Pagoda Arts stands as a vibrant hub for Chinese culture, based in Liverpool, UK. As a charitable force, Pagoda Arts seamlessly integrates traditional and contemporary Chinese arts, spanning music, dance, community engagement, and health and wellbeing. This enriches Liverpool's cultural fabric by empowering communities through dynamic workshops, performances, and educational programs. Beyond cultural enrichment, Pagoda Arts actively addresses social challenges, taking a stance against issues such as hate crimes and campaigning against the injustice of the forced deportation of Chinese seafarers after World War Il. This annual report underscores Pagoda Arts’ unwavering commitment to cultural diversity, education, and its pivotal role in fostering unity through the captivating tapestry of Chinese arts. OBJECTIVES AND ACTIVITIES Objectives and aims Pagoda Arts continues to uphold its core aims, focusing on providing unique musical experiences, offering cultural and historical contexts for Chinese arts, and enhancing people's understanding of Chinese culture. The organization remains dedicated to providing a healthy and nurturing environment for personal growth, expanding the repertoire of the youth orchestra, training future Chinese Culture Workers, promoting health and wellbeing, and bridging collaborative opportunities. Additionally, the report outlines specific objectives, including quality partnership performance opportunities, talent development for the Pagoda Chinese Youth Orchestra (PCYO) players, audience engagement expansion, and the Chinese Cultural Worker Development scheme.

OBJECTIVES AND ACTIVITIES
Significant activities 1: Arts & Cultural
1.1 Pagoda Chinese Youth Orchestra (PCYO):
Despite venue uncertainties, the PCYO's participation in the Chinese New Year performance and "Celebration of Youth" highlighted unwavering commitment.
The members’ dedication to spending their weekends every week throughout the year has paid off, evident in their wonderful performances. This commitment was particularly apparent during the start of the 40-year celebration of the Youth Orchestra, where their passion and hard work shone through. The commitment of both existing and new members to enhancing their skills across diverse musical genres reflects a dedication to artistic growth and versatility within the PCYO. The "Celebration of Youth" performance, held in collaboration with In Harmony, Resonate Brass Ensemble, and Merseyside Signing Choir, not only showcased the orchestra's talents but also marked the commencement of its 40th-anniversary celebration.
The repertoire performed by PCYO members, ranging from traditional to Jazz, Reggae, and a specially commissioned South American piece for the four groups, highlights the orchestra's musical diversity and willingness to explore new horizons.
The most exciting developments is the announcement that the Celebration of Youth also serves as the beginning of PCYO's transformation into a National Youth Music Organisation (NYMO) from 2023/2024. This transition signifies a national recognition of the orchestra's excellence and its impact on youth music culture.
Looking forward, the forward plans on a series of performances in 2023/2024 with past partners, commemorating four decades of its musical journey. This reflects the orchestra's enduring impact and commitment to sharing Chinese music's beauty. The PCYO's adaptability and ability to overcome challenges serve as an inspiration, demonstrating the transformative power of the arts in fostering resilience and cultural enrichment. As the PCYO continues to thrive, it not only celebrates artistic excellence but also contributes to the cultural fabric of Liverpool, ensuring the legacy of Chinese music resonates for years to come.
1.2 The Young Emerging Artist programme
This programme continued flourished, as evidenced by Tian Qiyi's commission by Culture Liverpool, working with LIMF Academy young musicians, resulting one of the LIMF musician work on further project with PCYO in summer 2023. Tian Qiyi's fusion with Chinese music gained widespread acclaim, reaching over 936,000 views on TikTok. https://www.tiktok.com/@wearetian/video/7201098290325212422 Tian Qiyi's success continued with a performance at the Valkhof Festival in the Netherlands in July 2023. The program remains committed to fostering collaboration and exploration of diverse genres, with the upcoming Imagine Bamboo Ensemble project set to engage local emerging musicians in the Liverpool City Region during the summer of 2023.
1 Gold, and 1 silver PCYO members completed their Arts Award, with further PCYO members working on 4 Gold, 6 silver and 8 Bronze in the next coming year. 4 work placements, and 3 Duke of Edinburgh activities further highlighted the program's impact on fostering talent and cultural leadership.
1.3 Youth engagements
Pagoda Arts, funded by the Holiday Activities and Food (HAF) program, hosted a school holiday play scheme, attracting over 150 children and young people. This initiative featured a diverse array of activities, including day trips, sports, arts and crafts, filming, and learning about legends, all accompanied by the provision of free lunches. Notably, 85% of the participants were from deprived areas, underscoring Pagoda Arts' commitment to inclusivity and reaching communities facing socio-economic challenges. Beyond providing enjoyable holiday activities, the program addressed the crucial aspect of nutrition by ensuring access to free lunches. Pagoda Arts aimed to create an inclusive and accessible environment for children and young people, offering opportunities for growth, learning, and engagement. The focus on participants from deprived areas highlights Pagoda Arts' dedication to making a positive impact on communities that may face barriers to such enriching experiences. This school holiday play scheme stands as a testament to Pagoda Arts' commitment to fostering inclusivity, community engagement, and the holistic well-being of the younger generation.

2: Community activity
2. 1 Training and Capacity Building programme
Pagoda Arts persists in empowering the Chinese community with ESOL lessons, accumulating 1255 overall attendance across the three terms. This sustained effort exemplifies a commitment to language proficiency within the community. Furthermore, the inclusion of additional training programs, notably in food hygiene and personal license, showcases a holistic approach to capacity building. These programs not only enhance language skills but also provide practical expertise, contributing to the overall empowerment of community members. By addressing both linguistic and practical aspects, Pagoda Arts takes a comprehensive approach to capacity building. The diverse training initiatives align with the organization's commitment to fostering a well-rounded skill set within the Chinese community. As a result, participants not only improve their language proficiency through ESOL lessons but also gain valuable skills that contribute to their personal and professional development. Pagoda Arts' dedication to these programs demonstrates a holistic vision for community empowerment, ensuring that individuals are equipped with the tools they need for success and integration.
2.2 Well-being and Social Support:
Pagoda Arts successfully reintegrated the elderly Chinese community through Taichi and dance classes. Additionally, adult dance and instrumental classes, coupled with benefit surgeries, contributed to physical well-being, social interaction, and skill development. The resumption of face-to-face benefit surgeries underscored Pagoda Arts' commitment to providing essential support services, particularly in navigating challenges post-COVID-19. Through these activities, Pagoda Arts not only promotes physical health but also fosters a sense of community and skill enrichment, exemplifying a holistic approach to well-being and support. Public benefit In response to a concerning scam affecting the Chinese community in Liverpool, Manchester, Yorkshire and London, over 40 families involved. Pagoda Arts (PA) took proactive measures. Disgruntled community members contacted PA via WeChat, seeking assistance. PA immediately engaged with the police, facilitating communication through WeChat for those facing language barriers. Regular updates were provided, and police surgeries/meetings were conducted to aid those impacted. Responding to community demand, PA collaborated with immigration authorities, establishing immigration surgeries at the center-a trusted space for dialogue. Actively involved in addressing the scam aftermath, PA collaborated with law enforcement, with 15 attendees at sessions related to the Crown Prosecution Service (CPS) and 53 visiting for police/immigration surgeries.Continuing pandemic-related efforts, PA transitioned from COVID clinics to broader health clinics, assisting 418 individuals attended these clinics. PA extended support to Kim Johnson and the left-behind children of seafarers from 1945. This comprehensive approach illustrates PA's commitment to community well-being, security, and resilience in the face of challenges.
FINANCIAL REVIEW
Reserves policy
The trustees have set a reserves policy based on the requirement of retaining the equivalent of at least 6 months running costs in general reserves. The optimum range is considered to be between £60,000 to £85,000. The current general fund position, excluding designated funds, meets the requirements of the policy. The trustees have separately set aside a designated building fund, amounting to £200,000. The building that the Charity operates from, is due to be transferred by its existing owners to the Charity in the next financial year. Once the transfer has completed, the Charity will become responsible for some long overdue repairs and maintenance to the building. The fund balance represents the fair value of works required. STRUCTURE, GOVERNANCE AND MANAGEMENT Governing document
The charity is controlled by its governing document, a deed of trust, and constitutes a limited company, limited by guarantee, as defined by the Companies Act 2006.
Reserves policy
The designation of £200,000 building fund will be ring fenced to be spent when the asset transfer has taken place. At that time, Pagoda Arts will be responsible for the running costs and maintenance of the building. The remaining reserves will cover 6 months of staff wages and project costs.

Independent examiner's report to the trustees of Pagoda Arts (‘the Company’) | report to the charity trustees on my examination of the accounts of the Company for the year ended 31 March 2023.
Responsibilities and basis of report
As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 (‘the 2006 Act’).
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, | report in respect of my examination of your charity's accounts as carried out under Section 145 of the Charities Act 2011 (‘the 2011 Act'). In carrying out my examination | have followed the Directions given by the Charity Commission under Section 145(5) (b) of the 2011 Act.

The charitable company is entitled to exemption from audit under Section 477 of the Companies Act 2006 for the year ended 31 March 2023. The members have not required the company to obtain an audit of its financial statements for the year ended 31 March 2023 in accordance with Section 476 of the Companies Act 2006.
The trustees acknowledge their responsibilities for (a) ensuring that the charitable company keeps accounting records that comply with Sections 386 and 387 of the Companies Act 2006 and
(b) preparing financial statements which give a true and fair view of the state of affairs of the charitable company as at the end of each financial year and of its surplus or deficit for each financial year in accordance with the requirements of Sections 394 and 395 and which otherwise comply with the requirements of the Companies Act 2006 relating to financial statements, so far as applicable to the charitable company.
These financial statements have been prepared in accordance with the provisions applicable to charitable companies subject to the small companies regime.

1. ACCOUNTING POLICIES
Basis of preparing the financial statements
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)’, Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention.
Income
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Tangible fixed assets
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life. Fixtures and fittings - 20% on reducing balance Computer equipment - 25% on reducing balance
Taxation The charity is exempt from corporation tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

A grant awarded to the charity as a contribution towards running costs of the Pagoda Chinese Youth Orchestra.
P_H Holt Foundation
A grant awarded to contribute towards the cost of equipment purchases for the charity.
Liverpool City Council Mental Health Fund
Grants received in the year to contribute towards payroll and running costs.
Merseyside Play Action Council
Multiple grants amounting to £24,993 received from MPAC and HAF programmes to contribute towards programme and volunteer costs of the centres for half term and summer activities.
Community Champion
Grants received in the year to contribute towards payroll costs, project costs and volunteer expenses.
SEA Liverpool
Donations received on behalf of Hate Crime crowd funding where Pagoda Arts was the selected charity for the work carried out in the local community to help towards productions costs.
