PRINCE PHILLIP BREAST CARE UNIT FUND
REPORT OF THE TRUSTEES FOR THE YEAR ENDED 1 SEPTEMBER 2024
During the financial year 1 Sep 2023 and 31 Aug 2024, the charity received £81,729 and spent £75,861 leaving a balance carried over of £32,536.08 in the current account and £204,553.98 in savings account.
As in past years, amounts received have been from private individuals, bequests, and local philanthropic organisations with some support from the banks in part sponsorship schemes. Online donations mainly from Facebook and Just Giving continue to increase. Where possible we try to collect donations in person but in any case, we continue to write individual letters of thanks on behalf of the unit. The unit is very appreciative of the support we have received.
As in all past years, none of the officers of the charity have received any remuneration or expenses and all administration has been carried out on a volunteer basis with personal donations for minor items such stationery and stamps. We continue to pay £18 monthly to Just Giving for managing our online collections including the collection of gift aid. We receive some donations for Facebook via Paypal without charge.
The outgoings of the charity are listed individually in the accounts. The expenditure is well matched to donations.
The main expenses again this year have been used to support 60% the salary of our Advanced Biomedical Scientist with Hywel Dda University Health Board (HDUHB) R&D providing the other 40%. Her roles have included:

The Oncotype Node Positive Trial has been archived according to R&D procedure.

Sysmex OSNA Test Approval:
She completed and submitted a Clinical Effectiveness proforma for the Sysmex OSNA test for approval in April 2024. Initial approval was delayed pending financial review. Following the San Antonio conference in 2024, clinicians reduced their projected annual test usage. This revised proposal will be resubmitted to the finance team in January 2025. The matter is currently awaiting a decision.
- Research Database Development:
The Breast Unit team is establishing and managing a comprehensive research database. Initial discussions have been held with the Health Board's Information Services Lead. Resistance has been encountered regarding the Unit's ownership of a dedicated database system. Further discussion is required to identify a solution that enables the Unit to conduct audits and research efficiently, utilising a reliable and accurate database.
- Research Project Involvement:
She offers support with research projects, particularly where clinical staff have limited capacity due to clinical duties: " Breast Microbiome Project (Collaboration with Swansea University and Dr. Anita Huws): She works with Dr. Huws and the Swansea University research team to develop a project plan. Dr. Huws is currently drafting a project proposal to secure funding for a pilot study.
" Mammatyper Project (Sysmex): She has been exploring with local universities access to necessary equipment to avoid any (or minimise) capital expenditure by the Breast Unit. The project has been presented to the Pathology Lead consultant for support. She is developing a project proposal.
" CEMS study - awaiting Radiology administration for costing to be able to apply for funding.
- The Charity has approved temporary reassignment of one Breast Unit day to R&D:
From 27th January 2025 to 31st March 2025, one BCU day has been reassigned to R&D to support an urgent project. The Charity will be reimbursed.
6. Ongoing Responsibilities:
She continues to attend the weekly Breast MDT to assist with managing Oncotype testing and to offer research support.
The results of our multicentre trial have been published in the British Journal of Cancer. It showed a great advantage to the use of gene expression profiling in selecting patients with node positive breast cancer for the safe omission of chemotherapy. The contents of the paper have had a major influence on the deliberations of NICE who has now recommended the use of gene expression tests in early node positive breast cancer in post-menopausal women. This has led to a country wide change in clinical practice and a significant reduction in the use of chemotherapy. Since other similar healthcare systems in the world often look to NICE for their guidance, our research could lead to improved care of women other countries also benefiting.
Other expenses have included supporting the acquisition of an injector for use with the contrast enhanced mammography system.

The unit continues to publish widely on many topics including intra-operative sentinel node analysis, breast reconstruction, neo-adjuvant chemotherapy, prognostic factors in breast cancer and gene expression analysis. The unit researchers continue to be rated in the top 5% in the UK as judged by Researchgate.

Independent examiner's report to the trustees of Prince Phillip Breast Care Unit Fund
I report to the charity trustees on my examination of the accounts of Prince Phillip Breast Care Unit Fund (the Trust) for the year ended 1 September 2024.
Responsibilities and basis of report
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the Trust's accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. ACCOUNTING POLICIES
Basis of preparing the financial statements
The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention.
Income
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Tangible fixed assets
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.
Computer equipment - 20% on cost
Taxation
The charity is exempt from tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
