The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 30 June 2021. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).

OBJECTIVES AND ACTIVITIES Objectives and aims

The charity's objects ("the objects") are for the benefit of the public generally and in particular the inhabitants of the London Borough of Barking and Dagenham and its surrounding areas:

To promote community participation in healthy recreation by providing facilities for the playing of association football, other sports and activities capable of improving health ("facilities" means land, buildings, equipment and organising sporting activities);

To provide and assist in providing facilities for sport, recreation or other leisure time occupation of such persons who have need for such facilities by reason of their youth, age, infirmity or disablement, poverty or social and economic circumstances or for the public at large in the interests of social welfare and with the object of improving their conditions of life;

To advance the education of children and young people through such means as the trustees think fit in accordance with the law of charity; and for the general purposes of such charitable bodies or for such other exclusively charitable purposes in each case as the trustees may from time to time decide.

OBJECTIVES AND ACTIVITIES

Significant activities

In spite of the many months of lockdown, false starts and restrictions created by the COVID pandemic, the Trust has been able to provide the following:

The provision of a variety of sporting activities via the organisation and delivery of holiday multi-sport schools for school aged children in various venues, working alongside the Metropolitan Police, Army London, Box Up Crime and other local organisations to provide not only physical activities, but also like skills including team work, communication, problem solving and others.

As part of the Easter activities the Trust provided free hot meals to local children in need as part of the Marcus Rashford initiative and partially funded by the Premier League Charitable Fund.

Provision of free recreational and sporting activities via projects such as the PL Kicks project, including the London Marathon Charitable Trust funded All Girls project in conjunction with London United. whereby football training has been provided for local young people free of charge several times a week.

Provision of both free and parent paid breakfast and after school clubs in local schools providing healthy activity in a multitude of sports, especially for young females.

The teaching of PE in local primary schools by Trust staff.

Provision of educational programmes such as Respect and Show Racism the Red Card delivered free of charge in local primary and secondary schools.

The Trust is continuing to develop a much closer relationship with local schools providing a wide variety of learning opportunities, both in the school and at the Club. These include tours of the stadium, matchday visits, competitions and visits to schools by members of the Club's playing staff.

The Trust is developing new links with local youth football teams and organisations through its matchday 'Guard of Honour' programme, where youngsters parade the pitch prior to kick off and form a 'Guard of Honour' as the players walk out of the tunnel.

The Trust plays a major role in the planning and operation of the Club's "Daggers Celebrate Diversity Day", which was held in February 2020 and is due to be repeated in January 2022

The Trust is a member of London United and through them has secured significant funding to operate a London Marathon Charitable Trust initiative for young girls, in association with the Premier League Charitable Fund.

The Trust is represented on the local International Day of Disabled People (IDDP) committee.

Volunteers

The Trust encourages volunteering opportunities and facilitates these opportunities on its PL Kicks programme and within its other activities eg Matchday ball boys and girls. Volunteers are involved with supporting coaching staff at the soccer schools.

ACHIEVEMENT AND PERFORMANCE

Charitable activities

Over the past year the charity ran a number of activities involving the diverse members of the local community in physical and social activities.

It attracted funding from a number of sources including The National League Trust, The Football Association, The Premier League Charitable Fund, The London Marathon Charitable Trust, The Football Foundation and others.

Soccer and multisport activities were run during holiday periods attracting attendances from local youngsters who had the opportunity to improve their physical and mental skills.

In spite of COVID, many primary school children took part in projects throughout the year. Many other primary and secondary school students have been involved in Trust led activities from after school clubs, to careers' fairs, to GCSE PE projects.

The Trust worked closely with the local LBBD Council and the Metropolitan Police to deliver activities in areas of high need when possible.

The operation of the Trust was severely disrupted by COVID 19 in 2020. With the implementation of lockdown, the closure of schools, sports stadia, etc the Trust ceased all activities immediately in mid-March 2020 and all staff were furloughed. The situation did not change until mid-August when some restrictions were lifted. Under normal circumstances the Trust would have continued to operate multiple activities, earn income and receive further funding for another three and a half months up to the end of the financial year

FINANCIAL REVIEW

Reserves policy

It is the policy of the Dagenham and Redbridge Community Trust charity to seek ways to increase unrestricted funds to the level required to provide sufficient funds to cover the operating costs of the charity for a period of one year. The Trustees recognise that to achieve this level of reserves will take a period of time and therefore will set interim targets in respect of the level of reserves in order that the trust can continue to grow.

The trustees will monitor the level of reserves at each Trustees Meeting. The Trustees acknowledge that how the level of reserves changes during the year can be a good indicator of the underlying financial health of the charity and can be an indicator of potential problems. The level of reserves will be monitored throughout the year as part of the normal monitoring and budgetary reporting processes.

STRUCTURE, GOVERNANCE AND MANAGEMENT

Governing document

The charity is controlled by its governing document, a deed of trust, and constitutes a limited company, limited by guarantee, as defined by the Companies Act 2006.

Dagenham and Redbridge FC Community Trust is a company limited by guarantee governed by its Memorandum and Articles of Association. It is registered as a charity with the Charity Commission.

Organisational structure

The number of trustees shall be not less than three but (unless otherwise determined by ordinary resolution) shall not be subject to any maximum provided always that Dagenham and Redbridge Football Club (or any successor body) shall be entitled to nominate the number of people specified opposite its name to be trustees.

Induction and training of new trustees

The trustee responsible for compliance briefs new trustees on their legal obligations under charity and company law; the content of the Memorandum and Articles of Association; the decision-making processes; the business plan and recent financial performance of the charity. Trustees are encouraged to attend appropriate external training events where these will facilitate the undertaking of their role.

Independent examiner's report to the trustees of Dagenham and Redbridge FC Community Trust ('the Company')

I report to the charity trustees on my examination of the accounts of the Company for the year ended 30 June 2021.

Responsibilities and basis of report

As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act').

Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5) (b) of the 2011 Act.

Independent examiner's statement

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:

  1. accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or

  4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities (applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)).

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. ACCOUNTING POLICIES

Basis of preparing the financial statements

The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006.

Income

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.

Expenditure

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.

Tangible fixed assets

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.

Taxation

The charity is exempt from corporation tax on its charitable activities.

Fund accounting

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.

2. DONATIONS AND LEGACIES

The income from donations and legacies was £67,040 (2020: £96,845) of which £22,439 was unrestricted (2020: £47,342) and £44,601 was restricted (2020: £49,503). Included within restricted funds was funding from PL Kicks and the National League Trust which use football to help reach out to youngsters.

The charity also received unrestricted funds from the Barking and Dagenham Lottery.
