Annual Report 2020/21

## Aims and Objectives 

Royal Greenwich District Scout Council is an unincorporated association (operating as Royal Greenwich Scouts and with a registered charity name of New Greenwich District Scouts number 1141023.) constituted in accordance with the rules of The Scout Association (registered no.13919). It exists to provide leadership, advice and support for Scout Groups (autonomous charities within the provisions of the same rules), in an area covered by The Royal Borough of Greenwich. And is supported under those rules by the Scout County of Greater London South, (Registered Charity no. 303883), covering the London Boroughs of Wandsworth, Lambeth, Southwark, Lewisham and Royal Greenwich. 

The Scout Association (Registered Charity No. 306101) incorporated by Royal Charter to promote the development of young people in achieving their full physical, intellectual, social and spiritual potentials as individuals, as responsible citizens and as members of their local, national and international communities. 

The Charter of the Association provides for the making of bye-laws approved by Her Majesty in Council which, in turn, authorise the making of the rules referred to above (known as “Policy, Organization and Rules”). The District's Trustees are the District Executive Committee, who cannot act outside the Royal Charter, Bye-Laws and Rules of the Scout Association. 

## Our Purpose 

Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society. 

## Our Values 

As Scouts we are guided by these values: 

Integrity - We act with integrity; we are honest, trustworthy and loyal. Respect - We have self-respect and respect for others. Care - We support others and take care of the world in which we live. Belief - We explore our faiths, beliefs and attitudes. 

Co-operation - We make a positive difference; we co-operate with others and make friends. 

## Our Method 

Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and: 

- enjoy what they are doing and have fun 

- take part in activities indoors and outdoors 

- learn by doing 

- share in spiritual reflection 

- take responsibility and make choices 

- undertake new and challenging activities 

- make and live by their Promise. 

## Our Vision 

We are committed to the Aim and Method of the Scout Movement. Our long term vision is to continue to develop our Scout Groups so they… 

- operate a programme that is relevant enjoyable, attractive and locally achievable, 

- are equally available and accessible to all young people within the 6 to 25 age range in our area 

- are effectively and appropriately supported by adult volunteers, 

- have a positive image and identity, 

- are growing, 

- communicate effectively within Scouting and to the community. 



Looking to the future, we can work together as a team, with a common purpose and with a clear direction. This will need a concerted effort from all our Commissioners, Leaders, Helpers, Administrators, Supporters, Groups and Units. 

If we all play our part in delivering the best results for the future of Scouting in our District we can achieve a Scout District that: 

- encourages the development of Scouting in our District so that all young people in Greenwich Borough have the opportunity to experience fun, friendship, everyday adventure, challenge and new experiences, 

- supports all our adult volunteers so they feel recognised and valued and take pride in their Scouting, 

- has an active and focused structure that will develop and maintain leader motivation through shared experiences; supported learning; strategic forward planning, clear governance and specific tailored support, 

- provides a high quality, exciting programmes of activity at Group, District and District level delivered by reliable, experienced sectional teams who have abilities and skills appropriate for the role, 

- provides training all adults whether leading, supporting or managing our Scout Groups which is appropriate, effective and innovative, 

- Has a relevant, inspirational and supportive management structure with effective systems for communication. 

Our District support structure delivers practical services that are accessible to all whatever their role. These include: 

- support for the youth programme, including camping and adventurous activities, 

- growth and development of the Movement in our District, 

- coordination of our Scout Groups, Explorer Scout Units and our Local Scout Networks, 

- ensuring that all our adult volunteers are vetted before they are authorised to undertake a role in the Movement, 

- the formal appointment of adults, 

- induction, training, motivation, review and development of adults in the District, including delivery of the Associations adult training programme in partnership with the County Training Team, 

- the implementation of the policies and rules of the Association, 

- relationships with other organisations and bodies, 

- helping young people take part in decision making within our Groups, Districts 

- and the District, 

- support for our Scout Active Support Units, 

- recommendations for decorations and awards, 

- advice on financial and administrative matters, particularly relating to charity trusteeship, 

- provide an effect chain of communication between our Scout Groups, Districts, County, Region and National Headquarters.

## **… from the armchair** 

An entire year of ZOOM executive meetings have given us a fascinating insight into each other’s home and has meant several unscheduled guests in the form of pets, and other halves bearing various forms of refreshment. Huge thanks to all who have served RG so well this year. All that aside, the year has been an intriguing one with the “generosity” of grants from Royal Greenwich and Bromley boroughs providing opportunity to give long needed care and attention to our centres across the district and beyond. Much has been done inside and out and many thank yous are due to our team of centre managers and volunteer labourers alike. Our estates team has seen some changes with Paul Howard and Paul Gosling taking up the mantle from Sammi Midgeley at The Hub as well as a new face coming soon to ExNet as Alan Gregory has stood down after a long period championing that site. Our grateful appreciation goes to both Sammi and Alan. Martyn, Chris, Andy and James continue their dedicated service. One exec member has had to stand down during the year due to work pressure and we warmly thank Dave Yates for his time with us in which he did much to champion The Hub. 

To all of you “out there”, from occasional helpers to those who manage to squeeze so much out of their “two hours a week” – a huge thank you as always. You have wrestled with most colours of the rainbow as restriction levels have fluctuated with inside/outside, numbers including adults/not including adults, group sizes of 12/15/30 or who knows how many and still found time to organise a programme! Hats off to you all. 

Last and never least, our DC (and his trusty assistant – Harvey). Throughout ZOOM, illness and latterly a scalded hand, occasionally sustained by cake, he has been strong at the helm, keeping us all badgered, when necessary, updated frequently, praised when deserving and encouraged always. ## **…the DC is desperate for cake…….** 

You’ll see that this year’s report is a little shorter than normal. No Sectional ADC reports, no Estates report, just Alf and I rabbiting on. What more do you need?! 

This isn’t to say things haven’t been happening. In fact our Estates team have been doing a brilliant job over the past few months. I’m sure you’ll all see the benefits when you visit any of our buildings over the next few months. There is still work to be done, so don’t be shy in volunteering. I would say I’d volunteer to make tea and coffee but I have an aversion to urns and boiling water at present. Our Sectional ADCs have changed tact over the past few months with each of them taking on groups, rather than Sections, to help out and guide. It’s all been made easier with Groups helping each other out. 

Our 20/21 diary went out the window, but nothing stopped. You lot continued to ZOOM and Facebook it. Yes, our numbers went down, but not by much. The majority of the District were operating at over 75% of previous numbers with one Group and two Units gaining in number. Yes, we lost a Group but we’ve got a new one opening very soon. It will come as no surprise to you all to learn that within 24 hours of the announcement that Nights Away experiences could start again I had over a dozen Nights Away Notifications (together with the dreaded Risk Assessments. Happy reading!) Our Appointments Team have continued to see people and with the influx of volunteers since the return of face-to-face Scouting, there is still a bit to do. It hasn’t gone unnoticed that the ZOOM Training put on by County has been mainly attended by RG Leaders. I’m sure you will all agree that the Leaders in this District are A-MAZ-ING! Thank you all for thinking of our young people at this difficult time. I’m sure you were all having difficulties of your own but that didn’t seem to matter. The actions of those involved in Scouting in RG never ceases to give me a lump in the throat. 

What of the future? We aren’t out of the woods yet. There are still adaptions to be made to the weekly meeting. There is still thought to be made when thinking about organising Nights Away.  We have devised a District Diary for 21/22. We are already thinking about how we can run District events (and we will) with reviews taking place each term as to what we can and can’t do. Hopefully, all of our postponed 



events will be taking place, Young Leader Training has suffered over the last few months, thanks to an IT glitch, but we’ll be back on track soon. There is going to be a huge emphasis on Adult Training by Gilwell over the next few months but we are in a good place, so we shouldn’t suffer too much, but get that Training done! We’ve got a new Group, on the site of an old Group, opening in September. We’ll be back to offering Land, Air and Sea Scouting.  Other developments put on hold; a new group in Kidbrooke, and finding a new location in Thamesmead will start again. 20-4-20 will recommence in 2022. Obviously, with a new name! This is going to be a difficult year, but I know you all will rise to the challenge.

## **INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF ROYAL GREENWICH DISRICT SCOUT COUNCIL** 

I report on the accounts of Royal Greenwich District Scout Council for the period ended 31[st] March 2021, which is set out on the following pages. 

## **Respective responsibilities of the Trustees and Examiner** 

As the Charity’s Trustees you are responsible for the preparation of the accounts; you consider that the audit requirement of Section 43(2) of the Charities Act 1993 (the Act) does not apply.  It is my responsibility to state, on the basis of procedures specified in the General Directions given by the Charity Commissioners under Section 43 (7) (b) of the Act, whether particular matters have come to my attention. 

## **Basis of Examiner’s Report** 

My examination was carried out in accordance with the General Directions given by the Charity Commissioners an examination includes a review of the accounting records kept by the Charity and a comparison of the accounts presented with these records.  It includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as Trustees concerning any such matters.  The procedures undertaken do not provide all the evidence that would be required in an audit and consequently I do not express an audit opinion on the view given by the accounts. 

## **Independent Examiner’s Statement** 

In connection with my examination, no matter has come to my attention: 

1. Which gives reasonable cause to believe that in any material requirements • To keep accounting records in accordance with Section 41 of the Act and 

   - To prepare accounts which accord with the accounting records and 

   - To comply with the accounting requirements of the Act have not been met, or 

2. To which in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached, or 

3. Which gives me reasonable cause to believe that in any material respect the accounting rules of the Royal Greenwich District Scout Council have not been met.
