The Foodbank's Constitution was adopted on 20th Jun¢ 2011 and amended (in respect of
membership) on 12th June 2019. The Charity's obj¢¢tives are "the prevention or relief of poverty in
Oswestry and Borders region by providing grants. ilems and services to individuals in need and/or
charities or oth¢r organisation5 Working to Prevent or relieve poverty,. In pursuit of these objectives,
the Charity:
provides food parccls to people referred to as being in need. To achieve this. the
Foodbank has entered into relationships with local churches, shops and other
organisations to collect food.
-hosts a number of organisation5 who provide help and guidance to ¢li¢nts. these include
The Samaritans, Mental Health Scrvice. Citizen's Advice and West Mercia Women's
Aid.
- provides small grants lo p¢opl¢ at risk of. for example. eviction or suspension of power
suppli¢s.
The Foodbank's work is made possible through the efforts of its volunteers. There are approximately
35 volunteers who work across different teams in stock, front of house, operations and deliveries.
The Foodbank operates from thr¢e p￿MIseS in Oswestry. No. 56 Beatrice Street is the registered
address for the charity and house5 the main administrative office as well as being the main food
distribution hub. The Foodbank also rents the next-door premises No. 58 Beatrice Street which is
used to support its collalx)rations with Citizen's Advice. the Samaritans, the Mental Health Service
and West Mercia Women's Aid. The Foodbank h&q a service level agreement with Cit17en5 Advice
for providingl funding a financial inclusion worker for at least a period of three years, to support
people with benefits, maximising income and other related issues in our work in ending the necd for
foodbanks. Unit 9 Radford5 Field Industrial Estate is used for ihe storage of food stocks.
The Foodbank continues to make deliveries to those households who are not mobile or are unable to
collect their emergency food du¢ to costs of transport. The Foodbank has 6 volunteers who work An
pairs. d¢liv¢ring to th¢ outlying households. Volunteer drivers are refunded mileage costs.
Volunleers are also given a free lunch in the fomi of bought sandwiches, if they are working over the
lunch period.
Initially. th¢ Foodbank was wholly operated by volunteers. Some years ago. the Trustees took thc
decision to employ a part-time Project Manager. In the previous financial year. an additional Deputy
Project Manager was employed also on a part-time basis. This enabled the Project Manager to
devote more time to making grant applications and WOTkin¥ with partner organisations. Tn the
curr¢nt financial year, the Trustees de¢id¥d to employ two part-time Deputy Project Managers. As of
November 2023. on¢ of these posts was funded by a Trussell Trust grant for 'Organising and Local

lthbilisation,. Dlle to ill-health, this post is now va¢ant.
The F(￿dbat￿ currently w0￿S with 144 referral agencie5, both statutory and othèr ChaTItie￿ to
support households ill need. Signposting and refening 80 both ways. These agencies include
housin& children's services, GP surgeries, schools, the wuncil. home1&8s, mental health and
Idiction services. Demands for help continue to be high, with 7530 people being helped in the
fitwicial year 2023124. Low incon￿, physic4] and mental illness, as well a8 benefit delays and rising
cost of essentials all contribute to the increasing need for the F(￿abank.
Thanks go to New Life Church for the use of their upstairs rooms to pack Christmas hampers this
year where 211 hanwers were created using 2,500kg of food, toiletries and gifts for nearly 700
pei)ple including children.
The Fwjbank's income from £199,336 in 2022123 to £217,962 iti 2023124. Once again, this
growth was largely through grant income which grew by over £18,000. A portion of this in¢ome was
from grants obtained in 2021122 whicb were awarded for thtte years. The totsl of donations from
individual give￿ TOSe only marginally.
The trend of rising expenditure on fo[￿ stocks has continu¢d. Th¢ 2022123 report noted an increase
in the expenditu￿ on food stocks from £18,164 in 2021122 to £32,197. This trend has bwi repeated
in 2023124 with expenditurc on food stock rising to £72,374. Th¢ necd to make this apenditure has
occurred becau8¢ whilst client demand continues to grow, food donations have not grown at the
saTne rdte. The T￿￿tecS cxpcct that the rate of incr¢as¢ in food expenditure will lessen next year.
Tn 2023124. the Foodbank acllleved a surplus of £37,190 which can be compared with the SUTplus of
£72,489 in 2022r23. The TTUSte¢$ intend to usc tbis surplu8 to further the WO￿ begun in 2022123 to
prevent poverty in the Oswestry and Borders regioL Current surpluses will help to ensure that this
work can continue when the which enabled it to begin reach the end of their terni.
Th¢ financial reserrfes po]i¢y agreed by th¢ Trustccs in 2002123 requires them to ￿￿1n￿lA a reserve
to the value of 50 % of the projected yearly ¢xpenditure.
The trustees confid¢ntly b¢lieve that they have complied fulty with the legal duty of having regard to
public benefiL &8 set out in Charity Commission guidance.

2.GENERAL DONATIONS
As noted in the Trustees Annual Report, general donations gr¢w by less than 10/0 (£428) from
2022123. DoTJations from thc Charities Aid FoundatÈon amounted to £7.355, whilst donations from
churches in the area to £715. The remaining £69,429 came from a wi(k variO of voluntary and
commercial organisations and frotn many individual people.
