The Chair srated that because of the shortfall in Diocesan Share payments across the benefice. the
number of stipersdiary clergy in the benefice is being reduced: Revd Dr Graham Southgate wi51 not be
replaced. It is proposed thac the benefice be split into cwo smaller benefices, each to have its own
Rector. This should make recruitment wier in the fuwro Currently PCCS are discussing where
the boundary between the proposed new benefices should fail. A map has been produced by the
diocese for our considerntiorn but numbers each side of the split shown are very unevon. with 3
much greater tofal population in the we5L A key consideration is whether Chilmark, a falrly large
par15h. should be In rhe western or eastern beneficÉ Once all the PCCS have submitted their views.

5. Electoral Roll
Thanks were expressed ro Trish Liddrard for her conDnuing work as our Electoral Roll officer.
Tri5h reported that the number on our eleccoral roll at the APCM on 9 May 2023 was 133. Since
then, I has been added, 6 have died 2nd 2 have moved avny. The final number for the year to 28
April 2024 is 126.

7. Presentation of the Inventory (Cliurchwarden) and Thanks.
Anthony ￿Ve15-wOod presented the Inventory. Since last ye2r. one microphone stand has gone
missing. The stone sarcophagu5 in the north porch has never been Included in the inventory. The
inventory was signed by the Chair.
Thanks were expressed to all for their contributions to the church over the last year.
Particular (hank5 to Jean for taking on the role of Treasurer. to Nigel a5 Sacristan, to those who
look after the linen and the churchyard, to StU2rt and the Choir. to Judy as Parish Administrator and

8. Financial Statements for the period ended 31 December 2023
The Treasurer spoke 2bout the accounts included in the pack 2nd approved by the PCC ac IES last
meeting. She clarified the purposes of the various funds (Restricted, Desisnated 2nd GenErnI). The
Genera5 Fund showed a surplus at the end of the year. A queKion wa5 asked about the annual

shortfall In Diocesan Share payments. currently over £30.OOOpa. Concern was expressed. It was
suggested that all on the EleC￿ra7 Roll be contacted. and thai Paul Naish be invited to speak about
the Parish Giving Scheme already used by some regular givers. SDP suggested that we think beyond
the boundaries of church members - perhaps puc a full page In Focus about looklng after thls
treasure of the communlty. The Chair stated that if all on the Electoral Roll gave approx. £800pa,
this would cover our ourgoings. QE felt that this should be spelled OUL CB felt cautious about
stating a figure", people give to other charities, especially since the church has reduced its own
charitable giving as income dropped It was felt that an appeal for support should come from
Churchwarden5 rather than the Parish PriesL

The Chair stated that the current Deanery Synod has two further years to run, so we are not

The Parochlal Church Council (Powers) Measure 1956 and the Churth Representation Rule5 contain prov151ons

stand for election to the PCQ

ChLtrch. The oldest parts of the churth date from the 12th century. its upkeep is not cheap.

Safeguarding
The Parish of Sc John the Baptist 15 committed to safeguanling children. young people and vulnerable adults from
harm. We follow the House of Bishops guidance and policies. and our Parish Safeguarding Officer. Anthony Lovell-

Church Attendance
The number on our electoral roll at the APCM on 12th May 2024 was 126. Under the Church RepresenÉation
Rule5, a new Electoral Roll musc be compiled every stx years 2nd coMple￿d no less than14 diys in adv￿Ce of the
Annual Meeungs. On 20th March 2025, the number on our new eleccordl roll was .
It Is plea51ng to report that the number of people attending service5 eath week shows an overall increase on 2023,
with 2n average of 46 at the weekly Parish Communion Service. 38 xdults and 5 children at the monthly AIIAge
Servlce, 28 at Chordl Evensong and 8 ac the monthty 8am Holy communic￿ 61 came to the Epiphany Carol Service
137 in 20231. Holy Week and Easter 2024 Saw 49 attending on Paim Sunday (38 in 2023). 29 on Maundy Thursday
119 in 2023), 37 on Good Frlday and 115. l#cludÉng 10 children. on Easter Day. At Chrlstmas. 95 adults and 30
children attended the Crib Service on Chrisrm35 Ev< 71 the l Opm service on Christmas Ev< and 107 the Parlsh
Communion Servi￿ on Christmas Day, a Signifi0￿ Increase on last year'5 disappointing number ($91. The
ecumenid Remernbran￿ Servtce and Carol Service were well attended, as was the beneficÉ service for All Souls.

Review of the Year
With the reductton of stipendiary clergy in the benefice from three Co two at the beginning of the year, the
Team ViEar5 have been more thinly spread between the parishes, with each of them taking on responsibiliry for
addirional parishes. The Revdjuliette Hulme, our parish pries4 retired at the end of September 2024. It is intended
thacthe Nadder Valley Benefice be reorganised to form two benefice5. With Tisbury being part ofthe Upper Nadder
Benefice. A Rector will be 50ugh£ for the new benefi￿ whith will comprise seven parishe5.
As noted above. over the year there has been an increase in atTrndance at almost all our services. with Sunday
services well attended and a 5tsble congregailon ai the Wednesday Holy Communion service. We continue to Say
Morrylng and Evenlng Prdyer via Zoom on Tuesdays and Thursdays at 8.002m.
We continue to Y￿￿e our connections with children and young people. Our Open the Book team has presented
Bible storles at StJohn'5 Primary School twice ead) month durlng tèrm lim& and Juliette (until her retirement) and
Judy have conunued to lead Collective Worship there regularty. Churth member5 cuntinue to pEay an acÉ¢ve part
as governors of the 5th001. Our monthly Al￿Age serYic&s at St John's attract a number of families with young
children, although not 2112ttend every tim£ In the spring of 2024. the mini5fry team reviewed the children's holiday
work5hop& ai whlch numbers had been disappointing in the last year or trio. It was concluded that these are no
longer fulfilling a useful purpose and the decision was Taken that the one ai the beginning of Lenr would be the la5L
Hinton Hall bookinz& both regular and one•off. remain heatthy. The wlndow ar the easr end of the hall. whlch had
been in very poor condition. was replaced early in 2024. The now E2St Window in the church was completrd in
the auwmn, and has already actra¢ced a good number of visitors. We reTnain unable to find a plan for additional
pace for the buryng of ashe5 which is acceptable to the Diocese. and at presenc we are not able to offer burlal of
ashe5 in the churchyard.
We had two sta115 ar the Village Fete in June,2nd were delighted to rnise £930 ft>r church fund5, thanks to generous
donations of cakes & produce and plant5 ￿ Sell. We held a Chri5tma5 Chariue5 Falr at the end of November,
ra151ng £1.375 for the church and good sums for the charities. Collection5 were made for the British Red Cr05S
Israel and Occupied Palestinian Territory Appeal and the Save the Children Middle Easi Appeal In Lenc and Advent
respeccively. rnisirbg good amounts for botk We have also supportsd other causes during the year.
Financial overview
The PCC Is pleased to report that there YRS an excess of receipts over payments. after transfers. of £l1.104 In the
General Fund.
The CollÉcTin on-line givlng devico was installed in the aurumn and is proving popular and 15 more flexible to use.
In cash terms, the PCC p21d £30,000 of thé £66522 dbce5an share amounr reque5ttd by the Diocese in 2024. Had
it paid the fijll amount it would have been in coniravenuon of irs reserves policy against the Chariw Commi551on's
guldellnes. However. at a PCC meeting on 28th January 2025. it vns dÉ¢idÈd to. pay an extra £8500 towards the
diocesan share amDunL This amount will show in the 2025 accounts but will be treated by the Diocese as an
addition ro the £30.000 paid for 2024.
The East Window project management committèè continued to steer the prolect to a happy conclusion wlth the
Insrallauon of the wlndtsw being finished by December.
The PCC has substantial assets under Irs controt but these are mostly designated or restricted funds earmarked for
specific prolÈets and accivitie5 refiecung the basts on which the funds were raised or donated and on allocations
agreed by the PCC

Fabric
Work has been carried out thr¢Jughou£ the year to maintsin and enhantr our hisctiric churth and its churthyard.
Within the church, the floor brass in the Sanctwary has been repaired and will be replaced in 2025 once other
work has been done. The reredos, deaned and restored in 2013. still mits a barrier and special lighttn&
Maintenance has been carried out on the elettric4 and on the organ blower. The new East Window by Tom
Denny vrds completed in November 2024. It is planned dHt the best dements from the old window will be
incorpora￿d into the Lady Chapel wndow during 2025.

Note l. Accounting Policies
The financial statements of the PCC have been preparéd in accordan￿ with the
Church Accounting Regulations 2006 using the receipts and payments basis of
accounting.
In these financlal statements:
General (Unreslricted) funds are funds which can be used in accordance wlth the
PCC'S charitable objects at its discretion. General funds consist of unrestricted fund
money that has not been set aside for any specific project. The day to day running
costs of the PCC are normally pald out of general funds.
Designated funds are set aside by the PCC out of general funds for spectfiG projects.
Designated funds are still unreglricted and can be moved to other unrestricted fijnds
or re-deslgnated if the PCC so decides.
Reslricted funds Gan only be used for partlcular restrlcted purposes with the obJeGts of
the PCC. Restrictions arise when speclfied by thè donor or when funds are raised for
particular restricted purposes.
Note 2. The Parlsh Glving Scheme
Whilst there has been a decrease in the income via standing orders and envelopes,
there has been a marked increase In the use of the Parish Giving Scheme, with 8 naw
donors jolnlng the scheme during 2024, making a total of 26. ThSs Is a very efficient
system of parlsh glvlng, together with the abllity to Index Ilnk donations to Inflatlon,
automatically. Also. it provides less onerous administration.
Note 3. Legacies
Two legacias were received in the year, one of £10,000 and the other of £1000.
Note 4. Special Appeals
All monies received during the year for the East Window Appeal are shown In Speclal
App8als, within the Restricted East Window Fund.

The Llsted Places of Worship Scheme is a program that provides grants towards the
VAT incurred in making repairs and carrying our alterations to listed buildings mainly
used for publlc woiship. The amounts reGeived in 2024 were allocated to the relevant
funds:

Note 6. Events
The church members joined in the Carnival Willage Fete on 15th June 2024. raislng a
net figure of £930 for church funds. through the sales of cakes, produce and plants.
Con￿rts of classical music were held on 21st and 22nd June 2024, organised by
Quentln and Maggie Edwards. with a view to sharing the net proceeds between
Christlan Aid Ukraine Appeal and the church development fund, with £1200 going to
Christian Aid and the balance of £515 going to the church development fund.
On 1 Oth August 2024. another"Jazz in the Garden" event was held at Tisbury House,
home of Paddy and Sarah Doug]as￿ennanL £4995 net was raised for the East
Window Appeal.
The Christmas Fair held on 30th November 2024 raised the gross sum of £1374, with
miscellaneous cosls of £93.
Thanks go to all the people who gave time and éffort into organising four such
successful fund-raising events in the year.
Note 7. Fees
During the year the PCC received £2164 (2023: £2628) for wedding and funerals.
Note 8. Team distribution
At the end of the year, a distribution of £4977 was made by the Nadder Valley Team
Treasurer. due to an accumulation of monie5 within the team account. However, the
annual contribution towards clergy expenses within the team will continue to be paid.

A new kitchen window was installed at the Hinton Hall at a cost of £6210. Grants
towards this cost were re￿iVed in th@ sum of£3600. Afund-rai5ing evening was held
at the Nadder Centre which resulted in a net figure of £2170. Thus, there was a net
cost of £440. Unfortunately, the Lisled Places of Worship Grant Scheme does not
apply to church halls. so no element of VAT was reclaimable.

Nota 13. Dlocesan Share
Diocesan share is the amount requested annually by the Dlocese of Sallsbury to fund
the stipends and housing for clergy plus other dI0￿san operating costs. The 2024
dlocesan share request was for £66,522 (2023: £65,281) and the PCC was able to
pay £31,500 (2023: £30.000) towards that request. The accumulated balance of
£197,074 is not shown on the Statement of Assets and Liabilltles as a liability since it.
18 not a legal obligation and the Ilkelihood of it being pald in future Is uncertain.
Note 14. General Fund Reserve Policy
It has been PCC policy to mainlain a balance in the general fund to Cover emergency
situations or a sustained reduction of income or increase in expen5e5. The PCC has
agreed that the minimum level of reserves in the general fund should be £25,000 to
be revlewed annually. The general fund balance on 3181 December 2024 was £47.694
whlch complies with the Minimum reserves balance policy.
