Since 1 January 2012, when h became a parish in its own rvJhL St Patric￿$ has been wverned by a Parochial
Church Council IPCC). This is registered wth the Charity ComMiss￿n as The Parochial Church Council of the
Ecclesiastical Parish of Sl Patrick, Wallington, with a worknng name of St Patrick's Church, Wallinglon (Registration
number 1146095). This is a corporate body estatAished by the Church of England. All PCC members are Trustees
and are ojverned by the Parochial Church c￿n¢11 Powers Measure (19561 a5 am8nd￿, the Church Representall(
Rules. Charity Law and the requirements of the Charity Commiss￿.
The method ofappointrnenl of PCC members is g)vemed by. set out in, the Church Repre5enlatlon Rules. PCC
members are elected1 by those on the Electoral Rdl who attend the Annual Parochial Church Meeting {APCM} for a
lemi of up to three years and Cantr￿1 serve for more than six years ¥￿thOut a t*eak. Al reS￿lar church allendees ar8
encouraged to regist￿ on the Electoral Rdl and sland for eleCt￿)n to the PCC. Training is given to PCC membors on
an ad basis. No training was I￿luded in the 2023 meetings. Safeguarding off￿erS receive training from th8
dlocese.
The PCC met 10 Ilmes durlng the year. The Standing Commhtee res(Ived a number of issues by email. During the
year the PC&appolnled subgroups met to deal wlth fInar￿e. propwty. miss￿n. evangelism, staffing and centre
management.
The PCC awes a iyjdget, bjt the day4othy management of Ihe Ixjdget b delegated to the budget holders (the
Vicar, Churchwardens, Sile Warden arKI pth staffl. In ￿dIlkIn, many of the church groups manage their own
activities on the understanding that the only subsidy they receive from the PGC Is free use of the church and oentre
fa¢ilities. The Wicar Ss reSp￿S[ble for the stru¢luTr and ￿ntent of ¢hur¢h services bLrt seeks input from Ihe PCC
where appropriale.
TTr￿ WThr and PCC are aware of the Charity Commiss￿￿ guidarte on public benefit and believe that the &tivities
of St Patrick's. as outlined in Ihis rewrL we meeting those requirements.
Al the end of 2023, there were 193 peO￿e on the Church Electoral Roll" 40 were resldent in the Parish and 153 were
not resident.

W& hold a number of publlc worship services of various types to enable as many people as possible to attend. On
Sundays we have two eady morning (x)mmunion servkes a month and w*Wy, wel￿attended. seNices in the morning
with children's activities. A more informal 'Lrfefime' gerv1￿ Is held In the evenlrMJ. We contlnued the live streaming
of the 10.30am service which we started at the beginning of'loGkdown'. During the year we slarted a once a month
3pm service on a Sunday of a rn0￿ tradltk)nal ffflnat (hymns and Iliurgyl to serve those who find the morning service
too modern.
Anyone who attends Sl Patrick's a150 has the opp(Klunity io joln a Fk)me Group. These are small Bllje study gr￿p$.
mosl of which meet weekly {durirrfJ twn time) in someone's IM)me. There are gn)up5 meeting on several days of the
week at various times. Members enjoy meeting socially, supp(xting each otlw and sharing the Bible and prayer lim&
together.
Sl Patrlck's Is a thriving and sociable place to come to wilh services arKI activities, when possible, lo sutt peO￿e of
all ages and backgrounds.
The PCC is graleftjl for th8 vlial contritrmjtion made by vcdunteers in many aspocts of church lrfe as well as the
considerable adaptabl5￿ atxl innovation shown by the staff.
In a(xordance with Chrlstlan beliefs the PCC donated £￿.881 (2022.. £45.￿1} during the year to regular charitable
and missionary cause8 plus £129.OCrf) to Open Doors In payment of the Syo Thanks Tithe raised through the donations
to CenlreFoTward. St Patrick's also sUpp￿d the Sutton Foc*J Bank and Home-slart.

The PCC received le￿hing durrng the year on fhe Sym￿$ proposals for thurches to offw prayoTS of blessing for
ouples in same•sex relationship5. Da¥KJ explained the siiuation in depth and falrly represented both sides of th&
disoussion - those in favour of Prayers of Love and Faith (PLF) and those against it. As a church based on Bible
leaching the PCC were not in agreemerrt ￿ the txoposals wrote to BislKJP Christopher explaining their
dissentK)n. The PCC were also CO[￿erned that the annual Parish Hedge paid by St Patrh*'s to dKwe could be
used to fijrther non4)iblical prdctices. After discussion with the Archdeacon it wa5 resolv&J lo make a pledge of
£99.876 to the dioGese but to ask that this be used to ￿Ver (xY6ts to Ihe diocese of supportlng ministry at St
Patrick's {£86,3(K)) and the remainder of £13,576 be used to sUpp[￿t a poorer parish with the same attltude lo PLF
as Sl Patsk's. 11 was suggested that Clyist cl￿rCh, Sutton was such a thurch and the PCC agreed to support them.
The PCC spent time consldering the staffing situatknn at St Paiylcvs and trted throughout year to recrufc staff to

During 2023, we launched a refreshed vtsion for evangelism a slrdtAire of 'fvlaking JESUS known- In everythlng
we do.. We used this phrase, ir￿reaSing1Y, lo emI￿d its farnili3rity across the church family. More importanty tIK)ugh,
we c￿ntinued lo wor1( towards that phrase being true in praclK* with new and existing actwilEs having a dear gospel
content and1￿ commitment to polnt people to othw St Patrid¢s &tivtties where the g)sp81 would be heard.
In addltlon lo our &Jnday activities and Easter aThJ Christmas seNThs, partI￿lar events were the Easter Egg Hunt,

Four members of St Patrick's visited Pro Deo Church in March to see whal Is happening there and to re-ignlte
St Palrith's partnerlng them. On their retum. they gave an update to the church. There has been no rec6nt

project i.e. The Leadership and Talent Centre for Kenya's Street Youth led by Pastor Joshua.
Danny was tho Mission Gift Day Speaker on 11th June after wh￿h he joined WMT and Invlied gL￿ts for a meal
hosted by Elaine Keller. They were jolr￿d by Ginny Drake. another mission pwtner y￿th Operatlon Mobilisation,
who had partI￿pated in the seTvKe ￿rfOrMIr￿j her song with the chikjren.

We were happy lo meet with Joe and Rthel Clarke arKI famity at the Open Day at Joe's parents. home on a sunny

ministry at the unwersity to church planting in Coimbra. With the suptth and encouragement of Crosslinks, Joe wll

New members of the WMT are needed to extend the representation of age and background.
Pastoral Care
Throughout 2023 th￿e have been a number of ways that hdp has been avallable to those who needed pastoral
support. Homegroups have been It￿ main veh￿Ie for people to ￿1Ve pastor￿ care and SuThJay servlces have
b80n the b8St lime to talk lo So[T￿One and receive prayer.
As In previous years, much of the mhyweek pastoral support ha5 gone on behind the scenes. The steff team and the
office have played an imsx)rtant role in paslordl care. DedKat8d indivKluals and church groups have demonstrated
the love of Jesu8 in a multitude of way5. Spiritualty. many who have been facing difficult times have been encouraged
through prayer, FK)spital or home visits, a chat over L￿ffee, a phone c*ll. a timely WhalsApp message or goiw for a
walk togelher. Practical support has induded.. shopplng for essentials; o)Ilecting prescriptions,. cooking a meal or
accompanying someone to Imp￿￿nI medical or beneffts appointments.
The pastoral coordination team met togeth￿three times in the year. Items onthe agenda Included home communlon..
prayer chain,. coordination of trdnsport," and signposliivJ to rdevant (*ganlsatlons for practical help. A small
sub-group from the team also met in Juty to share some of the spectfic needs of individuals in the church famlly and

In November11 was decided to T8vlew the Buddy Scheme that was set up duriro the pandem￿. Potential vclunteer5,
plus those who were previously on the list as Buddies. were asked rf they would like to get together over coffee
an informal discussion about thè future of the Buddy Scheme. The Pastoral Cc¥)rdinalion Team met in December lo
plan for thi8. A date was set for January and dl who exwess&J an interest were invited to allend.
Transport continues to be a problem for some. A swker was Invit￿ from TFL lo come alorwJ to LUr￿h Club in July
whlch proved lo be a helpful q)portunity for people to have their questions answered.

been a place of support for so many mumS1￿8(S and little ones over many years. We were also very gralefvl for
t￿se who have served in the group over Ihe years- wh8ther boking after the children. setting out th8 toys. making

At the beginniTrJ of September, we launch￿ 'Stay and on Mondays using the centre. We have a range of toys
out each week, craft activities, a Bible story arml song, nursery rhymes, ￿ffee and homemade cakes. The numbers
have grown steadily. arKI we are seeing new par￿￿1¢arers and ther chldren each week.
Also in September, Monday Madness mov￿1 to a Tuesday and became SPLAT {St patr￿￿8 Loves A Tu8sdayl wth
a slightly later time. The chango in day has resulted in r￿W thildren Jolnlng us. We avera￿ around 11 children each
sessk)n. We have18arnl som6 new games t￿1 'shoe bomb. and 'SPLAT remaln favourites. We continue lo take
Ilme each session to think about Jesus.

AJI the children's groups continue to grow.
In September ￿ Introduced a teaching plan cowing all the ¢hlklren'$ ￿Ups. Last term we all covered: 'Who
God?. and a Blbye overview.
We started in Septembw vlth ttwee weeks of Gospel Rock meeting altogether. Whdst the chiklren enjoyed the blg
group it was also good to revert to wr nornid grwp pattem. We wll tKJld an 'AII Togetherf group once each term.
We continue to mL8s Martln Rowlands who spent so many years serving in (xjr thildren's groups- In both Junior arKI
Senior Gospel Rock. He was such a blessiry to us and lo the children. We have a wonderful team of volunte6rs lo
supwrt the gr(KJp3" Wrthwt them the ￿0up5 would not b8 able to function.
In Oct0t￿ we hdd the first of what will be a haW4wmly prayer meeting for 811 our work vrith children and young
people. It was a great tlme of prayer that has reaty supp)rted ev8rythirrfJ w8 hav8 done in our ￿p8 over the temi.
Youth work. FROG (y￿ 7 to Yoar 9) and 4:Tw¢lv¢ (Year 10 lo Year 131
FROG meet to study the Bible during the 10".30 service each Sunday and also have socials each half term. In 2023
wefollowed along with the sermon series most of the year and switched in Septemborto studying the samè topics
as th8 children'5 groups. 4:Twelve meet lo hang oul aNJ sw the Bib￿ after LifeTime on Sunday evenings, as well
as enloylng scctals every half term. In September. we exparKled the Bible study section on Sunday nuhts, followng
a move away from haviro a mithveek Bible study. We are thankfvl that Ihi8 charrfde has b8en positively received, an(1
the group is engaged in the Bible as well as the games!
We ￿e seelng the ycNJr@ people in b4)th ￿0upS grow in kr￿ of the BINe, of what God Is like, and of what it
means to follow Jesus. We are praylng that young peoF4e would use what Ih8y leam tr) help them decide ￿ether to
follow Jesus for themSe￿es, Independenty of the faith of their parents.

It has been a joy lo see the young peO￿e having fun 2nd ￿lId1r￿￿ friendships. We hoFe that having a of friends
at church will 8ncourdge young people who are followThJ Jesus to feel that they are not alone and there olhers

The Cubs and Beaver5 returned to St Patrick's for tt￿1r th)nday eveniro meobros at the starl of Ihe Autumn
temi. The Scouts continue to meel al Crusader Hall. Nick Devlne has ret￿￿ arnl our new Group Scout Leader

'If Prison Walls Could Speak,. This was a gritty one-man slknv brought by Artl&ss Theatre Company using lights
and minimal props lo bring us the true slory of Petr Jasek. a Czech nationa and Christian Aid worker who was
imprisoned in Sudan for his work assisting the ￿rsecUted thurch. This was a well-attended ￿ent.

Palrid('s when the CentreFofward proiecl was in the planning W{￿ess. He was pleased to se8 the finished results

On 24 Decembw we hdd th8 Children's C￿1 Serv￿ in a packed churth. St Patrick's children narrated and acted
out the NatNIty story beautrfully wth a church full of angels. shepherds knngs around Mary, Joseph and their
baby in the mangor. lan Clarke and Maggie Watson led a Sl Patrick's Orchestra atthis Servi￿ and 27 keen musicians
(over hair of them children) played Christmas iuneg before the service and then played for all the carols, our singing
led by an enthusiastic Ghoir of six adults and two chiidreft. Through the Naltvrfy, caro￿. and sketches we heard about
flnding happiness that il is for evwone. thr(xJgh Jesus, because he t*irKJs us back lo God. Christmas Eve ended
th the peace of the Midnight CornmuDK)n Service.

The PCC dosed the construcllon phase of the project In folkhvlng the successful compktion of the new centre.
The building Is now fully operatlonal and Is belng used by an)und 300 adults, young people and chlldren each week.
The Centre Management Group. comwsing the Iwo thurchwardens and two others, had oversight of the runnlng of
the church and ¢entre bulldlngs durlng 2023. Th19 arrangement wlll (x)ntlnue Into 2024 pendlng the appointsnenl of a
Church Operations Manager. The new maln entrance was u)mpleted SLJ¢cessfulty Apr51 and is now in use.
The PCC dosed the project In Apdl 2Q23 and ￿1ved Ihe CentreFoward Firon¢lal Closure ￿pOrt In February 2024.

The new Centre
The outturn cost of the buildlng contract with Hysiar ConsiructK¥n was £2,425,960 whlch was an excess of
£109,791 over Ihe contracted sum of£2.316.169 {+4.74%1. There was a wJvision in the contract for an extra
£93.000 to be paij in the event of increases in the (x)sl of raw materials (luring the ￿lId. The builders charged
£92,647 under this provision. This accounted for the bulk of the increase in mon￿5 paid. The PCC was aware of
thls potential liability when it agreed to the placing of a contract wth Hystar in July 2021, and it was included in the
CenlreForwar(I budgeL
The remaining excess of £17,145 YRS a combination of additional experKlthre for items not induded in the contr￿1
belw partialty offset by reduoed outknm ¢y)sts.
The chur¢h relalned £36.430 In the event of mak*faults in Ihe tNJlkling that the builders did not rectify salisfa¢torily.
We released thls payment in November. All rewlar donations to CentreFotward ceased at the end of Novemb8r,
as planned. and by then a temporary cash loan from a church member had t￿en paid back in ￿11.
The now main entrance
The provlslonal budget of the new entrance VRS £54,iJxI. It was Contr￿ for with Hystar Separate￿ from tho
building of Ihe Centre. The outturn ￿ntractUal payment was £78.205 an Ir￿Se of £24.205 {44.8¥0) oveT the
original fore&qst. The Increase was due lo several factors. These includ&l floor levelling work lakiro much longer
than expected due trj the thickness of concrete that had to removed. ￿r￿al increases In the cost of materlals
particularly Ihe Ik)DT tile5, and the original bespoke door SUppl￿r (xrt of bUsI￿$S. The speciallst door supplier
the builder eventually engaged charged a significandy higher prKx.
Overall Flnanclal positlon at project closure
The comblned cost ofthe centre the new enlrance was £2.504,165. rising to £3,036.919 after addlng pre-
contract, costs, frtting-()Ut costs and other vari(xJs noTr£￿traCtual costs. Funding lotalled £3.037,877 teaving a
small nel Surplus of£958. Through God's ￿ we have both 2 new bullding and new church &ntrarK* that have
been paid for in full wlih no debt ￿maInIng.
Extra to the fundlng th8 buikling, we also donated £129,1)00 to Open Dwrs and £1,080 to Toilet Twinning by
means of a tlthe that many peopl8 agr8&J to when making th8ir donations. Praise lh& Lordl
Cenlre Lettlngs
The rw centre has already proved to be an asset lo the church a￿1 the local communty. Despite its qU￿t location.
interest In the ￿ntre ha$ been high. with visitors commenting on the attracliye environment and wami atrn0$phe￿.
Long terni hirers who used the church during the period (rf th8 build continue to use new fa￿litIeS available.
New hirers have joinad us including Photocraft Camwa Club, Sue B Fitnoss Classes arKI Art for Life. Wo also had
a steady increase in the numbar of onfroff t￿kin￿ from I￿al busirtress8s and groups such as the London
Borough of Sutton, JACE Training, residential propty management meeti￿S aThJ prrvale parties. We support 81X
unrfornied organisations (Rainbows. Brown￿ pth. Guides, Beavers and Cubs) who receive use of the Big
Space free of char￿. In add￿KIn. we have supported Hom&Siart Sutton and MISS￿ Partner International Needs
by offering space fundraising evenls. In(￿me genwaled in 2023 by regular hirets vms £14.600 and occasional
hirers was £9,980.

Contre Drop￿Tr9
The c8nlre is open every Tuesday and Thursday momlro for people lo drop in for a coffee or other drink. Some
people come to talk arKI other5 to w(xk in a quiet envlronment. No charge mado for the drinks but visitors are
able lo make a donatK)n if they wish.
Rlsk manag￿ent
The PCC have r8Vi8wed the main risks lo ￿lch the charity is expos￿1 and have sought to manage the risks where
possible. Financial risk is mitigated by th8 continuing practice of keeping rese￿eS of three months of staffing cos18
and Iwo month8 of other expenses.
Al the beginning of 2023 new risk assessments for church run groups were pul in place to take Into account their
new location in the church centre. Safer recruitsnent was carr￿d wt on new staff and group leaders and helpers
working with thildren and vulnerable adults. The poI￿leS a Safer Chur¢h aThJ Responding lo Domest￿ Abusè
w8r8 reviewod and agreed al the PCC'S September meeting.
A full Ilre rtsk assessrnenl of the thurch and centre was caTried ￿t In November 2022 by an extemal gpecialisl
company. New fire e￿1 signage was installed and extinwishers added lo the thurch when the new church main
entrance opened in April 2023. Two fre safety and awdreness training sessM)ns took pl￿ in February and March
and a total of 38 people were trained including staff, duty wd8ns. sknards and gri)up ￿derS and helpers.
Emergen¢y I.￿11n9 and fire alarm testing was carried out W￿￿y. Al other safely checks such as alami
malnler)ance. lighting conductor test. aThJ bjiler and lift servw etc were (xrried out by a(xredited LX)mpanies.
Th8 Sl Patr￿k'S Lunch Club received a fiv8•Star EHO ratlw In Jatwary 2023 and f￿Jr people completed their Food
Hygiene training in February 2023.
Followng a cake sale and a ￿ant from Sutton c￿n￿l'S F￿bI￿ Realm FU￿1, a defibrillator was purchased and
installed in 8trtum In March I￿23.
In July 2023 we recewed a visil from Ecclesiasl￿l Insura￿. The purpose of the vislt vrds to cary out a full
inspection of the church, centre and wunds arKJ revdue the buikling further lo the new centre being built. There
were two matters outstandiro followiro Ihe inspectN)n, and actK)ns have been taken to resolve both issues.

had been delayed to seven yews because of COVID arKI CentreFoMard>. ConsideriTrJ the delay in the church
beirKJ inspected. we were pleased to read that there wwe no immediate issues lo rectify. We have woduced a to-
do Ilst with wcfks in priority iyder aTKI pLqn to address them during the t)￿lSe of 2024 and WoTrJ.
Following ¢onsultation with E(￿eSIast￿8l Insurance, we 58ek to redu(¥ risk of hiring <xrt the centre., exlemal
users are bound by CAJr hiring terms arKI ¢onditK)ns encompass a wNJe ran￿ of requirements to reduce risk
from acllvities as diverse 2$ t￿nCY ¢osles to the use of deep fat fryers. Monthly Health & Safety walkarounds of
the church, centre and grounds began in April 2023. Hazards issues not￿1 were r8solved via a WhatsApp

and links as decided by the Mission Team. Designated funds. mainly the 10QA tmhe donated lo mission work, are
those whlch were unrestricte(I, bul the PCC have set them asKJe for a specbfk purpose. The declsk)n to deslgnate

The financtal statements show that our unrestricted fvnds at end of the year were £149.08612022: £157,841},
