The trustee5 present their report and accounts for the year ended 31, March 2021. The trustees have opted, under
Section 133 of the Charities Act 20111'the Charities Act'l, to prepare receipt5 Bnd payments accounts
Objectives and Aims
The objectives of BSP are..
To promote, and supptsrt, the inhabitants of Barnstaple and the surrounding aTeb ènd such other local
communities and in 5LJch other parts of the United Klnedom or the world as the trustees may from time to time
think fit, to advance the Christian faith according to the Scriptures in Barnstaple 3nd surrounding districts and in
such other parts of the United Kingdom or the world as the trustees may from time to time think fit and to fulfil
such other purposes which are exclusively chaTltable aecording to the law of England tind Wales.
To relieve Sickness ènd financial hardship and to promote and preserve good health by the provision of funds,
goods, or service5 of any kind including through the provision of counselling and support in Barnstaple and
surrounding districts and in such other part5 of the United Kingdoim or the world as the trustees may from time
to time think fit.
To advance education in accordance with the Scrlptures by such means as the trustees may think appropriatè
including but not so a5 to limit the generallty of the foregoing in the areas of health. citizenship, community
development, human rights. conflict resolution and the promotion of religiou5 and racial harmony in Barnstaple
and surrounding districts and in such other parts of the United Kingdom 01 the world as the trustee5 may from
time to tirme think fit.
BSP started operations on 31 October 2009. The principal actlvity of the charity is street pastor work under a licence
agreement with the Ascension Trust, operation5 Eenerally being on Saturday nights Ilopm to 2am) and occasionallv
other nights as requested by the police.
Public benefit
The Trustees have considered the Charity Cornmission guidance on public benefit and consider that ihe activitles of the
Charity meet its charilable objectives and provide a benefit to the public.
The team activity over the 12 month perlod covered by thi5 report was sSgnif1cantly impacted by the CDvld 19 global
pandemic with Government imposed restrictions preventinE the team operating for slgnificant periods alongside illness
and shielding issues [a￿d by member5 of the team. There has been no Night Tifne Economy with pubs and nightclubs
required to close, however, as and when there have been suffitlent team members, patrols have continued albeit
covering the earlier evening5 and at times during the day to provide reassurance to user5 of the town centre as
lockdown measures were eased. Because of these significant limitations, the policy of keeping fi8ures Ilisted below)

Achievement and Performance
Charltable activitles
Barnstaple Street Pastors IBSPS). together with a dedicated prayer team. continued to operate thr(>ughout
2020121, albeit on 3 much-reduced basis due to the Covid 19 pandemic. The team have PTovided a visible, rèassuring
and supportive presence to users of Barnstaple Town Centre on Saturday evenings whenever there were sufficient team
members to operate. The established team base at Christchurch, Bear Street, Barnstaple was not available during the
pandemic and so the team operated for a perlod from the Ami805 charity office and then Irom North Devon House of
Prayer in the town centre.
The timinB of patrols has been different this year because there has effectively been no Night Time Economy. With
earlier patrols. the team have encountered dlfferent groups of vulnerabl& people including younger people 3long5ide
those previously seen such as local rough sleeper5. In the course of these encounter5, the team have provided practical
support including food and hot d¥inks as well as emtstional and spiritual help to those who they encounter. It has been
noticeable that whenever the team have been patrolling during the pande¥nic. the emotional and mental wellbeing
Issues that they have encountered have been significant and their Support greatly appreciated.
8efore ending patrols on any given night, BSPS wlll dÈtermine whether there 15 a need to continue patrolling depending
on the number of people on the street. the presen￿ of particular community tensions and any incidents we may be
dealing with. Whilst out on patrol the team work in partnership with the on-duty CCTV operator uslng digital radios.
The availability of team members has significantly diminished for this year because many dld not feel able to patrol
durin£ the pandemic because oif personal ill health or shielding issue5. For most of this period, the team ha5 Continued
lo operate as best it can with 6 patrolllng Pastors available and prayer pastors operating from home. There was no
scope for recruiting new members of the team as trainlng was not posslble.
The work is supported by Barnstaple churches together and a clrculation list of 'friends of BSPS, who provide financial
support and prayer a5 they are provided with updates on the work of the team three of four time5 a year. This whole
service can only be made possible and successful by the glory ol God and we continually give oui thank5 and pralse to
Him.
Volunteers
The charity 15 grateful for the volunteers who help In the organisation and runnin8 of its prayer and patrol teams.
Frnancial revSew
These fSnancial statements aim to show donors, contrlbutor5 and sponsors how their money has been used and to Eive
some idea of the effectiveness of members, efforts.
The work of the charity includes intaneibles difficult to measure- possibly the slmplest being how safe the people of
Barnstaple feel on Ihe streets on Saturday nights when we receive many positive words from people that have been
helped and those who appreciate the peace we bring to situations. There are cordial relationshlps with both the Police
and door staff at the various locations in the town and on occaslons SP5 have been requested to calm or help situations
which may becorne inflamed if ofliclal action 15 taken.

The Cash balance at 31" March 2021 was £3,30112020.. £3,094).
The funds in hand wlll provide for training in the next financial year, both for retraining of existine member5 and new. To
minimise costs, where possible this w511 be carried out with other street pastor organisations in Devon & Somerset.
Although an independent examination of the accounts is not required, the trustees have asked Magnus Proctor FFA to
review the financial statements.

3. Ascension Trust
Under the licenee agreement with the Ascension Trust, BSP agree to pay IS% of the incorne ol the charity to
the Ascension Trust as a management licence fee to cover their support costs and É2m publlc liability insurance.
