The Chair is pl¢a5¢d io deliver this report and to make the following observations on behalf of the Trustees.
Firstly, w¢ thank all ovr M¢mb¢rs, Associates, Volunteers. Marshals. Instructors. Pathfinder Students. Trustees and external
supporters of the Charity for th¢ir ¢ontinuing and unstinting work towards fulfilling the Charity's aim5 despite the challeiiges
of the aftertnath of Covid19 and the increasing costs of living. Our Work would be impossible without this willing and
unselfisli support.

includes maintainiE)g th¢ availability of PPE supplies for our officials and volunteers. and the use of an automated, non-contact
signing-in process.
To enable the Charity to continue its work and to provide bursari¢s, Surplus fvnds hav¢ been transferred from its tradimg
subsidiaries. The challenge of finding suitable and affordabl¢ location5 in which to run our ¢vents continues to be demanding
due to commercial pressures and restrictions, especially on tnilitary est4blishTnent5 In these uncertain time5.
Th¢ Charity's collaboration an7ngement with University College London IUCL) to explore how young drivers manag¢ high-
risk driving scenarios has continued. This joint research &nd educational projeci, that started in 2022, has enabled the UCL
team to create Virtual Reality scenarios. which have been integrated into the mobile ssmulaior of their Intellig¢nt Mobility lab.
Th¢ simulator continues to be deployed to both Car Club and Pathfinder ¢venis, witlt structured and practicol pr¢-licence
novice driver developmeni training sessions. to collect and analyse data {from eye tracking and input devite$) froTn yoyng
driver5 including the simulated impaimient effects through beer and drug goggles. Over 300 panicipants have already take
part In the reSea￿h sludy and this will be extended during 2024.

Our surveys of past Pathfinder ￿t￿dentS and Car Club members now cover young drivers from over 25 years (the participants
in the first survey sn 2006 reached back as far a5 1995) and reinfo￿¢ our ¢ont¢ntton that carefully d¢sign¢d and delivered pre-
li¢ence driver education delivers substantial b¢nefits. The aggr¢gat¢ r¢portable collision rate of gur students is l in 19 {a¢ros5
all surveys) which compares very favourably with their peEr5 who, on statistics, continu¢ to experience a rdt¢ of l in 4.5.
With over 1,800 students now having taking part, we can a5Strt that Pathfinder alone ha5 saved around 276 reportabl¢
Ilisions since its commencement in 2008. At an average cost of around £150,000 (all tollisions, all severities) that 15 a
saving of about £41 million pounds delivered from a volunteer run programtne. The project would not be possible without th¢
ngoing practical and fEnan¢ial suppon we receive fvom public bodies, support which means no child has ever been refvsed a
place on Pathfind¢r, r¢gardl¢ss of their Circumstsnces.
The Charity ha5 again ¢xhibited at thc Road Safety GB National Conference and also again at First Car's Young Driver Focus
at the RAC Club in Pall Mall. We will continue to invest in extending awareness of what we do whilst raising our visibility to
Government, public and road saftty bodies and to th¢ geneydl pub5ic.

The Charity's objectives and principal a¢tiviti¢s are restri¢ied to the Promotion of road Safety for the benefrt of the public and,
in particular, young peopl¢. Fundints comes from member subscriptions, donations, charitable gifts and grants.
Public Benefit
The Trustees have continued working with th¢ community through the use of safer driving initlalives for young ￿ople. Th¢
Trusiees confirm thai ihey have complied with their duties under settion 17(5} of the 2011 Charity A¢t with r¢gard to public
benefit.
Particular actions this year include..
Provision of 36 events by The Under 17 Car Club Limited to arouTJd 247 participaling drivers, an improvemenl of 3
events with slightly fewer memb¢r$ ov¢r 2022..
Provision of nine 'Paihfinder' Cours¢s with 5tydellt$ drawn primarily from Glou¢est¢rshire, Herefordshire,
ShTopshire, Worcestershire and Yorkshire with 250 students of whom 95Q/* received a bursary from the PCCS or the
Trust with around IOO/o receiving their place at no cost. Loan vehicles were made available to participants to ¢nhan¢e
leaming and associate supporters were provided io a number of students,.
Fully funded by the Ti'usi, a further 100 a￿dentI 2ttend¢d s¢hool ¢vents at Sl)ireland Coll¢giate Acad¢my in
Smethwick. 50 at Brooks Academy in Romford 8]id a f￿rth¢r 20 at Prism Youth project, Bradford, which delivered
the ¢lassr4)om elements of Pathfinder along with practical experience of simulated driving while impasred through
alcohol or drugs,.
Provision of bursaries totalling £8.685 10 students who would otherwise be unable to tsk¢ advantage of the road
safrty ¢ducation we provide;
Provision of 48 places on skid pan coutses and 36 places on First Responder First Aid courses subsidised by th¢

our individual and collective charitable objectiv¢s, including the expansion of our Pathfinder Programme to
accommodate increasing numbers of students.

This year we were again able to hold our annual charity fundrdi5ing ev¢nt for the Teenage Cancer TTUSt, the charity
¢h05¢n by our Driving Mernbers. and we donated £17,085 to TCT in 2023, taking our overall total tts almost
£122,000 since 2013.
The work of the Trust was further ¢nhan(ed in 2023 through the extensive involvement of DHL who provided
insights to the safety around articulate4 heavy goods vehicle5 at 6 events and by the Intelligent Mobility Lab at
University College London. We wer¢ also illvit¢d to DHL'5 Driver of the Year event where we were able io bring the
work of the Trust to the attention of all iheir attendees as well as provide demonstration drsv¢s by our past students
and in5tTUCtors. We were also presented with a donaiion of £1,000 from DHL for th¢ Tnjst.

The Trust has oonlinu¢d to deliver pre-licence training events wilh improvement in all areas - 2.840 aitendances (down by 19
on 20221 and 1,120 instru¢tion S¢SSiOTlS (up by 56 on 2022) at The Under 17 Car Club and 1.250 attendances at PAthfinder
Events lup by 186 on 2022) and around 2.840 instruciion sessions, including the school eyents, delivered (up by 612 on 2022).

The attached financial statements show the current state of the finances. The company had nel incoming resources during the
year of £68,478. The company's revenve general fund balance is a balallce of £90,994 at 30 Novernber 2023 {2022.. £78,692).
The company's Surplus for the year totalled £12,302 {2022'. Deficit1£9.383)}.
The Chariry wholly owns two subsidiari¢s whose trading Tesults are shown on page 13 note 8 to these account5, along with a
non-trading subsidiary.

Th¢ financial statements have been in accordance with the Accounting aa]d Reporting by Charities- Statement of
Recommended Practice applicable to charities prepaTing their actounts in accordance with the Fiiiancial Reporting
Standard applicable in the UK and Republic of Ireland {FRS102} (effeciÉve l January 2019) - (Charities SORP
(FRS1021), The Fiftancial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) and the Companies
Ati 2006. Assets and liabililies are initially recognised at historical cost or trdn&wÉion value unless otherwise stated in the
