STRUCTURE, GOVERNANCE AND MANAGEMENT OF THE ASSOCIATION
Confederation of Bangladeshl Organls8tions, a community and voluntary organisalion, was flrsl established
in 1985 under a constitutional document as an umbrella for Bangladeshi Organisations In the Metropolitan
Borough of Sandwell to provlde 8 collectlV8 voice for communicating community need and provlding
representation. In Aprll 1993 the organlsation became a registered charity. On 14 July 2011. the organisation
formed a company known 8s Confederation of Bangladeshi Organisations (CBO} Limited {'CBO'). On 1 April
2012, operations comrnenced through this Llmited Company.
The Charlty Is governed by ils Memorandum and Articles of Associatlon.
OBJECTIVES
To promote the benefit of the inhabitants of Sandwell, with particular attention to a¢¢ommodatlng the
charitable needs of individuals of Bangladeshl descent, by:
a) Advancing education;
b> Rellevlng need, hardship and distress,. and
c) Relieving or preventing povety
To promote for the beneflt of the Inhabitants of Sandw811 and the surrounding area the provision of
facilities for recreation or other lelsure time occupation of indlvlduals who havè need ol such f8cllltles
by reason of théir youth, a9e, infirmity or disablement, financial hardship or social and economic
¢ircumstances or for the public at large in th8 interests of social welfare and with the objoct of
improving th8 condition of life of the said inhabiiants.
To develop the capaclty and skllls of the members of the socially disadvantaged Community of the
Borough of Sandwell Sn such a way that they are better able identlfy and help meet thelr heeds and
to participato more fully society,,
To promote such other charitable pU￿oseS as ar6 excluslvely charltable under the laws of England
and Wales as may be determined by the truslees.
ACHIEVEMENTS AND PERFORMANCE
Key achlevements 2023-2024
CBO 1$ continulng to provlde the vllal servlces to our communities in the current dlfficult and competitive
environm6nt faced with many challenges including funding and rise in demand and expectations. We are
also very proud of our one stop shop holistlc approach aiming to provlde a wraparound service f¢r famili8S.
As well as providlng physical space and resources as a ¢ommunlty hub.
The Confederation of Bangladeshi Organisatlons Is all about maklng sure people receive great services,
rneeting community n88ds and h81ping people lo achieve their aspirations. W8 will build upon our tra¢k record
and learn as we go sometlmes w8 need lo innovate and come up wilh new solulion8, at other times tried
and tested methods wlll continue to be 8mployed. Our aspiratlon is to grow and dlverskfy $ervice5- to build
our expertlse, develop our community reach and to expand our services lo the benefit of Ihe people and

CBO recognises there are challenging times ahead for voluntary and community organisations end
at the same time demand on our services are increasing and avallabillty of funding and r6sources
are reducing. Working in partnership with key p2rtf]ers and stakeholders Including Sandwèll MBC,
CBO is developing a self-sustainabilily strategy and we are pleased to secure planning approval to
develop the land at the re8r of Greels Green Resource Centre and once developed It will generate
sustalnable regu18r income for CBO which will be re-invested back into the communlty for charitable
purposes.
Communlty As$el Transfer
In recognition of CBQ'S achievements and meeting Sandwell Council's corporate obJective plan we
are very dellghted wlth the oenerosity of Sandwell Council to award CBO a 99 year lease of Greets
Green Resour¢es Cenlre and surrounding lands on a renl free basis.
Sandwell Council is one of our key partner and stakeholder and CBO will continuè to d8v8lop Ènd
enhance partnership working to beneflt the local residents.
Embedded Improvgd IT Infrastructure
Successfully secured 8dditional extemal funding to irnprove and enhance the existing IT
infrastructure at CBO whlch enabled our staff to support our clients rernolely as well as able to deliver
services from outreach vantur8S.
Improved outdoor facllltles
Gre8ts Green Resources Centre is able to offer a wide range of outdoor sporting and recreational
facililies for all sections of the community including: Children play area, MUGA (Multi-use Games
Are8), Outdoor gym and communty garden arèa where people can grow Iheir own vegetablos and
socialise.
Bulldlng Brlghter Futures (BBF}- 5 years funding from The National Lottery Communlty Fund
Succ8ssfully delivered the 4th year of the BBF project. The aim of the project is to bring isolated
BME Gommunilies together and build strong reL4lionships in and 8cro88 comrnunitSes. Activities
provided range from social. r8crealional, health acttvities to advice, training and focused
inteNentlons offering a holistic approach.

Fo¢using on welfare to work our multl- dls¢lpline team support most vulnerable and hard to reach
famllies to ensure they are supported to secure their entltlement and those able lo work are
supported to improve skills and Uliimately take control of their lives through securing employmenl so
take positive steps out of the Cycle of deprivations.
Our advice team secured £1,2m in confirmed benefrts this equates to an £18 Increase in income lor
local resldents for each £1 of funding. Due to our poslllve reputation in the communlty w6 are seelng
clients from diverse backgrounds and only 420/0 are from Bangladeshi origin.
Looking ahead the biggesl challenge will be the impact of the cost.of.living ¢risis in particular those
are already Sn poverty will be worse off. We will be working with key partners and stakeholder lo
support local residents. 8udgeting and supporting clients lo be more resillent will enable us lo
overcome the challenges.
Green Garden Communlty Nursery
Our Nurs8ry provision k8 growing from strenglh lo strength, New Nursery provisions Is anolher
success of CBO'S ability to diversfy and meet the changing demand and needs of the local
comrnunlty. Green Garden Nursery is registered with OFSTED and providing addltlonal serV￿&S
complimenting th8 8XlSting GGRC servSces. As well as meeting the growlng need our Nursery is
generating income whlch Is re-lnvested in delivering our oore servlces.

The Confederations of Bangladeshl Organlsatlons Is commltted to sustalnable development and
management practices to support and enhance our activiti8s and ideas in all areas of our organisation. We
will ensure reserve management is an integral part of our decision making processes.
Our policy is lo mainlain free reserves of beikneen 3 and 6 months of unrestricted expendltura. The balance
8t 31 M8r¢h 2024 of unrestricted reserves was £58.371 which is in line with the policy.
To achieve this policy we will adopt a struclured managemenl approach to minimise adverse outGomes in all
our actlvitles. particularly in safeguar(Jing the well being of our organisation. We will identify and take
advantage of opportunlties as well as minimising adverse effects.

of Bangladeshi Organisatlons.

BBF compliments the exysting 8eNlceg al the Greets Green Resource Centre and cre8te a 'one-stop
shop, for the diverse community. The aims ofthè project are to bring isolated BME communitres logether
and bulld strong relationships in and across communities. Activities provided range from soclal,
recrealional, health activities to advi￿, training and focused intervenfjons offering a holistic approach.

Brldges - in partnershlp with Sandwell Consortium and Steps to Work and jointly funded by European

15. RELATED PARTI TRANSACTIONS
Durlng the year, some land was purchased by the charity with the inlenlion to develop from Mr
Shabud Ullah. the Chief executive officer. This was purchased at market value, and due diligence was
carrled out following advice from the solicitor.
