are requwed to contribute an amount not exceeding £1. From 1st October 2011 the charrtable
company ha8 undertaken the a¢tivitie8 prevI(￿Sty undertaken by the unincorporated charity, number

Southgate Comrnunity Partnership has a Board oftwefve Trustees with four members elected from
each of the Communty, ofvthi¢h are CU￿enty vO￿nI. and Southgate Church,. one from Wesl
Suffolk Council" one trom Suffolk County C￿ncIl,. and two Co-opted, one of￿1Ch is vacant. The
Trnstees met five times during the pertod plus the Annual General Meetsng. A chairman. vice chairman
and secretary are ele¢led. A treasurer is appointed by Trustees on an annual basis. but is currently
vacant as a profèssional bookkeeper ￿ now engaged by the charity on a part ts'me basis. Meetings of
the Board tske place regularly. Two sub comnyttees have been esiablished.. bjsiness development
and finan¢e and general purposes.

The Board may admit to membershp any pefson resident in the Area of Benefft and any local
authority, fimi, corporate bo(ty or uninctyporated aSs￿lation working or an interest in the Atea of
Benefit who appl¢es to the Ch81ity in the form required by the T￿￿tee5. Members are entsded to attend
and vote at general meettngs elther Pe￿nalty or (in the case of a member organisation) by an
authorised Tepre5entabve. They elect Trustees as prescribed in the goveming document. A general
meeting of mewnbers is held at least annually. Tn￿teeS ensure that a comprehensive insurance policy
is in place COVer￿g the buil(*ngs and contents as well as Iwstee indemnty liabilty.
AJI groups regularly hinng the cel￿e are vknle to apply for afflialion on the payment of an annual fee
determined by the Board.
The Trustee8 review the major ris￿ to the thanty ts exposed on a rew18r basi8 and. vtherè
appropriate, estsblish systems or procedures to manage those risk8.
Objectives and aclivities
The objects ofthe Charty are to ￿rIher or benefft the residents ol the Soulhgate area of Bury St
Ednwnds and its environs. without th8tinction of sex. Sexual Orientsti(￿, race or of polltical, r8Mgiou8 or
other opinions by associating together the sa¢d residents and Ihe local authoriti'es. voluntary and other
organisatsons in a ¢omffK)n effort to a(fvan¢e ethcation and to provide faoliti'es in the interests of social
welfare for re¢reation leisure time 0￿uP8tiQn ¥￿th the objective of irrproving the conditions of life for
the residents. In fvrtherance of Ihese obiects but not otherwise. the Irustees shall have power.. to
estsblish or secure the ests￿IShMent of a community centre and to maintain or manage or co-operats
with any ststulory aLthority in Ihe m8inten8nce and management of suth a centre for activitie8
promoted by the chaiity in fvrthernnce oflhe above.
Covld-19
In March 2020, as part ofthe nallonal lockdown. the Communty Centre closed for over four month8,
th staff joining the HMRC Coronavifus Job Retention furlough scheme. Alihouth, some groups
retumed in July and August follo*ryng Central Govemmenl guidelines for re-opening, the social
distancing restrictions prevented many hirers Te-pining. Indeed from Chrtstina8 the Centre was once
again closed for a fuither five months %*ith the instigats.on of the second lockdovm.
The impact of the pandemic inevitably had a maTr)r effect on the yea￿$ income and ffinan¢ial
performance. however Trustees were watefvl for West Sufftilk Council Covid-19 Business Support
grants N¥hich minimised the consequences of an unprecedentetj exceptional period. Trustees
contmued to keep in regular contact and meet using online tethnology vthen possible. the Chairman
regularly providing Covid updatss.

Achiev•mgnts and parformance
This has beert an exceptional, unparalleled time and hugdy thallenging for the management and
running of a strate￿C community facility. Sadly, popular annual events had to be cancelled. the sell out
coach day trips to London, bingo sessions, Community Day and inibatives for local residents.
However, the enforced closures and restrictions contributed to many resourGefvl enterprBes taking
place behind our sleeping gianfs dosed shutters.
l) Followng various dosures there was actualty aD increase in enwiries for new user group5 and
the number of different groups hiring- we are proud to provide excellent safe fa(ilrtie5 for a *ryde range
of community groups as well as provision of health and soryal care,.
2) We continue the partneTrhip vthh a local ¢ommerc4al publisher in supporfing a monthly
community magazine knovffl as the Southgate Directory informing the I￿al community and beyond of
ne￿ from the Communlty Centr•.
3) Hosting weekly po￿tiVe 8tsps-based exer(#se dasses as a fall$ prevention $eryi¢e, these have
continued as an essentr'al user group where restric11￿$ alr)wed.
4) Co-operating with Southgate Church wthich ocrJJpie8 part of the t￿lI(b.ng and has first use of the
Community Centre on Sundays. 8ssi$ting it to provide Belf dtstsnced 8eNice8 *rythln Centr81
Govemment guideline$ at Christmas and Easter.
5) Supporting community initialives during lock induding Rock Snake. Zoo and Round the
World Trail and Christmas kn'ghts ovent.
6) Working wth local ￿￿nCilI016 to re￿1ve items for a nv4¥ Food bank for the benefft of those
struggling or in need over Christmas. the New Year and beyond. Co-ordinating the distribution of food
parcel8 to familie8 and indmduals.
7) Ensuring the Centre was available for the NHS East Anglian Diabetic Eye ScTeenNig Servioe to
run tr•0 clinics daily throughout restrictions and beyond.
8) Liaising with the nearby We8t Suffolk Hc6iMtsI and Suffolk Joint Emerggn¢y Planning Unil to
update the Soulhgate Community Centre Emergency Rest Centre avadatM"Irty

Contlnulng the programme of builthng improvemnt durlng dosure to make the factllty more
attr8ctive foi local communty groups and Centre users. New en￿rOnMentaty and economically
effectlve LED lighting in main hall, small hall, coffldots and committee room. Repainting and new
colour scheme throughout the building, new canvas pnnts for rooms depith.ng l¢X81 scenes. and
montages updated in Corridors. Installats'on of coloured lightsng around Ihe Centre to brighten the
Christmas festsve period and lock down for the benefit of local residents. Extra diligence ensuring that
the building is maintained, deaned and Covid safe at all time8 a priority.
10) Pioneering an exciting new project wrth support from local coundllors and Trustees In
coniunclion environmenlal specialists Greener Growth to transfomi the outs4de of the Centre and
lo￿4 area with the So(rthgate Communty Imldlife and En￿rOnMents1 Project. A unique and innovative
initiative to transform the surrounth'ngs vAth hi￿ ¥isibsJity irrprovements involving lo¢al residents,
families and school children.

Financial Review
Property
The freehold property, whith vras owned by the foTmer St Edmundsbury Borough Council, vras
transferred to the Tnjstees on 30 September 2011.

R•sufts andrestwes
For the year ended to 31st Marth 2021 there was income of£55,112 and eXPenth￿re of£50,071 - wth
a surplus of£5,041. The surplus was lower compared to the previous year due to impacts of Covid-19.
Trustees had a policy of maintsining a reserve to cover three months overheads. Fund balance8
increased by just over £5.￿0 in the year. The ¢hallenge in the medum term is to Lrow income to
support the existing comnwtments of the Partnership and to continue to inyrove the fabric of the
Communty Centre.
