## **1 Principal Accounting Policies** 

## **Basis of Accounting** 

These accounts have been prepared on the basis of historic cost (except that investments are shown at market value) in accordance with the Accounting and Reporting by Charities - Statement of Recommended Practice (SORP 2005); and with Accounting Standards: and with the Charities Act 1993. 

## **2 Accounting Policies** 

## **Incoming Resources** 

Incoming Resources are recognised in the Statement of Financial Activities (SoFA) when the charity becomes entitled to the resources; the trustees are virtually certain they will receive them; and the monetary value can be measured with sufficient reliablity. 

## **Expenditure and Liabilities** 

Liabilities are recognised as soon as there is a legal or constructive obligation committing the charity to pay out resources. 

## **Assets** 

Tangible fixed assets for use by the charity consists of the Church House building.  The trustees beneficially own the land on which Church House is sited and given the prescribed use of Church House, the trustees consider the present value of the asset to be its insurance valuation. 

Investments have been valued at their market value at the year end.

As at 31 March 2022, the Charity owed two individual loans and one loan from a local Charity.  As a consequence of not being successul at a VAT tribunal to recover VAT on historic refurbishment costs, the majority of the loans have been written off in the year with one being converted to a donation.

## **Independent Examiner's Report to the Trustees of Bletchingley Church House Charity** 

This report on the accounts of the Bletchingley Church House Charity for the year ended 31st March, 2023, which are set out on pages 1 to 4, is in respect of an examination carried out in accordance with s.145 of the Charities Act 2011 ('the Act). 

## **Respective Responsibilities of Trustees and the examiner** 

As trustees you are responsible for the preparation of the financial statements. You consider that the audit requirement of the Regulations and section 144(1) of the Act do not apply. It is my responsibility to issue this report on those financial statements in accordance with the Regulations. 

## **Basis of Independent Examiner's Report** 

My examination was carried out in accordance with the General Directions given by the Charity Commission under section 145 of the Act.  That examination includes a review of the accounting records kept by the Bletchingley Church House Charity and a comparison of the accounts with those records. It also includes considering any unusual items or disclosures in the financial statements and seeking explanations from you as trustees concerning any such matters.  The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts,. 

## **Independent Examiner's Statement** 

In connection with my examination, no matter has come to my attention: 

- (1) which gives me reasonable cause to believe that in any material respect the requirements l to keep accounting records in accordance with section 130 of the Act;  and 

   - l to prepare statements which accord with the accounting records and comply with the requirements of the Act and the Regulations. 

   - have not been met; or 

- (2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
