The PCC is governed by the Parwhial Church Council ￿oWerS) Me&8ure 1956 and the Church
Representation Rules.
PCC members 8re recruited in a numkr of ways from the electornl roll and are either ex otTicio. elected by
the Amiual Parochial ChEbrch Mttting (APCM) or w-opted by the PCC in a¢¢ordance with the Church
Representation Rules, al￿ in line with the Cowtitution of the tAKal Eeumenical Parthership (LEP) in
2001 (see ￿low).
The PCC is responsible for all Ewish financ£ and its management and wntrol. irKluding the &pp)intment of
a TreaSu￿r. Members of the PCC are resN)nsible for keeping accoimting tword% whTch disclose, with
reasonable ac¢urdCy. the financial wjsition of the PCC. and enable th￿) both to &sc¢rtain the financial
position of the PCC and to ensure that the financiaF ststements comply with the Church Accounting
Regulalions 2006, th¢ Charities Act 2011 and the Statement of Recommended Prnctice'Accounting by
Charities, 2015 (SORP - FRSSE) Financial Reporting Stsndard for Smaller Entities. The PCC is also
rcsponsible for safeguarding its a￿ets and hence for tsking re&8onAble steps for the prevention and detection
of fraud and other irregularities. The PCC is a]so required to ensure that the financial statements are
examined by an independent examiner or audilor prior to presentation to the APCM.
In preparing the financial statements. the PCC is required to..
Select suitsble accounting policies and then apply them consistently.
Make judgements and estimates that 8re reayonable and prudent.
Follow applicable accounting standards and staiements or recommen&d best practic< subjecl to any
material departur¢s disclosed and explained in the financial statements.
Prepare the financial statements on a going concern basis unless it is inapprnpriate to presume that the
charity will remain in operation.
The PCC makes all decisions corporately except that the Standing committ￿ h&8 delegaied FL)wen to make
decisions between PCC m¢¢ting3, subje¢t to keeping the PCC infornied as fully as necessary.
In 2001 a Local Ecumen1￿1 Partnership (LEP) was entered into between the PCC and the United Refom)ed
Chuwh, TwyfoTd. The on80ing purpose of the LEP is to develop a closer relationship ixtween the An8iican
and URC congregations of RuscomEe and Twyford and to work lo a common pwpose. The PCC

From 1° March 2012. the Parish of Ruscombe and Twyford was part of the joint Benefi¢e of Ruscombe &
Twyford with Hurst. This did not dI￿tlY impact on the governance structure described above since
PCCS IRuscombe & Tvryford and St Nichol&s' Hurst) retained their distinct lega] identitics. On 1° April
2024, the joint Benefice w&$ dissolved and, on 24th Seoonber 2024. Revd Mark Gould w&s irtstslled as

on four occ&sions including the AGM held on 241h
April. The PCC a]so met separ&tsly five times in the year
to discuss and decide on issues ￿lating solely lo the AJJglican Chu￿heS.
We have continued to pay parti¢ular attention to Safeguarding and to Data Protection dwing the year.
In line with th¢ policy agreed by the PCC in 2016. revised pay ratcs for our paid siaff were implemented on
111 April 2024. These apply to our regular employees such as Children & Families Worker, Offi¢e Team
and cleaners. The PCC policy links our pay rates to the Rea] Living Wage whick is published each
November by the Living Wag¢ Foundation.
To meet our legai duties under the Government's Workplace Pensions legislation, an employe¢ pension
s¢h¢me was introduced on I" April 2017. At the ¢nd of 2024. Ihe scheme had th￿¢ members.
Quinquennial inspections for both St James. and St Mary's, took place in February 2023. although
produ¢tion of the reports was delayed until the summer of that year. Work continues to ￿dresS the
recommendations of these reports and to identify sources of funding to cover the recommended work on our
church buildings. The PCC has Continued to add to our Designated Building Reserve as a precaution.
Standing policies such as health and safely, risk &ssessm¢nt and safeguarding were reviewed durin8 th¢
year. amended where necessary and approved.
PCC St4ndln% Committe& Meets as part of the l.EP Steering Group whi¢h Compr1.￿e3 repr¢s¢ntstiv¢s of
the PCC and the URC Elders. The Steering Group 18 charged willi carrying out the work of the PCC
betw¢en PCC meetings. In 2024 the LEP Steering Group met on three occasions. In addition, the Ministry
Team members, Churchwardens and other key staff members meet weekly lo keep tr￿k of day-to-day
activities and any issues requiring attention.
The FIDance #nd Fobrie Sub Comml¢tee. Ensures that the finances of the PCC ar¢ ¢onducted in a safe and
efficient manner and guides the PCC on all finan¢ial matters. It ensures thai the PCC'S obligation lo ensure
that the fabri¢ of the churches is well maintained and suitably developed is properly discharged. The
Commillee is chaired by the Treasurer. with the day lo day work carried out by the Treasurer. the Assi5tanl
Tre&8urer and the Churchwardens. The Committee met on four vccasions in 2024.
The Children's and Youth Work Sub Committee. This ¢ommitt¢e ceased to funciion following the
separation of the B¢n¢fice. Phillippa is now supported by Hannah Jones as her designated Line Mana8er,
with day to day support from Revd Mark Gould.

The Ruscombe and Twyford Paro¢hial ChU￿h Council (PCC) is a corporate body whose objectives are
defined by the Parochial Church Council (Powers) Measure 1956 &8 'to co-operalc with the minister in
promoting in the eeelesiastical parish the whole mission of the C.hurch' ￿tOral, evangelistic, social and
ecumenical.. The PCC aIso has the responsibility for the maintenance ol-the Church and Graveyards of St
James the GTeaL Ruscomb< and the Church, Graveyards and Church Centre complex of St Mary the Virgin,
Twyford.
In carrying out its duties, the PCC pays due regard to Charity ComTnission Publi¢ Benefit guidance when
exercising any powers or duties to which the guidance is relevant.
In its oversight of church activities. the PCC complies with the duty to have due retard to the Hnii*e. nf
Dlsttvps. guiaance on sateguarding children and vulnerable adults. Section 5 of the Safeguarding and Cler
Discipline Measure 2016. This inrludes ensuring that our Safeguardiiig Polioy is regularly reviewed and
updated. that compliance with th¢ policy is appropriately Monito￿d, and that all r¢levant employees &id
volunteers ar¢ subj￿1 to DBS checking and appropriate safeguarding training.

An eventful year in so many ways. The main event- our new vic8r Mark Gould arrived in October. but the
work to get U5 to that appointtnent was significant.

As I reported last year, we had made the decision to re-structure the Beneficc with Hurst and b￿rne a
separate Benefice, Twyford and Ruscombe. remaining an LEP with the URC Church. All the lega]ittts had
to take place in order for u5 to advertise the wsitioll of Vtcar. The profil¢ was finished and the advert placed
in the Church Times early April 2024. As you can see it w&s successfid, and Mark w&8 installed and
licensed by -4)livia and Archdeacon Stephen Pullin at the end of September. The team behind all this
worked ttrelessly and with so much creativity that our profile is now an example of excellence within the
archdeaconry.
There is absolutely no way we would have fared so well throughout the long vacancy wxthout th¢ Cortstant
suppor¢ love and wisdom of Revd Helen. She did quite literaily hold us together, moved us forwa
sUP￿rted and at time challenged us.
Welcoming KeviD Cowley as chu￿hWardCn in April to work along8ide Simon Farrdr has been a very
successfvl partnership. Simon and Kevin work well together and manage the fabric of St Mary's with good
humour. Pdience and dediration. JohD Porter remai￿ the sole warden at St James,. and carries out his role
with deep regard for the chur¢h building which h&$ seen gener*ions of worshippet3 coming to church over
many hundreds of yeats. He ts sllpported well by other memiws of the congregation, but i am coJ)fident he
would welcome sOn￿one to join him as warden.
Home8toups ¢ontinue to flourish and the 4x4 'enquirtis' group h&8 wnlinued to meet and explore faith
together.
Hospitality remains key to the way we show God s love. So much of it happens in the quid of our homes
within the weel but Sunday mornings at both church&%. gives largergrouF6 the chance to catch up and look
out for ¢ach oth¢r over coffee and at Si Mary's toast is available.
We are looking forward to a parish weekend away in M￿h .25. Same Bournemouth venu¢ as before we
are very much Iwking forward to 'drawing clos¢r to the flame..
Phillippa Midd]eton is doing a grand job &5 Children and Families worker. As of AugusL her hours with
Hurst were reduced and we successfuEly applied for a Di(￿an Development Grartt which has meant we
were able to continue wtth those hours for this Benefic¢. Hannah Jones has taken on the role of Line
Manager which has EEen of huge benefit to Phillippa ¢nsuring She is swrted well, encourdged greatty aDd
valued as a key player in spreading the Gospel mwage a￿osS Twyford and Ruscom
We have continued and increased our involvemerrt wtth the local community. TOT'S our parent and to(tdler
group meets w¢¢kly in terni time. We are reguEar visitors to all our lo¢al schools, in addition tr> engaging
with the uniformed organisations for Remembrance Sunday and for the Stout Carol Conc¢rL A Light Paty
and Go(KJ Friday activities reach out into the community.
Life events continue to bring joy as we w￿k alongside those at keys ttmes of their lives either in celebration
of Baptisms and Weddings. but also at tirn￿ of gr￿ sadness.
W0￿h1p is of course hugely im￿. SupwTrrted by our teams of m￿siCIans. we a￿ 50 blessed at b)th
churches. Licensed Lay Preacher5 SUPWrt the leading of worship and exploration of th¢ GO8￿1. We are
fortunate to have a high calibre of weachoB Sup[￿tllng ordained miDtstry.
This year Katie Coe h&s taken on leading a re-vilalised Pastoral Care Team. This group of trained people
support quietly a]1 those who would I￿ke us to vistL Trained and approved to take Holy Communion to
pcople In their hon)es this is an emension of sacrdm¢ntal worship which so many of us value greatly. Of
¢ourse, pasioral care is something that happens very naturolly within a church famtly who eare deeply for
each other. The pastoral care team is a more fornial set up but by no means takes over or is better than what
we do with Christian love for ourn¢ighknur.
Harriet Swinyard remains our Administration Manager and keeps everything in excellent order. her kind
Imd profession￿ tnanner gives confidence to anyone making contact with the office. Hope IAwrenee
continues to the PCC Secretary. again keeping us in good order and to time at our meetings. Both these
roles are cruriai to the sm(M)th running of the Benefic4 and l am ￿nallY very 8rateful to them for the
geneTOSiry and COUDsel.

This year we have lostthree dearly loved member of our con￿egatiOn. Chris Easton died last Marc
shortly after the reFKlrt for l&st year was WTitten. ChTiS W&8 8 significant member of the music team acro&
the LEP. kind, wise and a ￿ encourager. Peter Tat4 died in D￿ernber. A member of th¢ URC
congr¢gatior4 he w&s a much-loved figure particularly when it came to children's activities either on Good
Friday or previously at holiday clubs. Judy Stayt died in Janll￿. a previolls churchwarden, who worked
hard but quietly in so many are&s of church life. They are atl gwtly missed and leave a significant gap in
our church family. but we are comforted knowing they are at ￿ace in Heaven.
In his commendation on our parish profile Stephen Pullin said that we were aTt excellent Benefice and he
was and is not wrong. We are a Benefjce with experience. stability and a heart for mission. We are hard
working. engaging and resFrcthI of each other's tt￿￿tionS. Moving forward into a new year there is $0
mu¢h io be excited about as we share the me&8ag¢ of Jas￿$ to au those we come into ¢ontact with.

This report on the financial statements of the PCC for the year ended 31 DeCemtr￿r 2024, which are set out
on pages 8-13, is in respect of an examination carried out in accordance with th¢ Church Accounting
Regulations 21J)6 {'the Regulations,) and s.145 of the Charities Act 2011 Cthc Act,).

The charity's truste¢s. the PCC. are r￿￿nsibl¢ for the prepaTation of the fu)ancial statements. The PCC
consider that an audit is not required for this year under seclion 144(2) of the Act and that an independent
examination is needed. It is my responsibility to i&$￿ this report on those fin8ncial statements in
a¢cordance with th¢ tems of the Regulations.
Basis of indeptDdent exwmiDer's repjrt
My examination was carried oul in accordance with the Genernl Directions given by the Charity
Commission under s.145 of the A¢1. An examination includes a review of the accounting records kept by
the PCC and a comparison of the financial ststemems with thos¢ records. It a]so includes consideration of
any unusual items or dis¢losura8 in the financial statements and seeking explanations from you as trustees
oncerning any such matters. The wocedures undertaken do not provide all the evidence that would be
required in an audit and, cons¢quent]y. I do not expre&s an audit opinion on the view given by the financial
statements.

Under s.133 of the Act, there is no requirement to place a value on fixed assets. It is in any ¢&se deemed
that as St. James's, Rus¢omb¢ is a Grade I listed building and St. Mary's. Twyford a Grade 11 listed
buildin& it would b¢ almost impossible lo attribute a valuation. As the Church Centre is attachcd to Si.
Mary's and insures with St. Mary's. no valuation of the Church Centre can be asceriained. Consecrated and
benefi¢¢d pr()Ftrty is excluded from the accounls by 8.10(2Xc) of the Charities Act 2011. No value is
placed on movable church furnishings held by the churchwarden5 Qn special trusts for the PCC and which
require a faculty for disposal. since the PCC considers this to be inalienable propety.

The Vicar, and any Licensed Lay Ministers {'the Clergy,), who are ex officio or appointed members of the
PCC, are not employed by the PCC. They are not remunerated for their services on the PCC, but were paid
expense8 in their respective roles for the church as detailed above (Note 3(c))
During 2024 no tnemb¢r of the PCC received remuneration or other benefit for their work on th¢ PCC, nor
claimed travel expenses, although they may have been entitled to do so for attending meetings.
There have been no Related Party transactions.
The PCC employed 4 part time employees during 2024, who worked a total average of 55 hours per week
with total costs of £52,288. This in¢ludes £1.853 of pension costs. There were no Nl Costs.

During 2024 the PCC and congregation nominated various services and evcnts for a sele¢lion of Ch￿Itable
causes ¢lt which a total of £3359 was raised. The charitable Causes included Mission Partner5 as above
Rlll. Poppy Fund, Berks Historic Churches (Ride and Stride) and Bishop of Oxford Outreach Fund. Giving
ai 2024 Christmas Services raised £1.552 for Christian Aid &nd Yeldall Christian Centres. As this included
online giving• procee&8 were not received and remitted until early 2025.
