section 133 01 the Charitie5 Act 20111'the Charities Att'l, to prepare receipts and payments accounts
Objectives and Aim5
The objective5 of 8SP are:
To promote. 8nd support, the inh8bitants of Barnstaple and the surrounding 3rea and Such other local
communities and in such orher parts of the United Kingdom or the world as the trustees m3y from tirne to tirne
think lit. to advance the Christian faith according to the Scripture5 in Barnstaple and Surrounding districts and in
such other parts of the United Kingdom or the world 3s the tru5tee5 may from time to time think fit and to fulfil
such other purposes which are excluslvely charitable according to the18w of Eng18nd and W31es.
To relieve sickness and financial hardship and to promote and preserve good health by the provision ol funds,
8oods, or services of 8ny kind including through the provision ol counselling and siApport in Barn5taple and
surrounding districts 3nd in such other parts of the United Kingdom orthe world a5 the trustees may from lime
to time think fit.
To 3dvance educatlon In accordance wlth the Scriptures by such means as the trustees may think appropriate
IncludlnE but not so as to limit the Eener31ity of the foregoing in the areas ol health, citizenship, community
development, human rights, conflict resolution and the promotion of religious and racial harmony in Barnstaple
and surrounding districts and in such other parts of the Unlted Kingdom or the world as the trusrees may from
time to time thinkfit.
BSP 5tHrted operations on 31 October 2009. The principal activity o* the charity is street pastor work under a licence
agreement with the Ascension Trust. operations generally being on Saturd3y nights and occasionally other occasions as
requested by the police.
Publlc benefft
The Trustees have considered the Charity Cornmis5ion guidance on public beneftt and considerthat the actwities of the
charity meet its charitable objettives and provide 3 benefit to the public.
The team activity over the 12-month period covered by this report h35 Continued on Saturday nights whenever there has
been è team available to include a pr8yer pastor &ither at the base of the House of Pr3yer or from home.
The team has not been keeping accurate record5 of all of its activitlE5 however, from the Patrol Reports prtsdueed for
each evening, the following ficur@s have been gleaned. The team actually has provided a great deal more than the
below 4nd the li8ures provided represent the confirmed mlnlmum.
17 Street Pastors & 5 Observers deployed over 36 nights, providing 540 hours on the streets
9 Prayer Pastors providing 185 hours of support to patrolling te8ms
3 inst8ntÈs of StrÈet Pastors calming aggressive situations
12 vulnerable individuals supported lrnostly due to excessive alcoholl
3 pairs of free flip IIop5 distributed
47 free drinks dispensed (this figure combines water zlven to aid those suffering from excessive alcohol intake
and hot drinks to the homele55.1

Achlevement and Perfortnance
Charitable activltles
Barnstaple Street Pastor5 IBSPS) continued to op@ratÈ throughout 2023124. The team has provided a vlsible, reassuring
and supportive presence to users ol Barnstaple Town Centre on Saturday evenings whenover there hève been sufficient
team members lin line with insurance requirementsl to operate. This will always include a dedicared prayer pastor
either at base or praying from home. During the year, the team h35 Continued to use as its base ihe North Devon House
of Prayer right in the centre ol Town,
The timing of patro15 ha5 varied between 6pm and 2am on Sarurday evening depending upon the availablllty of team
mÈmbÈr5. With earlier patro15, the team has encountered dlfferent groups of vulnerable people including younger
peoplè along51dp those previously seen such as local rough sleepers. In the course of these encounters, thE team has
provided practical sUPPOrt including food 3nd hor drinks as well a5 ernotional and spiritu81 help to those who they
encounter. It ha5 been noticeable that whenever the teatn have been patrolling, the emotional and mental wellbeing
155ues that they have encountered have been signiflcaTrt and their support greatly appreciated.
The team uses variou5 Item5 of literature to give away for those that feel they would like ongoing spirltu31 support
including business cards to sign post individuals to the North Devon House of Prayer during the week.
Patrols normally last lor around 4 hours and before ending patrols on any given night, BSPS wlll determine whether there
is a need to continue patrolling dependin8 on the number ol people on the street, the presence of particular community
tènsions and any incidents we may be de81ing with. Whilst out on patrol the team work In partnership with the on-duty
CCTV operator using digital radios and door staff at the different licensed premises.
The size of the team has remained about the samÈ For the year. 4 individuals were tralned in March 2024 with one
mmencing patro15 and one progressing towards that. We have seen a small number of others joining to support the
ream as prayer pa5tor5. At the same time othèr pastors have continued to struggle with health issues meatFing that. it
has nDt been p055ible to provide patrols every weekend. As well a5 ernail, a team WhatsApp group was created to
enable rnembers to communicate their availabllity on ? week-to-week basis.
In addition to Saturd3y patrols. team members also tneet once a month for 3 breakfast as a way of supporting each
other and keeping connected. The management team has tnet on three occasions wlthin thè perlod covered by this
report to ensure proper oversight ènd manaBement of the team'5 operations.
As a group* 8SP5 became members of the newly restarted Churche5 Together in Barnstaple in SÈprember 2023.
This whole ministry can only be made possible and succe55ful by the glory of God and we continually glve our thanks and
praise to Him.

The ch4rity is grateful for the volunteers who help in the organisation and runrEing of its prayer and patrol teams.

The work of the charity Includ￿ intangibles diffitult to rnea5ure- possibly the simplest belng how safe the people of
Barn5taple feel on the streets on Saturd8y nights when we receive mhny positive words from people that have been
helped and those who appreciate the pe8tÈ WÈ brlng to situations. There are cordial relationshlps with both the Police
and door staff at the various locations in the town and on occa5ion5 SP5 have been requestod to calm or help situations
which may become inllarned if ollicial action is taken.

The funds in hand will provide for training in the next finantial yèÈr, both For retraining ol existing members and new. To
minimise costs, where possible thi5 will be carried out with tsthÈr strÈet pastor orgznisations in Devon & Somorset.

Ascension Trust. It converted to a CIO Sn October 2019.
Trustees are appointed by seeking p￿pIe with relevant skills and experience. Induction and training are provided on a
personal basis as appropriate. The trustees meet between 2 and 4 times a year.
