BASIC5 Essex Governance
BASICS Essex is governed through its Constitution which was adopted by its membership on
151h February 2011 and formally accepted by the Charity Commission on 8th
June 2011.
Our Charity is led by the Board of Trustees and the day-to-day function of the Charity is led
by the Chairman with the Hon. Treasurer. Hon Secretary and Clinical Director providing input
as required in their respective areas of responsibility.
The Charity works in partnership with the East of England Ambulance Service NH5 Trusts with
whom all responding Immediate Care Practitioners have an honorary contract. The Scheme
provides an overarching clinical governance strurture. which is in partnership with the
Ambulance Trust, under which all responders operate. The Chair or nominated representative
sits on the frust third party governance committee.
The Scheme has received no complaints during the year and manages its risks through the
Trustees. The current risk register has no identified risks for its area of operation.
BASICS Essex Objectives (Public Benefit of the Charity)
The Charivs oblects are:
The relief of persons suffering injury or illness by the provision of Immediate Medical
Care.
To advance the study of Immediate Medical Care by the provision oftraining.

Both of these objects are directly for public benefit.
Our Charity meets these obSerts through supporting the fundin8 of training of its clinicians in
Immediate Medical Care and through providing equipment and support for them to deliver
prehospital care and hence relieve suffering from injury and illness. At all times the
functioning and operation of the Scheme, along with all Trustees, decisions on its direction
and expenditure, is based on due regard for the Charity Commissions guidance on the public
benefit.
The Charity provides dedicated volunteer Doctors. Critical Care Paramedics and Paramedics
who deliver prehospital critical care across Essex 2417. Each clinician has undergone specialist
training in prehospital emergency medicine and immediate medical care. All have undergone
a period of mentorship prior to being signed off to respond as part of the team.
The Scheme delivers its service through individual home responders. Home responders
respond from home with the equipment in theirown cars. Their cars have the necessary blue
lights and other equipment. Team responders respond in the team's response car. Normally
on their own or in a team of two the clinicians respond on a shift basls.
The Trustees are satisfied that the Charity continues to act in the interest of public benefit.
Achievements of 2023
Increase in charity activity and calls activated to.
Scheme has its own office to meet and hold training events
Introduced a new ventilator into practice following sUPPOrt from EEAST and Zoll
Medical.
Ran a pilot and trial of level I responders.
Ran two training days for clinicians to update and practice their skills.
Involved in a number of collertions to raise unrestricted funding.
Became a charity supported by both Gepp Solicttors and Maldon Mud Race
Undertook two collections in Bond Street Chelmsford raising over £2500.
Saw three new Critical Care Paramedics and one doctor join the scheme.
Completed the constitution to change our charity structure.
Four volunteers were awarded the HM King Coronation medal.
Cllnical Activlty
The Charity was attivated to 253 calls in 2023 which was up 79% on the previous year. The
biggest cause of attivation was to trauma related incidents as can be seen from the graph
below. Cardiac arrest and medical incidents made up a number of our attivations also. l am
pleased to 3150 note that over 8000 hours of volunteer time was 8iven to the charity during
the year in deliverin8 this care and response.

Financial Review
The Charity sadly saw a decrease in its income in 2023 to £75.592 from £109.693 in 2022. This
wa5 a 31°A decrease in funding. Income was down from all areas except event income which
was up due to the Ball and also the Golf event.
The year saw some considerable challenges to attracting income from both restricted and
unrestricted funds. Attracting restritted funding wa5 especially challenging With the income
being approximately a third of previous years.
The Charity'5 expenditure for 2023 was £102.510 was a slightly up on the previous year
1£98,2881. The increase in expenditure was in rental of the scheme office however restricted
funding was raised to cover the initial set up and rental costs.
The Scheme's net assets decreased from £246,857 in 2022 to £219,939. This decrease was
due to using reserves to cover the expenditure required during the year.

While 2023 was a tough year for income the Charity continue5 to be in a good position
however there is a real need to improve our unrestricted income so as we can continue to
operate the charity through the years ahead. Work has occurred on this during the final
quarter of last year with a plan in place to support this.
Reserve5 Policy
The Scheme currently has £219.939 in net assets with £123,032 of cash/bank balance. This is
a good position. The available reserves are £82.772 12022-£73.2121 Given the continual
challenges of raising funds there is a need to ensure the Charity has reserves to meet its
requirements to function.
As a Charity the Scheme is required to ensure that it does not have excessive amounts of
reserves and that its money is used to further the objects. Below is the extract from the
Charitvs financial policy which is its Standing Financial Instructions.
The Charity must ensure that it uses its financial reserves to further its objects. The
Charity must not keep large resenrfes as this could affett future income from other
sources as they would want to see the charity use the money to further it5 objects
appropriately.
There is a need to ensure that the Charity ha5 some resep4es of money to continue to
funttion should no income be forthcoming for whatever rea50n. Whilst the Charity
currently has a regular income this should not be relied on and proper budget
production, monitorin8 and planning should be in place to minimise risk.
The Charity will always maintain a reseprfe to meet its running costs for 12 months.
This will be be £60,000.
Rlsks Policy
The Trustees overseethe management of risks. Risks are identified through a numberofway5
and can be divided into clinical and charitable risks.
Clinical risks are raised through a partnership relationship with the Ambulance Trust where
the Trust Datix system is used to record any clinical risks that occur.
Charitable risks are raised through the membership to Trustees who will oversee
identification and management of risks. Work is ongoing to review the risk register ensuring
it is up to date.
The Trustees have reviewed the risks that are currently affectin8 the Charity and are content
that appropriate controls and mitigations are in place.

Statement of Trustees, Responsibilities
The trustees are responsible for preparing the financial statements in accordance with the United Kingdom
Accounting Standords (United Kingdom Generally Accepted Accounting Practice) and applicable law and
regulations.
The law applicable to charitie5 requires the trustees to prepare financial statements for each financial year
which give a true and fair view of the state of affairs of the charity and of the incoming resource5 and
application of resources of the charity for that period. In preparing these financial statements, the trustees
are required to=
select 5Ultable accounting policies and then apply them consistently-
observe the methods and principles in the Charities SORP-.
make judgements and estimates that are reasonable and prudent-.
state whether applicable accounting Standards have been followed. subject to any material
departures disclosed and explained in the financial statements.. and
prepare the financial statements on the going concem basis unless it is inappropriate to presume that the
charity will continue in business.
The trustees are responsible for keeping proper accounting record5 that disclose with reasonable accuracy at
any time the financial position of the charity and enable them to ensure that the financial statements
comply with the Charities Act 2011, the Charities (Accounts and Reports) Regulations 2008, and the
provisions of the constitution. The trustees are also responsible for Safeguarding the assets of the charity
and hence for taking reasonable steps for the prevention and detection of fraud and other irregularitie5.
The trustees are responsible for the maintenance and integrity of the corporate and financial information
included on the charitable company's website. Legislation governing the preparation and dissemination of
financial statements may differ from le8islation iri other jurisdictions.

I report to the charity trustees on my examination of the trustees report and account5 of the charity for the
year ended 31 December 2023.
Responsibilities and basis of report
A5 the charity trustees of Basics Essex Accident Rescue Service you are responsible for the preparation of the
account5 in accordance with the requirements of the Charities Act 20111'the Act,).
I report in respect of my examination of the Ba51Cs Essex Accident Rescue Service's accounts carried out
under section 145 of the 2011 Act and in carrying oul my examination I have followed all the applicable
Directlons given by the Charity Commission under section 14515llbl of the Act.
Independent examSnerfs statement
I have completed my examination. I confirm that no material matter5 have come to my attention in
connection with the examination giving me Cause to believe that in any material respect..
accounting record5 were not kept in respect of 8asics Essex Accident Rescue Service as reqLtired by section
130 of the Act- or
2 the accounts do not accord with those record5; or
3 Ihe accounts do not comply with the accounting requirements concerning the form and content of
accounts set out in the Charities (Accounts and Reports) Regulations 2tK18 other than any requirement that
the account5 give a 'irue and fair view, which is not a matter considered as part of an independent
examination.
I have no concerns and have come across no other matters in connection with the examination 10 which
attention should be drawn in this report in order to enable a proper understanding of the accounts to be

Statement of compllance
The financial statements have been prepared in accordance with the second edition of the Charitie5
Statement of Recommended Practice issued in October 2019. the Financial Reporting Standard applicable in
the United Kin8dom and Republic of Ireland IFRS 1021 and the Charitie5 Act 2011.
Bas15 of preparatlon
The financial statements have been prepared in accordance with Accounting and Reporting by Charities-.
Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the
Financial Reporting Standard applitable in the UK and Republic of Ireland IFRS 1021 leffective l January
20151 (Charities SORP IFRS 10211 and the Financial Reporting Standard applicable in the UK and Republic of
Ireland IFRS 1021.
Basics Essex Accident Rescue Service meets the definition of a public benefit entity under FRS 102. Asset5
and liabilities are initially recogni5ed at historical cost or transaction value unless otherwise stated in the
relevant accounting policy note5.
Going concern
The financial statements have been prepared on a going concern basis.
The trustees a55ess whether the use of going concern is appropriate i.e. whether there are any material
Ltncertainties related to events or conditions that may cast $18nificant doubt on the ability of the charity to
continue as a going concern. The trustees make this assessment in respect of 3 period of one year from the
date of approval of the financial statements.
Judgements
Apart from those judgements involving estimation5, the management team have not made any judgements
in the process of applying the entiws accounting policies that have significant effect on the amounts
recognised in the accounts.
Key sources of estimation uncertainty
There are no key assumptions concerning the future or other key sources of estimation uncertainty at the
reporting date that have a significant risk of causing a material adjustment to the carrying amounts of a55et5
and liabilities within the next reporting period.
Income and endowments
Voluntary income including donations, gifts. legacies and grant5 that provide core funding or are of a general
nature is recognised when the Charity has entitlement to the income. it is probable that the income will be
received and the amount can be measured with sufficient reliability.
Donatlons and legacies
Donations and legacies are recognised on a receivable basis when receipt is probable, the charity has
entitlement and the amount can be reliably measured.
