BASICS Essex Governance
BASICS Essex is governed through its Constitution which was adopted by its membership on
15 February 2011 and formally accepted bythe Charity Commission on 8th June 2011.
Our Charity is led by the Board of Trustees and the day-to-day function of the Charity is led
by the Chairman with the Hon. Treasurer. Hon. Secretary and Clinical Director providing input
as required in their respective areas of responsibility.
The Charity works in partnership with the East of England Ambulance Service NHS Trusts
under a Memorandum of Understanding. All of the volunteer clinician5 have an honorary
contract with the Ambulance Trust. The Scheme provides an overarching clinical governance
structure, which is in partnership with the Ambulance Trust, under which all responders
operate. The Chair or nominated representative sits on the Trust third party governance
committee.
The Scheme has received no complaints during the year and manages its risks through the
Trustees. The current risk register has no identified risks for its area of operation.
BASICS Essex Objectives (Public Benefit of the Charity)
The Charitrfs objects are:
The relief of persons suffering injury or illness by the provision of Immediate Medical
Care.
To advance the study of Immediate Medical Care by the provision of training.
Both of these objects are directly for public benefit.

Our Charity meets these objerts through supporting the funding of training of its clinicians in
Immediate Medical Care and through providing equipment and support for them to deliver
prehospital care and hence relieve suffering from injury and illness. At all times the
functioning and operation of the Scheme, along with all Trustees, decisions on its direction
and expenditure, is based on due regard for the Charity Commissions guidance on the public
benefit.
The Charity provides dedicated volunteer Doctors, Critical Care Paramedics and Paramedics
who deliver prehospttal critical care across Essex 24/7. Each clinician has undergone specialist
training in prehospital emergency medicine and immediate medical care. All have undergone
a period of mentorship prior to being signed off to respond as part ofthe team.
The Scheme delivers its service through individual home responders. Home responders
respond from home with the equipment in their own cars. Their cars have the necessary blue
lights and other equipment. Team responders respond in the team's response car. Normally
on their own or in a team of two the clinicians respond on a shift basis.
The Trustees are satisfied that the Charity continues to act in the interest of public benefit.
Key Achievements of 2024
Purchased and equipped a second prehospital critical care response car. This vehicle
is based in the south of the county providing greater opportunities for volunteer
clinicians to respond.
Purchased new Personal Protective equipment enabling us to have a modern look
with weather protection along with easy visibility.
Purchased ultrasound equipment and portable syringe drivers to enable clinicians to
provide higher quality care.
Introduced arterial line equipment to support more accurate blood pressure
monitoring.
Standardised equipment packing and checking on both operational platforms to allow
better governance.
Introduced an app to record all the scheme activities. This significant piece of work
was led by Dr Chris Hardy who, designed, built, led the trials and implemented this.
Standardised all administration functions.
Clinical Artivity
The Charity was activated to 175 calls in 2024 which is down on 2023 {253 calls). The biggest
cause of attivation was to medical related incidents including cardiac arrest, as can be seen
from the graph below. Trauma makes up a significant number of the remaining calls. l am
pleased to also note that over 10,000 hours of volunteer time was given to the charity during
the year in delivering this care and response.

Financial Review
For 2024 the Trustees supported a change in financial reporting. The new model is more
relevant to a charity of our size and makes the accounts easier to understand and useable.
Due to these changes comparing income for 2023 and 2024, as previous reports have done is
challenging and therefore has not occurred this year. Different measurements are now being
used which makes reporting figures not the same.
The Charity saw an increase in its income in 2024 to £115.264.

The year saw positive work in improving our income, especially from grants and also
unrestrictive funding. We continued to be a charity of the Maldon Mud Race for a second year
long with charity of the year of Gepps solicitor.
The Charitvs expenditure for 2024 was £127,722. Most of the additional expenditure for the
year was on using the restricted funds in year on the purchase of the second Critical Care
response car, the new Personal Protective Equipment and the clinical equipment. General
running expenditure showed a decrease compared to the previous year.
Reserves Policy
The available reserves are £80,366 {total unrestricted funds available) This has seen in
improvement from 20231£74,3861 Given the continual challenges of raising funds there is 3
need to ensure the Charity has reserves to meet its requirements to funrtion.
As a Charity the Scheme is required to ensure that it does not have excessive amounts of
reserves and that its money is used to further the objetts. Below is the extract from the
Charitvs financial policy which is its Standing Financial Instructions.
The Charity must ensure that it uses its financial reserves to further Kts objects. The
Charity must not keep large reserves as this could affect future income from other
sources as they would want to see the charity use the money to further its objerts
appropriately.
There is a need to ensure that the Charity has some reserves of money to continueto
funttion should no income be forthcoming for whatever reason. Whilst the Charity
currently has a re8ular income this should not be relied on and proper budget
production, monitoring and planning should be in place to minimise risk.
The Charity will always maintain a reserve to meet its running costs for 12 months.
This will be £80,CK)O.
Risks Policy
The Trustees overseethe management of risks. Risks are identified through a numberof ways
and can be divided into clinical and charitable risks. Clinical risks are raised through a
partnership relationship with the Ambulance Trust where the Trust Datix system is used to
record any clinical risks that occur.
Charitable risks are raised through the membership to Trustees who will oversee
identification and management of risks. Work is ongoing to review the risk register ensuring
it is up to date. The Trustees have reviewed the risks that are currently affecting the Charity
and are content that appropriate controls and mitigations are in place.

I report to the charity trustees on my examination of the accounts of the charity for the year ended 31 December
2024 which are set out on p8ge5 2 to 7
Responsibilities and basi5 of report
As the charity trusteÈs of Basics Essex Accident Rescue Service you are resoonsible for the preparation of the
aicounts in accordance with the requirements of the Charities Att 20111'the Act'l.
I report in respect of rny examination of the Basics Essex Accident Rescue SeNice's accounts carried out under
section 145 of the 2011 Att and in carrying out my examination I h2ve followed all the applicable Directions given by
the Charity Commission under section 14515llbl of the Art.
