disclosing any detsils of these donations {or those made by spouses and related parties). There is no
specific connection between any individual donation and any policy the PCC has adopted.
