The Old Boat Corner Community Association is a charitable company limited by guarantee:
it was incorporated on 6th December 2010 and registered as a charity on 29thJune 2011. It
was established under a Memorandum of Association, which describes the objects and
powers of the ¢haritable company. it is governed under its Articles of Association. Under
those Artieles the Trustees are elected from amongst the membership of the Association at
the Annual General Meeting.

Governance and deeision making
Voluntary and not-for-profit associations and organi￿li0ThS which wish to support or
fijrther the aims of the Association may become affiliated groups on payment of an 8miual
fee. Affiliated groups may nominate a representative to vote at genernl meetings.
The Trustees of the Association share th¢ overall management of the Association and forni
the Trustee Board which meets every two months and oversees the nmning of the centre.
The Centre Manager, Reyna Kothari is charged with day to day running and decision
making of the centre, with guidance set by Trustees.
The duties aThd responsibilities of Tn￿te¢S are explained to candidates b¢for¢ the elections
ut the AGM. The first Trustee Board mccting after the AGM is largely taken up by an
induction scssion for n¢wly elected Trustees. Trustecs are encouraged to attend appropriat¢
training provided by local organisations and to refer to appropriate sources of irtforn]ation,
in particular the Charity Conllnission websit¢.

OBJECTIVES AND ACTIVITIES
Obj¢ets
The principa] activity of the company and its charitable objects is that of: promoting the
benefit of the inhabitants of the local area (Patcham 4ffid Holling,bury Ward) by associating
together the said inhabitants, the local allthoTity, voluntary and other organisations in a
common effort to advance education and to wovide facilities in the interests of SOLial
welfare for recreation and leisure-time (K¢upation with the object of improving the
conditions of life for the said inhabitants" esthblishing a community centre and
maintsinkng and managing the S&Tne in fiwtherance of the above objects.
How Old Boat Corner Community AssoeiAtion's activities deliver public benefit
The main activity of the OBCCA is th¢ managem¢nt of Old Boat Corner Community
C¢ntre which provides facilities and amenities to the public which would not otherwise be
available in the local area. As described in the following scction on its activities, the
CeThtre is well used by community groups and local residents.
RISK REVIEW
The Tnlstees have conducted their own revi¢w of the major risks to which the charity IS
exposed and systems have been established to mitigate those risks. Internal risks
mitigated by the implementation of procedures for authorisation of transactions and
events and to ensure consistent quality of delivery for all owational aspecls of the
charity. These procedures are reviewed periodically to ensure that they still meet the needs
of the charity.
Challenges in 2023
The Cost of Liwing crisis has had a significant impact on the charity over this reporting
period. The number of people we support has increased and the types of needs people present
with increased in complexity. We had to focus on the immediate needs of servic¢ users
which took up significant staff time. We looked for ways to increase service provision when
our own operational costs were rising and ensured the wellbeing of the staff team when
supporting people. We put st￿ctUreS and systems in place to manage demand and ensure
knew they could ask for help. ()ther serviccs in the local arca were also reaching
capacity and sending people to u& impacting further.
OUT electricity costs continued to be a significant outgoing, and we were excited to be part
of a heating project with Brighton and Hove City Council which would bring energy
efficicncy measures and hclp to bring down this large cost. We were willing for parts of the
ntre to be partially closed to enable the works to happen and had planned for this over the
middle of the year. Unfortunately. quotes Teceived for thc works werc gr¢ater than the
funding available. The project has reduced in scope and we are w￿tIllg on approval for this
r¢vis¢d phase. We want to ftmdraise for the r¢n]ainder of th¢ work due to the significance of
IL but lack of clarity has meant this has been delayed.

Issues with young people and anti-social behaviour were causing concern in the local
otnmunity aftcr a few serious events including fire and theft. Young people don't have
anywhere to go. so this results in large groups hanging out in the park or in the green spaces.
As we have become a more trusted pla0¢ to go. we've also experienced issues in the library
and in Carden Park. This gave us impetus to get the proposed youth project up and running
and to pull in all the help we could to make thÉs happen.
Staff and Volunteers
2 members of staff are taking part in Leadership and Management Training as part of the
Government's apprenticeship scheme. ￿nded by Amex's Apprenticeship Levy and
delivered by provider Corndel.
We had on averdge 17 members of staff during the course of 2023, all in a part time
capacity apart froTn the centre managJeT role. Staff turnover is very low with most team
members being on bo8￿ for over a y¢ar. "I'he t¢am as a whole is strong and Teliable and is
one of the biggest re&8ons the Old Boat is successful.
Although there were no new roles at the Old Boat this year. a decision has been made to
recruit an administratOT to help cov¢r th¢ load of the centre manager.
Our volunteers are essential in d¢livery of our community services and we are incredibly
grafrful for their time and en¢rgy. We have 28 regular weekly volunteers that help to run
and shape the services in the centre.
Volunte¢rs are essential in running OUT charity shop Boatopia, Pay-as-you-feel Barber.
Costun]e Library, Old¢r P¢rsons Group, International Women's Group, Community F,un
Days, Weekly Cinerna. delivering Healthy Neighbourhood Fund and not to mention the
trustee board.

Youth Actrvities
A great example of what can be achieved was th¢ need to set up a youth project / more
youth activities. With help from the Ladies Mile Pub and the Patcham Community Fund
we were able to refurbish the old changing rooms at th¢ back of the building and turn it into
a dedicated youth space.
With further help from Brighton and Hove City Council Youth Led Grants and the Chalk
ClifYFund, the youth projeci has evolved through the year including free basketball for
mixedlgirl8 funded by th¢ healthy lifestyle8 team, football with The Brighton and Ilove
Albion Foundation for youngerlolder L￿d girls only, drop-in youth club once a we¢k, 3D
pen Art once a week dnd holiday sessions through the summer.
We're incredibly PToud to have been able tr) addr¢ss our long-tern] ambition of providing
services for young people in the area.
Group Development
International Women's Qroup- this group d¢velopcd to ¢at¢r to the needs of the users in
the building as well as welcom¢ members to the building that may need support. They
have 18 regular attLnde¢s and m¢et up w¢ekly to combat i%ol&lion, learn busic l.:nglish. go
on tripy. cook and shaT¢ fond lo¥ether. Thc group iy 5troDg and we are going to be looking
for funding to make sure their nceds are met for 2024.
The Older Person's CJroup is going from strength to strength. They have taken part in
fenLing, boccia, walking7 trips, christmas meals and Tai Lhi among othcr things.The
nding is secure till June 2024 and the numbers in the group keep growing. Currently
there are 19 active membcrs. We will be looking next year at doing two sessions, one for
socialising and one for st￿n8th and mobility.
Helping those who need a helping band
Old Boat joined the national Warn Welcome Spaces Network and opened our doors to ￿1,
offering a friendly spa¢e to keep wann, connect and make new friends. We also connect
people to services and provisions. We distribute the Household Support Fund to
households mvst in need of Ilelp with ￿e1, Food, toiletries and other essentials. The Pantry
is still O￿ll 7 days a week and we are still receiving 2 deliveries from Far¢share. The
numbepo of p¢ople using th¢ panty have doubled over this year with the cost of living
crisis and the Household Support Fund has helped us to make sure that we are able to
provide tood to peopl¢ in n¢ed. Boatopia is still working well with donations increasing
and the number of volunteers involvLd coming in daily to manage the stock levels. We
hav¢ partnered with Astra Recycling to help us with the overspill of Stock and tske any bits
that we don't need away to be redistributed. The clothing is exchanged for a donation
depending on the weight to The Old Boat.

Husllngs EveDt- in the run up to the local elections in May 2023. for the f￿st time wc
hosted a hustings event which Saw all candidates standing for election as a local councillor,
answering questions from residents. It was a well-attended ev¢nt that sought to give g¢Jod
inforniation to people An the nll] UP to voting.
Olu's Kit¢hen Night- in August, 45 people joined us for food, music and drinks during a
pay-as-you-feel Nigerian Cotnmunity Kitchen which fundraised for community projects.
End of SuDJmer Fun Day- September saw the return of our hugely busy fun day with lots
of fun, low cost and free activiti¢s. W¢ took the opportunity to ask the community about
what Old Boat means to them.
Inaugural Community ATrYards - at our AGM in October we gave out 7 awards to
amazingv active local residents as recognition foT their contributions to our community. It
made for an emotional moment!
Affordable Christmas events for the comniunity: The Littlest C]]ristsnas Elf by Bigfoot
Arts Education ran 6 perfornwices to over 300 residents young and old. All children
attending received a present thanks to the OS&B Society. Christmas Market- 26
stallholders including small Iocdl businesses and individuals. Cbristtn&s Fun Day - Sants,
bouncy c&8tles, Patcham Silver Band, Tombola (with donations from the community),
Otsvo Booth's Magic Mirror. Olu's Nigerian Kitchen. All children got a gift from Santa's
Grotto, donat¢d by the OS&Bs Society.
Centre Infrastrncture
Our low-cost café continues to go from strength to strength offering good and low cost
food and enabling the centre to be open 7 days a week, 9am-5pm. The Little Boat Play
Café continues to run in the café area, which is a free space for little ones lo come and
have fun whilst their carer5 can relax. Our staple services of weekly low-cost soft play
and Little Boat PlayGTOUP for under 5s. continues to ruL Friday free Cinema afternoons
run weekly.

Charity Bank Account- moved away from account that had started to charge, to Virgin
which ts offering high interest rates to bring in a small amount of unrestricted funds.
Gov¢rnan¢¢
We focuss¢d on trustee recruitment to bring more capacity and stability to the board
during the first part of the year. This process resulted in 3 new trustees with skills in
fundraising. saf¢guarding, impact and f￿ancIal T¢POrting.
We also fOc￿8$ed on our financial governanLe this year to ensure we are meeting our
duties in this area and are operating in line with good practice as we continue to grow.
With a finance working session, basic training for all trustees. budget review and
budget setting meetings, financial risk management and a review of our fU￿nCe
policies, we are now in a much stronger position in this regard.
We also put in place a regular supervision structur¢ for the Centre Manager with the
Chair of I'rustees.

FINANCIAL REVIEW
The financial statements are set out on pages 15 to 26. The financial statements have been
prepared in accordance with Accounting and Rew)rtit]g by Charities.. Statrment of
Re¢omn]ended Practice applicable to charities preparing their accounts in accordanee with
the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)
(effective l January 2015).
Overview
2023 saw another increase in both income and expenditure at the charity, reflecting a busy
year. ToÉal income of £281,582 (2022.. £241,037) was received. Ther¢ was also a significant
increase in expenditure, with £276,203 being spent in the yeaT (2022.. £230.615). This
reflects the increased inv¢stment in the community from the funds raised. Overall, the charity
recorded net income over expenditure of £5.379 (2022: £10.422) of which, £11,249 of net
income over expenditure in restricted fund5, and £5,870 of net expenditure over incom¢ in
unr¢stricted funds.
Th¢ Charity received a total of £22,405 in donations to the Centre which was an uplift from
£17,059 in 2022.
Restricted inc0￿C receivd during the year comprised £1.120 from the Healthy Hollingbury
Fund of which £500 was di8tributed in grants during the period, and £6,000 wa% received to
nd the electricity Costs. A furth¢r £1 1,000 was received from Elrighton and Hove Council
for the charity to distribute to households from tbe Household Support Fund.
Total fimds carried forward are £73.875 (2022: £68,496) of wbich £33,750 is restricted and
£40,125 is unrestricted.

I report on the accounts of the company for the year ended 31 December 2023, which are set
out on pages 15 to 25.
Respective responsibilities of trustees and examiner
The trustees (who are also the directors of the company for the purpos¢s of company law) are
responsible for thc preparation of the accounts. The trustees consider that an audit is not
required for thi8 year under section 144(2) of the Clwities Act 2011 (the 2011 Act) and that
an ind¢pendent examination is needed.
Having satisfled myself that the charity is not subject to audit under company law and is
eligible for independent examination, it is my responsibility to:
examine the accounts under section 145 of the 2011 Act.
to follow the pro¢eduTes laid down in the general D1￿ctiOnS given by the Charity
Commission under section 145(5)(b) of the 2011 Act; and

Basis of independent examiner's report
My examination was carried out in accordance with the gen¢ral DiT¢rtions giv¢n by the

The fmancial statements have been prepared in accordance wfftth Accounting and Reporting by Charities:
