The trustees, who are also directors of the charity for the purposes of the Companies Act, are pleased to present the trustees’ report and the Financial statements for the year ended 31 March 2022 to comply with the requirements of the Companies Act 2006, Charities Act 2011 and the Statement of Recommended Practice (SORP) for charities.

Governing Instrument:

The companies/ charity's objects and regulations are regulated by Memorandum & Articles of Association adopted on 6 April 2010 and amended on 21 October 2010 and incorporated by the Companies House on 6 April 2010. The same documents were registered with the Charity Commission on 1 February 2011.

The objects of the charity is to promote for the benefit of the inhabitants of Tower Hamlets and the surrounding area the provision of facilities for recreation or other leisure time occupation of individuals who have need of such facilities by reason of their, infirmity or disablement, financial hardship or social and economic circumstances or for the public at large in the interests of social welfare and with the object of improving the condition of life of the said inhabitants.

The charity is organised with a Board of Trustees elected by the members to oversee the overall activities. One person is nominated as chairperson to monitor the day to day running of the charity.

Key Achievements

Over the last 12 months we have engaged with over 200 young people from disadvantaged BAME backgrounds in youth provision focusing upon reducing youth violence, youth crime, disrupting gang activities and preventing young people from entering into the youth criminal justice system.

We delivered weekly youth club activities, self-defence classes and workshops focussing upon the needs of young people. We offered courses focussing upon knife crime and treating blood wounds in partnership with Street Doctors.

We offered a safe space for young people to engage in positive activities from our youth centre in Shadwell and participation in activities such as the Go Karting Championships in November 2021. During the summer holidays we organised a residential to North Wales and local trips to the Cinema and Thames Tigers Boat.

Some of the older young people were supported into part-time employment. We helped them in developing their CV and interview techniques. We also offered accreditation via online training in Food and Hygiene, Personal and Professional Development as well Microsoft Office software such as Word, Excel and PowerPoint.

We were able to access online learning opportunities through Virtual College. Young people were encouraged to participate remotely. We combined this with regular youth sessions from our centre and worked together with new partners in the delivery of activities to young people.

Name Change

Our organisation has recently changed its name from The Rooted Forum to Shadwell Trust. The name change took place on 3[rd] February 2022 after consultation with our key stakeholders, supporters and well-wishers.

The organisation is particularly proud that it has managed to keep its doors open to young people in Shadwell during a very difficult period where the organisation finances were very volatile. Over the last 12 months we have retained our core youth work provision.

Still Open!!

During the last 3 year! more than 20 youth organisations have closed there doors permanently as they have lost their grant funding from the local authority. Despite Shadwell Trust losing all of its income from Tower Hamlets Council we have managed to secure funds from alternate sources and remain open to young people.

Reserves Policy and Going Concern

The Trustees believe that it is essential that the Trust maintains sufficient reserves to allow it to continue its work through difficult economic times, to allow flexibility for cash flow requirements in respect of committed programmes, as well as providing resources in the event of any significant and unexpected expenditure. The Trustees have set a target of six months' expenditure as a prudent level of reserves. Currently the reserve is far below the policy level and the Trustees are reviewing this for 2023 and beyond.

The Trustees are fully satisfied with the Going Concern basis of accounts preparation as they have seen further funds received after the financial year-end, which will continue to support planned projects, and help the organisation return to a surplus next year.

Financial position

The Statements of Financial Activities shows a deficit of £14,089 (2021: Surplus of £28,200) with total funds of £42,183 (2021: £56,272) as at 31 March 2022.

Directors / Trustees' Responsibilities:

The trustees (who are also directors of The Rooted Forum for the purposes of company law) are responsible for preparing the Trustees’ Annual Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (UK GAAP applicable to Smaller Entities).

Company/Charity law requires the trustees to prepare financial statements for each financial year, which give a true and fair view of the state of affairs of the charitable company and of the incoming resources and application of resources, including the income and expenditure, of the charitable company for that period. In preparing these financial statements, the trustees are required to:

The trustees are responsible for keeping adequate accounting records that disclose with reasonable accuracy at any time the financial position of the charitable company and enable them to ensure that the financial statements comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the charitable company and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. REPORT OF THE INDEPENDENT AUDITORS TO THE DIRECTORS / TRUSTEES OF THE ROOTED FORUM

I have examined the accounts and statements on pages 8 to 14 which have been prepared on the basis of accounting policies set out on page 10.

Respective responsibilities of Trustees and Examiner:

The trustees (who are also the directors of the company for the purposes of company law) are responsible for the preparation of the accounts. The trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. The charity’s gross income not exceeded £250,000 and I am qualified to undertake the examination by being a qualified member of ACCA.

Having satisfied myself that the charity is not subject to audit under company law and is eligible for independent examination, it is my responsibility to:

Basis of Examiner's Statement:

My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a “true and fair view” and the report is limited to those matters set out in the statement below.

Independent examiner's statement

In connection with my examination, no matter has come to my attention:

(1) which gives me reasonable cause to believe that, in any material respect, the requirements: - to keep accounting records in accordance with section 386 of the Companies Act 2006 section 130 of the 2011 Act; and

have not been met; or

(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

1 Accounting Policies

1.1 Basis of preparation of accounts:

The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) - (Charities SORP 2015 (FRS 102).

The charity meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s).

1.2 Income Recognition:

All incoming resources are included in the Statement of Financial Activities (SoFA) when the charity is legally entitled to the income after any performance conditions have been met, the amount can be measured reliably and it is probable that the income will be received.

1.3 Allocation of cost:

Costs are allocated between restricted and unrestricted fund according to the terms of income. Where items expended are mixed, they are apportioned between the categories according to the income they relate to as well as using best possible professional judgements.

1.4 Support costs:

Support costs are those functions that assist the work of the charity but do not directly undertake charitable activities. Support costs include back office costs, finance, personnel, payroll and governance costs which support the Trusts programmes and activities. These costs have been allocated between cost of raising funds and expenditure on charitable activities.

1.5 Cashflow statement

The Company is exempt from including a statement of cash flows as part of its accounts, as it is not classified as 'large' as per Charities SORP (FRS 102).

1.6 Tangible fixed assets and depreciation:

Grants including the grants for the purchase of fixed assets are recognised in full in the accounts in the year they are given for.

Tangible fixed assets are stated at cost less depreciation. Depreciation is provided at the annual rates in order to write off each class of assets over its estimated useful life.

Furniture, fittings and equipment 25% on cost

1.7 Funds:

Restricted funds are funds which are to be used in accordance with specific restrictions imposed by donors or which have been raised by the charity for particular purposes. The cost of raising and administering such funds are charged against the specific fund. The aim and use of each restricted fund is set out in the notes to the financial statements.

2. Incoming Resources

Incoming resources are the amounts derived from the provision of charitable services, the receipt of gifts, subscriptions and grants falling within the charity’s ordinary activities. Donations received for the general purposes of the charity are included as unrestricted funds. Donations and grants for activities restricted by the wishes of the donor are taken to restricted funds where these wishes are legally binding on the trustees.

The entity hired out its workspace to 13 Rivers Trust for an annual fee of £7.2k in the year. Azafor Miah is a Trustee in both the Shadwell Trust, and 13 Rivers Trust.
