Our Mission
The David Brownlow Charitable Foundation ID8CFI is dedicated to enhancing the lives and
wellbeing of individuals and communities where there is an element of disadvantage. It
achieve5 this in a number of ways Including personal development such as education, the
provision of new equipment, or the improvement and regeneration of their communitv.
Governing Document
The organisation is a Trust formed by deed on 29 May 2011 and was registered as a charitv
on 27 lune 2011.
Principal Activity
The organisation is a charity that receives its funds principally from the settlor, David Ellis
Brownlow, and from income on those settled funds.
Recruitment And Appointment Of Trustees
The trustees of the DBCF for this period are David Ellis Brownlow, Edward Nicolas Reed,
Benjamin Jame5 Rawson and Nicola Anne Carroll. One trustee meeting was held during this
period on 23 May 2023.
Objectives For The Period Of This Report
Continue to improve of the lives and wellbelng of those living in the County of
Berkshire, with particular focus within the village of Twyford and surrounding areas.
Provision for the relief of the effects of sickness.
Reduce the isolation of the most vulnerable members of the local communitv.
The provision of support for educational experience of young persons, who are in
need of financial assistance through grants to schools and other educational
projects.
Commit to some longer-term projecis to increase efficiency for the grant giver and
the beneficiary.
Ensure donations are made quickly and efficiently to best serve the beneficiary.
Such other charitable purposes generally as the trustees shall from time to time
decSde.
Achievements
During this period The David Brownlow Charitable Foundation IDBCFI ha5 made donations of
£280,133 to the following causes..
Wlndsor Benefit Trust- Jubilee Fountaln £97,565
To mark the historic achievement of HM QLteen Elizabeth Il's Platinum Jubilee, the
DBCF has funded a commemorative water foundation in Windsor, Berkshire. The
water fountain 15 Sltuated in a prominent location by the Castle and is managed by
the Royal Borough of Windsor and Maidenhead. Officially opened in lune 2023, this
gift to the town of Windsor is a lasting reminder of the extraordinary legacy of the
late Qtjeen.

Reading Repertory Theatre- ENGAGE Programme £50,000
Established in 2012, Reading Repertory Theatre is Reading's resident professlonal
theatre, combining high-class productions with ground-breaking education and
community engagement to help transform Reading and the surroundlng area's
cultural landscape. The DBCF was pleased to be a major supporter of their ENGAGE
programme, where they work alongside the most disadvantaged and ma¥ginalised
communities in Reading to promote inclusion and accessibility in the arts.
Parent5 and Children Together (PACT) £25,000
Based in Reading, Berkshire, PACT is an independent, outstanding-rated adoption
charity which has been building and strengthen familie5 since 1911. Not only do
PACT facilitate adoption, but they continue to support families after the adoption
through various schemes, including in person sessions and online tools. They are
using their grant to help with the rtjnning of PACT HQ and facilitating workshops.
The DBCF'S CEO, Alexander Barfield, has also volunteered his time to PACT.
Dinglevs Promise £25,000
Oingley's Promise delivers life changlng support to under 5$ wlth special educational
needs and disabilities, and their families. There are 3 main centres providing earlv
vears education in Berkshire, as well as a nation training programme to create more
inclusion of children with SEND in earlv veaTS provision. Lord Brownlow is honoured
to be an active Patron of this transformational early years charitv.
Age Concern, Twyford- Outreach Programme £10,000
Thls was the Eight year the DBCF has funded Age Concern, Twyford's Outreach
Programme. Thi5 programme help5 to reduce loneliness and isolation in the
community and make the lives of older resident5 more comfortable. Age Concern,
Twyford has recently increased it's offering at their Day Centre, including a
hairdressers, which will be promoted via their outreach work.
Wokingham Today-Tralneeship Scheme £10,000
Since 2019 the DBCF has been working in partnership with The Wokingham Today,
and later The Reading Today local newspapers to give more people an opportunity
to get into journalism. The DBCF has been pleased to support this scheme and is
delighted to have enabled 50 many aspiring journalists get into journalism, including
reporting on local news, politics and sports etc.
Parenting Speclal Chlldren IPSC) £5,000
PSC supports many children and their families, especially around Autism. ADHD and
Trauma & attachment. They are based in Berkshire and provlde both in person and
remote support. PSC also provides parenting programmes and training for
practitioner5. The DBCF'S CEO, Alexander Barfield, has also volunteered his time for
PSC'S adoption support group.

Number 22 Windsor & Maidenhead Counselling £10,000
Number 22 are a registered charity providing free and confidential counselling to
adults and young people in Windsor, Maidenhead and Slough, supporting those in
distress where clients can feel valued and heard. Number 22 provides counselling.
advocacy and independent visiting services to the community, free at the point of
use. With mental health more important than ever, the 08CF was pleased to
support number 22 to enable them to provide a5 much support as possible.
Smart Living Pillars £9,000
This ground-breaking environmental project in Twyford involved the installation of
five slate of the art smart living pillars. These pillars are the equivalent of a 'green
wall,, however in this case they attached to pre-eKlSting lampposts due to space
constraints. Not only do these smart living pillars look great, but they a150 help trap
pollutant5 and encourage biodiversity in the area. The location was chosen due to
the high level of vehicle activity in the area. The cost in 2022-2023 was due to
maintenance and updating technology.
Chattertots £5,000
Chattertots is a sma11 charity providing early intervention for children with Oown
Syndrome in Berkshire. which support5 over 30 families. Speech and language is the
biggest hurdle for children with Down Syndrome. Early speech and language
intervention helps children master these essential life skills. The DBCF awarded a
grant towards their summer school in 2023, which included group activities and
intensive individual therapie5. DBCF CEO, Alex, was delighted to attend some of the
activities.
Dolphin School- Ukrainian Students £2,000
The DBCF part-funded 2 Ukrainian refugee children to attend the local school. They
are staying with a family in Waltham St Lawrence and attend the same school as the
children they're staying with.
Neville Hall Trust- Waltham St Lawrence Coronation Festival £1,641
In 2023 volunteers organised a Coronation Festival in the village of Waltham St
Lawrence. This was a great opportunity to come together as a community, whilst
marking the historic King's Coronation. The DBCF was one of the sponsors of this
event.
Waltham St Lawrence Vlllage Show £800
The DBCF continued it's support of the Waltham St Lawrence Village Show. This is a
wonderful event bringing together many members of the community to celebrate
and showcase local talents. Categories include cookery, handicraft, photography,
produce, flowers and many children's categories.

Stepping Forwards £800
stepping Forward works to facilitate and accelerate access to essential services,
information, resource5 and life opportunities so that all people effected by disability
Can live a full live. The DBCF was pleased to be able to support them by contributing
toward5 their Winter Ball fundraisinE event.
Twyford Together- Be A Santa To A Senlor Chrlstmas Hampers £600
Since Covid the DBCF and relevant organi5ations haven't held their usual 'Be A Santa
To A Senior. Tea Party. As an alternative, the DBCF, Twyford Together and others
worked together to provide hampers to be delivered by volunteers to the ijsual
attendees, homes. This was gratefully received and created some much-needed joy,
especially at a time when this most vulnerable of groups had to stay at home.

Twyford Comets FC- Dutch Tour 2023 £500
The DBCF was pleased to contribute towards the Twyford Comets FC Dutch Tour in
2023. Not only doe5 thi5 encourage exercise and teamwork, it's sometimes the first
opportunity some of the team have had to travel abroad.
Twyford Parish Council - 'Twyford In Bloom, 2023 £477
The DBCF was pleased to support Twyford's entry into the Thames and Chilterns in
Bloom Competition by buying several hanging baskets.
Other Charltable Activity
The DBCF supports many other charitable activities including marathon
sponsorships, donations in memory of someone and various contributions to
fundraising initiatives.
Financial Review
During this period the Foundation received donations of £312,500 and interest of £414.
£280,133 was spent on charitable activities and £1,800 was spent on support Costs. As at 30
September the Foundation holds £44,415 in unrestricted funds. The Foundation does not
seek third party funding.
Reserves Policy
The Foundation's income is principally from a sole donor,. whose intention is that the fund
will be topped up once the existing funds become depleted.
Grant Making Policy
The Foundation accepts unsolicited requests for funding. It seeks to find projects it believes
would benefit from itis SLJpport and there is no restriction on the grant amount. It will accept
applications for multi-year funding, although for no longer than a consecutive 3-year period.
It does not Brant to religious organisations.

We report to the trustee5 on my examination of the accounts of David Brownlow Charitable Foundation f(Ir the
year ended 30 September 2023.
Responslbilities aF)d basis of report
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance wiih the
requiremeiits of the Charities Act 2011 I'the Act'l. We I"eporl in respect of my examination of the Trust's accouiits
carried out under section 145 of the 2011 Act and in carrying out our examination we have followed all the
applicable Directions given by the Charity Commission under 5ecilon 14515llbi of the Act.
Independent examiner's statement
The charity'5 gr05s income exceeded C250,000 and l am qualified to undertake the examination by belng a
qualified member of the Institute of Chartered Accountants in England and Wales.
We have Completed our examination. We confirm that no material matters hBve come to our attention in
connection with the examination giving us cause to believe that In any material respect..
accotjnting records were not kept in respect of the Trust a5 required by section 130 of the Act; or
2. the accounts do nol accord with those records., or
3. the accounts do not comply with the applicable requirements concerning the form and content of account5
set out in the Charities (Accounts and Reports} Regulations 2008 other ihan any requirement that the accounts
give a 'true and fair, view which is not a matter considered as part of an independent examination.
We have no concern5 and have come across no other matte15 in connection with the examination to which
attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

'Accouiitiiig and Reportii)g by Charities" (Charitles SORP IFRS 10211 and comply with the Charities (Accounts
and Reports) Regulation$ 2008 issued under the Charities Act 2011.
Ibl Donations, legacie5 and similar irkCOTne
Donations, legacies and similar income are shown in the accounts when receivable and the value of the
incoming resources can be measured with sufficieni reliability.
Icl Investment income
Investment income is accounted for in the period in which the charlty is entitled to receipt.
Idl Resources expended
Liabilities are recognised a5 resources expended as soon as there is a legal or constructive obligation
committing the charity to the expenditure. All expenditure is accounted for on an accruals basis.
lel Charltable activitles
Costs of charitable activities include grants made and an apportionment of overhead and support COSts where
applicable.
Grants payable are payments made to third parties in the furtherance of the charitable Objectives of the
Trust. Single or multi-year grant5 are accounted for when either the recipient has a reasonable expectation
that they will receive a grant and the trustees have agreed to pay the grant without condition, or the recipient
has a reasonable expectation that they will receive a grant and any condltion attaching to the grant IS Outside
of the control of the Trust.

Governance costs comprise costs relating to the general running of the charity a5 opposed to those associated
with generating fund% or charitable activity.
{g) Taxation
The charity is exempt from tax on its charitable activities.
Ihl Going concern
The trustees consider that there are no materlal uncertainties about the ability to continue as a going concern.
