Mae 2022 wedi bod yn flwyddyn o her, newid a chyfuniad.

O ystyried yr heriau parhaus sy’n cael eu cyflwyno i’r ymddiriedolwyr a’r gwirfoddolwyr yn ystod yr interregnum, mae’r Cyngor Ardal Weinidogaeth wedi parhau i ailadeiladu perthnasoedd â’i gynulleidfaoedd a’i gymunedau er mwyn dechrau ateb rhai o’r materion strategol sydd wedi bod yn anodd dod o hyd i atebion tymor hir.

Mae llewyrchus unwaith eto o berthnasoedd cadarnhaol rhwng y cynulleidfaoedd a chael gwared ar “feddwl seilo” wedi rhoi adnewyddiad i bawb ar gyfer y dyfodol a thrwy gydweithio mae cyd-lewyrchu ffydd, gobaith, ymddiriedaeth a llawenydd o fewn yr Ardal Weinidogaeth.

Ar nodyn olaf hoffwn achub ar y cyfle i ddweud bod beth bynnag yr ydych wedi ei wneud i Fro Ardudwy yn ei gyfanrwydd neu i’r eglwys yn eich cymuned leol o fewn Bro Ardudwy yn ystod 2022 wedi bod yn hollbwysig i’n llwyddiant parhaus a’n goroesiad dros y flwyddyn. Yn aml, chi yw’r arwyr di-glod sy’n rhoi mor barod o’ch amser a’ch arian i’r elusen hon i sicrhau ein bod ni yma i barhau â’r gwaith o addoli Duw, tyfu’r Eglwys a charu’r byd. Ar ran yr ymddiriedolwyr diolchaf ichi am eich cefnogaeth ddiwyro a pharhaus tuag at ein gwaith hanfodol.

Welcome from the Chairperson

2022 has been a year of challenge, change and coalescence.

Given the continued challenges being presented to the trustees and volunteers during the interregnum, the Ministry Area Council has continued to rebuild relationships with its own congregations and communities in order to begin answering some of the difficult strategic issues that have proven evasive to finding longer term solutions.

The flourishing once again of positive relationships between the congregations and the removal of “siloed thinking” has provided everyone with a renewal of hope for the future and that by working together there is mutual flourishing of faith, hope, trust and joy within the Ministry Area.

On a final note I would like to like to take the opportunity to say that whatever you have done for Bro Ardudwy as a whole or for the church in your local community within Bro Ardudwy during 2022 you have been crucial to our continued success and survival over the year. You are often the unsung heroes who so readily give your time and money to this charity to ensure we are here to continue the work of worshiping God, growing the Church and loving the world. On behalf of the trustees I thank you for your unwavering and continued support towards our vital work.

STRWYTHUR, LLYWODRAETHU A RHEOLI

Mae'r Eglwys yng Nghymru yn cael ei llywodraethu gan ei Chyfansoddiad, a sefydlwyd o dan adran 13 (1) o Ddeddfau Eglwys Gymreig 1914, fel y'i diwygir o bryd i'w gilydd gan ei Chorff Llywodraethol. Oherwydd newidiadau sefydliadol sydd ar y gweill ar hyn o bryd yn yr Eglwys yng Nghymru, mae gan y CAW yr un pwerau â Chyngor Plwyf Eglwys (CEP) a'r prif wahaniaeth yw maint a chwmpas CAW yn llawer mwy na CPE traddodiadol. Nid yw'r CAW yn gorff corfforaethol. Mae ei gyfansoddiad, ei weithdrefnau a'i bwerau yn cael eu rheoli gan y Cyfansoddiad, sy'n darparu bod yn rhaid i bob aelod, cyn cymryd ei swydd, lofnodi datganiad y bydd ef neu hi yn rhwym i'r Cyfansoddiad.

STRUCTURE, GOVERNANCE AND MANAGEMENT

The Church in Wales is governed by its Constitution, set up under section 13(1) of the Welsh Church Acts 1914, as amended from time to time by its Governing Body. Due to organisational changes currently underway within the Church in Wales the MAC has the same powers as a Parochial Church Council (PCC) with the main difference being the size and coverage of a MAC being much larger than a traditional PCC. The MAC is not a body corporate. Its composition, procedures and powers are regulated by the Constitution, which provides that before assuming office, every member must sign a declaration that he or she will be bound by the Constitution.

The Constitution also provides that the members of the MAC shall be: The Incumbent, Vicars and Assistant Curates; two Church Wardens, one appointed by the Incumbent and one elected at the Annual Vestry Meeting (AVM); up to 25 lay members elected at the AVM, 1 co-opted Secretary and Treasurer (if not already ex-officio or elected); and up to 7 further co-opted members.

The elected MAC members are elected at the Annual Vestry Meeting by the members of the congregation who are on the electoral roll of the Ministry Area. All persons over the age of 18 who attend services and are members of the congregation are encouraged to register on the electoral roll and seek election to the MAC.

AMCANION A GWEITHGAREDDAU

Mae'r Eglwys yng Nghymru yn Dalaith o fewn y Cymun Anglicanaidd ac mae'n ceisio hyrwyddo'r grefydd Gristnogol trwy genhadaeth fyd-eang. Amcanion Cyngor Ardal Weinidogaeth (CAW) yw sicrhau bod bywyd a gwaith yr Eglwys ym Mhlwyf Bro Ardudwy yn helpu i gyflawni'r genhadaeth honno, yn lleol ac yn ehangach.

Mae'r CAW yn ymwybodol o ganllawiau'r Comisiwn Elusennau ar fudd cyhoeddus yn “Hyrwyddo Crefydd er Budd y Cyhoedd” ac mae ganddo sylw iddo wrth weinyddu Ardal Weinidogaeth Bro Ardudwy. Cred y CAW, trwy gyflawni ei gyfrifoldeb i weithio ar y cyd â'r periglor yn yr Ardal Weinidogaeth a chydweithredu ym mhob mater sy'n peri pryder a phwysigrwydd i hyrwyddo cenhadaeth gyfan yr Eglwys, yn fugeiliol, efengylaidd, cymdeithasol ac eciwmenaidd, mae'n darparu budd i'r cyhoedd trwy:

Mae'r CAW yn gyfrifol, ymhlith pethau eraill, am y gyllideb blwyfol a'r holl wariant oddi tani, gofalu a chynnal adeiladwaith yr Eglwys a'r Mynwentydd y mae'n berchen arnynt, ac am unrhyw gamau neu fater arall a gyfeirir ato yn unol â'r Cyfansoddiad, a hefyd y sianel gyfathrebu arferol rhwng plwyfolion ac Esgob yr Esgobaeth.

OBJECTIVES AND ACTIVITIES

The Church in Wales is a Province within the Anglican Communion and seeks to advance the Christian religion through world-wide mission. The Ministry Area Council’s (MAC) objectives are to ensure that Church life and work within the Ministry Area of Bro Ardudwy help to fulfil that mission, both locally and more widely.

The MAC is aware of the Charity Commission's guidance on public benefit in “The Advancement of Religion for the Public Benefit” and have regard to it in their administration of the Ministry Area of Bro Ardudwy. The MAC believes that, by fulfilling its responsibility to work together with the incumbent in the Ministry Area and co-operate in all matters of concern and importance for the promotion of the whole mission of the Church, pastoral, evangelistic, social and ecumenical, it provides a benefit to the public by:

The MAC is responsible, inter alia, for the parochial budget and all expenditure thereunder, the care and maintenance of Church fabric and of the Churchyards it owns, and for any action or other matter referred to it in accordance with the Constitution, and is the normal channel of communication between parishioners and the Diocesan Bishop.

ADOLYGIAD O WEITHGAREDDAU A CHYFLAWNIADAU

Wrth barhau â’r adferiad o’r pandemig COVID-19 yn gynnar yn 2022 ynghyd â’n Harweinydd Ardal Weinidogaeth y Parch Tony Hodges yn dechrau swydd newydd yn Ne Cymru, bu hanner cyntaf y flwyddyn yn her strategol sylweddol ymddiriedolwyr y Cyngor Ardal Weinidogaeth (CAW). Yn ystod rhan olaf 2022 hefyd cawsom ein hwynebu â cholli trist y Parch Pam Odam a fu’n un o hoelion bywyd eglwysig Bro Ardudwy ers degawdau, a theimlwyd ei cholled yn fawr gan gynulleidfaoedd yr Ardal Weinidogaeth a thu hwnt.

Mae’r cyfathrebu a’r cydweithio rhwng y cynulleidfaoedd wedi gwella’n fawr ac mae’n destun gobaith mawr i’r dyfodol ein bod yn gweld gwirfoddolwyr yn helpu mewn gwahanol swyddogaethau mewn gwahanol eglwysi o fewn yr Ardal Weinidogaeth. Roedd y gallu i barhau â chylchgrawn wythnosol Bywyd Bro yn rhy heriol i barhau ond roedd ateb i ddychwelyd i daflenni hysbysu wythnosol gyda myfyrdod ar un ochr yn darparu sianel gyfathrebu wythnosol.

Gyda chadeirydd lleyg yn ei le, mae'r CAW wedi uno ac yn gweithio gyda'i gilydd i ymdrin â materion hirdymor sydd wedi bod yn achosi pryder ymhlith y cynulleidfaoedd. Gyda chymorth swyddogion yr Esgobaeth, mae'r CAW wedi cytuno ar gynllun datblygu eiddo 5 mlynedd mewn ymateb i adroddiad Ezra (sy'n cyfateb i Adroddiad Adeilad Pum Mlynedd wedi'i gostio). Mae’r rhan fwyaf o’r gwaith brys a nodwyd yn adroddiad Ezra wedi’i gwblhau yn y rhan fwyaf o’r eglwysi ond bellach mae gan y CAW gyfeiriad strategol gyda’r hyn y maent yn bwriadu ei gyflawni o fewn y 5 mlynedd nesaf o ran yr adeiladau.

Mae penderfyniadau anodd hefyd wedi'u gwneud gan yr ymddiriedolwyr yn ystod y flwyddyn. Er nad yw’n boblogaidd yn gyffredinol, mae’r gostyngiad mewn gwasanaethau dros fisoedd y gaeaf wedi

REVIEW OF ACTIVITIES AND ACHIEVEMENTS

Whilst continuing the recovery from the COVID19 pandemic in the early parts of 2022 along with our Ministry Area Leader Rev’d Tony Hodges taking up a new post in South Wales, the first half of the year posed a significant strategic challenge to the Ministry Area Council (MAC) trustees. During the latter part of 2022 we were also confronted with the sad lost of Rev’d Pam Odam who had been a stalwart of church life in Bro Ardudwy for decades, her loss was greatly felt by the Ministry Area congregations and beyond.

Communication and co-operation between the congregations has improved greatly and it is a source of great hope for the future that we see volunteers helping in various capacities at different churches within the Ministry Area. The ability to continue with the weekly Bywyd Bro magazine proved too challenging to continue but a solution to revert to weekly notice sheets with a reflection on one side provided a weekly channel of communication.

With a lay-chairperson in place, the MAC have coalesced and are working together to deal with long term issues that have been causing anxiety amongst the congregations. With assistance from Diocesan officers, the MAC have agreed to a 5 year property development plan in response to the Ezra report (the equivalent of a costed Quinquennial Building Report). Most of the urgent works identified in the Ezra report have been completed in most of the churches but the MAC now have a strategic direction with what they aim to achieve within the next 5 years with regard to the buildings.

Difficult decisions have also been made by the trustees over the year. Whilst not universally popular, the reduction in services over the winter months has enabled the trustees to act

Gyda’r Ardal Weinidogaeth yn Interregnum mae’r ymddiriedolwyr a’r cynulleidfaoedd wedi bod yn ddiolchgar iawn i’n Deon Bro y Parch Miriam Beecroft am ei chymorth a’i chefnogaeth barhaus i drefnu gwasanaethau a gwasanaethau achlysurol yn ystod y cyfnod hwn ynghyd â chlerigwyr o ardaloedd eraill yn dod i gynorthwyo gyda chymryd y gwasanaethau. Rhaid sôn hefyd am ddiolchgarwch y CAW ac aelodau’r gynulleidfa i’n harweinwyr addoli lleyg ein hunain yn yr eglwysi sydd hefyd wedi gweithio’n galed iawn i sicrhau bod gwasanaethau Gweddi Foreol yn cael eu cynnal.

Mae gwasanaethau arbennig a gyflawnwyd yn ystod y flwyddyn wedi parhau i ddangos yr angen a’r gwerthfawrogiad o’r hyn y mae Bro Ardudwy yn ei gynnig i gymunedau’r Ardal Weinidogaeth. Mae ffyniant gweithgareddau newydd yn Dewi Sant Abermaw yn cynnig persbectif gwahanol ar ddefnydd adeiladau ynghyd â gwirfoddolwyr o wahanol gynulleidfaoedd yn dod at ei gilydd wedi dangos y gellir trawsnewid pethau mewn ffordd gadarnhaol a deniadol.

Rydym yn frwd ein bod yn dod â 2022 i ben ar sylfaen gadarn y gallwn ddechrau mynd i’r afael â materion yn ymwneud â thwf, ymgysylltu ac aelodaeth yn 2023.

responsibly to not only reduce utility costs after the soring price increases of 2022 but also to attempt to reduce the charity’s environmental impact and make better strategic use of its buildings over the winter months.

With the Ministry Area being in Interregnum the trustees and congregations have been most grateful to our Area Dean Rev’d Miriam Beecroft for her continued assistance and support in arranging services and occasional offices during this time along with the clergy from other areas coming to assist with taking these services. A mention must also be made of the gratitude of the MAC and congregation members to our own lay worship leader volunteers at the churches who have also worked extremely hard to ensure Morning Prayer services are undertaken.

Special services undertaken during the year have continued to show the need and appreciation for what Bro Ardudwy offers to the communities within the Ministry Area. Flourishing of new activities at St David’s Barmouth which offer a different perspective of building use along with volunteers from different congregations coming together have shown that things can be turned around in a positive and engaging way.

We are enthusiastic that we end 2022 on a firm foundation which we can begin tackle issues around growth, engagement and membership in 2023.

Independent Examiner's Report

To the Trustees of Bro Ardudwy Ministry Area

I report to the trustees on my examination of the accounts of the Bro Ardudwy Ministry Area charity for the year ended 31[st] December 2022.

Respective responsibilities of Trustees and Examiner

The Ministry Area Council members of the Ministry Area of Bro Ardudwy (henceforth referred to as the MAC) as trustees are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ("the Act").

I report in respect of my examination of the charities accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
