FOREWORD BY THE CHAIR OF TRUSTEES:
As always, I want lo begin this Foreword by thanking all those who have contributed so generously to our work,
whether that be through donations of ft>)d or money or through their lime. We are so grateful for 6veryon8's
contributions, wlhoul which we ￿￿Uld not be able lo provide the service do for all those in Nomich aTrJ the
surrounding 8re8 ￿0 need Lts.
Our primary activity is of cour8e lo provide fc<)d for those in need and in this respect the call on the fotsjbank 18
sadly increasing again. This increase seems ￿rtain lo continue as people find il more and more difficult lo afford
the ba8i¢s of lrfe 80 Ih8t support from the community is 88 impartant as evw.
Increasingly, though. the fwdbank 18 doing more than simFly provKJing foc4J. This Annual Repjrt will go into detail
bul just lo say here that are doing more and more to help people aV￿d the situation8 that can lead lo them
seeking our support in the first place. We now have workers from Age UK, British Red Cross. Citizens Advice,
Shelter and Your Own Pla￿ based in our Distribution Centres ready lo offer advice and support on resolving the
financial and other problems that our clients may be facing. And we 81$0 ¥*vanl to èngage more effeGtively wlh
thosè who seek our help in order lo und8rstand their needs more fully.
l also want to rec¢>anise the continuing hard work and dedication of our staff.. Hannah our Project Manager. Keith
our Warehouse Manager. Rachel our Administrator and, from the second half of 2023, now Katherine as our
Project Officer and Jon as our Volunteer and Campaigns Coordlnator. They a￿ an amazing team as ore all our

STATEMENT:
The Trustees present their annual report together wth the financial statements of Nowch Foodbank for the year 1
November 2022 to 31 October 2023. The Annual Report serves the purposes of both a Truslees, ￿pOrt and
directors, report under company law. The TnJ$lees ¢onfinn th* the Annual Report and finanaal statements of the
charitsble company comply wlh the current statutory requirements, the requirements of the Foodbank's governing
document and the provi&ons of the Slalement of Recommended Practice ISORPI applicable to tharilies preparing
their aecounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland
IFRS1021 (effective 1 January 20191. Since the Foodbank qualifies as small under section 382 of the Companies
Act 2006, the Strategic report required of medium and large companies under the Companies Act 2006 Islralegic
Report and Directors, Report} Regulations 2013 has Èeen omitted.

RELATIONSHIP wrrH TRUSSELL TRUST:
We continue to OFerate a9 a media centre for the Trussell Trust, ￿Ing a Iru$led foodbank for local and national
p￿$$ or other media enquiries. We are among the thirty blggesl Trussell Trust foodbanks nationally-out of the
nemork of 45￿whIch relates to the number of people we a￿ feeding annually and the amount of foc#J donal&
and redistribLrted.
The Project Manager and a Trustee attended the Tru$sell Trust national conferer￿e and thè Project Manager.
Project Officer and Administrator attended several online Norfolk cluster meetings and Pathfinder specific
meetings dunng 2022 and 2023. A new Warehouse Manager cluster meeting was Sel up for Norfolk and Suff¢Jk
f¢>Jdbanks and the Warehouse Manager has both attended and hosted. Trustees have attended various online
Tnjssell meetings aimed at Trustee b08rd8, which have been useful for n8￿rkIng arKI Sharing gocKJ p￿11¢8.
Our Project Manager also attended Several dedicated Finan￿al Inclusion meetings wlh other foodbank8 looking
to recruit or partner with ag6ncies to provide advi¢e and support to cjients. Due to our experience of this ￿th
Cib'zens Advice, Shelter and Bfltl8h Red Cro85, Trus8&11 asked for our input and experience for fijodbanks
interested in this work.
We continue lo be part of the Trussell Trust's Pathfinder programme, actively exploring how to move closer to
future wlhoul the need for foodbanks. In this rèporting peri¢xI, our Project Officer and Project Manager attended
dedicated Pathfinder conference in February 2023. 59 foodbanks make up the Pathfinder programme $0 these
even18 were opportLtrnitie8 to discuss, lèarn and Share ideas wlh each other among the themes of referral
pathways, participation, ¢hurch and school engagement and Flnanclal In¢lu$iowll of thich we are exF4oring.
Notwich f¢)odbank maintains an excellent relationship wth neighbouring foodbank8 in Norfolk and Suffolk, 88 wall
as wlh the Trussell Trust head offic8 and local Trussell Trust including the East of England Area Manager.
In the period of 1, April 2022 - 31, March 2023, Trussell Trust foodbanks in
Norfolk dlstrlbuted 40,174 parcels. Within that flgure, Norwich foodbank gave
11,797 parcels, 29% of the county's total.
AREA SERVED:

parcels. delivenng to local households referred to us.
Clients are issued a voucher by a Gare agency or care profession81 for 3 days of food. The warehouse is 8tsff&J
with volunteers Monday - Friday lo maintain the workload and professionals Can attend on behalf ol their clients
to cdlect food. A few of our busiest care partners hold fooj parcels on their premises to distribute lo dients, still
uwng the voucher system.

The formjbank office is staffed Monday - Fnday 9am - 4Fxn and the Project Manager has an on-call mokn'le vthich is

FOOD COLLECTION:
The majority of fo¢>J received is from public donations through collection pints across Greater Norwich. Over 118
tonnes Iwlh an estimated value of £280,362) ¢ame into the W8￿house during the financial year 2022123, a small
d•cfease on 2021122. Donations came from just over 200 different donors including individuals and groups.
Tnjssell Trust values one kilogram of donations al £2.37 arKI use this calculation in delemilning the value of
our stock and donated fl￿1. It increased frcm £1.75 in September 2022 followng the monitoring and review
of the cost of items used lo make up a food parcel.
We are extremely gr81eful to the Trussell Trust. Te8co and A8da for the financial topup ￿ rec￿Ve. Thi$ 1$ based
on donatlons made and equate lo around £2.OCKJ per quarter.
We Collected ahead of the NO￿1¢￿* vs Sheffidd United match al Carrow Road In April 2023, generating over £600
in financial gifts and 229kg in physical donations. We held in-person collections al Tesco Sprowslon in Decemter
2022 and Wailrose Ealon in March 2023, wlh customtr8 and staff donatin9 a combined total of over 1.2 lonnes
and over £1,000 in financial gifts.
We have continued to receive deliveries, via Bankuet. an online charity that buys in bulk so e8¢h £1 spent buys
more than £1 of produce. We have encouraged new donor SUPPOrt and have a large number of donors directly
through Bankuel, collectivdy giving £1,150 per month. We also rec&ve one-off gifts through Bankuet enabling us
lo buy more than £30,IXIO of product8 in this peri¢xI. We have built on our relatsonship with Aldi, ordering in bulk,
which has helped us keep low stocked items topped up.
We 8hared in the 2021122 Annual Report about the new Morrisons 'Foodbank Pick Up Ba9. ￿leh continue lo
have a wsitive impact on donations fr*Jn the supemiarket wltt our most needed items being selected by the
Community Champions for these pre-packed bags. This Idea has been used by T&sco during the annual in-store
¢olleGts'on$.
FOOD DISTRIBUTION:
In our financial year 2022123, ovw 142 tonnes ol food went out of our warehouse. 82% of thi8 wa8 in the fom of
3.day food parcels, toiletries and extra food items. 7Vo went to other Norfolk foodbank8 and projects includirKJ
FISH clubs and the remainder fftnt lo other partner8 in the 10¢81 area including councils and temporary
accommodation settings.

In this financial year, Norwch foodbank gave oul parcels to enable 11.828 ￿￿pIe (including 4,405
childrenl lo be fed for 3 days ea¢h. Thi$ is an overall increase of 390h compared to our last financial year., the
number of children equates to a 45% increase in the same period.
Emergency foodbank vouchers were fulfilled by 5,934 households this yéar. 1,957 only needed to visrt us once,
along￿de receiving a￿lc8 and SUPFQrt from their referral agency.
90% of people helped were in a household with at least one pérson aged 25-64 years old 6% were over the

people lo be led., these vouchers account for self-referrals and agencies aren't $1gned up lo the Trussell
Trust's online frreferral system.

referrals through NCAN (Norfolk Community Advice Nets￿rk) from the centres where they

SUPPORTERS and DONORS:
There have been countless new and grt)wng supportefs during this yéar. induding private individuals,
churches, companies and other charities for which we are very grateful.
Smurfit Kappa have continued lo support us wth regular donations of boxes to pack food parcels in and we
greatly appreaal8 this. We are also thankful lo our vc4unteer dnver team who collect from the depot in Diss.
In November 2021, %*re introduced to a company called 'Earth 8reeze' who sell laundry sheets cn a postal
subscription. Their charitable ami donateg products lo foodbanks, shelters and animal charities and ￿ were
offered 1,000 packets and have since requested 2 more deliveries which have been honoured. They have been
very well received as both an ecovproduct 8nd for their ease of storage I Ir8n8POrtalion due lo their size.
Durlng the course of this year. received fotrj donations from 85 churchés, b8n8fic&s and religious groups,
44 businesses and 35 schools. as well as 39 different supermarket collection wnts and numerous Private
individuals. In our last reporting period. we Saw a significant increase in standing orders and other regular
giving through PayPal and Local Giving and this ha$ remaned steady. Our quarterfy Pray&r and NewJ letters
go out to over 200 people and have gocé link8 ￿￿th many local churches who support us vlth donations,
gifts and prayer.
In May 2022. we joined 'Bank The Food. thich is a free app update wth our most needed f¢)od and
loilelries items and u8ers who download it ¢an immediately see what's lop of the li81. They can al80 ch￿Se to
eive alerts ￿en entering a supermafk81 that r￿1ndS them to donate to us. We now have 528 'follower8'
fdlovlng onllne promotions of the app.
Following the change in shopping hablts durtng and post pandemic, many donors converted their physical Icod
donation lo a financial one and this has Continued throughout the current rep)rting penod. We are incredik4y
gr*eful to all who give, in whatever capxlty.

PROJECTS:
FISH - Food (and Fun) In Schwl Holidays was launCl￿d in May 2014 providing a f￿e hol meal and free fun
aclivitses to Iowvin¢ome families. In 2022123 clubs in 4 a￿a$ t¢)ok place during the various school holiday
periods. Based on capacity and volunteer availability. FISH looked different in each location. Mousehold and
Mile Cross took referrals from local schools and arranged home delweries of packed lunches, recipe kits and
activity packs. Thorpe and Queens Hill, arransEd by schc¥)I staff, dld in-person provision of meals and activitie&
Chrl8trna•- Since 2013, we have been a conduit bettheen people w$hing to give and people going without at
Christmas. After a $urKessful F41ot in 2020. we uged a digital Giving Tree where requests are listed on a website
and donors ¢xJuld choose which gifts they V￿uld buy and then drop off at the Wdrehouse. This worked very well
with 149 individuals listed in 2022 and all were 'laken' by donors. We received knitted items ts'umpers, hals and
scarves) from the Norfolk Knitters and various other donation$, induding a great selection of books, from
groups and private indlvidual$. Gifts We￿ dislfibuted via 7 diffe￿nI agencies I partners including children's
cent￿5 and young people's seN1￿$. Several donors pledged their support for future years loo.
Energy Bank Thls started In 2017 and supports cllents wth a one-off emergency gas l eleclridty payment,
alongside a foodbank parcel. Funding was received from Norfolk Community Foundation for the wnter month$
(November March) bul due lo ongoing emergency demand, priv8le donations funded ongoing energy
payments throughout 2022 arKI the start of 2023,
In May 2023. we joined Fuel Bank Foundation vkno can provide as8istan¢e wlh gas and electricity vouchers,
free of charge to ourselves. During this reporting p&riod, we have m8de 47 referrals lo Fuel Bank Foundation
and they have gifted a total of £1,410 to these households. We have ILtnded a lurther 261 households using
donated funds, lot811ing £10.257.
'One of the cllents f rom last week came back today. They had swken to our Citizens Advlce worker last
week and said it was such a rellef to speak to someone and get help they didn't know was available and
wanted to share that with us t¢xlay.

COMMUNITY ENGAGEMENT:
We welcomed several groups Into the ¥Kdrehou8e during the course of this financial year. They included
,￿ular$, Go¢xlGym and Aviva, as well as new groups including several new Scouts, Cubs, Brownies and
Guides groups. After an OFen invitation lo all Norwch MPS and election candidate5, w6 wplcomed a visit from
Alice Macdonald Labour candldale. Sprowslon Junior pupll amb888ador8 made lernly vi8118 in th18 finan¢i81
year once again.
In September 2023. wa held an Open Morning al our vArehouse wlh Ihe opportunity to speak to staff, Trustees
and volunteers and see the workings of the foodbank, as well as promoting the 'Guaranlee Our Essential8,
campaign launched by Trussell Trust and Joseph Rowntw Foundation.
Our Prqect Manager gave presentations to 8 groups throughout thi3 financial year including the Norfolk
Disabled Christian Fellowship. Wl and Earlham Library Friends. The Prqect Officer and Manager led churth
seNices at Neatishead 8aplisl and Ipswch Ro&1 URC. The Project Manager spoke * a Trussell organised
'Anti-Poverty Round Table, event at the UEA, where leaders of charities, community groups and councillors
attended lo discuss our collectNe concerns and agree on action. Tile Media V￿re contrxted to create 3 film8,

CHANGES AND CHALLENGES:
In our 2021122 report, we shared the impact of many factors on both demand of our servlces and donations
from our supporters and a similar challenge remains with more being SFent on food stocks than ever before,
Thanks to incredible genero$ity of financial gifts over the past few years, we are in a healthy position lo
continue in this way, however we must be mindful of the continued e¢onomi¢ ¢limate ￿th increasing priceg and
how quickly funds can diminish.
Within our staff and volunteèr teams, have the opportunity both locally and nationally to communicate our
shared vision wlh Trussell Trust of an end to the need for foodbanks. The joint campaign with Joseph
Rowntree Foundation of 'Guarantee Our Essentials, has been running *n¢e February 2023, with different
itèrab'ons of 'actsons' throughout thi5 lime including writs'ng lo one's MP, signing a national pets'lion and, fdlowng
the calling of a General Elects'on in 2024, writing messa9es of hoFe or challenge lo the incoming govemmenl on
a tabledolh at the fo¢)Jbank.
We want lo ensure v£ ¢onlinLFe to speak to, listen lo and speak up for those we seNe at the fo¢xlbank arKJ are
vK)rking more closely wtlh Your Own Place on a new 'participalion' thread of work, including gathering storie8
and le$llmoni&s of those we have supported and planning V￿rkshopS for feedback in the Autumn of 2024.

WEBSITE AND SOCIAL MEDIA:
We continue lo receive positive feedback and engagement on our social media content and, te date, have over

VOLUNTEERS:
During our financial year 2022123 we were 8UPPOrted by approxlmalely 180 volunl88rs. Th18 numt*r has grown
steadily as we have recruited new volunteers, who found us through word of mouth, social media, our website
and pre88 8rtid8s.
We held a Volunteerf8 Celebration Meal in September 2023 at The Chantry al %thich 80 volunteers att?nded lor
meal and PTe$entstion on the past year by our Prqect Manager. During the cour$e of this financial year,
volunteers received external awards.. Barry, part of our Ltsjdon team, was given the 'Fwedom of Lo¢Jdon' award
for his seNi¢e lo the community through his church and fo&dbank roles. Angela. a founding Trustee and
distribution centre leader, vrds awarded the Benemerenli Medal, a Papal honour for outstanding ¢harilable
services. Norwch foodbank is proud lo work wth such an amazing team of volunteers.
A weekly update email lo all volunteers actwe or not involved actively from the Project Manager began In
April 2020 and thi8 has continued in order lo help volunteers have a beller understanding of all that we are
doing, includin9 client feedback and news. Many ex-volunteers and non-volunteer supporters have continued to

evaluate our Energy Bank and Financial Indusion Servi￿S. As a result of this ￿ork. we had an open meeting
for votunteers to give their feedback on the findings and put on well￿ng workshops for vc4unteets to
attend. Immediately followng the period CoVe￿j in this report, Your 0%￿ Place la local social enlerprisel has
been ¢ommi$$ioned to wn volunteer training and upskn'lling, as well as im￿eMentIng a participatson workshop
for people wlh lived experience of using the foodbank. This wll run alongside their existing workshops offering
practi¢al help and support on torics such as debt, budgeting and bills.
In November 2023, a n8•V role vr4s created and recruited t¢>-a Volunteers 8nd Campaigns Coor(linator-in
order to maximise support of our incredible volunteer workforce and use th￿r interest and voices within our
caMp￿gnIng for ¢h8nge for our benefioaries.
We tholeheartedly 8UPPOrt the Trussell Trust in their vision to See an end lo the need for foodbanks. In March
2023, a joint campaign was launched with Joseph Rownlre& Foundation called 'Guaranlee The Es8enlials',
Calling on government to increase and guarantee a minimum level of benefits 8 person receives. Over 150,1X¢)
819natures have been received and. ahead of an expected election in 2024. we want to ensure that existing aTr
prospective candidates have the infomalion needed to support an end lo the need for foc*Jbank8.

INDUCTION AND TRAINING OF TRUSTEES:
Following positive inl&rview and prior lo app￿.ntrnent, prospective Trustees are invitsd lo attend a meeting of the
Truste88 to see the board operate, Then, and followng fomial appointment, them is an induction programme that
involves meetings wttt the Project Manager and Chair of Trustees lo explain how the f¢Jodbank v￿rks, our
govemance and other processes. Trustees are also encouraged lo visit the warehouse and a dislribulion centre.
Ongoing trainin9 is mainly provided through Tw88ell Trust online ses$lons designed for Trustees.

Along with other foodbank Staff, the Project Manager'8 salary is revievftd annually in May las well as in Novemb8r
in limes of high inflation). Increas&$ at lea$1 reflect changes in the CPI and regard 1$ also had to the advertised

, Going Concem
After making appropriate enquiries, the Trustees have a reasonable expectation that the Foodbank has adequate
sources to continue in operational existen￿ for the fO￿seeable future. For this reason, they continue to adopt
the 90ing concern basis in preparing the financial slatemenls. Further details regarding the adoption of the going
concern basis ¢an be found in the accounting policies.
b, ReseNes Policy
The Truste8s have adopted a reserves policy to dete￿Ine a minimum level of reserves that will en8ure the
Foodbank can adapt to futu￿ thange$ in pattems of income, and also re8¢t to unexpected 8ignific8nl expenditltre
demands. The Trustees have sel a free ￿eNeS target to hold reseNes of no less than 12 month$ of operational
expenditure. Operational expenditure 15 defined a$ total Un￿strICted expenditure less the cost of donated food
given out. The target at the year end was £175,C4)0.
Free reserves al 31 October 2023 amounted lo £435,152 which exceeds the reserves target.
In the exceptional circumstances brought on by the pandemic and fdlowed by the cost of living crisis, the volume
of donations and other income re¢￿Ved has risen significantly. leading to the F¢X)dbank's free reserves becoming
higher than the policy tsrgel. Since the year end, the Trustees are worklng on plans for the best use of these
