Ernpha51s of matter
Durln8 the 2018 and 2019 years ends the Charity was subject to an investlgati¢n by the Charities Commlssion
and a full compllanGe check carrled out. The Charltles Commlsslon provlded an action plan for the charity to
implement and the case wa5 closed wlth a satisfactory outeome on 19 November 2019.
In subsequent years the cllents record keepln8 h05 improved and there Is on5y a Ilmltation of Scope when
providin8 sufficient èvldence for our •xamln4tlon, in relation to cash expenditure recorded.
The client also has a shop whi¢h is run under the name of 'Carmarthen Free Book￿. whlch produces its own
indepèndently examined accounts. The informatlon contained in these account5 ha5 been included in the
charlties accounts as a net income less expenditure value fdthor than a full consolldatlon.

responslbllltles of accounts. The chariWs trustees consider that an audit is not required
trust•os and oxarnlner for this year under section 144 of the Charities Act 2011 (the
Charities Act) and that an independent examination is needed.
It is my responsibility to:
examlne the accounts under section 145 of the charits.os Act,
to follow the procedures laid down in the general Directions given
by the Charity Commission (under section 145(5)(b) of the
Charities Act, and
to state whether particular matters have come to my altention.

exarnlner's stalernent Directions given by the Charity Commission. An examinatlon
includes a review of the accounting r8cords kept by the charlty and a
