2020 Report for the Parochial Church Council of Holy Trinity, Barrow-upon-Soar with St Mary, Walton le Wolds.

Aim and Purposes

Holy Trinity, Barrow-upon-Soar with St Mary, Walton le Wolds Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent, the Reverend Clive Watts, in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical.

Objectives and Activities

The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at Holy Trinity, Barrow-upon-Soar with St Mary, Walton le Wolds. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament.

When planning our activities for the year, we have considered the Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. In particular, we try to enable ordinary people to live out their faith as part of our parish community through:

To facilitate this work it is important that we maintain the fabric of the Churches of Holy Trinity, Barrow-upon-Soar with St Mary, Walton le Wolds.

Achievements and Performance

2020 has been dominated by the global COVID 19 pandemic, which has severely impacted the life, worship, ministry and mission of our churches. This pandemic has necessitated the suspension of public worship for periods of national lockdown and restrictions, thorough risk assessment and planning for the COVID secure use of our buildings, home working for ministry and administrative staff and volunteers, the

development of on-line worship and working practices, and changes to the way occasional offices and pastoral care are offered, along with many other changes to the way our group of churches operate and function. Our public worship moved on-line from Easter Day, 12[th] April 2020, and has continued to be offered this way since, including alongside those periods when public worship was offered in our church buildings.

The Associate Priest for The Benefice of Barrow upon Soar with Walton le Wolds and the Benefice of Wymeswold and Prestwold with Hoton, The Reverend Fiona Cotton Betteridge, was appointed during this period and licenced on 1st July 2020 at a service held via Zoom video call conferencing, conducted by The Rt. Rev’d. Guli Francis-Dehqani, Bishop of Loughborough.

Our licensed ministry team has been further enhanced by the licensing of Mr Mike Hyde, as an Associate (Reader) Minister working across the four churches of the Barrow and Wolds Group.

A number of other significant events took place using on-line technology or other ways of working. For example. we held a very successful ‘Virtual’ Christmas Tree Festival, we offered pre-recorded Christmas Services, live stream 70[th] Anniversary of VE Day and Remembrance Day services. Our schools, children’s and young people’s activities were all maintained on-line, and a Youth Choir formed to record music for our worship. In addition, the Barrow and Wolds Group has enjoyed a number of social events on-line, including quiz evenings, bingo and a ‘bring your own’ fish and chip supper.

The Barrow and Wolds Group website has been redeveloped offering up to date information and a range of new resources and materials, along with a gallery of all our activities. Group wide Social Media platforms have been developed on Facebook, Twitter and our dedicated You Tube Chanel.

The four churches of the Barrow and Wolds Group have continued to work closely together planning our response to the COVID 19 pandemic, and a range of shared online events and services in conjunction with each other. This joint working is further facilitated by the establishment of a Leadership Team including all members of the ministry team, churchwardens or representatives from each church and our group administrator.

Worship and Prayer

Our public worship was suspended from 22nd March to early September and again from the beginning of November through to December due to the COVID 19 pandemic. Initially worship and prayer were provided by ‘Praying Together at Home’ materials, these have continued to be produced throughout the whole year. On Easter Day, 12th April 2020, the Barrow and Wolds Group began on-line worship using the Zoom video conferencing platform, bringing together congregations from all four churches, and a range of different individuals and groups contributing to our worship and preaching. The Barrow and Wolds Group continues to maintain on-line worship each week, alongside

worship in our buildings where restrictions permit this to take place. Towards the end of the year this hybrid worship pattern was further enhanced by the introduction of ‘Telephone Church’. On-Line Morning Prayer has been maintained throughout the year,

Special services have been made available via live stream, pre-recorded or on-line platforms, including specially recorded ‘Lessons and Carols’ and a ‘Crib and Christingle’ for the Christmas Season. Other special services have included, Trinity Sunday when the Archdeacon of Loughborough was our guest preacher, the 70th Anniversary of VE Day, Remembrance Sunday and our Patronal Festivals. The Licensing of Rev’d Fiona CottonBetteridge as our Associate Priest, and of Mr Mike Hyde as an Associate (Reader) Minister were also highlights of our on-line worship during the year.

Where COVID 19 restrictions have permitted, public worship has resumed within our buildings, according to strict risk assessment and both UK Government and Church of England guidelines. Public safety and prevention of COVID 19 infection have remained paramount in planning and delivering public worship.

The PCC is keen to offer a range of services during the week and over the course of the year that our community find both beneficial and spiritually fulfilling. The pattern and variety of services is structured in conjunction with the PCCs across the four churches of the Barrow and Wolds Group and includes for example, Holy Communion, All Age Worship, Morning Prayer and Evensong. This pattern has been restricted to Sunday Morning services of Holy Communion during those periods where public worship has been able to resume.

More informal worship for young people is offered within the wider group of churches with a ‘Little Angels’ pram service and a Youth Group. Both of these have continued throughout the global pandemic using the Zoom video conferencing platform. Recorded Collective Worship and seasonal children’s materials have been provided for our local schools throughout the pandemic.

Occasional Offices have been subject to UK Government and Church of England guidelines and are therefore reduced in number this year. During 2020 there have been 7 Baptisms, no Weddings, and 15 Funerals at Holy Trinity, Barrow-upon-Soar, and no Baptisms, 1 Weddings, and 2 Funerals at St Mary’s, Walton le Wolds.

Electoral Roll

All are welcome to attend our regular services. At present there are 84 parishioners on the Church Electoral Roll of Holy Trinity, Barrow-upon-Soar, of which 5 are not resident in the parish. no names were added during the year and 5 were removed either through death or because they moved away from the parish.

In St Mary’s, Walton le Wolds there are 52 parishioners on the Church Electoral Roll of which 2 are not resident in the parish. 41 names were added during the year and none were removed either through death or because they moved away from the parish or no longer wished to remain on the electoral roll.

Deanery Synod

At each meeting, as well as its own business, Synod considers a report of proceedings at Diocesan Synod and there is discussion of a particular topic of interest. Synod usually meets three times a year in February, June and October.

In 2020, Synod was only able to meet once physically at All Saints with Holy Trinity, Loughborough, in February. The discussion topic was “Ecochurch” and the steps that individual churches can take to be more environmentally friendly and support the commitment that Diocesan Synod has made for Leicester to be an “EcoDiocese”.

Synod has continued to meet during the pandemic via Zoom and its deliberations in 2020 were dominated by the impact of Covid19 on our lives. In June, we had a presentation from representatives from St Philip’s Centre on how lockdown had affected different faith communities in the Diocese. There was followed by discussion of our experience of church and faith over the previous few months and how this might affect the future.

In October, the theme was “Voices from the Community” with speakers from different community organisations and businesses in the Deanery talking about the projects they were currently working on in response to the challenges of Covid19. It was encouraging to hear from the representatives of both educational organisations, Rawlins Academy and Loughborough College, that they would like to have a stronger connection with the churches in the area.

Our latest meeting in February 2021 received a presentation on “The changing shape of Lay Ministry” in the Diocese from Liz Rawlings, Diocesan Discipleship and Vocations Enabler. This anticipates two types of lay ministers in future – the first similar to the Lay Readers we are used to with Diocesan appointment and structured training and the second, appointed locally, and with training tailored to the particular local role. These plans seemed to be generally welcomed as a sensible development of lay ministry, which will play an increasing role in the life of the Church in future.

Everyone is welcome to attend and participate in Deanery Synod meetings, although only the nominated representatives can vote on business. If you are interested in attending, do contact our members of Synod, Pam Knowles, Beverley Lott and David Spencer.

Pastoral Care

The ministry of pastoral care continues to develop within the parish and the Barrow and Wolds Group. Work has begun on developing a group wide Pastoral Care Team led by Rev’d Fiona Cotton-Betteridge, with coordinators in each parish. The ministry team and volunteers have continued to visit or contact members of the congregation where possible, particularly those members of our parish who are unable to attend church due to sickness or age; though this has been significantly reduced and impacted by the COVID 19 pandemic and necessary restrictions. Communion in hospital or at home is

provided by members of the ministry team where appropriate, though again this has been suspended due to the COVID 19 pandemic. The Barrow and Wolds Group has a team of baptism visitors who support the pastoral work with those families seeking baptism for their children.

Mission and Evangelism

The PCC remains committed to reaching out in mission and evangelism to the local community.

Holy Trinity Church and our Priest in Charge maintain regular contact with Hall Orchard Church of England Primary School. Those school services usually held in the church have had to be suspended due to the COVID 19 pandemic, however regular video Collective Worship has been supplied to all three primary schools across our group of churches along with other on-line materials. Children have participated in our Virtual Christmas Tree Festival and the Christmas drawing competition and the pre-recorded ‘Crib and Christingle’ service was used in schools.

Public worship during the COVID 19 pandemic has been maintained through, ‘Praying Together at Home’ materials, weekly Zoom video conferencing services, live stream online worship, and the use of Social Media through Facebook, Twitter and You Tube, all services have been available via our website. This has seen a growth in community engagement with our public worship during this time.

Two children’s and young people’s activities are provided within the Barrow and Wolds group, attracting members from across all three parishes. Little Angels continues to offer fellowship, fun and a ‘pram service’ for toddlers and parents, regularly welcoming over 20 children, usually held weekly at Holy Trinity Church. The Youth Group continues to provide fun activities, together with Prayer and Christian reflection for young people 10-16 years, usually meeting fortnightly at Holy Trinity Church. During the COVID 19 Pandemic both of these groups have continued to meet using the Zoom video conferencing platform.

The Barrow and Wolds Group website has been redeveloped offering up to date information and a range of new resources and materials, along with a gallery of all our activities. Group wide Social Media platforms have been developed on Facebook, Twitter and our dedicated You Tube Chanel.

A very successful ‘Virtual’ Christmas Tree Festival was held in December with visitors from across our group of churches and participation from many community groups. Our pre-recorded ‘Lessons and Carols’ and ‘Crib and Christingle’ services were widely viewed by members of the church congregations and the wider community as was our on-line Remembrance Day service.

The Barrow and Wolds Group has enjoyed a number of social events on-line, including quiz evenings, bingo and a ‘bring your own’ fish and chip supper.

Helping those in need is a demonstration of our faith and missional work, we continue to support a number of charities, local, national and international. Though restricted by the COVID 19 pandemic, the PCC usually further supports Bishop Christopher’s appeal for medical clinics in Malawi and our knitting group contributes many items to Operation Christmas Child.

Two magazines are distributed monthly across the group of churches (Parish Magazine for Barrow and Walton and The Christian Link for the Wolds villages). These have been distributed electronically where required by COVID 19 restrictions and are available on our website.

Ecumenical Relationships

Due to the COVID 19 restrictions, the ministry team and members of the churches have been unable to continue to meet and pray with ministers and members of other denominations on a monthly basis, though it is hoped that this will resume in 2021. The ministers of the various denominations have continued to meet regularly and to pray together. There is a Churches Together group based in Barrow-upon-Soar with representation from the Anglican, Baptist, Methodist and Roman Catholic churches. The 100th Anniversary of VE Day, and Remembrance Sunday were conducted as Ecumenical Services involving Anglican, Methodist and Baptist ministers and congregations.

Financial Review

The Annual Accounts for year ending 31[st] December 2019, as approved by the PCC are attached at Appendix One.

Finances were severely affected by the pandemic in 2020. Receipts were much less than normal as the Churches were closed for several months. As a result there was a deficit of Receipts to Payments of £17745 for General Funds and this reduced the total of these funds to £41445.

Normal income from all sources (excluding legacies) fell by 22% to £69981. In particular, Barrow Trinity Rooms income fell by 58% but all our income sources, especially from fundraising, were reduced at both Churches.

Expenditure reduced slightly by 5% to £87728. Parish Contributions to the Diocese rose slightly to £31803. Our normal charitable giving was reduced in the circumstances but our contributions to the Diocese were maintained.

Restricted funds were decreased by a £3000 transfer from Barrow’s Fabric Fund to pay for essential repairs. Restricted funds now total £944.

Reserves Policy

It is PCC policy to maintain a balance on unrestricted funds ( if possible) which equates to approximately 3 months unrestricted payments to cover emergency situations that

may arise. Reserves last year were reduced to cover the deficit but we still have sufficient reserves to cover emergency situations in line with our policy.

Fabric Report

Holy Trinity, Barrow-upon-Soar

The church building has seen significantly reduced use during this year as many months of services have been offered remotely via Zoom church during the COVID-19 related lockdowns. However, maintenance and monitoring of the building has continued throughout these periods including regulated heating of the building for the protection of the fabric and inspection to ensure no water damage or otherwise is occurring. While the church has been open for services outside of lock-down and for occasional offices, a new layout and one-way system has been implemented to satisfy the COVID-19 regulations and for the protection of all in attendance.

The church fabric has survived the year well except for some roof issues, as would be expected given the age of the roof components. The most serious of these during Winter of 2020/21 has led to water ingress around the south door and porch, leading to some damage to the interior wall finish above the door. The leak which caused this ingress has since been rectified (repair to lead flashings, caused by very heavy rainfall) and we will assess the best path to rectification once the stonework has fully dried out in the summer of 2021.

In July 2020, the Trinity Rooms extension suffered significant water damage when the mortar joints to the flashings of a section of the flat roof above the north side windows failed during a heavy storm. This caused damage to the interior plasterwork and oak flooring, rendering the space unserviceable. The mortar work of the flashings to the entire extension roof have subsequently been inspected and repaired to regain a weatherproof finish. By early-October 2020, insurance work was completed including complete drying of the space, relaying of a new oak floor, repair of the damaged plasterwork and final redecoration. The rooms re-opened for use mid-October 2020.

During the Winter 2020 national lockdown and closure of the buildings, redecoration of the Trinity Rooms toilets, kitchen and corridor areas was completed by external contractors.

St Mary’s, Walton le Wolds

During the period, progress has been made with regard to the forthcoming tower project which includes the restoration of the bell frame, which requires stripping and repainting, and the repairs to the base of the tower causing damp ingress. The completion of quotes gathering is taking place at this time, along with application for grant funding and necessary approvals for the execution of the works in the coming year.

Volunteers

The mission, ministry, life and work of this church and the four churches of the Barrow and Wolds Group of churches is dependent on the generosity of time and energy given by the many volunteers who contribute in a myriad of different ways. We would like to express our grateful thanks to all the volunteers who work so hard to make our church the vibrant community it is.

The work of our volunteers has been particularly important during the COVID 19 pandemic and has necessitated changes in the way such work has been conducted, we are particularly grateful to all our volunteers for their support and adaptability during this period.

We held our first annual service of thanksgiving for our volunteers in March 2020, when all volunteers across the Barrow and Wolds Group are celebrated for the contribution they make, and thanks are expressed to all involved.

Structure, Governance and Management

The method of appointment of PCC members is set out in the Church Representation Rules. At Holy Trinity, Barrow-upon-Soar with St Mary, Walton le Wolds the membership of the PCC consists of the Priest in Charge, The Associate Priest (vacant during 2019), churchwardens, deanery synod representatives, the reader and members elected by those members of the congregation who are on the electoral roll of the church. All those who attend our services / members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC.

The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. New members receive initial training into the workings of the PCC.

The PCC has delegated the day to day running of the churches to the District Church Councils, including deciding how the funds of the DCCs are spent. The DCCs membership consists of the Priest in Charge, the Churchwardens and members elected by those members of the congregation who are on the electoral roll of the of the church.

The full PCC met 6 times during the year, once in person and the remaining meetings conducted on Zoom video conferencing with voting by correspondence. There are District Church Council’s (DCCs) for Holy Trinity Barrow-upon-Soar and for St Mary,

Walton le Wolds. Given its wide responsibilities the DCC of Holy Trinity Barrow-uponSoar has a number of committees each dealing with a particular aspect of parish life. These committees which include, Finance and Buildings, Social, Mission, and Parish Contact, are all responsible to the DCC and report back to it regularly with their decisions being received by the full PCC and discussed as necessary.

Safeguarding

A safeguarding Policy has been signed and adopted by the PCC and is on display in the church. Rev Clive Watts is the Safeguarding Co-Ordinator for the Barrow and Wolds Group. Mrs Frances Acton continues as Safeguarding lead for Holy Trinity, Barrow-uponSoar and Mrs Pam Knowles as Safeguarding Lead for St Mary, Walton le Wolds. Contact details for the Diocesan safeguarding team, the safeguarding co-ordinator and safeguarding lead are displayed within the church building. The PCC has complied with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have regard to House of Bishops’ guidance on safeguarding children and vulnerable adults).

In addition, the PCC has developed a GDPR Privacy Notice, a Health and Safety Policy, and Social Media Guidelines. The PCC seeks to conduct recruitment following the Safer Recruitment principles.

The Barrow and Wolds Group

The parishes of St Mary, Wymeswold and St Andrew, Prestwold together form one benefice. The churches of Holy Trinity, Barrow-upon-Soar and St Mary, Walton le Wolds together form one parish (and Benefice). The two benefices (comprising three parishes and four churches and including seven villages) are led by one Priest in Charge together with an Associate Priest and together are informally known as the Barrow and Wolds Group.

There are some services (Fifth Sundays, Patronal and other festivals) which are held jointly around our churches. The Barrow and Wolds Group hosts a shared website and share the services of a paid administrator.

Some financial aspects of the Barrow and Wolds Group are jointly administered, the annual accounts for these, year ended 31[st] December 2020, approved by the PCC are attached at Appendix Two.

Administrative Information

Holy Trinity Church is situated in Barrow-upon-Soar and St Mary’s Church is situated in Walton le Wolds, in the County of Leicestershire. They operate as part of the Barrow and Wolds Group of churches. They fall within the Akeley East Deanery and are part of the Diocese of Leicester within the Church of England.
