2022 Report for the Parochial Church Council of Holy Trinity, Barrow-upon-Soar with St Mary, Walton le Wolds.

Aim and Purposes

Holy Trinity, Barrow-upon-Soar with St Mary, Walton le Wolds Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent, the Reverend Clive Watts, and the Associate Priest the Reverent Fiona Cotton-Betteridge, in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical.

Objectives and Activities

The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at Holy Trinity, Barrow-upon-Soar with St Mary, Walton le Wolds. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament.

When planning our activities for the year, we have considered the Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. In particular, we try to enable ordinary people to live out their faith as part of our parish community through:

Our aim is “to be welcoming churches to everyone, where the love of God is encountered through our worship and our life together as churches in our communities, and where lasting friendships are formed and nurtured.” And our Vision Statement is “To have presence and impact in our local communities. We will grow our churches with effective pastoral leadership and collaborative ministry founded on practical spirituality that will reach people of every background and age group.”

To facilitate this work it is important that we maintain the fabric of the Churches of Holy Trinity, Barrow-upon-Soar with St Mary, Walton le Wolds.

Achievements and Performance

A video presentation of “The Barrow and Wolds Group Year in Review 2022” can be viewed on our website www.barrowandwoldsgroup.com and on our You Tube Chanel “Barrow and Wolds Group”.

On 6[th] November Mr David Spencer, was licenced as an Associate (Reader) Minister working across the four churches of the Barrow and Wolds Group, further enhancing our Ministry Team. The Barrow and Wolds Group also welcomed the Reverend David Stoter to join the Ministry Team as a retired Priest with Permission to Officiate. Mrs Hannah White stood down as Weddings Administrator and the team is further enhanced by the appointment of Mrs Collette Webster-Jones in that role from 1[st] January 2023. Mr Bob Edge continued to work with the churches as an Ordinand on placement.

On Sunday 27th February the Very Reverend David Monteith, Dean of Leicester, presided and preached at the Barrow and Wolds Group Annual Service of Thanksgiving with Authorisation of Local Ministries. During this service we authorised 27 Locally Authorised Ministries, with people admitted to the roles of, Pastoral Care Team Member, Lay Worship Leader, Children’s and Youth Worker and Baptism Visitor. This was followed by a highly successful community lunch provided by the Ministry Team.

Community engagement remained a priority, with a number of events continuing to prove popular with the local communities. These included plant sales and afternoon teas at Prestwold, ‘Strawberry Tea’ and ‘Harvest Home’ events at Walton, the annual ‘Christmas Tree Festival’ and the ‘Trinity Proms Concert’ and ‘Trinity Fest’ music and arts fair in October at Barrow and the ‘Harvest Lunch’ and ‘Christmas Tree Welcome’ at Wymeswold. The ‘Annual Rectory Garden Party’ provided a welcome opportunity for fellowship across the churches.

The Barrow and Wolds Group and our group wide Social Media platforms on Facebook, Twitter and our dedicated You Tube Chanel continue to be the significant means of communication; offering up to date information and a range of new resources and materials, along with a gallery of all our activities.

The four churches of the Barrow and Wolds Group have continued to work closely together planning a range of shared events and services in conjunction with each other. This joint working is further facilitated by the Leadership Team including all members of the ministry team, churchwardens or representatives from each church and our group administrator.

Worship and Prayer

The PCC is keen to offer a range of services during the week and over the course of the year that our community find both beneficial and spiritually fulfilling. 2022 saw an end to the restrictions in place for the COVID 19 pandemic, enabling us to imbed a varied

service pattern including weekly Holy Communion, Morning Praise Services, Book of Common Prayer Evensong and Holy Communion and a Healing Service. We have seen a significant number of Occasional Offices during the year with a particular focus on Weddings and Baptisms postponed due to the pandemic.

Barrow and Wolds Group continues to offer a hybrid worship option with the Live Stream of the weekly service from Holy Trinity, Barrow-upon-Soar, which is then also made available via our website and dedicated You Tube Chanel and social media. Weekly Morning Prayer is offered via Zoom video conferencing.

As well as the Annual Service of Thanksgiving with Authorisation of Local Ministries a number of other significant worship events took place during 2022, including the annual ‘Raise a Ribbon’ Mothering Sunday event, Harvest Festivals and our Patronal Festival services. Special services were held to mark the Platinum Jubilee of Her Majesty Queen Elizabeth II and later in the year to mark her passing. We continue to worship together on 5[th] Sundays of the month as a group of churches.

More informal worship for young people is offered within the wider group of churches with a ‘Little Angels’ pram service and a Youth Group.

Electoral Roll

All are welcome to attend our regular services. At present there are 83 parishioners on the Church Electoral Roll of Holy Trinity, Barrow-upon-Soar, of which 5 are not resident in the parish. Three names were added during the year and none were removed.

In St Mary’s, Walton le Wolds there are 48 parishioners on the Church Electoral Roll of which 2 are not resident in the parish. No names were added during the year and one name was removed.

The Electoral Roll Officer for Holy Trinity, Barrow-upon-Soar is Sue Jones and for St Mary, Walton le Wolds is Patricia Blossom.

Deanery Synod

There are three Deanery Synod meetings each year which are open to all interested church members but only synod members, elected by their PCC, may vote on any synod specific business. Each meeting involves an Act of Worship, a presentation on a topic of interest followed by discussion and a report from Diocesan Synod. At recent meetings, those reports have focussed on the progress in implementing Minster Communities and the Diocese’s deteriorating financial position due to the falling level of Parish Contributions.

The first meeting of the year was held via Zoom on 9[th] February 2022. Rev’d Andrew Hall presented about his church’s (St Catherine’s, Burbage) Gold Eco Church award. The presentation focused on maintaining best practice and habits once the community has been awarded its gold award using ‘Project Blossom’, a recent initiative undertaken by

St Catherine’s, to illustrate Andrew’s points. Project Blossom aims to rejuvenate the space around St Catherine’s to be more biodiverse whilst also developing garden areas for mission. The garden and churchyard have been used for prayer, workshops, and St Catherine’s has worked with local groups that support those with dementia and other illnesses.

On June 21[st] , Synod was delighted to meet in person again at All Saints with Holy Trinity, Loughborough. Vicki Offin from Upbeat Communities (UC) based in Trinity Baptist Church, Derby, gave a presentation on the charity’s work with refugees across Derby, Derbyshire and Lincolnshire, particularly their recent work with those from Ukraine. UC aims to provide a welcome, English classes, a programme of activities and an opportunity for refugees to use their skills. They also carry out resettlement work with the most vulnerable who are living in hotels.

The final meeting of the year was on 13[th] October at St Bartholomew’s Church, Quorn. Adrian Trotter, from the Parish of Great Bowden, Market Harborough and Lay Director of Leicester Anglican Cursillo talked about “Cursillo”. Cursillo is a community of Christians who come together to support one another in apostolic action. It aims to develop a rule of life by which Christians are empowered to grow in their faith through prayer, study and action, and to embolden us to share our faith with others. Cursillo courses takes place over a long weekend at Launde Abbey and comprise talks and meditations, plus periods of discussion and quiet reflection after the talks.

During the year, Rev’d Lauretta Wilson took up a post outside the Diocese and stood down as Area Dean for our Deanery (Akeley East). Rev’d Andrew Race, Vicar in the Benefice of Castle Donington and Lockington cum Hemington, was appointed in her place and licensed on 6[th] October 2022 at St Edward’s Church, Castle Donington.

The elected members of Deanery Synod for the parish are Pam Knowles, Beverley Lott and David Spencer. In September 2022 the Reverend Clive Watts was elected from the Deanery Synod to the House of Clergy for Diocesan Synod.

Pastoral Care

The ministry of pastoral care is coordinated across the three parishes of the Barrow and Wolds Group by the Reverend Fiona Cotton-Betteridge, who leads a group wide Pastoral Care Team with coordinators in each parish. Seven members of the congregations were Locally Authorised as Pastoral Care Workers in February 2023. The ministry team and volunteers have continued to visit or contact members of the congregation, particularly those members of our parish who are unable to attend church due to sickness or age. Communion in hospital or at home is provided by members of the ministry team where appropriate. Within the wider Pastoral Care Team the Barrow and Wolds Group has a team of Locally Authorised Baptism Visitors who support the pastoral work with those families seeking baptism for their children.

Mission and Evangelism

The PCC remains committed to reaching out in mission and evangelism to the local community.

Two children’s and young people’s activities are provided within the Barrow and Wolds group, attracting members from across all three parishes. Little Angels continues to offer fellowship, fun and a ‘pram service’ for toddlers and parents, regularly welcoming over 20 children, usually held weekly in term time at Holy Trinity Church. The Youth Group continues to provide fun activities, together with Prayer and Christian reflection for young people 10-16 years, usually meeting fortnightly at Holy Trinity Church.

The Barrow and Wolds Group website continues to be developed offering up to date information and a range of new resources and materials, along with a gallery of all our activities. Group wide Social Media platforms continue on Facebook, Twitter and our dedicated You Tube Chanel.

A very successful Christmas Tree Festival was held in December with visitors from across our group of churches and participation from many community groups. Our ‘Lessons and Carols’, ‘Crib’ and ‘Christingle’ services were well received by members of the church congregations and the wider community as was our Remembrance Day services across all four churches. A number of ‘special’ services and community events at St Mary Walton have contributed to the success of this church as a ‘Festival Church’.

A particular highlight of our missional activity for 2022 was the second Raise a Ribbon event held for Mothering Sunday, with the names of mothers and significant women in our lives written on large ribbons flying from the tower flagpole. This caught the imagination of many local residents who valued our prayers for their loved ones past and present.

2022 also saw a return of the ‘Trinity Proms Concert’ and ‘Trinity Fest’ music and arts fair in October, the weekend was once again well received by the local community with many people visiting the church over the weekend and many local artists and groups participating in the festival.

The Barrow and Wolds Group has enjoyed a number of social events across our group of churches, including a beetle drive with a fish and chip supper, a number of harvest meals and a “harvest home” party, regular coffee mornings and afternoon teas, and the Rectory Garden Party. The Wymeswold Church Architecture Fund holds social events, raising funds for the fabric of the church building at St Mary’s Wymeswold.

Helping those in need is a demonstration of our faith and missional work, we continue to support a number of charities, local, national and international. St Andrew’s, Prestwold continues to support Bishop Christopher’s appeal for medical clinics in Malawi. Churches Together in Barrow has designated the Loughborough Wellbeing Café and the Exaireo Trust as it charitable recipients for 2022-2023. Many boxes of Christmas gifts were provided for Samaritan’s Purse along with Christmas Card sales for the Children’s Society and a collection for Christian Aid Week. Harvest collections of non-

perishable produce were distributed to foodbanks at Project 5,000 and The Carpenters Arms along with regular collections of food donations.

Two magazines are distributed monthly across the group of churches (Parish Magazine for Barrow and Walton and The Christian Link for the Wolds villages).

Schools

Our Priest in Charge and the churches of the Barrow and Wolds Group maintain regular contact with three Primary Schools and one Secondary School within our group of parishes.

A new Head Teacher, Mr Steve Dunn, was appointed at Hall Orchard Church of England Primary School in September 2022. Since this appointment significant increases in engagement between the school and Holy Trinity Church have been welcomed. During the year Key Stage Two pupils have visited the church for an “Experience Easter” event, Foundation pupils have visited for an introduction to church with a treasure hunt, and Year 6 students attended for the Leavers Service. Whole School services have taken place in church for Harvest and Christmas. The foundation and Key Stage One Nativity Plays were staged at Holy Trinity Church along with a Key Stage Two Christmas Carol Concert. Children from the school entered the Christmas Drawing Competition, with the winner’s artwork featuring on the Barrow and Wolds Group Christmas Card, and the covers of the various Christmas Orders of Service.

Weekly Collective Worship is conducted in Hall Orchard by the Reverend Clive Watts, with contributions from the Ministers of Barrow Baptist and Methodist Churches. The Priest in Charge meets regularly with the Head Teacher and lead teacher for Religious Education and Collective Worship. There are three Foundation Governors at Hall Orchard School, the Reverend Clive Watts, Mrs Vickie Bowman and Mrs Jenny Baldrin.

Wymeswold Church of England Primary School continues to enjoy weekly Collective Worship led by the Reverend Clive Watts or on occasion by Mr Peter Blount. Whole School Services have been held in St Mary’s Church for Easter, Harvest, Christmas and the Leavers Service. The Priest in Charge and Head Teacher have worked together to revise the School Values, developing a Collective Worship plan to reflect these, complete with Christian themes and representative Bible stories to support the values, this has been approved by the Board of Governors. Plans are in place for the development of a School Faith Council made up of students, clergy and teaching staff. Plans are also being developed for the production of values-based artwork for display in both the school and St Mary’s Church. Children from Wymeswold School took part in the Christmas Drawing Competition with entries featured on the Barrow and Wolds Group Christmas Card and Orders of Service. The Reverend Clive Watts and Mr Peter Blount are Foundation Governors of Wymeswold Primary School.

Collective Worship is delivered monthly at Burton on the Wolds Community Primary School by the reverend Clive Watts. The Experience Easter Programme was delivered at the School and the Nativity Play was staged at St Andrew’s Church Prestwold, with many children participating in the Christmas Drawing Competition.

The Reverend Clive Watts meets periodically with the Executive Principal of Humphrey Perkins Secondary School, and it is hoped that further links between the churches and this school will be developed in the future.

Ecumenical Relationships

There is a Churches Together group based in Barrow-upon-Soar with representation from the Anglican, Baptist, Methodist and Roman Catholic churches. The ministry teams and members of the churches meet together on the first Monday of each month for Ecumenical Prayers. The ministers of the various denominations continue to meet regularly and to pray together. Ecumenical Services involving Anglican, Methodist and Baptist ministers and congregations including the Roman Catholic community were held for the Week of Prayer for Christian Unity, Good Friday, Remembrance Sunday and Advent Sunday. Weekly ‘Lent Lunches’ offering a frugal lunch continue to prove a popular ecumenical event.

Financial Review

Barrow:

At 31st December 2022 total Church funds were £30962 ( Sheet 3 ) of which all but £196 in the Fabric Fund is unrestricted. Most of this is deposited with the CBF Church of England Deposit Fund now earning a respectable rate of interest. There are also long standing investments managed by the Leicester Diocesan Board of Finance totalling £8848.

Last year there was a deficit of income to expenditure of £8249 ( Sheet 1 & 2 ). This was due to an increase in all of our costs as inflation increased but in particular to soaring gas and electricity prices. We also paid an increase in our Parish contribution. The deficit was financed by drawing £5000 from our CBF resources and using the current account balance at the beginning of the year.

Our total income did not increase sufficiently to meet these increases even though we had very successful fundraising events throughout the year with the Christmas Tree Festival being the highlight.

Walton:

Total funds at 31st December 2022 were £5029 ( Sheet 5 ). Of this £1688 is restricted and represents donations and fund raising for tower repairs.

Receipts from all sources increased including fundraising for the tower project. The Church also benefited from Grants totalling £1437 and a VAT refund of £679.However ,in spite of this, total expenditure exceeded receipts by £1253, mainly due to payments for tower repairs of £4075. Other expenditure including the Parish Contribution also increased.

The full cost of the tower project has yet to be finalised but further fundraising will be necessary.

Consolidated Funds:

Total funds of the 2 Churches at 31st December 2022 was £35990, a reduction of £10176 on the year.

Reserves Policy

It is PCC policy to maintain a balance of unrestricted funds ( if possible ) which equates to approximately 3 months unrestricted payments to cover emergency situations that may arise. Last year reserves fell but they are still sufficient to cover emergency situations in line with our policy.

Fabric Report

Barrow:

Overall, the state of the fabric remains good and is regularly monitored. Roof leaks during wet weather conditions remain a persistent problem, given the aged state of the roof materials this is expected to be an ongoing challenge until sufficient funds can be raised for more significant repairs or replacement to be undertaken. This year presented no breakdowns of heating plant, associated components or electrical system issues. The vestries were improved with the fitting of new carpets during January.

Issues with failed door-furniture and other fixings within the Trinity Rooms continue to present minor repair requirements but this is to be expected in the high-use environment.

Externally, the outdoor store (to the north-west aspect of the site) roof and front wall has deteriorated significantly to a point of collapse. As of the end of 2022, repairs are approved, booked and awaiting a start date to be issued by the contractor.

Walton:

Overall, the state of the fabric remains good and is regularly monitored. Refurbishment of the bell frame was carried out satisfactorily during May/June, involving the preparation and repainting of the frame. Repairs to the tower base were not completed during 2022 due to challenges regarding obtaining a suitable architect’s specification, quotations, and the resulting faculty for the repairs.

Minor repairs to re-seat slipped roof tiles present an ongoing maintenance activity.

Volunteers

The mission, ministry, life and work of this church and the four churches of the Barrow and Wolds Group of churches is dependent on the generosity of time and energy given by the many volunteers who contribute in a myriad of different ways. We would like to express our grateful thanks to all the volunteers who work so hard to make our church the vibrant community it is.

We held our second annual service of thanksgiving for our volunteers in February 2022, when all volunteers across the Barrow and Wolds Group are celebrated for the contribution they make, and thanks are expressed to all involved. Our Authorised Lay Ministers were also authorised for the first time at this service.

Structure, Governance and Management

The method of appointment of PCC members is set out in the Church Representation Rules. At Holy Trinity, Barrow-upon-Soar with St Mary, Walton le Wolds the membership of the PCC consists of the Priest in Charge, The Associate Priest, churchwardens, the elected Deanery Synod representatives, the reader and members elected by those members of the congregation who are on the electoral roll of the church. All those who attend our services / members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC.

The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. New members receive initial training into the workings of the PCC.

The full PCC met eight times during the year, either in person or and on Zoom video conferencing with voting by correspondence. Given its wide responsibilities the PCC of Holy Trinity Barrow-upon-Soar and St Mary, Walton le Wolds has a number of committees each dealing with a particular aspect of parish life. These committees which include, the Standing Committee, Finance and Buildings, Trinity Rooms Management, Social and Events (Barrow) and Social and Events (Walton) are all responsible to the PCC their decisions being received by the full PCC and discussed as necessary.

Safeguarding

A safeguarding Policy has been signed and adopted by the PCC and is on display in the church. Mrs Sue Disley was appointed Safeguarding Co-Ordinator for the Barrow and Wolds Group in January 2022, taking over from the Reverend Clive Watts. Mrs Frances Acton continued as Safeguarding lead for Holy Trinity, Barrow-upon-Soar and Mrs Pam Knowles as Safeguarding Lead for St Mary, Walton le Wolds. Contact details for the Diocesan safeguarding team, the safeguarding co-ordinator and safeguarding lead are displayed within the church building. The PCC has complied with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have regard to House of Bishops’ guidance on safeguarding children and vulnerable adults).

In addition, the PCC has developed a GDPR Privacy Notice, a Health and Safety Policy, Social Media Guidelines, and a Recruitment of Ex-Offenders Policy. The PCC seeks to conduct recruitment following the Safer Recruitment principles.

The Barrow and Wolds Group

The parishes of St Mary, Wymeswold and St Andrew, Prestwold together form one benefice. The churches of Holy Trinity, Barrow-upon-Soar and St Mary, Walton le Wolds together form one parish (and Benefice). The two benefices (comprising three parishes and four churches and including seven villages) are led by one Priest in Charge together with an Associate Priest and together are informally known as the Barrow and Wolds Group.

During the course of 2022 initial stages of consultation to form one united benefice across the two existing benefices, comprising of the three parishes and four churches of the Barrow and Wolds Group has begun.

There are some services (Fifth Sundays, Patronal and other festivals) which are held jointly around our churches. The Barrow and Wolds Group hosts a shared website and share the services of a paid administrator.

Some financial aspects of the Barrow and Wolds Group are jointly administered, the annual accounts for these, year ended 31[st] December 2022, approved by the PCC are attached at Appendix Two.

Administrative Information

Holy Trinity Church is situated in Barrow-upon-Soar and St Mary’s Church is situated in Walton le Wolds, in the County of Leicestershire. They operate as part of the Barrow and Wolds Group of churches. They fall within the Akeley East Deanery and are part of the Diocese of Leicester within the Church of England. The correspondence address is The Rectory, 27 Cotes Road, Barrow-upon-Soar, LE12 8JP. The PCC is a body corporate (PCC Powers Measure 1956, Church Representation Rules 2011) and a charity currently excepted from registration with the Charity Commission.
