Structure, Governance and ManagemenL'
The governing documents of the Church are its Constslution and Rules 2011.
The Managing Trustees of the Church a￿ the persons appoint&J as church officers in accordance with the
Church Rules provided that a ￿rsOn may not be appointed as a Managing Trustee if he is disqualrfied from
being a trustee of any charity under section 72 of the chariti.es Act 1993 or any amendment to it or new
regulations under it unless such disqualtficalion has been waived by the Charity Commission. The￿ shall be
not less than 3 Managing Trustees. The appointrrEnt of a Managing TTUStee requires a 75Vo majority vote of
those Church Members present at a Church Member5. meets.ng who will have been notified of the meeting
three week$ in advance.
Objectives and Adlvltlos:
The purposes of the Church are the advancement of the Christian faith in accordance with the Ststement of
Faith primarity but not exdusively wthin Cefn Hengoed and the surrounding neighbourhood and Such other
charitable purposes as shall, in the opinion of the Managing Trustees, fijrther the work of the Church. The
Church is a group of Christians committed to serving God in the k)cal community by helping to address
spiritual, social and practical needs. It is indeFendenty govemed by its own church officetB but is in fellowship
with the Associating Evangelical Churd)es of Wales and its irsom is largely from g￿$. Regular activities
include Sunday Servi￿. Sunday School, Prayer meets"n￿Bib1e study and Children's Club. Due to ongoing
restrictions because of the Coronavinjs pandemic, the Toddlers. Group, Friday Fellowship and Men's and
Ladies, Breakfasts were not yet able to recommence.
Developments during the year.
We were very pleased that wth the gradual easing of Coronavirus restrictions, Sltnday evening services were
able to recommence in the chapel building from April 2021 with the necessary risk assessments and safety
measures, with limited seating and the option of joining online from horne for those who could not attend in
person. Then Sunday Schcrf)I began again in the building from May with some still connecting from home on
Zoom. By June the rules allowed congregational singing with la￿ coverings being wom, and we resumed
Sunday moming servios in Augusl in additKsn to evening seNw. In September we ttfyuld include
communK)n again in our serv￿. Our children's dub Trailblazers Gould meet in person from November.
These were very encoltraging developments and allowed a greater level of interaction and fellowship than
had been possible for a long time. The opportunty to include singing and the breaking of bread together,
which had been gready missed, were realty valued and enjoyed as important elements in our ¢orporate
worship of God.
The pastor was invited again by G&ll￿er Communtty C￿nCil to lead a communty Remembrance Service in
November, and this time an 'in person, gathering wrth social distancing and safety measures was possible at
the Memrial Garden in the grounds of DeThvendeg Primary School. In December, since some restrictions
were still in pl￿, the Community Carols by Candlelight tCA)k Pla￿ over four services I￿0 consecutive
Sunday aftemoons and evenings). Wrth a trM)oking system. a good number of people attended from the local
community. Some of the music and readings were vKleo recorded in advance and shared on the large screen
during the Se￿iCe and some aspects of the serwces were live. There were contributions to the service from
Derwendeg Primary School, Heng¢)ed Primary School, Cefn Hengoed Ladies. Choir, Gelligaer Communlty
Council, New Hengoed Baptist Church and Hope chU￿h,$ Trailblazers, Sunday School and Music Group.
These services were also livestreamed on YouTube as had been the practice with our Sunday morning
seNices since May and our Sunday servi￿$ since September. From January 2022 the pastor was able to
visit Valley View ca￿ Hon￿ each Th)nth to lead a service and to speak and pray with indwidual residents
who requested this.

Finan¢lal Rovlew.
The church's annual income for the year 2021r22 vras £57919. an increase of around £8000 on the previous
year. The annual expenditure was £53368, an increase of just under £11000 on the previous year. There
Was a surplus of £4550. Wth a number of meetings and activities ￿sUming following restrictions, and with
the In¢￿aSed cost of goods and servw, the church thankfvlly acknowledged God's provision for the
on90ing needs of the work.
Monthly income ranged ktween £3298 and £6808, the four highest figures being in April, July, October and
January, due to the fact that HMRC Gift AKI ￿1MbUrsernents were received in those months. Monthly
expenditu￿ was be￿een £2434 and £11395. The highest of these figures was in March and is accounted for
by the fact that a large payment of £2082 (included under Miscellaneous Expendilure) went out to Edward
Connor Solicitors for a detailed ￿VIeW of the church's trust documents. and a grfl of £3620 (included under
Missionary Expenditure) was sent to Bamabas Fund to supwrt Ukrainian frdmilies in need. In additiortr,
HMRC Tax and Nation￿ Insuran￿ payments went oul during that rrL)nth as well as in June, September and
December, when expenditure was also higher than in other months. The other month which had a higher
than usual expenditure was Odober when a Ha￿est offering of £700 was sent to Barbabas Fund lo ald
victims of the Pakistan flooding and a gift of £250 towards the support of a UFM mtssionary in Ireland (both
listed under Missionary Expenditure).
The balan￿ in the Current Account on 31st Ma￿h 2022 was £36025 and the balance In the Savlngs Account
was £1 $677. This will be retained as a contingency to meet any fvrther potents'al buikling maintenance costs
or shortlall in ongoing ministy and running c>)sts.

Independent examiner's report to the trustees of Bethel Evangelical Baptist Churth
I report on the accounts of the Trust for the year ended 31" March 2022.
Respective responsibilities of trustees and examiner
The charity'5 trustees are responsible for the preparation of the accounts. The charity's trustees consider that an
audit is not required for this year under section 144121 of the Charities Act 2011 (the 2011 Artl and that an
independent examination is needed.
It is my responsibility to..

to follow the procedures laid down in the general Directions given by the Charity Commission under section
14515llbl of the 2011 Act,. and
to State whether particular matters have come to my attention.
Basls of Independent examlner's report
My examination was carried out in accordance with the general Directions given by the Charity Commission. An
examination includes a review of the accounting records kept by the charity and a comparison of the account5
presented with those records. It also includes consideration of any unusual items or disclosures in the accounls, and
seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide
all the evidence that would be required in an audit and consequently no opinion 15 given as to whether the accounts
present a 'true and fair view, and the report is limited to those matters set out in the statement below.
