The Trustees are pleased to present their annual Directors Report together with the financial statements of the charity for the
year ended 30 November 2024, which are also prepared lo meet the requirements for a Directors, Report and accounts for
Companies Act purposes.
The financtal statements comply with the Charities Act 201 l. the Companics Act 2006, the Memorandum and Articles of
Association and Accounting and Reporting by Charities. Statement of Recommended Pra¢ti¢e applicable to charities preparing
their accounts in accordan¢e with the Financial Reporting Stsndard applicable in the UK and Republic of Ireland (FRS102).

The Chair is pleased to deliver this report and to mak¢ the following observations on behalf of the TNstees.
Firstly, we thank all our Members, Associate4 Volunteers. Marshals, Instructors: Pathfinder Students, Trustees and extemal
SUPFX)rters of the Charity for their continuing and unstinting work towards fLElfilling the Charity's aims despite the challenges

We continue to operate ellha￿¢￿ safe working practices for all attendees at our events, which includes the use of an
autotnated. nOn-￿ntaCt signing-in process.
To enable the Charity to continue its work and to provide bursaries. sutplus funds have been tranSfe￿¢d from its trading
subsidiaries. The challenge of finding suitable and affordable locations in which to run our events continues to be demanding
dlte to commercial pressures and restrictions, especially on military establishments in these uncertain times.
The Charity's collaboration arrangement with University College London (UCL) to explore how young drivers manage high-
risk driving scenarios has continued. This joint research and educational projecL thai started in 2022, has enabled the UCL
fram to create Virtual Reality scenarios. which have ￿en int¢gra*d into ihe mobile simulator of their Intelligent Mobility lab.
The simulator continues to be deployed to b)th Car Club and Pathfinder events. with structured and practical pre-licence
novi¢e driver development training sessions, to collect and analyse data (from eye tracking and input devices) from young
drivers including the simulated impairment effects through beer and drug goggles. Over 400 participants have already taken
part in the research study and this will be extended during 202).
Our surveys of past Pathfinder students and Car Club members now cover young drivers from over 25 yrars (the participants
in the first survey in 2006 reached back as far as 1995) and reinforce our contention that carefull), designed and delivered pre-
licence driver education delivers substantial benefits. The aggregate reportable collision rate of our students is l in 19 (across
all surve)'s) which compares very favourably with their peers who. on statistics, continue to experience a rate of l in 4.5.
With over 2,100 students now having taking part. we can assert that Pathfinder alone has saved around 421 reportable
collisions since its commen¢¢men¢ in 2008. Ai an average cost of around £150.000 (all collision4 all severities) Ihat is a
saving of more than £63 million F()unds delivered from a volunteer run programme. The project would not be possible without
the ongoing practical and financial support we receive from public bodies: support which means no child has ever been refused
a place on Pathfinder, regardless of their cir¢umslances.

The Charity has again exhibited at the Road Safety GB National Conference and also again at First Car's Young Driver Focus
ai the RAC Club in Pall Mall. We will continue to invest in extending awareness of what we do whilst raising our visibility to
Government, public and road safety bodies and to the general public.

Our Purpo$es and Activities
The Charity's objectives and principal activities are restricted to the promotion of road safety for the benefit of the public and.
in particular, young people. Funding comes from member subscriptions, donations, charitable gifts and grants.
Publie B¢n¢fit
The Trustees have continued working with the community through the use of safer driving initiatives for young people. The
Trustees confimi that they have complied with their duties under section 17{5) of the 2011 Charity Act with regard to public
benefit.
Particular actions this year include-.
Provision of 36 events by The Under 17 Car Club Limited to around 230 participating drivers. the same number of
events as in 2023 but with slightly fewer members.
Provision of ten 'Pathfinder" Courses with students drdwn primarily from Gloucestershire. Herefordshire,
Leicestershire, Shropshire, Worcestershire and Yorkshire with 283 students of whom 95Yo received a bursary from
the PCCS or the Trust with around IO% receiving their place at no cost. Loan vehicles were made available tr)
participants to enhance le1￿]Ing and &ssg¢iate supporters were provided tr) a number of students;
Fully funded by the TnJsL a further 20 SEND students attended an event at Brookfield School in Reading which
delivered the clagsn)om elements of Pathfinder along with practical experience of simulated driving while impaired
through alcohol or drugs.
Provision of bursaries totalling £6,525 to students who would otherwise be unable t() take advantage of the road
safety education we provide.
Provision of 35 places on skid pan wurses and 19 places on First Responder First Aid courses subsidised by the

our individual and wllective charitable objectives. including the expansion of our Pathfinder Programme to
accommodate increasing numbers of students"
This year we were again able to hold our annual charity fundraising event for the Teenage Cancer Trust. the charity
chosen by our Driving Members. and we donated £8,120 to Tcf in 2024, taking our overall total to almost £130,120
since2013'
The work of the Trust was further enhanced in 2024 through the extensive involvement of DHL who provided
insights to the safety around articulated heavy goods vehi¢les at 8 events and by the Intelligent Mobility Lab at
University College London. We were also invited to DHL'S Driver of the Year event where we were able to bring the
work of the Trust to the attention of all their attendees as well as provide demonstration drives by our past sludents
and instNctors. We were also presented with a donation of £1,000 from DHL for the Trust.

Achievemtnts and Performance
The Trust has continued to deliver pre-licence training events with improvement in all areas - 2,443 attendances (down by 397
on 20231 and 970 instruction sessions (down by 150 on 2023) at The Under 17 Car Club and 1,415 attendances at Pathfinder
Events (up by 165 on 2023) and around 2,900 instruction sessions, including the school events. delivered lup by only 20 on
2023 due Èo less school events).

The Trustees acknowledge the assistance given to the Charity by the m8ny volunteers who assist in the organisation of

Flnancial Review
The 2ttaeh¢d financial statements show the current sta* of the finances. The company had ftet incoming resources during the
year of £38,045. The company's r¢venue general fund balance is a balance of £29.725 at 30 November 2024 (2023: £62.415).
The company's deficit for the year totalled £25,075 (2023- Deficit £l1,277}.
The Charity wholly owns two subsidiaries whose trading results are shown on page 13 note 8 to these accounts, along with a
non-trading subsidiary.
The Board of Trustees considers the current state of the company'5 finance5 to be sound.

Reserves Polic
It is the policy of the Trustes to build up and m&intain unrestricted reserves of at least £35,000.
As at 31 March 2025. the unrestricted reserves stood at £29.725. which is £5,275 below the target level set out in the reserves
policy. This shortfall is the result of a large one off donation to UCL {£1 0,000). The trustees are aware of the importance of
rebuilding reserves and are taking steps to restore them trj the target level.
Plans for th Future
It is the intention of the Trustees to continue to maintsin and develop the work of both the Under 17 Car Club Limited and
Ul 7 Drivers Pathfinder Limited.

The organisation is a charitable company limited by guarantee, not having a share Capital and having obtained exemption to
dispense with the word limited as part of the company name. The company was incorwrnted on 14 November 2011,
registered as a charity on 6 De¢ember 2011 and commenced its charitable activities on 13 April 2012.
The company was established under a Memorandum of Association which established the objectives and powers of the
charitable company and is govemed under its Articles of Association. In the event of the company being wound up. members
are required to wntribute an amount not exceeding £10.

The Under 17 Car Club Charitable Trust has a board of eight Trustees. They meet on a regular basis to review current issues
and at these meetings decisions con¢erning the running of the Charity are made. A full record of all meetings is kept.

Accounting Policies
The principal accounting Folicies are summarised below. The accounting rM)licies have been applied consistently throughout
the period.
a) Basis of Preparation
The financial statements have been in accordance with the Accounting and Reporling by Charities. Statement of
Recommended Pra¢ti¢e applicable to charities preparing their accounts in accordance with the Financial Reporting
Standard applicable in the UK and Republic of Ireland (FRS102) (effective l January 2019) - (Charities SORP
(FRS102)), The Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) and the Companies
A¢t 2006. Assets and liabilities ar¢ initially recognised at historical cost or transaction value unless otherwise stated in the
relevant accounting poli¢). note(s).
The Under 17 Car Club Charitable Trust meets the definition of a public benefit entity under FRSIO2.
Going Concern
The T￿Ste¢S ¢onsid¢r there are no material uncertainties about the charities ability to continue as a going ￿ncern.
The accounts are prepared in Sterling (£).
A) Intoming Resources
Fund raising events. Member events and represents donations made by members, individullls and others towards the
upkeep of the charity, and also donations received from its subsidiary companies. All income known to be receivable
at the year end date is included and shown within debtors if not paid at the year end date.
b) Resourees Expended
Expenditure is recognised on an acctwals basis as a liability is incurred, if a liability is outstanding at the year end date
it is included as a creditor.
Expenditure includes VAT which is not recoverable.
Charitable expenditure comprises those costs incurred by the charity in the delivery of its activities aT]d
services for its beneficiaries. It includes tx)th costs that Can be directly allocated to such activities and those
costs of an indirect nature necessary to SUPPOrt them.
Support costs include those costs associated with meeting the constitutional and statutory requirements of
the charity and include fees 8nd costs linked to the strategic management of the charity.
All costs are allocated between the expenditure categories of the SOFA on a basis designed to ￿flect the use
of the resource.
c) Interest Recelv2ble
Interest Is included when receivable by the Charity.

During the preparation of the current years financial stalemcnts. it w&$ identified that £5,000 held in the Charities bank
account as of 30 November 2023 should have been recognised as restricted funds, rather than unrestricted.
