Annual Report 2023/24

## Aims and Objectives 

Royal Greenwich District Scout Council is an unincorporated association (operating as Royal Greenwich Scouts and with a registered charity name of New Greenwich District Scouts number 1141023.) constituted in accordance with the rules of The Scout Association (registered no.13919). It exists to provide leadership, advice and support for Scout Groups (autonomous charities within the provisions of the same rules), in an area covered by The Royal Borough of Greenwich. And is supported under those rules by the Scout County of Greater London South, (Registered Charity no. 303883), covering the London Boroughs of Wandsworth, Lambeth, Southwark, Lewisham and Royal Greenwich. 

The Scout Association (Registered Charity No. 306101) incorporated by Royal Charter to promote the development of young people in achieving their full physical, intellectual, social and spiritual potentials as individuals, as responsible citizens and as members of their local, national and international communities. 

The Charter of the Association provides for the making of bye-laws approved by Her Majesty in Council which, in turn, authorise the making of the rules referred to above (known as “Policy, Organization and Rules”). The District's Trustees are the District Trustee Board, who cannot act outside the Royal Charter, Bye-Laws and Rules of the Scout Association.

Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society.

As Scouts we are guided by these values:

Respect - We have self-respect and respect for others. Care - We support others and take care of the world in which we live. Belief - We explore our faiths, beliefs and attitudes.

## Our Method 

Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and: 

- enjoy what they are doing and have fun 

- take part in activities indoors and outdoors 

- learn by doing 

- share in spiritual reflection 

- take responsibility and make choices 

- undertake new and challenging activities 

- make and live by their Promise. 

## Our Vision 

We are committed to the Aim and Method of the Scout Movement. Our long term vision is to continue to develop our Scout Groups so they… 

- operate a programme that is relevant enjoyable, attractive and locally achievable, 

- are equally available and accessible to all young people within the 6 to 25 age range in our area 

- are effectively and appropriately supported by adult volunteers, 

- have a positive image and identity, 

- are growing, 

- communicate effectively within Scouting and to the community. 



Looking to the future, we can work together as a team, with a common purpose and with a clear direction. This will need a concerted effort from all our Commissioners, Leaders, Helpers, Administrators, Supporters, Groups and Units. 

If we all play our part in delivering the best results for the future of Scouting in our District we can achieve a Scout District that: 

- encourages the development of Scouting in our District so that all young people in Greenwich Borough have the opportunity to experience fun, friendship, everyday adventure, challenge and new experiences, 

- supports all our adult volunteers so they feel recognised and valued and take pride in their Scouting, 

- has an active and focused structure that will develop and maintain leader motivation through shared experiences; supported learning; strategic forward planning, clear governance and specific tailored support, 

- provides a high quality, exciting programmes of activity at Group, District and District level delivered by reliable, experienced sectional teams who have abilities and skills appropriate for the role, 

- provides training all adults whether leading, supporting or managing our Scout Groups which is appropriate, effective and innovative, 

- Has a relevant, inspirational and supportive management structure with effective systems for communication. 

Our District support structure delivers practical services that are accessible to all whatever their role. These include: 

- support for the youth programme, including camping and adventurous activities, 

- growth and development of the Movement in our District, 

- coordination of our Scout Groups, Explorer Scout Units and our Local Scout Networks, 

- ensuring that all our adult volunteers are vetted before they are authorised to undertake a role in the Movement, 

- the formal appointment of adults, 

- induction, training, motivation, review and development of adults in the District, including delivery of the Associations adult training programme in partnership with the County Training Team, 

- the implementation of the policies and rules of the Association, 

- relationships with other organisations and bodies, 

- helping young people take part in decision making within our Groups, Districts 

- and the District, 

- support for our Scout Active Support Units, 

- recommendations for decorations and awards, 

- advice on financial and administrative matters, particularly relating to charity trusteeship, 

- provide an effective chain of communication between our Scout Groups, Districts, County, Region and National Headquarters.

## _**… from the armchair**_ 

Well, what a year! 

Wrestling with new titles… 

Edicts from HQ on safety/trees/concrete/changes in welcoming new volunteers/changes in training… and, during all this change, national recognition for Joseph and his CHANGEMAKERS initiative. 

The work on premises goes on with drains, leaks, heating, electrics, toilets, cleaning, concrete slabs, crazy water bills and cracks. Many thanks to those who have made working days listed in the district diary. 

Our programme team continue to plan a super list of activities across the sections including favourites and new ideas, thus adding challenge, fun and excitement to the diary. 

Communications are always a tough one to get right, with the need to balance cost, time and reach so many thanks for the work put into our website and WhatsApp in addition to e-mail and Facebook. 

Now, I’m thinking back not just over the year past but over the past eleven years since I was asked to “sit” in the “chair” and how far we have come from being thrust together by moves outside Royal Greenwich to finding new friends and colleagues within. I have been privileged to serve with a range of trustees who will always have my respect and admiration as well as my good wishes for work still to be done for it is time for me to step away from the armchair. Thank you for all the welcomes and invitations. I continue as a chaplain to the district if ever you need a confidential ear.

## _**…Beaver Bit**_ 

The District Team would like to thank all the leaders for volunteering their time to support the Beaver Scouts putting in hours of planning and excellent programmes week in and week out throughout the year. A special thank you to those leaders who have run events for us. 

We have had a great year of events, drive in movie, builders badge day, camp craft day, sports day and who cannot forget the 60 beavers jumping in the Oxygen at the 02. 

We are very excited about next year’s programme and looking forward to seeing everyone there.

## _**…Cub Chat**_ 

This year we have had a cake decorating competition, chef/home help badge day, laser tag, pioneer badge day, sports day and international badge day. Thank you to all the leaders for their help and support during the year at these events. 



As I come to the end of my report, I would like to say a big thank you to Joe for helping me with the minutes of our sectional meetings, most importantly to Hayley who gives up lots of her time to help me organise and run the district activities, but a special thank you goes to all the leaders for their but hard work and dedication in providing such an active, fun and rewarding programme for the cubs to enjoy.

## _**…Scout Stuff**_ 

Doesn’t time fly? 

It was around this time last year that I put pen to paper, so to speak, to write the section report and like clockwork here I am again. 

So where are we? Well, it is fair to say it has been a busy year, one that has gone to the wire. Our Scouts engaged their grey matter and quizzed, they stretched, dug, and punched their way through Volley Ball. They almost got the chance to get lost around Downe however the weather had other ideas (It is worth noting that one man and his dog braved the route the evening before and looked very wet and muddy, thanks John and Harvey). In March, the scouts took to the streets and woodlands around district in our take on Geocaching, before throwing together catapults, sea-saws and swing boats in our pioneering day. We finished the year with our maiden COMP competition. I know we have six groups taking part but that is all I can say, as it has yet to happen. Maybe it will get a mention at our AGM 

As always, none of the above would be possible without the support from groups. I know balancing scout/work/life can be difficult so thank you for making the effort to attend when you can and allowing your Scouts to join in with district led events .

## _**…Explorers Exploration**_ 

Has been a steady and long time coming to get back to some kind of normality like other sections slow quick - quick slow but we as a district are getting there. From across the district, I would personally like to thank all unit leaders/ helpers a very big thank you for what you do alongside your Partnership groups Thanks you. 

Please see a little something from all units and look forward to some more joint activities/ friendly competitions next year and hopefully a RGS Service Crew with Explorers & Network 

## Astronomers 

We have had a varied programme again during the year including sessions on carving pumpkins, hiking, movie going, quiz’s, pancake making, keyrings and dog collars from parasite, crossbow, rifle shooting, sailing at summer camp and stand-up paddle boarding. All in all, a fun time after the last couple of year. 



## Arrowhead 

Numbers are up and the Explorers all have fun and activities in and out. Went to the Light show in Canary Wharf as a unit and had fun. 

## Badgers 

This year they have been active and taken to the water for the DofE Gold / King Scout award. Been practicing as part will be going to Wales to practice and Scotland in the summer for their main expedition come sun/rain or snow. 

## Cresent Raising 

Have been actively doing their Young Leaders award with sections and been on with other Explorers doing their first aid course that is a very handy life skill to have. 

## GESS 

Have moved meeting places from Exnet to Briest Road alongside 1st RG unit can move back. We have a steady Explorer unit that are Young Leaders with other sections and have a team doing there silver DofE and scout award coming along. The unit is very interested in taking up a service crew alongside other units to give back to our district Centres. 

## Sevendroog 

The unit has gone from strength to strength with members coming up from scouts. Being active with DofE and scout awards be it Canoeing or walking expedition. We went on an autumn / winter camp to Broad-stone Warren that the Explorers had fun. 

## Snow Leopards 

Been working alongside our scout group and feed scouts onto Explorers like taking part in the Army Day parade. 

## Typhoon 

A good number of Explorers that have been fed upto from local scout groups in area. Been on trip to Headcorn for an airshow, have some member as Young Leaders with Younger sections and liking in house cooking competitions. Took part in a group camp to Buckmore Park with a trip to Rochester Airport for a visit around a flight tower. All in all, the unit is coming along. 

## _**Andy Barber (Explorer Programme Lead & Explorer Leader, Badgers)**_ 

## _**…Youth Yomp**_ 

This past year has been another great success for YouShape Scouting in Royal Greenwich, with many highlights and successes! 

One of the most memorable experiences was collaborating with Youth Leads from across the country at the National Youth Lead Support Weekend back in April and October. This event was a fantastic opportunity to exchange ideas, share best practices, and participate in workshops with staff and HQ volunteers. The knowledge and inspiration from these interactions have been invaluable for our district. 

I've also been busy attending various events, visiting groups, and representing the District at group’s AGMs. It’s been great to get out and about in the district, talking to leaders and young people and seeing more and more YouShape Awards on arms. 



A major highlight was the Royal Greenwich Scouts Changemakers Challenge. This initiative began at a Team London Day in March when we were introduced to the Scout Manifesto. I shared it with MPs in Royal Greenwich, which led to plans for Youth Hustings when the election was called. This quickly turned into a challenge for my Scouts of the World Award. Launched in June, it gained attention from the Policy and Public Affairs team at Gilwell and has now expanded nationally. Young people across the country are now taking part, showing the power of youth voices in making meaningful change. 

Reflecting on my five and a half years as District Youth Lead, I remember starting with a passion to make a difference. We've achieved a lot, like having our district diary planned by young people, enhancing young leader training to have it delivered by young people, and participating in county events planned by the county youth team. However, we can always do more. That's why we're forming a new district youth team to bring in fresh ideas and further champion youth voices within Royal Greenwich. More information about this will be shared in the coming months, so stay tuned. 

I'm excited to see what the future holds as we continue to empower young people to lead and make a difference. 

## _**Joseph Shippam (District Youth Lead)**_ 

## _**…Network Nuggets**_ 

We’re baaaack! The Royal Greenwich Network has been kicked off again this year. We started it with our launch event that brought our members together to discuss the purpose and opportunities of Network and what they would like to get out of it, we had lots of discussions and ideas for the future. Next was our Mario Kart competition at Waverley, where our Networkers vied for the winning spot (and trophy) in this timeless game, Wahoo! To round off before summer we had a lovely BBQ at ExNet and had the privilege of seeing what Joseph has been up to on his King’s Scout journey, what an incredible story with good food and great company. Speaking of the King’s Scout Award, we’re proud to say that we have two members who achieved this award in the last year, a testament to their dedication and hard work. 

Looking ahead, we have an ambitious calendar with at least one event planned for each month over the next year, ensuring there is always something exciting on the horizon. From heading off to Gilwell Reunion (I’m sure we’ll see a few of you there) in September, we’re then looking forward to our first self-organised nights away, lots of indoor/outdoor activities, visiting our District’s target sports team and more! We are committed to offering a diverse range of activities that cater to the interests of all our members, please do point any Network aged, or soon to be, young people in our direction.

## _**…The State of the Estate**_ 

It has been a busy year across our five properties across the district, where as site have benefitted from investment 

## **Avery Hill** 

_The bouldering wall is looking fantastic. Anyone using the site has the opportunity to use this facility. Please make arrangement through the centre manager. The Avery Hill site continues to be looking in fantastic condition under Martyn’s control. Some tree work had to be undertaken this year to remove dead and dangerous branches. I would like to express a big thank you to Martyn for all his hard work at the site. The plan is to look to develop_ 



_even more fun activities at this site_ 

## **Briset Road** 

The Hub has been completely rewired this year, including the installation of LED lighting and new consumer board and smoke and fire detectors. A CCTV survey has been undertaken of the external drainage. The next step is to obtain a solution of the manholes clogging outside from the toilets and the kitchen areas. Fly tipping continues to be a problem and CCTV is currently being arranged. 

## **Exnet Centre – Farjeon Road** 

There has been a recent clearance of site vegetation at this site. Both of the old shipping containers have been removed from the site and it is recognised that the building refurbished. The District have appointed an Architectural Practice to draw up a new design, this follows a consultation with district members. The proposed design reflects the comments received. The District Estates Manager has prepared a cost plan for the project which is currently under review by the Architectural team before being presented to the Development Comittee. The next step is to obtain planning permission for the development and grants and fund raising. Thank you to Harriet for all her hard work at this site. **Eleven Acres** 

The works shop building has benefited from a new roof. The Brownsea Hut has been cleared and work has started on its refurbishment. The kitchen removed as it was becoming a health hazard. Budgets are currently being prepared to refurbish the whole block and have sleeping accommodation. This will open up the camping season and also offer opportunities for Beavers and Squirrels to camp. These budgets will soon be presented to the Exec for initial discussion concerning funding and the best way forward and timescales. We have been lucky to have been supported by an excellent service crew team. Water taps, guttering and even the old mower is now working again. The grass is looking great and a lot of tree surgery work is being undertaken. I would like to thank Dylan and Luke and all the service crew team who work down there so hard on a Tuesday 

## **Waverly Crescent** 

Andy and James continue to work hard to keep Waverly looking in excellent condition. The external structure is looking fantastic as is the main building providing an excellent venue for the administration of the District.

I would like to thank all the Centre Manager’s – Martyn, Andy, James, Harriet for their hard work keeping our centres up t scratch. Dylan, Luke and the team at Downe, bringing the site up to scratch. Joseph for sorting the websites and the landing pages for each site which is looking amazing.

## _**…the acting District Lead Volunteer or “The Man with all the Hats”**_ 

## **Big Shoes to fill** : 

For the last six months, Alf, John and myself have been helping to lead the district, I would like to thank them for all there help and support, we are in a new chapter of Royal Greenwich Scouting, which will continue to get bigger with help from the district. 



Alf will be standing down as district chair, after many years in the role, he has always been there at district events and Saint George’s Day, he has been there for many as a friend and someone who they can talk to, we hope to see Alf from time to time and wish him all the very best. 

John stood down as DC at the end of last year after 10 ½ years, he is still a very important member of the district team, giving lots of advice and support, he is part off the bigger picture in Royal Greenwich Scouting, thank you for all the help you have given me 

The district continues to run lots of fun activities, Beaver Drive in Move, Trampoline, Sports Day, Cub International Badge, Pioneering, Home Help, Scouts Volleyball, Geocaching and our new event COMP (Challenging, Obstacle, Mentel, Physical) and Explorers being out and about with their DoE challenges 

My thanks to, Graham, Hayley, Stephen, James, Andy, Joseph, Kathy, Laura and Jo for running these events. Thank you to Twang and Bang, the team are there every week, with many of our adults now qualified to run sessions and courses, Archery, Air Rifles, Tomahawks and adult Crossbows which we continue to have three world record holders in Alan, Hayley and Simon, thank you all. We held Saint Georges Day at Eltham Park South which was well attended and took part in Arm Forces Day at Woolwich Barracks. Next year’s Saint George’s Day will be held on the Meridian Line in Greenwich Park, and we have our district camp at Hopehill in late May. We are always looking for help to run these events. 

Yet again, our Estates Team has done a brilliant job, keeping all our Centres in tip-top shape. With modifications taking place at The Hub and ExNet over the next year, I am sure we will all reap the benefits. Although it’s great to see the field at Avery Hill always full of children, I’m sure we could all use our Centres more. Each one has something different to offer. Thanks Chris, Harriet, Andy, James, Brian and Martyn for all you do. There is always something to do at these centres to help improve it for you and the young people, cutting the grass, putting up new fences, looking after our two campfire circles at Avery Hill and Eleven Acres, building a new BBQ, put a date in your diary, I know Chris, Harriet and Martyn will be very grateful 

The district continues to grow with three dreys, and hopefully a new group in Thamesmead, As I write this, in the Metro today::The waiting list to join scout groups across the country has topped 100,00, we need more volunteers, so these young people can join our long list. Of course, a great District needs the support of a great Governance Team and Trustees Board, thank you to Alf for keeping us on track and Sammi, Andy, Barry, Chris, Conway, James, Jenny, Jo, Joe, Stephen & John for giving up more off your time, the district is in very good hand. 

Finally, I hope I don’t let you and the district down, I’m very passionate about scouting and the young people, I would love to see every district activity and event packed, I know you all have great programmes, this is shown by the number of young people we have

## **INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF ROYAL GREENWICH DISRICT SCOUT COUNCIL** 

I report on the accounts of Royal Greenwich District Scout Council for the period ended 31[st] March 2024, which is set out on the following pages. 

## **Respective responsibilities of the Trustees and Examiner** 

As the Charity’s Trustees you are responsible for the preparation of the accounts; you consider that the audit requirement of Section 43(2) of the Charities Act 1993 (the Act) does not apply.  It is my responsibility to state, on the basis of procedures specified in the General Directions given by the Charity Commissioners under Section 43 (7) (b) of the Act, whether particular matters have come to my attention. 

## **Basis of Examiner’s Report** 

My examination was carried out in accordance with the General Directions given by the Charity Commissioners an examination includes a review of the accounting records kept by the Charity and a comparison of the accounts presented with these records.  It includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as Trustees concerning any such matters.  The procedures undertaken do not provide all the evidence that would be required in an audit and consequently I do not express an audit opinion on the view given by the accounts. 

## **Independent Examiner’s Statement** 

In connection with my examination, no matter has come to my attention: 

1. Which gives reasonable cause to believe that in any material requirements 

   - To keep accounting records in accordance with Section 41 of the Act and 

   - To prepare accounts which accord with the accounting records and 

   - To comply with the accounting requirements of the Act have not been met, or 

2. To which in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached, or 

3. Which gives me reasonable cause to believe that in any material respect the accounting rules of the Royal Greenwich District Scout Council have not been met.
